1 PUBLIC NOTICE REQUEST FOR PROPOSALS (RFP) PROFESSIONAL CONSULTING SERVICES CITY OF OLEAN NORTHWEST BROWNFIELD OPPORTUNITY AREA STEP 2 NOMINATION STUDY Requests for Proposals are being solicited by the City of Olean to procure professional consulting services to update and expand upon the Pre-Nomination Study prepared in 2007 under Step I of the Brownfield Opportunity Area (BOA) Program to create a nomination document for designation as a BOA. The period of the services sought by this procurement shall be September 6, 2012 through September 30, Copies of the proposal document may be requested from Mary L. George, Department of Community Development Program Coordinator by telephone: or accessed online at Proposals will be accepted until Monday, July 9, 2012 at 2:00 p.m. at the offices of the Department of Community Development, Olean Municipal Building, Room 209, 101 East State Street, Olean, NY All proposals must be sealed and clearly marked City of Olean BOA. Questions concerning the Request for Proposal, bid specifications and requests for clarification will be received in writing until June 21, Such written questions and requests may be addressed to Mary L. A pre-proposal conference is scheduled for Friday, June 22, 2012 at 2:00 p.m. in the second floor conference room 211 of the Olean Municipal Building, 101 East State Street, Olean, NY. An executed Non-Collusive Bidding Certification shall accompany each proposal. Failure to provide this certification will result in not having the bid read. No Respondent may withdraw his bid for a period of 45 days after opening. The contract award will be made by the City of Olean after consideration of proposal evaluation factors, as listed in the Request for Proposal document. Prospective proposers are advised that the services to be provided under any contract arising from this procurement may be financed, in part, by grants provided by New York

2 State and/or the Federal government and that withdrawal of such funds may result in a reduction or termination of the services requested pursuant to this RFP. All potential respondents are notified that disadvantaged and women-owned enterprises are encouraged to submit responses to this request. 5 PROPOSAL REQUIREMENTS I. Introduction Subject Topic Area City of Olean Northwest Brownfield Opportunity Area The City of Olean has been awarded $360,000 through the New York State Brownfield Opportunity Area (BOA) Program. The grant will be used to update and expand upon the Pre-Nomination Study prepared in 2007 under Step 1 of the BOA Program (available for viewing at Community Development Department) to create a Nomination document for designation as a BOA. The Nomination is the second step of the New York State Departments of State and Environmental Conservation BOA Program. The Nomination document will provide an in-depth and thorough description and analysis of the study area including an economic and market trends analysis for properties located in the proposed BOA. The Nomination will emphasize the identification and reuse potential of priority brownfield sites that are catalysts for revitalization. Prioritizing strategic sites for redevelopment will provide a road map to the public and private sectors to coordinate efforts in obtaining funding and marketing the parcels for redevelopment. In its selection process the City will favor firms or teams of firms that have the following characteristics: In-depth knowledge of the Western New York Region including its economic history and current challenges; socio-economic make-up; and physical/natural environment. Experience with other New York State BOA projects, or similar efforts. Ability to communicate complicated land use and economic information in clear and straightforward means. Ability to work within the City s resources. Familiarity with the challenges faced by small cities in weak economic markets. Proven mastery of engineering principles with respect to infrastructure, building construction (new and rehabilitated) and storm water management. II. Project Summary Description The City proposes to complete a Nomination document for approximately 457+ acres of property in the northwest portion of the City of Olean, an area that is challenged with a legacy of industrial contamination from former petrochemical, fertilizer manufacturing and chrome plating facilities, tanneries and railroad facilities that have adversely impacted the environmental health of the community and have hindered redevelopment efforts for decades. The study area, nearly half of which is considered brownfields, is strategically located adjacent to the I-86 corridor and is serviced by an existing 3

6 interchange at Buffalo Street, placing this area in an excellent position to capture the economic benefits outlined above. Within this 457+ acre study area (on the northeast side of Buffalo Street) is a site, approximately 58 acres in size, which is owned by ExxonMobil. In 2009 the company entered into the NYSDEC Brownfield Cleanup Program (BCP) taking responsibility for the cleanup. Several vacant buildings containing asbestos have been demolished. Recent field activities include the assessment and removal of abandoned subsurface piping contaminated with oil. Remedial investigation and cleanup activities continue at this time. Marketed as the Olean Gateway Properties, ExxonMobil issued a Request for Proposal (RFP) to select a Preferred Developer who will accept assignment of the BCP and proceed with additional remedial investigation and the preparation of a formal remedial action plan for the site. With the significant area of land available in the BOA, on-site utilities, two intersecting railroad corridors, its visibility and ease of access from the interstate, this area represents a prime opportunity to capitalize on the increased business interests that this major transportation corridor is generating. The Nomination will provide an in-depth and thorough description and analysis of existing conditions, opportunities, and reuse potential for properties located in the proposed Brownfield Opportunity Area with an emphasis on the identification and reuse potential of strategic sites that are catalysts for revitalization. Key project objectives include: Identifying and providing a clear description and justification of a manageable study area and associated boundaries; Establishing a community participation process, including a clear description of a community vision and associated goals and objectives for the study area, and techniques to enlist partners; Completing a comprehensive land use assessment and analysis of existing conditions in the study area, including an economic and market trends analysis, to determine the range of realistic future uses and types of redevelopment projects to revitalize the study area; Identifying strategic sites that represent key redevelopment opportunities and are catalysts for revitalization; Based on the analysis, a description of key findings and recommendations for future uses and other actions for redevelopment and community revitalization. Relationship of BOA to existing plans, reports and studies. A number of these tasks were initiated during the Pre-Nomination Study, so any information obtained during Step 1 will be used and expanded upon during this Step 2 project. 4

Scope of Services-Project Tasks and Products The consultant shall be responsible for successful completion of the City of Olean Northwest BOA Nomination-Step Two Study following the NYSDOS proscribed approach as well as any refinements to that approach as described in this section. It is the responsibility of the selected consultant to thoroughly understand the full BOA Nomination-Step Two approach. The BOA Nomination-Step Two project consists of eight (8) Project Components, each of which has proscribed Tasks and Products. For a complete description of each component and related tasks, please see the attached NYSDOS Work Plan (Attachment A). The Project Components and their associated Tasks and Products that the selected consultant will be responsible for, are described below. Component 1: Project Start-Up Tasks : To be completed by City. Task 1.6: Project Scoping Session with the Selected Consultant City of Olean staff, Department of State representative(s) and the selected consultant shall meet to discuss the scope of services, identify required documents and information for all subsequent tasks, review options for implementing the Scope of Work and desired products and outline a product delivery schedule. The staff from NYSDEC may also participate in said meeting. Additional topics shall include but are not limited to the following: Study area boundary; Community participation and visioning process; Project goals and objectives; Existing relevant information (maps, reports, etc.); Access to information on past or current projects related to the NYS Brownfield Cleanup Program, the Environmental Restoration Program, the Volunteer Cleanup Program, Superfund, and petroleum spills, including DEC s on-line databases, GIS maps, site summary sheets on key project, etc.; Responsibilities of the participants (contractor, consultant, DOS and DEC); Timeframes and deadlines; SEQRA requirements. Product: Meeting Summary prepared and distributed to meeting participants. Task 1.7: Project Outline 5

8 The consultant shall work with City personnel to form a project outline based on the Project Scoping Session described in Task 1.6. Product: Approved Project Outline completed and distributed to scoping participants. Component 2. Capacity Building and Training Task 2.1: Task 2.2: To be completed by City. Interagency Workshops The consultant may be requested to prepare for and participate in interagency workshops with appropriate local, county, State and Federal agencies. Product: For proposal purposes assume preparation and attendance at two half-day workshops. Component 3. Community Participation and Techniques to Enlist Partners Task 3.1: Community Participation Summary In conjunction with City personnel, the consultant shall develop a community participation and visioning plan modeled after NYSDOS requirements that include: A process for incorporating the community s vision for the study area, project goals and objectives, opportunities and constraints. A series of meetings that allows for the community to participate during the evolution of the project s vision statements, goals and objectives. Product: A community participation and visioning plan developed by the consultant and City personnel for review by the NYSDOS. Preparation for and attendance at meetings of the City of Olean BOA committee, key stakeholders in the area and public information meetings that accomplish the following: The initial kick-off meeting to explain the Brownfield Opportunity Area Program and the project s intent and scope, and to solicit initial public input to develop, refine, or confirm the community s vision for the study area, project goals and objectives, opportunities and constraints; One-on-one meetings with property owners, business leaders, government officials, etc. in the area to obtain their input on economic priorities; The presentation/review of current conditions, and the review, revision or update of the vision statement and goals and objectives; The review of the economic and market trends analysis and an exploration of alternative approaches to redevelopment and revitalization; 6

9 A public presentation and informational meeting on the draft Nomination that describes, and allows feedback on the vision for the study area, existing conditions, strategic sites, and the study area analysis, findings, and recommendations. Task 3.2: To be completed by City. Product: Approved outline and summary description of the community participation plan and techniques to enlist partners for the Nomination. Component 4: Draft Nomination The consultant shall prepare the following tasks that comprise the draft Nomination (Sections 1-3). The Nomination shall provide an in-depth and thorough description and analysis of the study area, including an economic and market trends analysis, for properties located in the proposed Brownfield Opportunity Area, with an emphasis on the identification and reuse potential of strategic sites that are catalysts for revitalization. Task 4.1: Description of the Project and Boundary A. Lead Project Sponsors B. Project Overview and Description C. Community Vision and Goals and Objectives D. Brownfield Opportunity Area Boundary Description and Justification Product: A complete narrative Description of the Project and Boundary, and all required maps, as described in Task 4.1 above and in further detail in Attachment A, Work Plan. This narrative and associated maps will be presented in the draft Nomination as Section 1. Task 4.2: Community Participation Plan and Techniques to Enlist Partners A. Community Participation Plan A community participation plan shall be prepared consistent with NYSDOS BOA requirements. B. Techniques to Enlist Partners Techniques to enlist partners shall be described in the Community Participation Plan consistent with NYSDOS BOA requirements. Product: A complete narrative description of the Community Participation Plan and Techniques to Enlist Partners as described in Task 4.2 above. This narrative shall be presented in the draft Nomination as Section 2. Task 4.3: Analysis of the Proposed Brownfield Opportunity Area A. Community and Regional Setting Describe the community and regional setting. 7

10 B. Inventory and Analysis An inventory and analysis of the study area shall be prepared and include, at a minimum, the following information: Existing Land Use and Zoning-description and analysis of existing land use pattern and Zoning districts and associated maps (Land Use and Zoning) as identified in the Work Plan. Brownfield, Abandoned and Vacant Sites. For each relevant brownfield and abandoned or vacant site, complete descriptive profiles (see Attached B of Work Plan) Attachment A shall be provided and shall include, not be limited to: i. Site name and location, including owner, site address, and size in acres; ii. Location on the Underutilized Sites Location Map. iii. Current use or status and zoning; * iv. Existing infrastructure, utilities, and site access points; v. Proximity to existing transportation networks; vi. Natural and cultural resources or features; vii. Adjacent uses; viii. Environmental and land use history, including previous owners and operators; ix. Known or suspected contaminants, and the media which are known or suspected to have been affected (soil, groundwater, surface water, sediment, soil gas) based on existing environmental reports and other available information; and, x. Use potential (commercial, industrial, recreational) including potential redevelopment opportunities. * The City of Olean is currently preparing an update to its Zoning Ordinance. The consultant shall be expected to coordinate the Existing Land Use and Zoning analysis section with these current Zoning update efforts and make recommendations for possible inclusion in the final Zoning Ordinance update. A list of potential information sources is provided in Attachment C of Work Plan, Attachment A. A description of the information sources used to create the site profiles shall be included within this section of the Nomination report. C. Strategic Sites A description of the process and factors used to determine strategic sites for development. Factors that may be used to identify strategic sites can include but are not limited to: Overall importance to the community and the revitalization effort; Location; Ownership and owner willingness; on-site structures; level of contamination; Property size and capacity for redevelopment; 8

11 Potential to spur additional economic development or positive change in the community; Potential to improve quality of life or to site new public amenities; Community support for proposed projects for the site; Adequacy of supporting or nearby infrastructure, utilities and transportation systems; and Other factors as may be determined by the community. Map Requirement-The description shall include an Underutilized Sites Location Map that clearly shows the location, borders and size of each brownfield site and other underutilized, abandoned or vacant sites that are privately or publically owned, with an identifying reference to the attached profiles. Strategic sites that have been identified through the planning process shall be shown on this map. D. Land Ownership Pattern-A description and analysis of the private and public land ownership pattern including: land and acres held in public ownership (municipal, county, state and federal); land held in private ownership; brownfields held in private or public ownership; and land committed to road/rights-of-way. Map Requirement-The description shall include a Land Ownership Map that shows the primary public and private land ownership patterns. E. Parks and Open Space-A description of all public (municipal, county, State, and Federal) and privately owned lands that have been dedicated for or committed to parks or open space use. Map Requirement-The description shall include a Parks and Open Space Map that shows lands that have been dedicated or committed for park or open space use. F. Building Inventory-A description and analysis of key buildings in the area, including: building name, levels, gross square footage, original use, current use, condition, ownership with an emphasis on looking at the best opportunities for potential reuse (or additional tenants to help fully utilize existing space) in connection with the market trends analysis. This building inventory shall also include an analysis of existing open spaces within the BOA that would be suitable for a joint City-County DPW Facility. The selected consultant shall be required to analyze the existing facilities owned by the City and County and determine what space and amenities would be required in a new facility to make a combined operation run more efficiently with an emphasis on shared services. The product for this item shall include a space needs analysis, preliminary site design for three possible locations, and preliminary design of a shared DPW facility along with any ancillary facilities. 9

12 Map Requirement-The description shall include a Building Inventory Map that shows the location of key buildings. G. Historic or Archeologically Significant Areas-A description and analysis of historic or archeological areas, sites, districts, or structures that are of local, state or federal significance. Map Requirement-The description shall include a Historic or Archeologically Significant Areas Map that shows resources of historic significance (may be shown as part of the Building Inventory Map). H. Transportation Systems-A description and analysis of the types of transportation systems (vehicular, rail,) in the study area and the types of users (trucks, car, bus, train, recreational and commercial vessels, pedestrian, bicyclists, etc.). During Step 1 of the BOA Program, three conceptual plans for the reuse of the ExxonMobil Legacy site were developed and analyzed with the intention of further analysis and study. Each of the conceptual plans included an eastward extension of a new road connecting Constitution Avenue with Franklin and Connell Streets, which would support these developments. Conduct a Feasibility Study to gain a better understanding of the development opportunities the roadway would facilitate and the potential constraints (alignment, geometry, traffic, intersections, at-grade railroad crossings, etc.). The above-referenced feasibility study would also include characterizing the existing transportation development and regulatory environment in sufficient detail to: i. Define the traffic impacts of existing development; ii. Evaluate surface transportation roads, including an analysis of existing road conditions to include base construction and capacity; iii. Identify the potential for future development, including commercial and retail activities; iv. Evaluate the draft and related projections associated with growth given land use requirements and practices; v. Develop alternates that would result in overall improvements to traffic operation, safety, improve circulation and access and improve roadway geometry which would be attractive to development; vi. Make recommendations and develop associated costs in connection with improvements. Map Requirement- The description shall include a Transportation Systems Map that shows primary transportation networks and systems. 10

13 I. Infrastructure - A description and analysis of the area s infrastructure (water, sewer, stormwater, etc.) and utilities including location, extent, condition and capacity. This item shall also include a preliminary design for stormwater appurtenances that would be required to meet NYS stormwater regulations for new development. This design may be for on-site or off-site depending on cost and feasibility. The product shall include all drawings, calculations, and cost estimates. Map Requirement- The description will include an Infrastructure and Utilities Map that shows the areas primary existing infrastructure along with any proposed infrastructure to make the sites viable for development. J. Opportunities for Green Infrastructure-A description and analysis of sites with the highest potential for effective green infrastructure implementation, including stormwater management and other environmental restoration related activities (e.g., rain gardens, bio-retention facilities, swales, native landscaping, greenways, green roof and porous pavement). Map Requirement The description shall include a Green Infrastructure Opportunities Map that shows potential green infrastructure opportunities. K. Natural Resources and Environmental Features - A description and analysis of the area s natural resource base and environmental features and current conditions including, but not limited to: upland natural resources and open space; geological, soil and topographic resources; surface waters and tributaries, groundwater resources and use; wetlands; floodplains; erosion hazard areas; fish and wildlife habitats; air quality maintenance areas; visual quality; agricultural lands; and local, state, or federally designated resources. Map Requirement- The description shall include a Natural Resources and Environmental Features Map that shows the location of primary natural resources and environmental features. L. Economic and Mark Trends Analysis - An economic condition and market trends analysis that, when combined with the inventory and analysis, will sufficiently and thoroughly justify a range of realistic land uses to occupy the study area and strategic sites that are targeted for redevelopment; as well as the future land uses that are economically viable, compatible, and appropriate for the area targeted for redevelopment. The economic analysis shall include existing and projected socioeconomic conditions within the municipality and the region, and consider the following: population; labor force and earnings; employment (public and private); transportation factors; land available for development; types of potential future land uses most appropriate for the study area; development impacts; and a description of benefits such as employment, impact on the area targeted for 11

14 redevelopment, municipal tax revenues, economic benefits from construction and subsequent business operations, and economic multipliers to the municipality and region from desired end land uses. M. Summary Analysis, Findings and Recommendations - A summary analysis and subsequent findings shall be prepared based on the more thorough analysis produced as a result of the tasks described above, including a review of existing comprehensive plans and/or economic development reports or strategies, and shall include, but is not limited to, the following: An analysis and findings based in part on the economic and market trends analysis, that provides an in-depth and thorough description of existing conditions, including an assessment and summary of existing land use and zoning; An analysis and findings of reuse and development opportunities and needs for properties located in the proposed Brownfield Opportunity Area, with an emphasis on the identification and description of reuse and redevelopment opportunities, for strategic sites that have been identified by the community as catalysts for revitalization; An identification of strategic brownfield sites that are potential candidates for site assessment; An analysis and findings that shall include anticipated end or future land uses including residential, commercial, industrial, recreational or cultural, and a clear comparison of proposed uses and necessary or desired zoning changes to existing land use and zoning. An analysis and findings regarding publicly controlled and other lands and buildings which are or could be made available for development or for public purposes; An analysis and findings regarding potential interim land uses for strategic brownfield sites that have been identified by the community as catalysts for revitalization; Anticipated future (requirements for stormwater detention/retention and/or treatment); and, An analysis and findings of necessary infrastructure improvements and other public or private measures needed to stimulate investment, promote revitalization, and enhance community health and environmental conditions. Based upon this analysis, a series of key recommendations will be provided that will serve as the basis for the Implementation Strategy. Product: A complete narrative of the Analysis of the Brownfield Opportunity Area, and all required maps, as described in Task 4.3 above and Attachment A, Work Plan. This narrative and associated maps will be presented in the draft Nomination (Section 3). Task 4.4 Review of Strategic Brownfield Sites 12

15 Prior to completion of the summary analysis and findings, the consultant shall hold discussions with DEC and DOS regarding the identified strategic brownfield sites that may be candidates for site assessment funding. The recommended discussions will serve to aid in prioritizing the sites that may be eligible for Site Assessment funding or technical assistance under BOA, the State s remedial programs (i.e., Environmental Restoration Program, or Brownfield Cleanup Program), or other programs. Product: List of candidate sites to be considered for Site Assessment funding. Task 4.5 Phase I Environmental Site Assessments (ESAs) From the discussions with DEC, DOS and City Officials (as outlined in Task 4.4) and the information gather to develop the site profiles, the consultant shall prepare Phase I EASs for 3 of the strategic sites identified as priority sites. Product: Completed Phase I ESAs for 3 strategic sites in the BOA. Component 5: Completion and Distribution of the Draft Nomination Study Task 5.1: Draft Nomination and Executive Summary The consultant shall prepare the initial draft Nomination and Executive Summary, reflecting the ideas and views expressed during the community participation process. The document shall include, if necessary, a revised statement, goals and objectives, and provide a description of development and community revitalization opportunities to address the identified goals and objectives. The Executive Summary shall include, no more than (15) pages, the following: Community and project overview and description, including the study area boundary; the community s vision for the area and major goals and objectives; Public participation process; Conditions in the study area and key natural resources; An economic niche or opportunities based in part on the economic and market trends; strategic sites and associated redevelopment opportunities; and, Key findings and recommendations. The draft document shall be submitted to the DOS for review and comment. The contractor must submit five (5) copies of the draft Nomination, including three (3) paper copies and two electronic copies. No additional copies of the draft Nomination will be printed or distributed without the approval of the DOS. Product: Draft Nomination. Task 5.2: Draft Nomination and Executive Summary The contractor shall prepare, or cause to be prepared, a draft Nomination and Executive Summary, reflecting the comments from the DOS. 13

Task 5.3: Print and Distribute Draft Nomination Upon review and acceptance of the draft Nomination, the consultant will provide to the DOS ten (10) paper copies and fifty (50) electronic copies of the approved draft Nomination for distribution, review, and comment by local, State and Federal agencies. Paper copies and electronic copies shall be submitted consistent with BOA requirements. All agencies shall have 30 days to review and forward comments on the draft Nomination to the DOS. Product: Draft Nomination distributed for review by local, State and Federal agencies. Task 5.4: Consultation on Comments Received Upon completion of the 30-day review period, the consultant and City shall consult with the DOS to discuss responses to comments received, and may hold additional discussions with DEC regarding the identified strategic brownfield sites that may be candidates for site assessment funding. Comments received shall be addressed in the final Nomination. Product: Letter summarizing points of agreement regarding necessary revisions and distributed to in meeting participants. Component 6: Final Nomination and Advancing to BOA Program Step 3 Task 6.1: Preparation of Final Nomination Based on comments received during the review period, the consultant will prepare the final Nomination Report. The final Nomination shall be submitted, along with a redline/strikeout version for comparison purposes, to DOS for review and comment. No additional copies of the Nomination will be printed or distributed without approval by the DOS. Product: Final Nomination Task 6.2: Application for Project Advancement Upon completion of all tasks and receipt of acceptable report products, the consultant may submit an application to complete an Implementation Strategy for the Brownfield Opportunity Area and, as appropriate, an Application for Site Assessment. If site assessment funding is sought, the contractor shall complete, or cause to be completed, a Site Assessment Form for each strategic brownfield site. Conceptual approval is recommended on the strategic brownfield sites selected prior to completing the form(s). A completed Site Assessment Form should be included (one for each strategic brownfield 14

17 site that site assessment funding is being sought for) with the application to advance to Step 3. Component 7: NYS Environmental Quality Review Task 7.1: Environmental Assessment Form The consultant shall complete Part I of the Environmental Assessment Form (EAF) no later than completion of the Summary Analysis in the Nomination. Product: Part I EAF Task 7.2: Lead Agency Status To be completed by the City. Task 7.3: Determine Significance To be completed by the City. Task 7.4: Scoping Session If required as a result of Tasks 7.1 to 7.3, the Consultant shall initiate a scoping session by providing a draft scope to all involved agencies. Based on comments received during the scoping session, the Consultant shall, within sixty (60) days of the scoping session, provide a final scope of issues to be addressed in the draft Generic Environmental Impact Statement (GEIS). Product: Written scope of issues to be addressed in the draft GEIS draft and final versions. Component 8: Project Reporting Task 8.1: Project Summary The consultant shall draft a brief, one- or two-page summary of the project to be used in presentations to various stakeholders. The project summary shall follow the format and content provided by the DOS and shall include: Community Context a brief history of the community s development and a description of current conditions; Project Description a description of the study area in terms of size and character, number of brownfields, and specific issues being addressed; 15

18 Key Redevelopment Objectives described in terms of redevelopment, community revitalization, job creation, public infrastructure, amenities, and natural resource protection or enhancement, as appropriate; and Revitalization Needs a list of specific revitalization needs, including, but not limited to: housing, retail, mixed use, industrial, recreational, cultural, and infrastructure needs. Product: Completed project summary in a format provided by the DOS. Task 8.2: Semi-Annual Reports The consultant will be expected to prepare the necessary semi-annual reports for submission to the New York State Department of State. Product: Semi-annual reports during the life of the contract. IV. Description of Services The City of Olean is seeking a qualified consultant to provide professional services related to the preparation of the Nomination Study. The selected consultant will be responsible for completing the actions listed in Section III of this proposal and for conducting all project work in conformance with the attached Work Plan. Additional action items may be identified during the scoping process which may require adjustment of the proposed components. The selected consultant will be expected to prepare the appropriate paperwork necessary for cost reimbursement. Anticipated Project Schedule: Request for Proposals Available June 7, 2012 Written Questions Deadline June 21, 2012 at 12:00 p.m. Pre-Proposal Meeting June 22, 2012 at 10:00 a.m. Submittal Deadline July 9, 2012 at 2:00 p.m. Review by City Personnel July 10, 2012 July 19, 2012 Selection of Consultant July 23, 2012 Contract Phase 4 weeks Notice to Proceed August 23, 2012 Initial Scoping Meeting August 29, 2012 Nomination Study Process Begins September 6, 2012 Nomination Study Process Completed September 30, 2013 Note: The above schedule is subject to revision as the project progresses. V. Budget Amount The budget for this project (as outlined in Attachment A, Work Plan) is $400,000. Periodic and final payments will be tied to review and acceptance of work projects and 16

Proposal Requirements and Statement of Qualifications Your Proposal and Statement of Qualifications should include, at minimum, the following information: 1. Name, address, and brief description of firm(s). 2. A one to two page narrative explaining the firm s approach to the project. 3. List of past project experience, including at least three (3) references. 4. Resumes of key personnel to be assigned to this project. 5. List of current projects and workload. 6. Organization Chart showing the personnel who will work on the project and the functions and relationships of each person for the major portion of the project. 7. The firm s approach to project management and resource allocation and cost control measures utilized. 8. A preliminary schedule, with the firm s philosophy on the project schedule and project management. 9. A completed project budget utilizing table provided in Section V. If the consultant is proposing to use subcontractors, then Items 3-5 should be submitted for each subcontractor. VII. Criteria for Evaluation Incomplete submissions that do not address all of the requested components and meet the minimum qualifications standards shall not be accepted for review and consideration. The qualification submission shall be evaluated as follows: A. City and Community Development staff shall rank submissions using the following criteria: a. Demonstration of understanding of the project objectives 20% 17

20 b. Experience of firm in assignment of similar size, scope and complexity 20% c. Cost reasonableness 10% d. Knowledge of Western New York and City of Olean 10% e. Demonstration of innovative approaches to similar projects 10% f. Qualifications of the project team 10% g. Strength and relevancy of references 10% h. Organization and scheduling 10% Total 100% VIII. Directions for Submission Each submission shall be accompanied by a cover letter signed by an officer empowered by the firm to sign such material and thereby commit the firm to the obligations contained in the submission. The submission should be in a sealed envelope clearly marked City of Olean BOA. Facsimile or submissions will not be accepted. All copies will be retained by the City and will not be returned. One original, along with three copies of the complete submission, should be received no later than 2:00 p.m. on July 9, 2012 to the following address: Department of Community Development, 101 East State Street, Olean, NY Late or incomplete responses will not be accepted.
