2 REQUEST FOR PROPOSALS ( RFP ) ITHACA AREA WASTEWATER TREATMENT FACILITY PROFESSIONAL ENGINEERING SERVICES FOR DESIGN AND INSTALLATION OF FLOW MONITORING STATIONS Scope August 2017 The Ithaca Area Wastewater Treatment Facility, Ithaca, New York (hereinafter referred to as IAWWTF ) is soliciting sealed written proposals from qualified engineering firms to assess the condition of the plant s thirteen (13) intermunicipal flow monitoring stations (sewer boundary meters) and make recommendations for improvements to the electronic metering and monitoring infrastructure, appurtenances, and functionality. The consultant of choice shall work with the existing IAWWTF communications consultant to better develop station remote access with the plant. This Request for Proposal (hereinafter referred to as RFP ) does not constitute a bid or contract for services. All responses shall be taken under advisement by the IAWWTF and the information will be used to determine if it is in the best interests of the IAWWTF to enter into a contract with the proposing engineering firm. 3 I. Background: A. The IAWWTF is a 13 MGD wastewater treatment plant located at the foot of Cayuga Lake in Ithaca, NY. There are approximately 83 miles of City owned collection system that receive wastewater from the Towns of Dryden and Ithaca which is monitored through 13 individual flow stations located along the municipal boundary lines. B. Existing equipment includes 4 KayRay units, 6 Milltronics, 1 ISCO, 1 STI, 1 Unknown. Each meter should be considered defunct and eligible for replacement. Flumes vary in size from 3 9 but all are expected to be in good serviceable condition unless otherwise recommended by the qualified engineering firm. See map for approximate locations of each unit. C. Data had originally been collected on a monthly basis for billing and Inflow and Infiltration purposes. Information could be gathered via radio telemetry in several locations but most were read by hand. As many of the stations no longer function as required, data is now sparse and widely inaccurate. D. 4 II. Description of Services: A. Existing Flow Monitoring Station Assessment 1. Evaluate each location and provide a detailed description of the overall needs of each station. 2. Make recommendations for replacement of flow monitoring equipment, appurtenances, and overall infrastructure, as necessary, to return full functionality back to each monitoring point. 3. Work with the City communications contractor (currently LECTRE) to develop a protocol for remote monitoring and data collection. B. Design, Prepare- Project Plans, Specifications, & Complete Bid Package 1. Prepare an overall design and bid package for upgrades to all flow monitoring stations. 2. Ensure that the design considers compatibility with the City/LECTRE communications system. System must be accessible via secure login from any internet capable computer or device. III. Items to Include With Returned Proposal A. Cover Letter of Introduction - signed by a principal of the respondent s firm and addressed to C.J. Kilgore indicating: statement of interest, location of the principle office, form of the organization (partnership, corporation, etc), other names under which the firm(s) has operated, the nature of the business and services provided, primary contact information including name, address, phone number, fax number, and address, B. Exceptions - Include in the letter any exceptions (with reasons) taken to RFP statements and/or language (reference the section and paragraph number), C. Statement of Qualifications The names, persons, and responsibilities of key personnel participating in this project, including resumes. Also include in your statement a description of previous experience and competence with similar projects dating to at least five years prior, D. References Provide at least three contacts for similar projects in which your firm was the primary agent under contract, E. Approach Provide a description of how your firm would approach this problem and address the items listed in the Description of Services section of this proposal. Include equipment choices and strategies for maintaining continuity of services during switchover to new systems. F. Schedule Provide a preliminary schedule of completion, with milestones. 4

Other Provide any additional relevant information that you feel would be helpful in the City s review of your proposal or recommendations to improve the project that you believe are outside the scope outlined above, H.
