7 2012 Annual Progress Report Science and Technology Cluster of the RCM I. Introduction Since 1999, as an important component of the UN Secretary-General s reform agenda and as urged by the UN Economic and Social Council (ECOSOC), regional consultative meetings are held to improve the coherence of the activities of the various UN agencies working in the five regions of the world including in Africa. For Africa, six thematic cluster areas involving different UN agencies concerning the priority areas for the African Union Science Consolidated Plan of Action (CPA), were established to serve as an operational framework to support AU/NEPAD Planning and Coordination Agency (NCPA) The Science and Technology (S&T) Cluster was established at the Fifth Regional Consultation in May 2003 designating UNESCO as the Convener and the UN Commission for Africa (UNECA) as the Vice-Convener. The cluster engages in a mix of two sets of activities: focus on the African Union Science Consolidated Plan of Action aimed at the explicit application of S&T for industrialization, social and economic growth; mainstream S&T in other Science CPA initiatives by defining issues which require S&T research, analysis and capacity building. The objectives of the AU Consolidated Plan of Action endorsed by AM- COST and the AU Summit (2002, January 2007 respectively), focus on the one hand, on capacity building in terms of policy framework, human resources, financial resources and infrastructure, knowledge production, and technological innovation and on the other hand, on the increased R&D effort needed for the crucial role played by science and technology in sustainable development. This plan creates an ambitious framework for building Africa s research and development capacities. UNESCO and UNECA are the Coordinator and Vice coordinator respectively of the UN Science and Technology (S&T) Cluster which was established at the Fifth Regional Consultation in May The Cluster supports the AU NEPAD in the implementation of the Consolidated Plan 1
8 13 th Session of the Regional Coordination Mechanism of UN Agencies and Organizations Working in Africa in Support of the African Union and its NEPAD Programme (RCM-Africa) of Action (CPA). In addition to UNESCO and UNECA, agencies cited as important for membership of the Cluster included WIPO, UNIDO, UNCTAD, FAO, UNEP, World Bank, ILO and WHO. The UN S&T Cluster Members (13 UN Agencies) workplans, focus on the CPA and building capacity in the there inter linked pillars: capacity building, knowledge production and technological innovation. The Cluster Members, within their respective mandates, are supporting the efforts of African Member States to transform their economies to knowledge and innovation-based economies. It is supporting countries with establishing policies, developing programmes, partnerships in order to optimize their economic opportunities while sustaining the environmental and social fabric. This progress report is being submitted to the thirteenth UN RCM on behalf of the members of the Science and Technology Cluster, following the recommendations of the 12 th RCM held in November In line with the theme for the 12 th RCM on capacity building and joint activity reporting, this report only reports on activities undertaken by two or more agencies from November 2011 to date. II. Key Activities and Results within the Cluster 1. Accountability, structural and systematic aspects: Meetings held, dates, objectives, outcomes and follow up actions During the period under review, the AUC/Human Resource Science and Technology (HRST), UNESCO and ECA organized the Ninth Meeting of the UN Science and Technology Cluster in Addis Ababa on 2 August The NEPAD Planning and coordinating Agency, the African Observatory for Science, technology and Innovation and the UNESCO Category II Centre on Integrated Water management and Climate Change were represented. 2
9 2012 Annual Progress Report Science and Technology Cluster of the RCM The objectives of the meeting were as follow: Endorse the Cluster business plan; Endorse the contribution of the Cluster to the UN support to the AUC Ten Year Capacity Building Program (UN TYCBP); Presentations and overview of joint inter-agency activities; Presentations and overview of the NEPAD Coordinating and Implementation Agency; Presentation on recent developments on the African Observatory for Science, Technology and Innovation (AOSTI); Provide an update on the recent AMCOST decisions, May 2012; Inform the Members on the AUC/NEPAD evaluation of CPA; Brief the Cluster on reporting obligations and the Cluster Reports to the RCM (November 2012); th RCM Recommendations ie. New Coordinator for the Clusters namely AUC; AOB (presentation by the UNESCO Category II Centre for Water Management and Adaptation to Climate Change in Serbia, the North-South-South collaboration). Outcomes: a) Cluster Business Plan The initial Cluster Business Plan was drawn up in 2011 and discussed among the Cluster members in two previous meetings. The Cluster unanimously endorsed the Cluster Business Plan as an evolving document. The UNCST Business Plan was officially handed over to the representative from the AUC HRST who welcomed the eight (8) activities in the Plan and called upon the commitment of all Cluster Members in joint implementation. He stressed that joint activities meant that partners would 3

The AUC/HRST would develop a roadmap for the implementation plan and a framework to monitor its implementation. b) The UN Support to the African Union Ten Year Capacity Building Program (AU TYCBP) One of the main actions implemented by the Cluster is the development of comprehensible framework aiming at contributing to the African Union Commission Institutional and Human capacity building. A Plan was developed by the Cluster member and the AUC HRST Department. It was endorsed by the meeting and handed over to the AUC HRST. As with the Business Plan, the AUCHRST will develop a road map for implementation, identify urgent issues and timelines and liaise with the Cluster members as appropriate c) The Cluster support to the review of the African Union Science Consolidated Plan of Action. The Cluster members organized in a working group are currently undertaking the review of the African Union Science Consolidated Plan of Action. In fact a provision was made for the flagship programmes and projects contained in the CPA to reviewed after five years so that the Plan can be updated in line with emerging issues of economic importance and also to take into account a direction that the continent is taking in terms of its priority areas of economic development and regional integration. The review and alignment process of the CPA is expected to facilitate the contribution of science, technology and innovation to Africa s development through increased productivity and efficiency of sectoral development frameworks. In addition, it will enable the African scientific community to design multisectoral STI programs that are aimed at addressing direct developmental objectives. Policy makers at both regional and national levels will benefit through increased availability of relevant information for evidence based policy and decision making in the allocation of resources for R&D 4
11 2012 Annual Progress Report Science and Technology Cluster of the RCM d) 10-12th RCM Recommendations i.e. New Coordinator for the Clusters- namely AUC In line with recommendations, for an enhanced role and leadership for the AUC Department for Human Resources Science and Technology, the Cluster unanimously elected the AUC to the role of Coordinator of the Cluster with UNESCO and UNECA as Vice Coordinators. 2. Results from joint activities implemented Some of the activities identified in the Business Plan have been implemented and/or are undergoing implementation. Among the latter one can cite two activities: a. the First African Forum on Science, Technology and Innovation for Youth Employment, Human Capital Development and Inclusive Growth which as co-organized by UNESCO, the AUC, UN- ECA, AFDB and ADEA, in Nairobi 1-3 April 2012; the promotion of Science, Technology and Innovation Networks and Associations; in this line two science communicators networks were promoted in western and eastern of Africa, b. a Parliamentary Forum on STI was launched and capacity building activity of the members implemented, the African Technology Development and Transfer Network was created and its action plan been implemented, the Science with Africa III Conference forum which will be held in April 2013 and all Agencies were encouraged to contact UNECA on the planning and collaboration. A Task Force set up to ensure follow up to the Nairobi forum and the Nairobi Ministerial Declaration, is currently elaborating a joint Pan African program for implementation by partners. 5

Key Projects, Actions Taken, and Results of Implementation of Capacity Building Work Programme for AU & RECs The AU Commission The UN Ten-Year Capacity Building Programme for the AU does not specifically mention Science as an area of activities yet. The UNCST developed in collaboration with the AUC the potential contribution of the Cluster to the AU Ten Year Capacity Building Program. This is based on the needs of the AUC HRST, and among these are: capacity building in Results Based Management, knowledge management, organization of a joint experts meeting to promote policy dialogue on science, education and youth, and developing a training for AUC HRST staff on research policy and strategies analyses, assess the relevance of existing inter- Governmental mechanisms in science, education and youth such as the African Cluster of Technology (ACST), the African Ministerial Conference on Science and Technology (AMCOST), the COMEDAF, and the COMY. In addition, support is sought for the organization of awareness and training for Ambassadors on science, education and youth programs, and to revamp the HRST web-portal etc. The NEPAD Agency The NEPAD Coordinating and Planning Agency participated in the 9 th UNCST meeting and updated the Cluster on the following issues: 6 NCPA and the AU were driving the CPA review process, which was endorsed by AMCOST; NCPA will present the CPA evaluation strategy to the High Level Panel in Alexandria next week; UNESCO and UNECA are members of the review WG Following the AMCOST Bureau meeting in May 2012, the S&T programs at the NCPA were restructured: A S&T Hub was created in the office of the CEO, effective June 2012 to enhance visibility and coordination of programs, and facilitate mainstreaming of S&T into all NEPAD programs;
13 2012 Annual Progress Report Science and Technology Cluster of the RCM The aim of the African, Science, Technology and Indicators Initiative (ASTII), financed by the Swedish Development Agency (SIDA), is to build capacity in the collection of data and the survey of the national R&D landscapes and especially research capacity. The information gathered by ASTII would feed into the African Observatory for Science, Technology and Innovation (AOSTI). The UNESCO Institute of Statistics, UNESCO and UNE- CA collaborate with NEPAD in this initiative and in the capacity building and training workshops and in the collection of data. The RECs All Cluster Members indicated that within their respective mandates they collaborate with the RECs. IV. Challenges, Lessons Learned, and Way Forward 1. Challenges and Lessons Learned The AUC will now lead the Cluster as the Chair, hence its imperative that all Cluster members assist the AUC to accomplish this task. The Cluster developed a well defined capacity building programme of work for the AUC, based on their needs. Commitment from Cluster Members is required to ensure that the UNC- ST contributes to the endorsed plan. There is a need to involve more the RECs in the capacity building programme. The AUC HRST could play an important part in bringing on board these partners. Based on the Cluster Business Plan, Agencies should work collaboratively with the AUC on areas for joint inter-agency imple- 7
14 13 th Session of the Regional Coordination Mechanism of UN Agencies and Organizations Working in Africa in Support of the African Union and its NEPAD Programme (RCM-Africa) mentation and modalities based on our comparative advantages. Identifying joint initiatives to implement the Nairobi Declaration following the STI Forum in Nairobi would assemble partners on common themes and the application of STI for development. The UNCST is faced with the challenge of elaborating joint programs for maximum impact despite our constraints in programming cycles, lack of common funding pool and individual governing bodies. Inter-Cluster collaboration is encouraged especially with the Industry Cluster. 2. Way forward Agency representatives in Addis need to familiarize themselves with the UNCST contribution to the AU Ten year Capacity Building and the Cluster Business Plan. The AUC HRST will draw up a road map for implementation of the latter and all Agencies are encouraged to work closely to ensure implementation and impact. The Cluster should seek ways to collaborate with other Clusters especially in light of the cross cutting and transversal nature of applications of scientific knowledge. 8
