This project is being done in accordance with the City's economic development plan entitled Moving Pontiac Forward. The primary objective of these projects is to strengthen the City's neighborhood areas by providing citizen advocacy groups with a mechanism that will allow them to submit proposals that will help to improve neighborhood conditions. 2 City of Pontiac Neighborhood Empowerment Projects (NEP) for FY 2018 Program Description & Proposal Requirements Program Description The primary objective of the Neighborhood Empowerment Projects for FY 2018 is to "strengthen the City's neighborhood areas by providing citizen advocacy groups with a mechanism that will allow them to submit proposals that will help to improve neighborhood conditions. "This objective follows the economic strategy to strengthen neighborhood and advocacy groups as identified in the City's "Pontiac Moving Forward - An Economic Recovery Strategy" report. In accordance w ith this report, "... the establishment of these groups represents a commitment to community and, if cultivated, offers a strong mechanism for citizen engagement in City planning and decision-making processes, which is at the heart of any recovery effort." As such, the engagement of neighborhood and advocacy groups are essential in identifying local issues and projects that will improve t he neighborhood quality of life. Although the project concept will be developed by the citizen advocacy groups, successful proposals must meet the following criteria: Identify projects that will enhance and beautify neighborhood areas by addressing one, or more of the following conditions: Adopt a public area to clean and maintain (i.e. Bus Stop, Street median, park area); Create an artistic design project (i.e. Mural, outdoor art works, etc.); Neighborhood blight (i.e. clean-up of parks, lots, and/or vacant lots); and Beautify neighborhood areas (i.e. planting of trees, gardens, streetscape improvements, etc.). Have a positive impact on a local neighborhood, and/or city-wide area(s); Completed within Fiscal Year 2018; Comply with the City's purchasing ordinance; and Proposed project must be sustainable.
3 1 City of Pontiac - Neighborhood Empowerment Project Proposals FY 2018 Program Description and Proposal Requirements Eligibility: Any non-profit, local neighborhood and advocacy groups located in the City of Pontiac are eligible to submit a proposed project application. Please note that al l non-profit agencies must be a S0l(c) (3) organization and must provide the proper documentation and/or certification to verify IRS compliance. Possible neighborhood and advocacy groups may include groups such as: Socia l Service Agencies Churches City Council District Committees Auxiliary and/or Friend Groups Club, Lodge, Fraternity and/or Sorority with civic mission component. Application Submission and Deadline: Completed application may be sent either by mail, or to the following addresses: City of Pontiac - Mayor's Office Neighborhood Empowerment Projects for FY 2018 Attention: Jane Bais-DiSessa, Deputy Mayor Woodward Avenue Pontiac, M l jbais-disessa@pontiac.mi.us The deadline for submitting application is April 27, 2018, no later than 2 PM. Application Inquiries: Should any questions regarding this program arise, applicants may contact Deputy Mayor, Jane Bais DiSessa at Proposal Requirements Proposals must be submitted on the attached application form. The following is a brief description of requested information: Project Description: Provide a brief, but detailed description of the proposed project. Please include all information that will help describe the proposed project-photos and or plans (if necessary) may be included. Please explain why this project is important and how it will positively impact the City of Pontiac. Additionally, please describe how t his project is sustainable. In other words, proposal must identify how the proposed project can be sustained. -2-
4 City of Pontiac - Neighborhood Empowerment Project Proposals FY 2018 Program Description and Proposa l Requirements Estimated Cost: Provide the total estimated cost of the proposed project. Proposals must identify the following expenses: Labor: Identify the cost of wages paid for work performed. Please identify hourly rate. Materials: Identify costs of materials required to construct project. Please list and price each item individually. Equipment: Identify cost of equipment required for project. Please list and price each item separately. Other: Identify costs not listed above. For example, costs may include design services, consulting work, and/or engineering costs, etc. Please note that this project will be implemented in accordance with the City's Purchasing Ordinance. As such, any project over $10,000 will be sent out to bid and approved by t he City Council. City Staff will be responsible for the preparation of all bids. Bid results will be shared and reviewed with Applicant for fina l recommendation to Mayor and City Council. Implementation Timeframe: Describe length of time needed to implement proposed project. Please note that the proposed project must be completed before the end of June 29, However, should the proposed project require additional time to complete, the City will consider encumbering project funds. Main Contacts: Provide name, address, primary telephone number, and address of individual responsible for the development of the proposed project. The main contact must be available to meet with City Staff in order to address any questions regarding proposed project. Additionally, if applicable, please list the names and contact information of all volunteers that will be working to complete proposed project. -3-

Based on research and input from the Plan's Advisors and Steering Committee, the following set of six strategies rose to the surface as the most tactical starting point for Pontiac's economic recovery effort. It is expected that these projects will stimulate other projects. The Plan Strategies are listed below: 1. Strengthen Neighborhood and Advocacy Groups 2. Develop a Marketing Plan 3. Neighborhood and advocacy groups are a collection of people working on behalf of a neighborhood. Each group works to ensure that their neighborhood perspective is included in the City's decision-making processes, policies, and programs and works to improve neighborhood quality of life. Neighborhood and advocacy groups are active in addressing local issues and execute on p rojects chat help improve local conditions. WHY IS IT IMPORTANT? Through the community survey, residents identified existing neighborhoods as the highest priority for new development totaling approximately 40% of the vote, to be followed by the Down town at 17%. This priority was reflected across age groups, ethnic groups, as well as how long residents have lived in the community. This is also an important project as it creates a foundation for grassroots change. This is increasingly important in Pon tiac where there is limi ted capacity for the C ity (staff and funding) to promote new economic growth. Additionally, in looking at case studies and best practices, grassroots neighborhood planning has been instrumental to reversing t he trends of cities facing disinvestment. EX ISTING ASSETS & MOM ENTUM Pontiac has neighborhood groups that are associated with each Council d istrict. C urrendy, the activity and organizational structure differs among these groups, which has led to varying levels of effectiveness and influence. However, the establishment of these groups represents a commitment to community and, if cultivated, offers a strong mechanism for citizen engagement in City planning and decision-making processes, which is at the heart of any recovery Currently, the Master Plan Implementation Taskforce is working to strengthen neighborhoods and has performed outreach efforts in addition to engaging with a Vacant Property Campaign, which assesses the vacant land potential. The Campaign is comprised of representatives from Center for Community Progress, Community Economic Development Association of Michigan (CEDAM), Michigan Municipal League (MML), and Michigan Community Resources (MCR). The group recently completed a community tour and series of District stakeho lder meetings to d iscuss the needs and future of each neighborhood. A vacant prop erty toolbox summary was developed several years ago by MSHDA, Comm unity Legal Resources and Lighthouse of Oakland County. Both neighborhood and advocacy groups are also well connected with local businesses, places of worship, and schools. These partnerships are benefic ial to neighborhood groups because of their regular interface and service to residents. N eighborhood group partners can be very effective at helping to get the word out, hosting meetings, and addressing local n eeds.
