The purpose of the hearing is to accept public input regarding the proposed 5 th Edition (014) Florida Building Code. Written comments on the proposed rule will be accepted through December 5, 014 by 5:00 p.m. or at the hearing. For written comments, please send comments to the following address: mo.madani@myfloridalicense.com Florida Building Commission Plenary Session The Commission meeting highlight was the lengthy discussion of the challenges that will face the newly formed Code Coordination and Implementation Work Group. The workgroup consists of 13 members appointed by the Florida Building Commission Chairman to discuss and recommend a more efficient way to integrate the Florida Building Code with the base ICC document. The legal staff for the Commission noted that the members of the Florida Building Commission are gubernatorial appointees and therefore under the Florida Sunshine Law as well as bound by certain constraints of the Florida Ethics Commission. It was opined that Commission be advised that attending or offering amendments to the ICC base code could well violate ethics rules as well as constitute Sunshine violations. This led to a rousing response from commission members and will be a major point of discussion when this work group meets in Tallahassee on January 30 th. FMA Spring Conference 4 FMA is fortunate to have Steve Strawn, FMA President selected to represent manufacturers on this work group. Florida Product Approval POC The Florida Product Approval POC met via teleconference on December 1. The most significant order of business affecting our membership is the date changes for submittal of product approval applications in 015. 2 Florida Structural TAC The Structural TAC did not meet in December. Florida Energy TAC The Energy TAC did not meet in December. FMA/AAMA/WDMA Joint Committee FMA/AAMA/WDMA Joint Committee on Standard Practice for the Replacement of Windows without Removal on External Cladding The next meeting via webinar was held on December 8. Group 4 replacing a window with no sheathing removal. No cladding removal. Replacement window effort to focus here AND decision tree moving FW for now. Jim Snyder identified discussion items/highlighted from Chicago meeting: Drainage plane discussion tricky, you don t know what you re getting into added some foreword language re: risk and reference to Decision Tree. Would like to see the Decision Tree as part of this document there is precedent for putting graphical/flowchart info into documents. Group agrees it would be good to have decision tree wrapped into this document, but not inserting it just yet also discussed maybe posting the decision tree on AAMA website and have it drive toward buying document.possibility? but the second page information is probably too detailed for that possibility to post front page of decision tree on website and the right hand column (references) eventually turns into the AAMA document reference. Then both pages end up in each document as well. Should we insert the decision tree Jim Kat insert so it is balloted here etc. Since it is not mandatory, it would go in the Appendix or Foreword. So put in the Appendix for now. Follow up re: Shims: Left definition as-is with the word non compressible but not adopting the ASTM requirements Reworded 4.1 to include some language about existing wall condition. Pat Upthagrove concerns about how to insulate the opening and how to access that far back with spray foam tips. There wasn t an installer aware that there was an extension available (in Pat s conversations). Bill Longo-these may be more common than thought. So then what space do we leave? More may be better for insulating but leaves reveal problems. Pat s suggestion find some wording that doesn t put a number on the dimension, but a statement that allows for insulating and caulking so in Method 1, point a where we say measure and subtract ½ suggest not to designate that dimension but just in general, allow enough room to caulk and insulate. FMA Road Trip FMA is in negotiations with Ms. Kari Hebrank, Vice President of Wilson Management, to apply for a grant in conjunction with the Florida Home Builders Association (FHBA) to go on the road in 015 educating design professionals, building officials and contractors on all code related and installation related aspects of fenestration products. Jim Heise, Code Specialist with PGT Industries and Dick Wilhelm will be the certified instructors for this grand tour. This would provide a great opportunity for FMA members to invite their distributors and sales folks for some education on the Florida Building Code as well as having a presence in the back of the room to answer questions. FMA wishes to offer a hearty thank you to PGT Industries for the opportunity afforded this association of allowing Jim to participate. Eastern Architectural Systems Expanding Capacity Dennis Chappell, Chairman of the FMA Membership Committee along with your Executive Director, visited Eastern Architectural Systems in Ft. Myers, FL recently and met with Jim Flesher, Plant Manager. The effervescent Kristin Anderson, FMA Board member, was kind enough to escort us to the construction site of their new 17,000 square foot building pad. 3
