5 ESA/ CARE Joint IOU Marketing & Outreach Workshop Workshop 05/25/2017 Introduction and Background: The Joint IOU M&O Workshop was the culmination of a collaborative effort among the four IOUs. The IOUs designated key staff to contribute to efforts toward satisfying directives of the Decision which have resulted in regular weekly meetings either via conference call or in person. As described in the Decision, the primary purpose of the Joint IOU M&O Workshop was to provide stakeholders an opportunity to provide input to be considered for incorporation into IOU marketing plans for the ESA and CARE programs. The presentation was delivered in several panels collectively designed by the IOUs and focused on high level outcomes of IOU low income marketing efforts thus far and plans to address barriers to enrollment within the low income programs. An unplanned panel was introduced following the Strategies presentation to allow IOUs an opportunity to respond to specific questions from the Energy Division and other stakeholders regarding the ways in which strategies will be directly linked to barriers, opportunities for improvement moving forward and linkages to budgets. Meeting Goals: For all IOUs to share preliminary plans for Low Income Marketing & Outreach through to 2020 to provide an opportunity for interested parties to provide input and feedback before the plans are finalized. Location: CPUC Auditorium 505 Van Ness Ave. San Francisco, CA / Conference Call Attendees: Parties Represented: IOUs (PG&E, SCE, SDG&E and SoCalGas) Energy Division Center for Accessible Technology (CforAT) Greenling Harris Group Natural Resources Defense Council (NRDC) Parties Represented: Embertec MCE DDB DDC Reliable Energy Friends for Energy Presentations and Discussion: 1. Market Overview and Barriers This section was approached collectively including an overview of each IOUs service territory along with a market snap shot to set a foundation upon which strategies would be developed. Unique variables were highlighted by IOUs as necessary as were the most prevalent barriers to participation in low income programs. Hard to reach populations identified within the LINA study such as multifamily residents, undocumented immigrants and customers living in tribal communities, and general program awareness stood out as barriers that each IOU shares in common. 6 B. Comments and Questions: Center for Accessible Technology i. Requested we explore the notion of modified income/ non cash benefit communications as a way to reach other communities that don t resonate with dollar savings. ii. The CARE and ESA should be a part of a shared campaign for all Californians to advance their energy savings goals and recommends integrated messages and alignment with Statewide ME&O campaign themes. iii. Potential for this communications theme to address the barrier to participation stemming from perceived charity and to position CARE and ESA not about charity, but being your way to do your part on the broader community. Strategies, Measurement & Budget (presentation from each IOU): This section included individual high level presentations from each IOU regarding strategies that each IOU has employed to date, methodologies, outcomes, metrics and budgets. The IOUs discussed strategies for how to promote general awareness and how to reach customers with tailored marketing tactics, partnerships, and leveraging programs. IOUs were in alignment with provided general categories to present metrics and budgets. 2. Strategies, Measurements and Budgets - SDGE A. Speakers: Claire Luffborough Laura Welty B. Comments and Questions: Natural Resources Defense Council i. Q: Are you going to continue to work with multifamily given how difficult it is to engage them? A: Yes, we are going deploy a range of strategies and tactics including leveraging testimonials and success stories to provide proof of value. Center for Accessible Technology ii. There has been a lot of investment and thought in how to better connect with the elderly, via emotional connections - how are you engaging with this issue for seniors? iii. Emotional engagement is foundational in communications and would like to see this entwined into the marketing process. iv. Asked about tactics the utilities use to prompt non-responders to respond to surveys. The Harris Group i. Related to the previous point regarding reaching out through emotional connections, I am interested in how you will use a coordinated approach for contractors, so they can deliver multiple messages in their consultation with these customers. ii. We need to be thoughtful about how and when we communicate with low income customers many are not available 9-5. Marna Anning (Energy Division) i. What is your plan for assessing campaign effectiveness? Do you use the lessons learned approach? How do you measure and will this be incorporated into your M&O plans? ii. Specifically with regards to non-responders, can you please speak to how you might be using emotional tactics to get to them? ii. iii. Are you engaging with the Greenberg and DDB research for non-responders? Q: Are there emotional or demographic insights that provide insight into the marketing approach for non-responders? A: (PG&E/Allen Fernandez Smith) We are continuing to evolve our personas to guide customer insights. iv. Is there an opportunity for follow up via CBOs? v. Q. How do we get non-responders to respond to a survey? vi. A: (PG&E/Stephanie Greenberg): We deploy and effective method of using third party research companies to interview via phone and online. Harris Group i. The CARE Application will take applicants 5 minutes this is a long time for a simple application and needs to be considered as a possible barrier. 4. Strategies, Measurements and Budgets - SoCal Edison A. Speakers: Pam Greene Rosette Solidum B. Comments and Questions: Syreeta Gibbs (Energy Division) i. Q: Re Budget the admin portion is much smaller for SoCal Edison than the other utilities - are the allocations/ calculations the same across all utilities? A: (SoCalGas/Pam Greene) Yes the same allocations. 5. Strategies, Measurements and Budgets - SoCal Gas A. Speakers: Krista Phipps Jackie Flores Daisie Cristobal Sanchez Mark Drake B. 8 Harris Group i. Asserted that all contractors are not aware of all of the IOU strategies presented at the workshop offered that greater transparency would allow contractors to assist in reaching customers who they are familiar with. Further asserted the imperative that IOUs are thoughtful and considerate of customer needs such as schedule, availability convenience. ii. Asked a clarifying question regarding the CARE enrollment application stating that it does not take 5 minutes for an online enrollment but rather believes it takes only 90 seconds. There is opportunity to address disconnects such as this within the application process. Center for Accessible Technology i. Asked a strategy question stating ED should build an emotional relationship with customers. Asked the IOUs how they are engaging in emotional connections with customers. Expressed a belief that emotional connection is foundational and should be weaved throughout the presentation. ii. Asked about tactics the utilities use to prompt non-responders to respond to surveys. 6. Panel Discussion: This was an unplanned panel introduced following the Strategies presentation to allow IOUs an opportunity to respond to specific questions from the Energy Division. Energy Division questions included: A. Provide 1 or 2 examples of barriers that lead to development of strategies. i. SoCalGas raised the barrier of reaching the multifamily population and the resulting success of the SPOC initiatives. B. Lessons learned that the IOUs will employ. i. SoCalGas shared plans assess opportunities to enhance metrics beyond what is currently being reported on a monthly and annual basis. The following are questions/comments raised by stakeholders for this section: A. NRDC: i. NRDC is very interested in the M&O plans including strategies to reach property owners. B. Tory Francisco (Energy Division): ii. Provided an example of an opportunity to meet customers where they are as the online bill payment experience that occurs once per month. Inquired on what are the IOUs doing to leverage that window? C. Marna Anning (Energy Division): i. How the IOUs are collectively shaping their M&O plans? ii. Wants to see a proactive approach from the IOUs to collaborate. iii. Wants to know how the IOUs are learning through their collective experiences and sharing with their subject matter experts. iv. Wants to see how the IOUs are integrating their M&O plans with different proceedings. 2. Integration - Panel This section was presented as a panel and focused on the Statewide ME&O, Energy Efficiency, AB 793 and Rate Reform (N/A to SoCalGas) proceedings as referenced in the Decision. The IOUs agreed to designate a representative to present the following regarding the strategy to integrate each proceeding with the Low Income proceeding: PG&E provided an overview of Rate Reform, discussing rate options ESA & CARE Workshop Notes 5/25/2017 Page 4 of 7
9 SCG: provided an overview of Statewide ME&O, discussing a movement of customer awareness on a broader level and highlighted ESA Program info on the new statewide website SDG&E: discussed the Energy Efficiency Business Plan and stakeholder engagement SDG&E: discussed driving awareness and engaging customers through energy management technology tools A. Speakers: Elissa Pollock PG&E Karen Sturgeon SoCal Gas Brandi Turner - SCE Ty Tantum SDG&E B. Comments and Questions: Center for Accessible Technology i. Q: In general strategy discussion, you talked about avoiding duplication but need repetition to deliver the message. Where does the line cross? A: (PG&E Elissa Pollock) This is more about the coordination of efforts in communication so that the cadence is meaningful and relevant to the customer. ii. iii. Do IOUs differentiate between duplication and repetition of strategies? Although Medical Base Line (MBL) was not discussed at this workshop, does MBL tie in the messaging do your thing from the Statewide ME&O plan with low income? These two campaigns should be aligned. iv. Q: Pleased to see rate reform messaging included in CARE and ESA, but still looking to see how this ties into the emotional positioning. The current messaging is very features and functions. How are we going to use emotions to bring this together? A: (PG&E/Elissa Pollock) We are going to be thoughtful about how these key messages are implemented and consider emotional connections. v. A couple of presentations were focused on web options - please make sure there are non-web options at all times. vi. Q: How are you expanding your work with traditional networks? A: (Panel Response) Through AB 793 integration efforts, ESA will be offered and presented as part of the energy management process. Energy Division (Tory Francisco) i. In the creative there is a very different look and feel for the Statewide ME&O program than campaigns specific to the CARE and ESA programs. Are you just going to connect the programs with messaging or will they be wrapped as the same? Request alignment with the statewide look and feel. Mentioned the old Engage 360 campaign under Statewide ME&O and the ESA brand being very complimentary. ii. Asked whether the ESA Program Marketing plan will have the look and feel of the Statewide M&O brand and if the Energy Upgrade CA website is being used to drive customers web links for the low income programs. Energy Division (Marna Anning) i. With respect to Rate Reform marketing - you are targeting a lot with direct mail and - have you looked at other channels? For example how can the website support? ii. Asked how can IOUs target customers for Rate Reform through M&O? Are there other methods of integration for customers without online access? 10 iii. Stated that the ED has not received any M&O budget increase requests, wanted to know how Statewide M&O integration going to impact the budget. iv. Wanted to know if the services and energy management technology tools cited in AB793 would be incorporated into the M&O plans. Asked if there were other methods to use the technology services. v. Acknowledged the nuances of the different IOUs in their approaches to barriers and strategies and requested greater detail be included in M&O plans. vi. Wants to see that strategies include non-web options included in M&O plans. vii. Wants to see additional ways to expend the networks beyond CBO outreach. viii. Believes that AB 793 is a customer investment. The only way that it is available to customers is through ESA. How will IOUs identify disadvantaged communities and what will be delivered to these communities? 3. Questions to the Panel: LI M&O QUESTION 1: We set this day up saying it was about the barriers and overview that would lead us to our strategies. Can you please talk to how you are doing this, citing two examples? Laura Welty SDG&E 1.1. Barrier #1: Credibility and overcoming fear of providing personal info 1.2. Strategy: Applying a grass roots marketing Strategy 1.3. Barrier #2: Targeting specific communities 1.4. Strategy: Multi-channel and faceted, marketing across many touch points Pam Greene - SCE 1.1. Barrier #1: Limited access to the internet for some hard to reach 1.2. Strategy: Continue to communicate via paper Barrier #2: Overcoming language barriers 1.4. Strategy: Continue to translate to core languages including Spanish, Chinese, Tagalog Korean etc. particularly using digital banners Krista Phipps SoCal Gas 1.1. Barrier #1: When reaching multifamily, fear and trust with the landlord is often an issue 1.2. Strategy: Account executive model for property managers 1.3. Barrier #2: Low education levels 1.4. Strategy: Meeting customers where they are; Adapting and simplifying creative (less copy, more imagery) Lisa Mizokami PG&E 1.1. Barrier #1: Reluctance to take a hand out 1.2. Strategy: Enforce current participation and normalize the program though testimonials 1.3. Barrier #2: Online not always available 1.4. Strategy: Phone and in-person as the alternative. QUESTION 2: Looking ahead, what are some lessons that you have learned that you had to rethink/retool? How are you going to be employing your resources overall Laura Welty -SDGE 1.1. 11 1.2. Ensue you have the right people for the job too. Pam Greene - SoCal Edison 1.1. Why did the response rate half when we used native language? It s not clear so we need to test again. Krista Phipps SoCal Gas i. Metrics is our growth area. We have been compliant however we need to think more creatively about what and how we measure, and how this applies to our marketing approaches. Lisa Mizokami PG&E ii. Automated voice messaging was trialed and when our response rate lowered, we retired the program despite its cost-effectiveness. Questions/ Statements from the Audience: Natural Resources Defense Council i. Recommends we continue to focus on building owners and how to maximize reach. Tory Francisco - Energy Division ii. One thing I heard was the theme of meeting the customer where they are. And one thing we are more aware of is that the window of opportunity with utilities is really small - one of those experiences is the bill payment experience opportunity to use this. How are you using the bill payment channels to market these programs and leverage the once a month opportunity - connect the customer experience. I m interested in seeing this in the plans. iii. (Response: Lisa Mizokami, Pam Greene) Looking at optimizing the online experience. iv. (Response Laura) We are tracking awareness to ensure people know they are receiving a discount. Marna Anning - Energy Division i. How are the IOUs going to take these experiences collectively to inform your M&O plans and proactively inform your efforts as a group? For example, share lessons learned. 4. Post Workshop Comment period While stakeholder feedback was highly encouraged during the workshop, PG&E provided an address for additional comments to be provided after the workshop. No additional feedback was received at the address provided after the conclusion of the workshop. 5. Conclusion: Overall, the workshop was a success. It offered IOUs an opportunity to demonstrate collaboration, to present successes and to collect stakeholder input for incorporation into marketing plans. Following the workshop, the IOUs held a conference call with representatives from the Energy Division to gain their feedback regarding the workshop. The Energy Division applauded the IOUs for a successful workshop and acknowledged the deliberate efforts on the part of the IOUs to address concerns expressed by stakeholders especially as related to collaboration, barriers to participation and integration with other proceedings. The Energy Division expressed that they will expect the IOU marketing plans to build off of the results of the workshop to include more detailed strategies within the marketing plans.
