4 Context in Europe Different situations and objectives in the area of Animal Welfare amongst all 53 Members of the OIE Regional Comission for Europe (differences between Western and Eastern Europe) Progressive approach is required in order to: - Implement the OIE Standards - Cover the gap between Western and Eastern European country members

9 Concept Note and its objectives Incremental 2-step approach aiming at: 1. Improve OIE Standards implementation in the region through a coordinated regional approach (promotion, awareness, understanding, knowledge sharing, communication, education and training). 2. Discuss a sustainable long term collaboration in AW within the region. Once operational, the platform will explore the need for a regional Strategy

11 Draft Action plan of the Platform (1) Action plan covers the period Objectives: 1. To raise awareness and achieve high level of understanding of AW in European region (53 OIE member countries) 2. To progressively advance with the implementation of the OIE standards on AW 3. To encourage the participation in the OIE standard setting process. Scope of the Action plan: - Transport of animals by land (OIE TAHC Chapter 7.3) - Slaughter of animals for human consumption (OIE TAHC Chapter 7.5) - Stray dog population control (OIE TAHC Chapter 7.7)

12 Draft Action plan of the Platform (2) Beneficiaries and stakeholders: 1. OIE Delegates, OIE National Focal Points on animal welfare from 53 OIE members form Europe 2. Professionals dealing with AW - Veterinarians from public and private sector) - Veterinary education establishments - Farmers; - NGOs and - Industry (transport, slaughter and dog catching companies) 3. Large public

13 Draft Action plan of the Platform (3) The Action plan for is composed of 14 activities taken from menu of eligible activities as per defined in the CN, Annex 1 Creation of Website of the Platform (including e-forum) Translation in Russian of all documents on the Platform Collaboration with other stakeholders from the region OIE Train the trainers workshop on AW during transport and slaughter (based on the OIE IAWP experience and methodology)

14 Draft Action plan of the Platform (4) Workshop on National Strategy for stray dog population control OIE Regional Seminar for NFP on animal welfare Electronic surveys for planning activities under the Platform Steering Group meetings of the Platform to discuss and validate future actions Note: All proposed activities need to be discussed and validated by the SG1

15 What is next? 1. First meeting of the Steering Group of the Platform in the OIE Headquarters in Paris, on December Further discussion and validation of proposed activities and possible endorsement of the Action plan of the Platform by the Steering Group members. 3. Launching the activities of the Platform (form the beginning of 2014) 4. Inform on regular basis the OIE Delegates from Europe on activities implemented by the Platform.
