6 Participants The Meeting was attended by the representatives of the following countries of the ODS Officers Network of Mexico, Central America and the Spanish-speaking Caribbean: Cuba, Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Nicaragua and Panama. The participants representing the ODS Officers Network of South America were: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Uruguay and Venezuela. On behalf of the United Nations Environment Programme the following people attended: Mr. Geoffrey Tierney (UNEP/ TIE) and Mr.Marco Aurelio Pinzón (UNEP/ROLAC). 7 Objectives The objectives of the Joint Main Meeting of the ODS Officers Network of Mexico, Central America and the Spanish-speaking Caribbean, and the ODS Officers Network of South America were: Exchange of experiences between countries on problems, lessons learned and success stories. Progress review in CFCs. freeze and subsequent reductions, halon and methylbromide freeze, licensing system, amendments ratification and delivery of the compulsory reports. Discussing outcomes of the 33 rd.. Meeting of the Executive Committee of the Multilateral Found including the main decisions. Discuss relevant subjects of strategic planning as the Administrative Plan, compliance and ozone officials activities. Discuss the network activities for the 2001 and the regional and subregional projects. Discuss the actual guidelines for PMR and select alternatives.

8 Summary of the Meeting 1. Regional Coordinator Report The Regional Coordinator of the Network for Ozone Action (RNC), Ing. Marco Aurelio Pinzón, for the Regional Office for Latin America and the Caribbean of the United Nations Programme for the Environment, presented the Report of the previous following recommendations, the Montreal Protocol progress compliance, the ratification and license system, as well as the CFCs, halons and Methylbromide freezing in the region. Following recommendations Related to the previous recommendations, the RNC informed that most of the topics of the agenda, respond to previous meeting requesting from participants. Data report Once again the big concern was the lack of punctual data report from some members of the net, this obstruct to get a completed report that included the tendency of consumption and a detail analysis of compliance. It was urged the countries to send their report punctually to the correspondent Secretariats and in a possible way a copy to the RNC in order to get the necessary data. Consumption trend Based in the available report and taking an account the CFC freeze, it can be show that most of the countries had fulfil the control measures, or at least, it can be assume that they will carry out if they keep reducing their consumptions. The situation of four countries of the region is not clear still, because there were not reports for the 2000 and they have had an increase in their consumption in 1999 respect to the base consumption. The following Montreal Protocol control belongs to Halons and Methylbromide, and where 5 article countries most freeze their consumption by the 1 st of January of 2002, to the average of and respectively. Some of the countries of the region that reported halons consumption and have available base consumption, already stop their consumption since Nevertheless, there are two cases of countries that raised their consumption and one of them is more concern because does not show a decrease tendency. Due the complex behaviour of Mr.Br. consumption, it is hard to establish a tendency. Even do, is important emphasize two countries that increase highly their consumption in 1999 respect the base consumption, putting in risk their compliance to follow this tendency. In short and generally speaking, its hope that the region carry out with the first control dates for CFC, Halons and Methylbromide. Once countries updates their reports, then it could emerge some modifications in this trends.

9 Status of ratification The region had show progress related to the ratification of the amendments. Just three countries are pending with the London ratification and Copenhague, meanwhile there were an advance in relation with Montreal and Beijing amendments. Nevertheless, the countries were urged to continue the efforts to enforce their compromises trough the amendments ratification. Licences system The implementation of a licence system result extremely important for the compliance execution. About the 70% of the countries already have implemented a licence system or an approval process. The rest of the countries were urged to advance in this process. The network thanked the RNC for the presentation of the report. Some of the countries explained their limitations relating the opportune data report, since they depend of other instances, like customs, that does not have a definitively compile until several months after. Others showed their report to the MFS, but the data were not reflected in the presentation. Particularly the representative of Venezuela show his concern in relation of the compliance of his country, because it was discover a big amount of illegal CFC trade. For that reason, the Ozone Secretariat recommended to send an official communication, explaining the detail situation with the purpose that this CFC will not be taken an account in their obligations. 2. Status of Compliance Report of the Ozone Secretariat Mr. Nelson Sabogal presented his report in relation with the following subjects: Ratifications: he made a global state balance of the ratifications and called the attention that Beijing amendment did not start the 1 st of January of 2001, like it was waiting, because of the low number of countries that have ratify. Even so, he noted that there are two countries from the region that have already ratify (Chile and Canada). Data report: he reminded the countries the importance of the fulfilment 7 and 9 article of the Montreal Protocol, and that every 30 th of September of every year is the deadline. Relevant decisions of the XXI Part Meeting: he refers to the most important decisions, between them are the XII/2 related with the measures to facilitate the transitions to medium doses inhalants (IDM); the XII/8 about the elimination of the ozone destructive substances and the conformation of a workout team to inform the Parts; the XII/10 related with the international trade supervision, preventive illegal SAOs trade and products that contains it, trough an universal labelling system. Subjects to be discussed in the XXI Meeting of the Open Composition Group: he made a relation of the subjects to be included in the meeting, between them is the study field of the reposition of the Multilateral Fund for the period, the report of the Group of Evaluation of Technical and Economical (GETE) in relation to all new destructive ozone substance, the progress in the reduction

10 of emissions and the evaluations of the critical uses of Halons, report of Scientific Evaluators Group who evaluates the ozone deplete potential (ODP) in new products and the European Union to adjust the CFC eliminations calendar. Finally, he call the attention to participants of the coming up control deadlines to Halons and Methylbromide and emphasize once again the importance of the licenses system implementation. The participants showed their appreciation to the Ozone Secretariat for his complete report. With the purpose to advance in the ratification process, some countries required the Secretariat to translate the amendments in spanish and the document that describes the advantages and disadvantages of don t doing it. Paraguay in particular, thanked the UNDP for the receiving support to approve the pending legislation in his country and remarked the importance of the agencies fast-track of these process. Other countries showed their interest to propose national experts to make them part of the workout team that the GETE is conforming, under the XII/8 decision. The Ozone Secretariat made clear that the proposed experts must have experience in ODS destruction or in their conservation. The representative of UNDP speaking as a member of the GETE, invited the countries to send to the Ozone Secretariat their CV s of national experts to be consider in the next two weeks after the meeting, and like an exception and taking an account that the deadline was over. Finally interested countries thanked this concession and compromises themselves to send the CV s of their experts within de time fixed. Report of the Multilateral Fund Mr. Eduardo Gánem of the Secretariat of the Multilateral Found, presented his report of the status of compliance making an special references to the firsts control measures of the PM, as usual, he distributed the profile of each country. The Secretariat consider that 15 countries will not carry out with the post controls of CFC, same as per halons and MeBr., and for this last one said, that had been forbidden within the commerce, therefore, countries had change their internal structure to this respect and where new methods have been proposed to get data information, and the executive organism and local counterparts must do all the possible effort to compile consumption data of the MeBr and its way of use. The alternatives selections must be decide by the interesting country with the participation of the government organisms, agricultures, exporters, research institutions, universities and ONGs. The Secretariat of the Multilateral found said that the ExCom want the governments to get involved, there for he asked a continued report of RMP. In this case the agencies should give the information, in this point the representative of the UNEP request for the actualization of RMPs., and said that this should be based in the country driven. The group showed their concern for the inconvenience of the digital report format, Mr. Gánem manifested that is always possible to modify the data and actualization is done once they get the official communication from de interesting government. At the same time he made clear that the use of digital report, that

11 still is under perfection, and suggest to be use the 97 version, CDs where distribute for those countries with problems. Members countries thanked the presentation of the Multilateral Found Secretariat Mr. Eduardo Gánem for his suitable presentation. 3. Important issues for countries El Salvador: shared with the other country members his experience with the implementation of the ODS Import Licence System inside the Environment Ministry and Natural Resources. He focused in the implementation process that last 6 days through several steps, it goes from import request reception in the Environment Ministry of Natural Resources, request review at NOU, determine the ODS quantities are required inside the annual quota, elaborate a technical opinion corresponding to the ozone office, seen and approved of the coordinator of multilateral environmental agreements, text elaboration correspondent to legal consult import licence, licence authorization per dispatch and finally legal consult and delivery licence to importer. The network thanked the presentation of El Salvador and agree that is not just important legislate, but to make effective the supervision that goes farther of the NOUs capacity, even do this activity does not eliminate ODSs in a direct way, it does have a positive impact in reduction s programme. UNEP suggested to country members that still have not adopted the licences system, to consider it as a priority because of the it s nature results an integrative subject in the region and would allow a functional base of the net. Uruguay: presented his monitoring experience project inside the RMP. This country decide to carry out a complete project evaluation system of training technicians, that allow them to see the effectivness of the programme in a before/after outline. Also presented a detachment of cost all together with the results of the primary evaluation, that shows at least a 5% of knowledge increasing including not so suitable cases. Finally this process allowed to generate initiatives inside the group, such as the conformation of an association, and the ONU is working in the measures impact of this activities over the reduction of consumption. The Network thanked the representative of Uruguay for her presentation and some countries demonstrate that this kind of evaluation, is pointed to rise technicians education compare it to empiric ones. At the same time, the costs estimate presented can change considerable in the rest of countries. Even so, this initiative results positive to elaborate outlines oriented to train empirics technicians. 4. Objectives of the Networks in 2001 Recommendations of the evaluation. Mr. Geoffrey Tierney made a presentation about the networks main objectives 2001, which were distributed to members in a form of table that included those of short, medium and long term. In the same way, made references to

12 recommendations of the net evaluation, for which he designed a table where the respective columns to implement steps, responsible and deadlines were empty to further development. For such purpose, suggested the conformation of workout groups. The responsible of recommendation n.1 related with the objectives of the net, pointed out to the rest of the group that already were discussed since the following meeting in Uruguay in November Even so, they suggested if some country desired add or modify something related to the table, it could be done before the approval in the final session. Objectives agreed for the members is present as Annex II and the results in the implementation of recommendations of the workgroup are show in Annex III of this report. 5. Report of the main decisions from the Executive Committee The Colombian representative in front of the ExCom., emphasize the main decisions of the XXXIII meeting. He refers in particularity to the requirements of the RMP review and the requirements for the permanent elimination in the refrigerant sector, projects with particular consideration like Mexico s foaming case, where the concept of permanent reduction was incorporated and finally the training customs projects, he made an appeal to UNEP to train instructors taking advantage of the already commerce agreements, as well to use them in the net. In relation to México s case, the World Bank noted that the add national consumption is not applicable in all sectors, because it is assume that is just for foams. México explained that the concept is not yet approved and elaborated a summary of its functionality, based in his experience in his participation in the ExCom. The MFS made clear that the concept had been also approved in MeBr. projects, and México s case is special and can not be extrapolate to other countries. Also said that the concept was debated within the framework of updating the requirements discussions country programmes. The representative of UNDP noted that in MeBr. projects, there isn t any decision that incorporate the concept neither a reference to an specific year. She presented the case of a project where the consumption for 1999 was proposed (below the real) and finally was agreed a close number of base consumption. Chile showed the difficulty to try to establish an average consumption in MeBr., because they could change and also depends of other parameters. The World Bank consider the concept discussions will put in risk later execution, because it will be taken project by project. The MFS reassure that the concept have been exclusively for México s case, even so, the ExCom have found other specific where the increase of consumption is considerable and in detriment of other countries finances. Other representatives noted that the ExCom in one way, force the countries with this measures to fulfil and assume compromise further of those established by MP. Once again, some countries showed their concern in relation to get documents on time before the ExCom meeting. Afterwards requested to UNEP to continue sending the summary of the main decisions and the RNC to send the list of the main subjects to be discussed, as well as the required documents when the representative of the region can not do it.

13 Other countries insisted in the low functional level of financing projects of Institutional Strengthening to face new compromises and responsibilities of ozone offices. They required to the ExCom members to insist in this subject. At the same time the MFS made clear that the financial level were based in the countries consumption, meanwhile the Ozone Secretariat invited the members to collaborate actively in the negotiations of reposition of the Multilateral Fund, and made an appeal about the responsibility they have to rich this objective. Finally the representative of Argentina ask to clear the applicability of the 33/2, that is related with the requirements to fulfil by countries to present the foams projects. The MFS answer that the validation of the data for this projects, is made with the Implementing Agencies. The representative of the UNDP noted that in this decision none Implementing Agencies were agree with the final format and call the attention about the difficulty to be presented in the fulfil of requirements listed in the 33/2 decision for the foaming projects in the next ExCom meeting. The MFS concluded by saying that if there isn t an agreement with agencies in relation to this decision, it will be informed to the ExCom in order to analyse their decision. 6. Implementing Agencies, Project preparation and approval by ExCom. The World Bank Presented an actual scene of the region making emphasis in those countries which already have projects. In the same way made an esteem diagnosis where the consumption goal of 50% by 2005 will be fulfil, (in an scene with no increase consumption) and residuals will be in refrigerants services, meanwhile the total elimination in world production of CFC will be ready in 5-7 years. The MeBromide will present bigger obstacles for its eradication and regular internal process will be advance. Based in this diagnosis, presented the most important goals of PYMES, regulations in the service sector, function and maintenance, the 85% goal with out incur in excessive cost for users, the balance between offer-demand of CFC (inventory-conversion-import-export-production) and institutional sustainable under the ozone programmes. In order to confront these challenges, presented different options like: programmes of sectorial elimination, innovative products, sub-sectorial programmes to eradicate the MeBromide, production projects, implementation projects, support to legislation and its fulfil, monitoring and Knwoledge Management. UNIDO The participation of UNIDO in the region reaches 12% of the total of their world activities in refrigerant sector, fumigation, foaming and solvent, in decreasing order. The foreseen activities sum 14 projects in 5 countries for an estimated value of 3.6. millions of dollars and pretend to eradicate 350 tons ODP. It was approved to UNIDO $ dollars to prepare projects. Even so its operations are relatively smaller compare with other agencies, the representative of UNIDO urge the countries to count on them inclusively in sectors with a relative low level of activities like the case of solvents.

14 UNDP Made a resume of its activities in the region and left clear that the 12 countries that has UNDP in its Additive Plan 2001, obeyed the requested made by themselves according to the new procedures applied last year, where the Implementing Agency in charge of the project of Institutional Strengthening consults directly the country about his necessities. Also mentioned that even if there are some countries not included in the first plan, they realize frequent consults or other solicitudes that involve an additional time and work. UNDP informed that through RMP projects can give support to those who required to be included in Administrative Plans, but it causes an additional cost to the agency, consultants and final users. UNEP The manager of the Networks, Mr. Geoffrey Tierney described some initiatives explored by UNEP, like for example the conformation of a new sub-net of non compliance countries to elaborate a joint or individual strategy. He appointed the importance participation of other national institutions like the Foreigner Secretariat of Commerce and Customs for the control commerce. He mentioned the 2002 project who pretends for that all countries take part of the Montreal Protocol in that year, there are still 19 countries miss but none of them belong to the region. He also informed that is in elaboration a global campaign of public awareness and PNUMA is giving an special importance to regionalization of projects and activities. He especially appeal the attention to the availability of $200,000 dollars to 8 regional networks for awareness activities, and urge countries to discuss about initiatives to use the money. After 2001 and according the evolution of the decisions of the ExCom, non-investments projects will take more importance. Until this moment 15% approved are non-investment projects, therefore UNEP will point out its endeavour to support activities that: Strength NOOs in order that countries would be the manager of their own projects. Reduce the illegal commerce. Complement activities with other Agencies, for example: in MeBromide with ONUDI, UNDP and/or Canada. Finally he appointed the importance and transcendence that UNEP will give to promote definitive alternatives.

15 CANADA The representant of Canada Mr. Philippe Chemouny, appointed to the Montreal Protocol Report about the programme of Bilateral Cooperation refer to the management project of hydrocarbons in Cuba, reconverting the traditional refrigerant technology into hydrocarbons. Also mentioned that of the 30 projects approved since 1993 just 13 had been finished, between theme are Brasil and Venezuela. Panel After the presentations of the agencies it was given an space to a panel where subjects discussed could be resumed in: Definitive Alternatives: some countries showed their concerns in the adoption of new definitive technologies, taking an account that Multilateral Fund wont finance this additional conversion and in this moment is not viable for countries to make it because of the high costs that represents. Honduras expressed the case to accomplish with definitive alternatives in refrigeration (like ammonium), to non traditional exports products to Europe. The United States representative said that because of this process, where marketing forces regulate, already been trough Article 2 countries and in some way now Art. 5 countries. Alternative finance systems: in response to the concern of one participant about the possibility to look for financing trough GEF, for hydrocarbon conversion of perishable storages, others made clear that requirements for this kind of projects resulted very strict. The World Bank made reference to their experience with chillers project in Thailand, where 50% of funds comes from GEF but under the consent of lending outline. The representative of Uruguay expressed the experience of her country application s GEF funds and that she would be disposed to prepare a presentation of the subject for a future meeting. Ozone Day: some countries proposed different activities like posters, videos, concourses, etc., but made an appeal to the high costs that represents and the available money for them. It was agreed to make an small group of work to sustain additional discussions and to inform in the last session of the plenary, about more concrete proposals and that generate a higher impact. Refrigerant management plans: Brasil manifested the concern in relation of possible implementation of PMR, due a higher reported consumption than the original. It was also added that by themselves they wont carry out such implementation and they are concern that this increase obey to illegal trade.

16 To other countries it most be given special attention to service sector and according to this guide the activities. Ilegal trade: Chile remarked the importance not just to count with the corresponded evaluation, but also to made it fulfil effectively. He Call the attention about problems like control projects, capability and competence always present inside ozone offices. Other countries also showed their concern for the increasing illegal commerce problems, where UNEP urged the network members that still haven t implement their licencing system to take it as a priority activity. This would allow a real operation of the network. Nicaragua express the limits to be presented trying to tax ODS in order to desmotivate its use and the negatives received for such actions from their commerce authority. Finally Venezuela refered the importance that represents harmonization of the legislation in regional level. 7. Bilateral discussion and workout groups Regarding this point of the agenda, it was conformed teams of work between countries and Implementing Agencies related. Projects were discussed to be applicable in case countries that belong to the net would require. 8. Field Visit to INPUD of Santa Clara, a Refrigerant Plant converted into Hydrocarbon The group made a visit to the INPUD plant in Santa Clara, manufactures of refrigerants and converted into hydrocarbons. The Ing. Ramiro Valledor, Technical Manager of the plant, made a tour meanwhile he explained how the plant turned into an enterprise with 2050 workers distributed in four areas, he also appointed the technology advance to avoid the water pollution during the refrigerants production because it has been changed the system into cyclopentano and isobutano with an investment of nearly $1,500,000 dollars. 9. Evaluation, delivery and receipt of inquiries As is usual, it was circulated the evaluation formats for the meeting and for the network. The results of this activity are attached in Annex IV.

The Role of the Military in phase out of ODS UNEP presented the results of the workshop that took place in Brussels, Belgium in February of 2001, 33 countries assisted, Bolivia participated from the region. The central subject was the importance of the military organization in the protection of the ozone layer. Between the objectives of the workshop it can be distinguish: the interchange of technical and political information, assisting developing countries in the compliance of the Montreal Protocol, promote cooperation networks, identify critical uses of ODS in military missions and explain the eligibility of this kind of projects. It is been found that militaries have show leadership and technical innovation in the ozone layer protection of developed countries. Even so, for some cases of developing countries, the conversion still is beginning with the support of the national ozone offices and other organizations. The previous obey to free systems of ODS, that have show a better fulfilment, entrustment and durability. Therefore, militaries and environmental authorities most collaborate in adequate selection of technologies, in spite of some critical uses that still doesn t count with alternatives. These last ones, required some flexibility in order to minimize risks and it most be study the availability of halon banks all over the world to diminish the production. ODS used by militaries include solvents, halons and refrigerants for different application considered as critical. Their conversion presents some limitations in cases like emergency uses, alternative prices, wider required space (halons), and lack of response of equipment suppliers. Finally countries compromised themselves, to organised regional and national conferences with militaries, with the purpose to coordinate strategies of phase out ODS. Therefore, it most be a close cooperation with the national ozone offices, who helps to develop a detail inventory of the militaries applications and decide following steps. Participants thanked the presentation and some of them took advantage to show their limitations, to meet the uses and quantities in detail of ODS by their militaries, they argue that some times there are not registries of those, because of information and security reasons. Even so, it have been approaches with the sector and is contemplate to do some additional activities like workshops to improve the available information.

Ozone Science Mr. Nelson Sabogal of the Ozone Secretariat, presented the scientific preceding about deployment of the ozone layer, taking an account with the last data of science investigation until now. In the presentation of Mr. Sabogal, he noted that within the actual state of the ozone layer, the magnitude of depletion of the ozone hole in Antartica is kept, in 2000 the area of the hole was the biggest and damages of the total ozone column exceeded the 50%, meanwhile in the Artic of Canada and the north of Siberia, the deficit was 30% for the same year. Respect the main scientific discovery said, that total ozone depletion compound combined in the atmosphere is descending. He appointed also, that Parts of the Montreal Protocol requested to Science Evaluation Panel, the incorporation in the corresponding evaluation 2002, the tendencies observed regarding to control substances and its compatibility with the notified production of ODS, same as a quantification of deployed ozone effects of new substances that contains halones, a characterization of sources and drains of methilbromide and possible quantitative repercussions in the ozone layer, besides a characterization of known interrelations between deployed ozone layer and climate change, including indirect effects between both. Also requested a description and interpretation of changes observed in the ozone layer in the worldwide, poles and utltraviolet radiations, same as elaboration projects and hypothetical situations in the future in relation with those variables, taking an account previous repercussions of climate changes. Finally the Parts of the Montreal Protocol requested to the Panel of Environmental Effects, to continue with determination about repercussions in the ozone layer, showing its relation with climate changes aspects and where an evaluation of the influences combinations of changes in utltraviolet radiations, produced by the ozone depletion and other factors of climate changes, can affect the biosphere and human health. He concluded his presentation by saying that the Panel of Scientific Evaluation, already started the preparation of the evaluation for After the exposure of Mr. Sabogal, member countries showed their interest in participate on discussion panels, about the inclusion of technical experts in destruction, maintenance and recovery, according the XII/8 decision of the 12 th Meeting of the Parts of the Montreal Protocol, that refers to eradication of ozone deployment substances. It was proposed to follow a CVs and if the deadline to receive the resumes is over, there is still the possibility of two more weeks to introduce the data of possible candidates. 12. Refrigerant Alternatives

19 The Ing. Marco Antonio Calderón, presented The experience of Conversion of Refrigerant Transportation, same as investigation on alternatives. Specifically he spoke about the procedure to fit up ships that works with R-502. The general employed procedure goes from the removal of the previous charge of refrigerant, going trough the mineral oil drainage system, the refuel with the correct lubricant, change of the dehydrated filter, until the refuel of the new refrigerant. There are some intermediate steps to verify leaks. To finalize he underline that an alternative refrigerant selection, include the discharge, security, economic issues and environmental impact. The RNC thanked in the name of participants for the presentation of the Ing. Calderón and reminded to countries, particularly to central Americans, that the inclusion of this subject in the agenda, obeyed to the recommendations that were made in previous meetings. 13. Planning and prioritisation of the objectives UNEP presented some considerations of the activities planning of the administrative plans for 2002 and beyond. UNEP remained to countries the methodology employed the year before, within a framework of strategic planning. The issues underlined were: The limited period of countries to deliver information about their necessities in the next two years, particularly the detail information requested and the importance of some activities to fulfil the Protocol by countries. The lack of relevant information to put in the strategic planning, same as ODS eradication, budget, justification in relation to country compliance, and others like data report of most of the countries that could not send on time due the situation appointed before. Problems confronted by some countries relating to data consumption precision and urgently finances needed to actualise country programmes, as well the relation between this subjects and requested information for strategic planning. The importance to be informed about the used criteria for strategic planning. Taking an account that there were any comments neither adding remarks about the objectives, the net agreed in everything as is showed in Annex II. In the other side the RNC presented several subjects (Annex VII), that could be consider in the following meeting. From this list will be selected three subjects trough the forum.

20 Finally under this point of the agenda, it was given an space to the facilitator of the group, who discussed about the International Ozone Day and how to use available money for regional awareness. The group decided: Request to the Ozone Secretariat to avoid this year in sending printed posters to countries. Instead it was suggested, to be available in the web page to those who wants to print it locally. Request to the RNC to identify the cost that would implicate different initiatives like a publicity in CNN or a regional video. To support the Argentina initiative to celebrate the following meeting in Ushuaia. Discuss in detail the already presented initiatives trough the forum. UNEP made clear that available money will not be divided strictly within the 8 regional nets, instead it will be taken an account other kind of criteria, like participation and awaiting impact from proposals.

21 Conclusions and Recommendations In the final session of the meeting, the network agreed the conclusions and recommendations in principle and requested the RNC to prepare the final draft for comment and agreement through the forum within 2 weeks of the end of the meeting: 1. The network expressed its appreciation to the Government of Cuba and to the Ozone Officer, Dr Nelson Espinosa, for hosting the meeting and for their excellent organisation and warm welcome. Compliance 2. The network noted that, in general, the countries of the network are expected to meet the Montreal Protocol freeze requirements for CFCs, halon and methyl bromide. Those countries not yet in a position to meet the CFC freeze were urged to identify the activities required to reduce their consumption below the required level and to take steps to implement them as soon as possible. 3. The network expressed concern about increasing levels of illegal trade in CFCs in the region and the resulting risks to achieving and sustaining compliance with the CFC freeze. The network recommended further discussions and investigations of this problem with a view to taking decisions on how to reduce illegal trade at the next meeting. 4. The network thanked Uruguay for sharing their experiences on technician training and El Salvador for explaining the implementation of their licensing system. The network recommended that every country put in place and enforce a comprehensive licensing system for all ODS. In this regard, the network noted with appreciation the support received through missions of the implementing agencies to accelerate the internal approval of regulations and instruments for ratification of the amendments to the Montreal Protocol. 5. The network underlined the importance of timely and accurate data reporting by all countries to facilitate the work of the Implementation Committee in assessing compliance and the Executive Committee in enabling compliance. The network recommended that the Ozone and Fund Secretariats facilitate this process by continuing their co-operation to update and verify data received and to harmonise the dates and modalities of data reporting.

22 Objectives of the Network 2001 and recommendations from the evaluation 6. The network agreed objectives for 2001 as attached to this report as Annex A 7. The network reviewed the recommendations of the evaluation and agreed actions to be taken for their implementation, as set out in Annex B to this report. Executive Committee 8. The network noted with appreciation the report by Colombia on the main decisions taken during recent meetings of the Executive Committee. It recommended that the Network Manager continue to produce a report for the networks following each ExCom meeting and that the RNC ensure timely delivery of this report to all member countries. 9. The network requested the Regional Executive Committee representatives to seek clarification of national aggregate consumption, pre-requisites for country programme updates and RMP revisions at future ExCom meetings. 10.The network stressed the need to review the adequacy of funding for Institutional Strengthening projects in light of the increasing workload and commitments of National Ozone Units under the country-driven approach. 11. The network recommended the Regional ExCom representative and the RNC to make documentation available to the members in advance of ExCom meetings to allow time for sending any comments to the Regional representative. Implementing Agencies 12.The network noted with appreciation the reports by UNDP, UNEP, UNIDO, the World Bank and Canada on activities in the region for 2001 and beyond and recommended that member countries prepare requests for activities for incorporation into agency draft business plans before the September 2001 deadline. 13.The network discussed the country-driven approach in relation to CP updates and revisions of RMPs. The network recommended that, in reviewing RMPs and making proposals to use the additional 50% funding, countries exercise caution and understand that this will be the only funding for refrigeration servicing sector projects until Ozone Science and related topics 14.The network expressed its appreciation for the presentation on the results of the military workshop held in Brussels in February and recommended that all member country NOUs contact their military to involve them actively in the national phase out programme. 15.The network discussed the problem of storage of recovered, contaminated ODS that could not be recycled for reuse and recommended that countries send the C.Vs. and contact details of experts in destruction and disposal to

23 the Ozone Secretariat for consideration for membership of the expert group being set up by the TEAP. Ozone Day The network agreed to support the initiative of Argentina to hold the follow up meeting in Ushuaia on Ozone Day 2001, subject to satisfactory resolution of questions concerning the cost of such a meeting. 17.The network recommended that posters and other materials for Ozone Day 2001 be printed regionally and shared among member countries, along with a regional video. In this context, the network noted with appreciation the provision of funds for regional awareness raising activities during 2001 and recommended that discussions continue via the forum to finalise the activities to be implemented under this initiative.

24 Next Meeting It was agreed that the next Joint Follow-up Meeting of ODS Officers of Mexico, Central America and the Spanish-speaking Caribbean and of South America would be held in Ushuaia, Argentina in September 2001.
