1 EAST, CENTRAL AND SOUTHERN AFRICA HEALTH COMMUNITY (ECSA-HC) Vacancy for Project Administrator The East, Central and Southern Africa Health Community (ECSA-HC) invites applications for the Post of Project Administrator from suitably qualified persons. The position is tenable at the ECSA Health Community Secretariat in Arusha. 1.0 Background of the Organization The East, Central and Southern Africa Health Community (ECSA-HC) is a regional intergovernmental organization set up in 1974 to foster cooperation that will lead to the strengthening of health care programs in the region and promote attainment of the highest possible standards of health among member countries. The Member States of the ECSA Health Community are Kenya, Lesotho, Malawi, Mauritius, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. 2.0 Background of the Project SURG-Africa is a research project that aims to make safe surgery accessible to district and rural populations in Tanzania, Zambia and Malawi. It is an international collaboration of Tanzania (East Central and Southern Health Community ECSA-HC) Zambia (Surgical Society of Zambia), Malawi (College of Medicine), Ireland (Royal College of Surgeons in Ireland), the Netherlands (University of Nijmegen) and the United Kingdom (University of Oxford). In Tanzania, SURG-Africa activities are being implemented by the Tanzania Surgical Association (TSA); and regional dissemination will be undertaken by the College of Surgeons of East Central and Southern Africa (COSECSA). SURG-Africa is a multi-disciplinary programme of research that will evaluate innovative approaches for using Africa s scarce resources of qualified surgeons to meet the needs of those living in rural areas. 2 trained to deliver in-service surgical training, supervision and support through a combination of visits to district hospitals and Information technology (IT) remote-support. Training of district hospital clinicians, both clinical officers and general medical doctors will include surgical skills training, hospital management, professionalism and quality assurance processes. SURG-Africa will conduct epidemiological and economic research studies to demonstrate the health outcomes and cost-effectiveness of the new support and supervision model. It will also support Ministries of Health to strengthen their national surgical information systems. Underpinning these studies will be a participatory, implementation research component, from community to national policy level. This will identify the enablers and obstacles to safe district level surgery, ensuring the 4-year research programme results in sustainable, Ministry of Health-led models for making safe surgical services accessible. 3.0 Roles and Responsibilities of the Post Under the direction of the ECSA-HC Director of Operations and Institutional Development (DOID)the Project Administrator will be responsible for:- a) Implementing project activities in Tanzania and across East Central and Southern Africa b) Being the first point of contact for SURG-Africa in Tanzania c) Providing logistical and other support to the SURG-Africa project team in Tanzania who include: i. Local SURG-Africa investigators (Tanzania Surgical Association (TSA)President and the Surgeon-in-charge at Kilimanjaro Christian Medical Centre KCMC) ii. SURG-Africa researcher(s) iii. Other members of the SURG-Africa team, as directed by the Director of Operations and Institutional Development d) Managing the daily administrative and financial project activities, in compliance with European Commission H2020 and ECSA-HC procedures, including: Page 2 of 5

3 i. Monitoring of budget expenditure and reconciliation of monthly and annual research accounts to ensure that the integrity of funds is maintained ii. Monitoring and managing procurement and purchasing for the Project iii. Monitoring and facilitating processing of payments for the Project iv. Producing financial reports v. Following up on financial transfers from the SURG-Africa Coordinator (RCSI) e) Ensuring project record keeping and maintaining records in line with European Commission H2020 and ECSA-HC protocols, including: i. Payments request forms, invoices, receipts and timesheets of consultants (e.g. surgeons) and ECSA-HC researchers contracts and subcontracts, ii. Project reports and related documentation f) Work with and be guided by the RCSI Coordinator, including the Research Manager, Researchers and PI, in respect to the: i. Preparation of periodic reports for the European Commission (EC) ii. Preparation of financial reports for the EC iii. Submission of reports and documentation to the Coordinator and DOID, as requested European Commission H2020 protocols iv. European Commission H2020 protocols g) Office management h) Event management provide organisational and administrative support for local, national and regional SURG-Africa meetings, including consortium meetings, including taking minutes where necessary i) Support and ensure efficient communications in respect to SURG-Africa and: i. ECSA-HC ii. COSECSA (Council and Secretariat) iii. Tanzania Surgical Association iv. Other SURG-Africa partners, including the Coordinator j) Undertake other project tasks as required. Page 3 of 5

4 4.0 Reporting The post holder will report to Director of Operations and Institutional Development at ECSA-HC. 5.0 Education Qualifications & Experience i. A first degree in Business Administration, Public Administration Management, Health Services Management and any other related field. A Master s degree in Business, Social Sciences or Health will be an added advantage. ii. At least five years of working experience in administration and management in a government, inter-governmental or international organization. 6.0 Essential Skills and Competencies Required i. Evidence of excellent writing, communication and presentation skills, including excellence in MS Office (Word, Excel and Power point) ii. Knowledge and skills in procurement and logistics management, office organization and management. iii. Strong organisational and administrative skills iv. Evidence of attention to detail and thoroughness in work practices v. Ability to work effectively on own initiative as well as in a team environment vi. Previous experience in the administration of inter-institutional collaborations, preferably in the field of health programmes or projects or research. vii. Practical knowledge of accounting practices viii. Excellent interpersonal skills and organisational skills 7.0 Remuneration Package A competitive international package will be offered to the right candidate. 8.0 Contract Appointment This is a two-year performance based contract. The Contract is renewable upon satisfactory performance, subject to availability of funds and mutual agreement between the employee and the employer. Page 4 of 5
