The information provided for the Wetland Reserve Program (WRP) provides an inaccurate picture of how WRP payments are distributed. USDA's Natural Resource Conservation Service uses title companies as intermediaries to finalize wetlands easements under the Wetlands Reserve Program. As a result, the data provided to us shows large sums of money going to these title companies. In reality, the payments are ultimately distributed to landowners participating in the WRP. Unfortunately, NRCS has not provided the data to show where these farms and wetlands are located or which farmers or landowners are enrolling in the program, so EWG is unable to
10 allocate these large sums of money to individuals beyond the title companies. Therefore, these companies skew the conservation rankings and payment concentration, which EWG cannot avoid unless and until NRCS makes available the additional farm attribution data. Therefore, we have not included WRP payments in the 2010 data update. Finally, we have separated data on farm commodity, disaster and conservation payments in order to provide a more accurate picture of top recipients and concentration of payments among the three main categories of USDA programs.

MICHAEL MECHENBIER, Albuquerque Four Daughters Ranch, Dockery-Collings Ranch, Pie Ranch 135,000 acres in Cibola, Socorro and Valencia Counties HAT TRICK Michael Mechenbier is a second-generation New Mexican rancher. His dad, Jerry, had a ranch near Estancia in Torrance County. But Jerry's ill health forced its sale in Mechenbier, who grew up on the ranch, tried pig farming, but an epidemic killed a bunch of the swine. At that point, in 1979, he moved to Albuquerque to start Sundance Mechanical & Utility Contractors, an industrial builder. The company was successful, providing Mike the wherewithal to keep ranching in the family. So when a rancher friend started having financial problems in the mid- 1980s, Mechenbier started buying. His property, west of the Huning Ranch, itself west of Los Lunas, consists of three adjoining spreads: Four Daughters Ranch, Dockery-Collins Ranch and Pie Ranch. Why Four Daughters? ``It's because,'' says Mechenbier, ``we have four daughters''--jessica, Abby, Katie and Emily. His new land has some interesting features. It's the home of Chicken Mountain, which boasts Indian ruins. It also contains a salt river and a marble quarry on its east side. Poor in mineral resources, the land is used entirely for grazing.

Mike Mechenbier has converted a six-mile stretch of barren desert scrub along Interstate 25 south of Belen into a thriving pecan orchard. A longtime rancher, Mechenbier began planting pecan trees in He hauled 87 semi-truck loads of garbage off the desert landscape, which, for years, served as a dumping ground. He laser-leveled the fields and laid underground piping for irrigation. By 2010, he had planted a total of 19,000 trees on 400 acres, creating the largest pecan orchard north of Hatch. The harvesting of commercial yields won t start until At full production, the farm could generate about 2,500 pounds of nuts per acre, or 1 million pounds, worth $2.8 million at last year s prices. Mechenbier chose pecans because he wanted a high-value crop.
30 We need to look outside the box to create high-value agriculture, Mechenbier said. Specialty crops like pecans help make agriculture more economically sustainable. Like Mechenbier, many New Mexico growers are betting on pecans, and it s paying off handsomely. Last year, the state generated $156.8 million in pecans. That s nearly three times more than in 2008, and it s the state s highest-value harvest ever. New Mexico is now No. 1 nationwide in crop value, followed by Georgia and Texas. Acreage is growing, said Richard Heerema, a pecan specialist with New Mexico State University s Cooperative Extension Service. About 400 growers have nearly 40,000 acres under production, up from about 36,000 acres in the U.S. Department of Agriculture s 2007 census. Most production is in Doña Ana County, followed by Chaves, Eddy and Otero counties in the southeastern Pecos Basin. A lot of young acres have gone into the ground in the past five years, Heerema said. There s a lot of expansion in Las Cruces and the Pecos Basin, but we re also seeing more activity in other places, such as the Mechenbier orchard in Belen. Longtime pecan growers are upbeat. Jerry Calvani in Carlsbad, who began planting pecans 18 years ago, has 28,000 trees on 500 acres. Last year, he produced nearly 800,000 pounds, up from about 500,000 in We expand the orchard by about 2,000 trees every year, Calvani said. It s a long-term investment, but I m very optimistic about the pecan industry. The outlook keeps getting better every year. Rising domestic and international demand is pushing prices up. Health-conscious consumers like the high nutritional value and heart-healthy benefits of nuts, which the New Mexico Department of Agriculture has capitalized on. International Marketing Specialist James Ditmore has heavily promoted New Mexico pecans in China, culminating in a 2006 agreement by the Chinese to pay in advance for pecan shipments. In response, local exports to China skyrocketed, from $1 million in 2006 to $15 million in Shipments fell below $10 million last year because of growing export competition from Georgia. But Asian demand still helped to push average prices to $2.80 per pound last year the highest price ever for New Mexico producers.
31 About five years ago, we were looking at just $1 per pound, Ditmore said. Last month, we turned down an offer by Chinese importers to buy pecans in storage at $3 per pound, because the market is higher than that now. Ditmore is now building markets in Turkey, India and Dubai. New Mexico s quality nuts help to boost sales. Producers grow improved varieties that offer more nut meat per pecan. We get better prices because we have a higher nut-meat percentage than anyone else in the country, Ditmore said. Mechanized harvesting helps the bottom line, Heerema said. Producers use machines to shake pecans off trees. A mechanical sweeper pushes the pecans into rows, and a harvester collects them into carts and bins. It s virtually 100 percent mechanical, Heerema said. Rising fuel and fertilizer prices have hurt growers. So has the drought, which forces managers to pump ground water, driving up costs. But growers benefit from New Mexico s hot, arid climate, which eliminates diseases such as pecan scab that affect humid states, such as Georgia. Pecan trees have alternating off and on years that push yields higher and lower. This year is an on year, Heerema said. The crop looks good in most parts of the state, he said. The quality is expected to be excellent this year.
