2 ARSO is intergovernmental organization established in 1977 by OAU (currently AU) and UNECA 2

3 ARSO accredited (diplomatic status) by the Government of the Republic of Kenya 3

4 ARSO MISSION Facilitate intra- African and global trade through harmonized standards and conformity system 4

5 1. Harmonize national and regional standards and issue necessary recommendations to Member States in this regard; 2. Initiate and coordinate the development of African Standards with references to products which are of particular interest to Africa; 3. Promote and coordinate standardisation and conformity assessment systems in Africa; 4. Encourage and facilitate adoption of international standards by Member States; 5

6 5. Encourage and facilitate the development by AU Member States of technical regulations based on African and International Standards; 6. Support the establishment of effective national standards bodies in Member States; 7. Coordinate the views of its members at international level; and 8. Create appropriate bodies in addition to the organs of ARSO for the purposes of fulfilling its objectives. 6

11 The Abuja Treaty (Chapter XI, Article 67) lays out a common Policy on Standardization and Measurement Systems. Adopt a common policy on standardisation and quality assurance of goods and services among member states Undertake such other related activities in standardisation and measurement systems that are likely to promote trade, economic development and integration within the Community; and strengthen African national and continental organisations operating in this field. 5 11

19 Abuja Treaty s 1991 and 1994: establishing African Economic Community (AEC): FTAs, continental customs union, common market, monetary and economic union. AU recognises 8 RECs as 'pillars' of the African Economic Community (AEC): COMESA has launched its Customs Union (CU) on June 2009 and its FTA in SADC launched its FTA in 2008 and is in the process of preparing to launch its CU which was supposed to have been launched in EAC launched its Common Market in ECOWAS has made progress in building its FTA and planning to launch its Customs Union. ECCAS have launched its FTA in 2004 UMA, CENSAD and IGAD are moving slowly and still in the stage of cooperation amongst their Member States. 19

All AU Member States that are currently not Members of ARSO should endeavour to attain membership by the year 2017; ii. ARSO and other Pan African Standards organisations to refer to the year 2017 as African year of Quality Infrastructure; iii. The AUC and ARSO should increase awareness and mobilize all stakeholders on the role of Quality Infrastructure; iv. The AUC and Quality Infrastructure Institutions should assess the status of Quality Infrastructure in Africa; and develop a Strategic Plan on Quality Infrastructure in Africa. 42
