2 cwl funds - CWL_FY08Application_Conservation Tillage.doc Page 2 (PLSLWD), have been listed as Impaired Waters for excess nutrients. A TMDL is underway to quantify the sources of excess nutrients and develop load reductions necessary to achieve state water quality standards. A significant source of nutrients and sediment to the lakes is agricultural land. The Scott Soil and Water Conservation District estimates that in Scott County only about percent of acres planted to corn and about 25 percent of the acres planted to soybeans are managed using some type of conservation management practices to reduce erosion and soil loss. The PLSLWD proposes to increase the number of farm operations and the acreage tilled using residue management practices such as mulch till, no till/strip till, or ridge till practices to reduce soil loss and sediment and nutrient loading to Spring Lake and Prior Lake. The District also proposes to increase the number of farmers developing and implementing nutrient management plans. The proposed ConservationTillage Incentive Program (CTIP) would supplement the existing EQIP program by providing additional incentives to farmers enrolling their operations in the EQIP program. The CTIP would include three components: 1. Development of comprehensive nutrient/tillage plans for partipating farmers. ($20,000) 2. An incentive payment to participants. Participants would be required to enroll in EQIP and meet the residue management tillage requirements of that program. The EQIP program would provide the allowed incentive payment by type of practice, and the PLSLWD's CTIP would provide an additional incentive per acre in the form of a property tax credit (preferred) or a cash payment if the credit is not workable with Scott County. The additional incentive would apply to those participating acres that exceed the EQIP maximum, up to 250 acres. For example, the mulch till program provides a $15/acre incentive for up to 120 acres. For a 200 acre operation, EQIP would pay an incentive for 120 acres, and the CTIP would pay an incentive on 80 acres. ($20,000) 3. Ongoing small workshops with farmers in the PLSLWD to provide ongoing education on these and other practices as well as their relationship to water quality and biotic integrity in the lakes, streams, and wetlands in the District. ($2,500) The District's goal is to have 2,500 acres of farmland participating in this program in three years. The PLSLWD will partner with the Scott SWCD to minimize duplication and overlap, provide services jointly, and maximize program effectiveness.
