2 NMMS Capitol Outlay Grant Timeline NOW thru March Contact your legislators!!!! March Legislative session ends, NMMS CO makes it through (fingers crossed!) April Governor signs legislation, authorizing NMMS CO May NMMS Issues Request for Proposals (RFP) for Capital Outlay and hold mandatory Pre-Application Workshop June NMMS CO Grant Applications due and recipients are selected Fall NMMS CO Grant funds become available to be spent

3 Are you eligible to apply? And what projects? Must be State-Certified (Emerging & Frontier Communities are not eligible) Must have support of the municipality and fully-executed MOU Must be in Good Standing (Can not be on probation) Must have paid staff to oversee project Must be current on quarterly financial reports to NMMS Must attend pre-application workshop Municipality must have an annual audit, approved budget and be compliant with applicable financial reporting requirements Communities with Master Plans are eligible to apply for bricks and mortar Second or third year communities without Master Plans are eligible for planning grants

12 An intercity arts park located in the historic MainStreet district, to serve the community, visitors and tourists as an instructional arts and botanical garden site

13 Should serve as an extension of the downtown shopping district, which includes art galleries, antique malls, and home & gift boutiques Should serve as a venue for artsrelated events

14 2004 HAP Committee formed; inspiration for HAP came from the four bronze statues already in place 2005 Name changed to Halagueno Arts Park 2006 Received $35K in capital outlay; spent $21K to remove decaying, dead cottonwoods 2007 Received $50K in capital outlay; issued RFP for planning and design of a long-range phased development of HAP

15 2008 Received $100K; city reimbursed HAP $25,000 for dead tree removal; Morrow Reardon Wilkinson Miller firm chosen to design HAP for approx $22K March 2009 Phase I construction begins, costing $167,809; includes entry way up to the library s main entrance and south to the museum plaza October 2009 Phase I completed; includes tables (with benches and canopies), eight rosebud trees, a small fountain, paving, and some landscaping and plantings Present Construction on HAP has been stalled due to lack of available funding; committee remains dedicated to the completion of the project

21 Authors deemed the Library/Museum Complex as the soul of the city The park is a multiuse public open space which is an asset to the community and should be capitalized on. 22 Authors recommended the completion of HAP so it can sponsor events that will help draw more people to downtown to patronize restaurants and other shops. 31 No buildings will be modified during the project Project makes HAP more functional for performances and outdoor gatherings Majority of construction and landscaping will be well below eye-level, and will not impact views of historic buildings in surrounding area Some sculptures, trees and shrubs will be above eyelevel, but will not be placed in such close proximity to each other that they block building views Construction and landscaping are not of an obtrusive design that will distract or take away from surrounding historic buildings

38 Economic impact on area surrounding HAP Two high end restaurants located one block east of the park; another restaurant is located one block north, one block east If park visitors stay downtown for lunch or dinner, the economic impact on those restaurants would be great 1200 people X $15 lunch X multiplier = $19, people X $30 dinner X = $38, After overhead, an additional 3 to 4 part-time or 1.8 FTE employees could be hired with the profits

39 Economic impact on MainStreet District Located two blocks from HAP is Canyon street where the majority of retail shops are located If park visitors stay downtown to shop, an increase in sales could lead to more jobs 2400 people X $30 purchase X = $76, After overhead, potential for 4 to 5 additional parttime or 2.3 FTE employees hired from profits Economic impact on City of Carlsbad 600 people X $99 hotel X = $63, After overhead, 4 additional part-time jobs or 2 FTE Gross Receipts Tax Lodgers Tax

Contract Award from State Develop Plan Specifications and Bid Documents Issue RFB, Review Bids, Award and Execute Contract Must complete a Notice of Obligation After contractor is selected, prior to project work beginning Start Project Progress Reports required April 30 and November 30 Requests for Reimbursement should be submitted throughout the project Payment Request Form and the Grantee Match Detail Form Complete Project Final Report along with Final Request for Reimbursement

45 Not everything goes according to plan You are making alterations to a historic register structure without previously consulting NM Historic Preservation Division Stop work immediately and consult with HPD You may have to repay funds expended on non-approved work You spent the money on something you weren t supposed to You ay have to repay funds expended on non-approved work You are not going to have all your money spent by the grant deadline Work with NMMS staff to extend your grant agreement You are going to have leftover money once your project is complete Work with NMMS to adjust your grant agreement so you can use your remaining funds for additional work or items
