3 our mission At Global Impact, our efforts are focused on making a tangible difference in the lives of the world s most vulnerable citizens. Global Impact, formerly International Service Agencies, represents more than 50 of the most respected U.S.-based international charities in workplace giving campaigns across the nation. Each year, Global Impact and its member charities help millions of people affected by poverty build pride, hope and trust. In addition to supporting critical international relief and development programs, Global Impact also manages the two largest workplace giving campaigns in the world. These are the Combined Federal Campaign of the National Capital Area (CFCNCA) in Washington, DC, and the Combined Federal Campaign Overseas (CFC-O) for all overseas commands of the Department of Defense.

5 2 Getting Results: A Message from the Board Chair For Global Impact, 2003 was a benchmark year. While many other charities faced the challenge of downsizing, 2003 was a year of unprecedented growth at Global Impact. The total amount of charitable contributions we raised tripled to more than $76 million. This accomplishment was made possible because of our long and proud history of accountability, experience and transparency on behalf of donors and charities since As we move forward, we remain dedicated to helping deliver sustainable improvement to the lives of the millions of children, women and men who rely on our member charities to improve the quality of their lives and future independence. This report focuses on some of the remarkable achievements that your generosity has made possible and highlights some of the most successful programs of our member charities. We look forward to building on the positive results that Global Impact charities have delivered over the years, and to another successful year for international relief and development. International giving accounts for about 2 percent of overall American giving, and according to Giving USA 2003, the yearbook of philanthropy, the international sector was the fastest growing sector in philanthropy. In addition, more businesses and foundations are involved in supporting international programs. Global Impact partners with companies that want to provide this expanded choice to their employees. By providing the opportunity to give internationally, Global Impact continues to provide American citizens and companies the best way to reach out to people who need help. Our progress is demonstrated by real and measurable improvements in the lives of individuals and their communities: People in the poorest nations are living longer. Since 1960, their life expectancy has risen from 45 to 64 years. Smallpox has been eliminated from the world through a coordinated effort by international humanitarian organizations, governments and volunteers. Although the world population increased by 1.6 billion people in the last four decades, the number living below the poverty line fell by 200 million. Support for Global Impact and its member charities has helped achieve goals like the foregoing that once seemed unattainable. If you have given in the past, thank you for making these great changes possible. 6 No Boundaries, No Limits Your continued support helps to write stories of hope and accomplishment throughout the world. In 2003, Americans generously supported humanitarian relief and development causes at greater levels than ever before because they see these programs making a difference in the lives of people around the globe. As president of Global Impact, I am privileged to spend some time annually among some of the poorest people on earth. What I see is pride, hope and dignity in the cruelest of circumstances. Everywhere I go, I bring home important life lessons. For instance, when I traveled to Nepal, the fourth poorest country on earth, I found that people earn only $126 annually. Yet it is also the safest place in the world for women to travel because an ancient form of Buddhism is practiced there. I also learned that if I were Nepalese, I would be dead, because the life expectancy for women is just 46 years. I would have had 12 pregnancies to achieve seven live births. Yet only three of my children would live beyond age five. Imagine. When you support humanitarian relief and development, you share in accomplishments that cannot be imagined, such as these: Approximately 2.8 billion people live on less than $2 a day. Global Impact member charities assure that more people will be able to support themselves and their families. Three million children die every year of preventable causes. Global Impact member charities assure that more children can be immunized and diseases like polio are eradicated. About 800 million people in the world are undernourished. Effective programs by Global Impact member charities assure that farmers will have the seeds, tools and skills to produce and sell more food. Over 113 million children of primary school age remain out of school; two-thirds of them are girls. Global Impact member charities assure that more children will have access to basic education and literacy levels will rise. 7 4 Assuring Help for People in Need Global Impact was founded 48 years ago. Originally called the Federal Service Joint Crusade, it served as the umbrella group for international health and welfare agencies participating in federal employee fundraising campaigns. When the Combined Federal Campaign (CFC) was established in 1963 by President John F. Kennedy, the Federal Service Joint Crusade became known as International Service Agencies (ISA). A New Brand Identity In March 2003, ISA became Global Impact. Through the new identity, Global Impact seeks to increase donor awareness and recognition of the role our organization and member charities play in the world of philanthropy. Global Impact brings together more than 50 of America s most distinguished international development and relief charities, such as Catholic Relief Services, CARE, Doctors Without Borders USA, Save the Children, World Vision and others. Information on Global Impact and links to Web-based information on our member charities can be found at Every year, Global Impact touches over 206 million lives in virtually every developing country through disaster relief, education, health training and economic programs that promote selfsufficiency. Global Impact charities get results by providing the tools for people to help themselves. Global Impact member charities meet the three primary reasons that people cite for supporting international charities: Supporting and strengthening the mind and body through famine relief and education Advocating for a more just global society by reducing discrimination Making sure the world is a healthier, safer and cleaner place to live and work No matter what motivates you to consider supporting international humanitarian relief and development, Global Impact member charities are: Helping children Feeding the hungry Responding to emergencies Working in virtually every developing country Building self-sufficiency. Why Humanitarians Give Globally Relief and development organizations improve healthcare and education for people in communities around the globe. Improved health conditions and education result in a more stable society and develop a productive workforce. The single best predictor of success for a child is the educational level of the mother. A productive workforce with disposable income builds a stable community of consumers, rather than a community in need of services. Consumers create economic and business opportunities that continue to improve life and social structures for people.

9 6 Iraq: Efforts to Rebuild, Repair In Iraq, efforts to rebuild and repair move forward even in the face of frequent clashes between Iraqis and coalition forces and concerns over security, sabotage and an unstable political situation. Mercy Corps has been working in southern Iraq since April 2003, providing emergency relief and undertaking projects such as school reconstruction, road work, sewage treatment and emergency health services. Many communities have limited access to clean water and solid waste disposal, making waterborne disease a major cause of sickness and death. Mercy Corps efforts to work with local officials to repair or replace sections of the water distribution system provide clean drinking water to 250,000 people. Also working in rural southern areas, International Rescue Committee (IRC) is overhauling the sanitation systems of more than 230 schools that house almost 150,000 students. It has also brought in healthcare teams to provide emergency medicines, replace looted equipment and set up a large-scale immunization program targeting polio, tuberculosis and tetanus. IRC programs include health screening, pre- and postnatal care and a hygiene promotion campaign. In addition to building housing for returning refugees, including the women shown here, and providing supplies such as plastic sheeting and kerosene heaters, The Salvation Army has opened a new clinic in southern Iraq and organized 10 sewing workshops. The workshops not only teach new skills to students, they provide an income to local teachers, including Muna Raffish, who supports her mother and siblings on her wages. I m so very grateful, Raffish said, that The Salvation Army s given me this chance and given me hope where before I had no hope.

11 Highlights Global Impact is proud to report the following accomplishments for Each dollar raised, each encouraging statistic and each success story motivates us to continue to provide the best way for American citizens and companies to care for the poorest people on earth. Global Impact Raised $17 million for member charities. Raised $64 million for charities participating in managed campaigns, an increase of $6 million or 10.4 percent. Kept overhead costs below 12 percent. CFC-Overseas Raised $13.5 million, a 20 percent increase in total contributions over 2002 results and a record-setting campaign: More than 102,000 contributors, an all-time record, and $132 average gift. Received an unqualified audit from the OPM Inspector General. Increased dollars for Family Support and Youth Programs (FSYP) on military bases by more than 20 percent, or $160,000. Total FSYP funding now exceeds $500,000 annually. Benefited from the time and talent of more than 4,000 volunteers. CFCNCA Selected campaign administrator of the largest federal campaign for the first time. Raised $50.7 million on behalf of more than 3,200 charities, a 7.3 percent increase in total contributions over 2002 results: More than 157,000 contributors, $322 average gift, Ten-year decline in campaign participation was reversed. Supported by more than 13,000 volunteers involved and trained as campaign managers, loaned executives and keyworkers. Accountability and Management As part of Global Impact s responsibility to our member charities and our donors, we adhere to a rigorous series of checks and balances that ensure the accountability and integrity of our fiscal management systems. Global Impact s President & CEO and Chief Financial Officer attest personally to the truth of the financial statements and have put into place structures to assure greater independence of auditors. Other evidence of our dedication to full accountability includes A Board of Directors engaged in all aspects of organizational oversight and in agreement on conflict-free procedures for corporate governance, Expansion of the Finance Committee s role to add oversight of an audit committee, and A thorough review of the Patriot Act and its implications for our member charities. We have added screening criteria agreed upon by USAID and OPM to the Global Impact charity application to assure that all member charities are in adherence to the Patriot Act.

15 12 Microlending Aimee Ivy Ansod (sewing, at right) was a wife, mother of five and a seamstress in Ghana who had been running her own small business for ten years. When her husband died and her house burned in the same year, Ansod was devastated. But with a loan of only $65 from Global Impact member charity Opportunity International, Ansod was able to begin rebuilding her business and her family s livelihood. Over the next few years she took out other small loans, hired a second seamstress, bought new equipment and eventually took on paying students. With the help of a microlending program, she was able to provide for her children and put her youngest into private school. Microlending is based on the belief that people, if given access to the small amounts of capital they need to start a profitable venture, will become selfsupporting. Global Impact member charities are funding microlending programs the world over to reach the poor, women and other groups who lack access to traditional financial institutions. ACCION and its partner programs in Latin America, the Caribbean and Africa work with poor, self-employed women and men to develop microenterprises as their main source of income. Freedom from Hunger supports microlending programs in seven countries on three continents, including Burkina Faso, Haiti, Madagascar, Mali, the Philippines and Uganda. Oxfam America and its partners in Mexico are helping Women's Training Centers operate savings and loan centers that are managed by community women. FINCA International is working in Uganda, where microlending has helped families stricken by HIV/AIDS plan for future crises, improve and maintain income and avoid selling productive assets.

Combined Federal Campaign of the National Capital Area Combined Federal Campaign Overseas Not only are the volunteers and staff at Global Impact experts in managing workplace fundraising, they exhibit remarkable personal generosity as well. Over the last 10 years, Global Impact s internal workplace campaign has raised more than $300,000 and enjoyed extremely high voluntary participation. In 2003, employees pledged more than $50,000, with an average gift of over $1,000, demonstrating a strong commitment to the values that Global Impact promotes in workplace giving. Working on Behalf of America s Best Charities Serving the World Global Impact raises funds for 50 distinguished American charities serving the needs of the world community. Each participating charity is reviewed yearly to ensure that it is upholding Global Impact membership criteria. Global Impact member charities must also do the following: Demonstrate their commitment to international humanitarian relief and development. Devote a substantial portion of their resources to social services or development or relief programs that directly aid people overseas. Have a recognized reputation for integrity in program implementation, financial management and program effectiveness. Complement and broaden other Global Impact member charities through their international programs that provide geographic, programmatic and ethnic diversity. Be dedicated to working with Global Impact to achieve shared goals.

19 16 Child Soldiers Over the past 30 years, more than 300,000 children have been forced into military service. These child soldiers swell the ranks of armies that rely on large numbers for success and are brought in through conscription or abduction to replace adult soldiers. Some carry weapons; others spy or check for mines. Exposed to mental and physical abuses, they suffer illnesses, loss of identity and values, and are alienated from their families and communities. Child soldiers are used in at least 85 countries notably in Africa and Asia. After a conflict ends, they typically require extensive medical attention, counseling, education, family reunification assistance and job training. In northern Uganda, World Vision operates a center that provides more than 5,000 former child soldiers with care and rehabilitation services and a chance to play as children again and then reintroduces them into their families. American Refugee Committee opened a rehabilitation and training program to meet the needs of young ex-combatants in Monrovia. The complex included a medical clinic and a day school, where students also learned job skills such as metal working (right). Also in Liberia, a $355,000 grant from UNICEF enabled Christian Children s Fund to manage two Interim Care Centers for ex-child soldiers. Save the Children works with political, religious and traditional leaders to rebuild the bridge between the community and ex-combatants. The process often begins with a ritual cleansing and rebirth. When asked how children who have been through such harrowing experiences can return to their former lives, one program director said simply, In war, there needs to be a lot of forgiveness on both sides.

21 18 Famine in Ethiopia and Horn of Africa Famine in Ethiopia and the countries that comprise the Horn of Africa Sudan, Eritrea, Djibouti, Somalia and Kenya is second only to the HIV/AIDS pandemic as the greatest humanitarian crisis facing the world today. More than 13 million Ethiopians, half of them under the age of 15, rely on food aid for survival. Nearly two-thirds of Eritrea s 4.3 million people face the same situation. The international community has responded with donations of food, working together with the Ethiopian and Eritrean governments and aid agencies to provide badly needed sustenance in advance of widespread famine. The response has been generous and well coordinated but helping the region build food security requires innovative long-term solutions. Global Impact member charities such as Oxfam, Save the Children, CARE and U.S. Fund for UNICEF are working with local partners in Ethiopia, helping communities cope with the ongoing drought and protect their livelihoods through programs that include food distribution, the introduction of alternative crops and livestock that can withstand drought, the introduction of water projects, including irrigation and rehabilitation of traditional water sources, peace-building in conflict areas, support for farmer cooperatives, veterinary programs, building grain storage facilities to help stabilize supplies and prices, and bringing together local, national and international organizations to address the root causes of famine and hunger in Ethiopia.

23 20 Education Equals Hope in Afghanistan Mohammed Mukhtar Kazemi stands amid the rubble of Ghazy High School, reflecting back to the days he was a young student at what used to be one of the premier schools in Afghanistan. This was my classroom! This is where I studied, the 50-year-old Kazemi says as he walks around the shell of his old school. The education system in Afghanistan is in a state of virtual collapse, and rebuilding it is one of the country s priorities. By any measure, Afghanistan ranks among the lowest in educational achievement throughout the world. Despite that, the yearning for education among the population is universal. Nowhere was the need to rebuild the education system in Afghanistan more evident than in the eyes of Kazemi, a program manager with CoAR (Coordination of Afghan Relief), a local non-governmental organization established in Member charity Catholic Relief Services has been working with CoAR to distribute food and other necessities in Afghanistan. The road back will be long, but there is hope. For Kazemi, the hope is education. Education is a human right, he says. During the Taliban regime we had the worst repression, no human rights and no proper time for living. When asked what he thinks about what s happening now in Afghanistan, he replies with certainty. Our country is completely destroyed, but we hope to bring peace and tranquility as soon as possible. The most important thing to focus on now is education. Those who are educated can best serve their country. Afghanistan faced two decades of war mostly because of lack of education, illiteracy and ignorance.
