3 MdQI Partnering Award Introduction The MdQI Partnering Subcommittee is soliciting nominations for the annual MdQI Partnering Award. PURPOSE The Maryland Quality Initiative (MdQI) Partnering Awards recognize partnership teams that demonstrate a high - level of achievement through their practice of the Partnering principles and processes related to the transportation industry. BACKGROUND Since 1998, the MdQI Partnering Subcommittee has assisted in guiding statewide partnering on transportation projects. Over the years, agency construction and design personnel, contractors, and consultant engineers dedicated their time and expertise to create a consistent and user-friendly partnering program. Their commitment resulted in many unique opportunities for improving the working relationships in Maryland s transportation industry. A creative and innovative business edge is critical to success. Collaborative teamwork that achieves measurable results through agreements and productive working relationships is more important today than ever. Resources and time are essential. Successful partnerships conserve resources and generate creative solutions. The Partnering Award was established in 2000, and the MdQI Steering Committee recognizes awardwinning projects at the annual MdQI conference. Any project team that has formally partnered may apply for the Partnering Award. PARTNERING DEFINITION Partnering is defined as a process based on trust and an open, honest attitude in which all participants in a project recognize both common and individual objectives and work to achieve those objectives through improved communication and cooperation. Tangible deliverables of a formal Partnering process may include a charter (mission, goals, and guidelines), an issue resolution process and agreements, action plans, evaluation methods, meeting followup, and reporting. The purpose of partnering is to create a multi-participant team in which key members are committed to working towards common goals and a work approach for which they hold themselves mutually accountable. Shared responsibility means fulfilling commitments to the team and ensuring team member success. BENEFITS In addition to being honored at the MdQI Conference, award winners will: Be recognized as a leader in Partnering excellence Receive a Partnering Award Have the opportunity to network with peers who are also committed to Partnering excellence Know they have contributed to Partnering as a business process Page 3 of 9

4 MdQI PARTNERING AWARD CATEGORIES The following two categories of Partnerships must have utilized a formal Partnering process and can show a relationship to transportation. 1. CONSTRUCTION Your project supported Maryland s transportation infrastructure and included one or more of the following: highways/state routes, freeways, roads and streets, including reconstruction and expansion or widening of existing facilities, bridges, interchanges, overpasses, and/or tunnels, airports, bus/transit, rest areas, ports of entry, rail, Intelligent Transportation Systems (VMS, Speed Detectors, etc.) multi-use paths, pedestrian bridges, and/or transportation support facilities. 2. NON-CONSTRUCTION Your project supported Maryland s transportation infrastructure and included one or more of the following documents: scoping, planning, environmental, design, and/or plans completed to the percent stage required in the contract. Non-construction eligibility includes public and agency partnerships among and between DOTs, other local, state and federal agencies, counties, and possibly non-governmental stakeholders, such as utilities and private organizations. Note: There may be multiple awards for each category. ELIGIBILITY REQUIREMENTS The Partnership must be transportation-related. One application submittal per awards category. One application per project. Must have a formal partnership (per MdQI guidelines). Construction Projects: o Substantially complete or accepted for maintenance between October 1, 2017 and September 30, 2018 o Purpose, intent, goals and/or objectives were substantially met. o Construction projects submitted in prior years are not eligible. Non-Construction Projects: o o o Documents and/or plans are completed to the Plans Specifications Estimate (PS&E) level between October 1, 2017 and September 30, 2018 or as required by the contract. Purpose, intent, goals and/or objectives were substantially met. Projects submitted in prior years in this category are now only eligible to be submitted in the CONSTRUCTION category. Page 4 of 9

5 MdQI Partnering Award Criteria The application should be completed jointly by owner and contractor representatives. Partnering Project Applications must meet the following criteria: 1) Project must be substantially complete or accepted for maintenance between October 1, 2017 and September 30, ) Include a copy of the charter with the application. 3) Include a copy of the Project Description found in the contract documents. 4) Include 2-4 photographs, no larger than 8 ½ by 11 of the completed project, group shots, workshop, meetings, etc. 5) Other documentation that supports partnering excellence on the project may also be submitted. 6) Responses to the essay questions should include specific examples of how partnering impacted the project. 7) The Partnering Subcommittee may request additional data during the selection process. 8) Measurement: All projects must use some form of measurement to track their partnership. Include a copy of the feedback/measurement results. MDOT SHA only: Projects that have not entered Partnering Ratings into the database will not be considered for the Partnering Award. 9) All completed applications are due by Monday October 1, 2018 (but no sooner than September, 1, 2018). 10) Send completed applications to Hilary Gonzales at hgonzales@sha.state.md.us or Don Smith at dsmith42@sha.state.md.us For specific details on Partnering, please see the Partnering Manual at or call Hilary Gonzales at Page 5 of 9

6 MdQI PARTNERING AWARD GUIDELINES AWARD PROCESS The MDQI Partnering Award process is led by a committee of volunteers who role model excellence in the transportation industry. They oversee the award process, which includes establishing a high standard of Partnering performance and the categories of projects eligible to receive this distinguished award. Submittal requirements are clearly outlined every year. Committee members have in-depth expertise in the transportation industry and recognized leadership in building partnerships. Judging criteria is established to support high levels of excellence over the life of the award. The Judges Panel, made up of the Partnering Subcommittee, determines the award recipients. Members of the panel represent: Government agencies Contractors Consultants The award recipients are recognized each year at the annual MdQI conference. Judging steps include: 1. Review submittals for eligibility and guideline adherence 2. Criteria compliance 3. Select finalists for the award 4. Verification/clarification of recipient information and results 5. Final recommendation for award recipients 6. 8 MdQI PARTNERING AWARD ESSAY QUESTIONS The Judges' Criteria include the following elements. Please provide specific examples of how partnering impacted the project. 1. Issue Resolution (20 percent) 1 page maximum What is your issue resolution procedure? Provide examples. What were the results/outcomes of the team having an established issue resolution process? What issues were resolved by field/front line employees closest to the issues? How did the complexity of the addressed issues impact the success of the Partnership? 2. Teamwork/Communications (20 percent) 1 page maximum How did you develop relationships with stakeholders? How did you develop team member relationships? Describe these relationships and explain how they were maintained. How did you inform, educate, and/or engage all stakeholders? What were the results? 3. Value/Outcomes (20 percent) 1 page maximum Provide examples of how your partnership added value for the stakeholders. What were your lessons learned and how will you use them to improve? Cite any exemplary or creative practices that had a positive impact on the partnership. How did partnering affect the project cost and schedule? 4. Feedback/Measurement (20 percent) 1 page maximum How was each of the goals in your Partnering agreement measured and evaluated? What were the results? (Cite results for each goal and how Partnering helped in its achievement). 5. Overall Partnering Ratings (10 percent) Provide overall average/summary of the monthly partnering ratings (from Partnering Data Base, MDTA process, or other method that was used). 6.
