Consider the following: What is the program, initiative, or activity? Who (i.e. local health department, local and national partners, etc.) is involved in developing, supporting, or leading the program, initiative or activity? Where is it taking place? Why is this relevant to your local community/mrc unit? (Maximum 300 words): * This activity is designed to aid in MRC recruitment by partnering with our local responders and county public health department to develop a responder rehabilitation program, run by MRC, to add the capability to our county and assist our local fire department, local law enforcement and search and rescue teams. Our county encompasses 4300 square miles of mostly rural geography with extreme weather conditions such as sub-zero temperatures and periodic blizzard conditions. Our first responders often deploy into rough environmental conditions to support our community with only cursory rehab checks following an event. We have approached our partners and they really want this type of program developed and are more than willing to support the initiative for MRC. Describe the goals of your project. What are the measurable objectives for your project? (Maximum 300 words): * 1) Within 3 months of receiving NACCHO award, assign unit member to specific rehab training program and incentivize via hourly wage payments. 2) Develop responder rehab protocol, guidelines and agreements with local partners by end of Summer ) Purchase necessary equipment, training materials and boost recruiting to have a minimum 4-person MRC responder rehab team in place by 1 January ) Collaborate with other rehab teams within the state and adjoining states to establish agreements and provide mutual assistance by Summer Who is the target audience for your project? How are the MRC Volunteers involved? (Maximum 200 words): * Directly, our target audience is our local responders and support their efforts to keep the community safe. Indirectly, our target audience is the local community and improving community resilience through recruitment, improving community knowledge of response efforts during incidents and advancing partnerships between MRC and local partners. MRC volunteers currently play a large role supporting local public health PODs, immunization clinics and general volunteer opportunities. This award will greatly improve recruitment efforts and expand MRC's role within the community.

4 Describe the benefits and impacts your program, initiative, or activity will have on your community and/or participants. What are the expected measurable outcomes? (Maximum 200 words): * Our county currently has few volunteer organizations. Our search and rescue teams are purely volunteers operating with guidance, equipment and direction under our county sheriff's department. This specific initiative will go a long way in filling in a capability gap that exists within our local fire department and local law enforcement. once the team is established, we will carry out a social media and information campaign the highlight the support volunteers can provide to their community. Outcomes will be measured via after action reports and periodic "hot wash" dcisussions with local partners. Describe what makes your program, initiative, or activity innovative. (Maximum 200 words) : * During Fall 2015, our county search and rescue teams endured a 16 hour search in rugged mountain terrain for two lost hikers. The hikers were successfully found and received treatment. Our search and rescue teams received a pat on the back, but could have greatly benefitted from a post rescue rehab assessment of some sort. In another instance, local responders support per a winter season search for a family lost in a blizzard while snowmobiling. Sadly, a fatality did occur, but the responders worked tirelessly, but a pots rescue assessment of their own health was not conducted despite the extreme conditions. This initiative will greatly improve responder safety and well being. Work Plan: Implementation plans: Describe how the project will be carried out and how the MRC Volunteers are engaged in the process. You should list any specific steps you will take. (Maximum 200 words) : * Implementation and vetting of MRC volunteers for program lead will begin immediately upon acceptance of the award. The vetted MRC volunteer will be given guidance, direction and an opportunity to collaborate with local partners as required to gain their advice and perspective in developing the program. Additional goals, objectives and milestones will be established to keep the program on track. The initiative will be presented in several public forums to enable recruitment and seek out qualified members for the rehab team. List your project timeline. (Maximum 200 words): * 1) Hire MRC program lead within 3 months of award receipt. 2) Have draft plan ready by Summer ) identify and purchase necessary equipment no later than Fall ) MRC volunteer(s) attend necessary training (local, regional or national) no later than Fall ) 4-person team trained and ready by January What are your sustainability plans for your project? (Maximum 200 words): * Albany County MRC will seek out another NACCHO award in Fall 2017 to ensure viability of the program. Budget: Your project budget should include detailed line items of your estimated program costs up to $13,000. Administrative costs should be minimized to the extent possible. NACCHO s MRC Award funding may not be used to purchase promotional items/giveaways or food and beverages. Please use the following budget categories: 1. Administrative Costs and Fees 2. We will also track training, maintain meeting minutes and conducts surveys of our local partners to find areas for improvement or necessary changes. The unit leader will specifically identify any MRC volunteers engaged in this initiative and report accordingly via the MRC reporting tools listed for the unit.
