8 Reflections on engagement ODA partners and Foundations play a key role in the formulation of social policy Various combinations of collaboration have developed between Foundations and government and ODA agencies The role of international foundations in global science and technology has assumed increased importance government must respond appropriately, ODA partners are also increasing interest. Aim of engaging ODA partners and Foundations - improved harmonisation and increased value addition through development of initiatives and investments made by different partners

9 Collaboration framework Need for consolidation amongst development partners and philanthropies, long-term strategic partnerships are being forged between governments, development partners and Foundations For DST, such partnerships must be guided by: the department s mandate and strategic priorities; broader government socio-economic development policies and strategies Undertaking research exercise to expand portfolio of Foundations and areas of collaboration

10 Rules of engagement and DST s response DST to consider co-investment once international funds are leveraged Specific focus areas & objectives DST to consider each opportunity strategically to ensure alignment to national priorities DP assistance with concept notes and proposals DST funding should therefore typically be allocated towards overhead cost (excluding salaries & bursaries DST funding can only be utilised for SA participation Institution commitment (ownership and sustainability)
