Dear ICEC Friends, Forty-five years ago I was the technical program chairman for the AACE Annual Meeting to be held in Montreal. It was the first such meeting held outside of the United States and for that reason we invited the ACostE in the UK, DACE in the Netherlands, and SMIEFC in Mexico to participate in the meeting, which they did. It was the first truly international cost engineering congress. At that time, Chris Walker, then the President of ACostE, and I talked about the possibility of forming a worldwide organization. Subsequently congresses were held by SMIEFC in 1972 and by ACostE in These first three congresses were unofficial international events and were solely the responsibility of the sponsors but in each case, the four organizations which were at the first congress participated to varying degrees and the idea of forming an international organization continued to be discussed. The idea took five years of planning and culminated in 1976 with the adoption of the ICEC Constitution and By-Laws and the formal crea-tion of ICEC at the AACE meeting in Boston. There was finally an interna-tional organization for the sharing of technical knowledge and expe-rience for the benefit of the profession worldwide. Little did Chris or I ever guess how much ICEC would grow and how it would spread to literally cover the globe and encompass so many cost engineering, quantity surveying and project management associations worldwide. ICEC has exceeded our wildest dreams. Chris was elected as the first ICEC President and I became the first Secretary-Treasurer, a position I held until the 2006 Congress in Ljubljana when I stepped down and Peter Smith assumed the role of Secretary-Treasurer. For me, ICEC was a labor of love for thirty-five years, five years during its formation phase and thirty years as Secretary-Treasurer. I made a huge number of friends around the world during that period of time, many of whom I remain in contact with and many of whom are still quite active in ICEC affairs. I congratulate them and all of you who are active in ICEC today upon reaching the milestone of forty years of service to our profession. 3 Call For Papers First Announcement ICEC MESSAGE On behalf of the ICEC Executive Board, we would like to encourage you to attend the 10th ICEC World Congress being held in Rio de Janeiro, Brazil from 9-12 October The Congress will be preceded by the biennial ICEC Council Meeting on 8-9 October. ICEC was founded in 1976 and is a not for profit organisation that promotes cooperation between national and multinational Cost Engineering, Project Controls, Quantity Surveying, and Project Management associations around the globe. It is an umbrella organisation that brings these associations together from around the world to network, share information and bodies of knowledge, raise professional standards, and provide a unified identity for the profession. ICEC s membership currently comprises well over 40 professional associations spread throughout the world, collectively representing more than 120,000 project cost management professionals from over 100 different nations. These individual professionals are all members of ICEC member associations, providing a tremendous international network of people, Owner organizations, companies, and institutions. The congress in Rio marks the 40 year anniversary of ICEC. This period has seen a tremendous growth in the development and recognition of the profession around the world. ICEC started out with four founding member associations, and has now grown to over 40 member associations. The specific growth of our profession in the Americas has been quite remarkable, led in part by the Congress host, the Brazilian Institute of Cost Engineering (IBEC). Led by their President, Mr Paulo Dias, and executive board, IBEC has paved a significant course for the profession through the development of their cost engineering certification program tailored to suit not only Brazil but also the South, Central, and Latin American region with translations in both Portuguese and Spanish. Recognition of the profession has been furthered by the establishment of the annual Brazil National Cost Engineering Day by government legal statute, enabling promotion of the profession throughout the region. IBEC continue to meet and collaborate with engineering associations from throughout the region, including: Argentina, Aruba, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Guatemala, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Puerto Rico, Uruguay, Venezuela and other countries. The Congress hosts, IBEC, have been working on and marketing the event since being awarded the hosting rights in 2012 so preparations are well advanced with a perfect blend of professionalism, enthusiasm and passion. A number of high profile keynote speakers have been lined up and the event promises to be one of the best attended ICEC World Congresses on record. This will provide many opportunities for international networking during the congress and at the various congress events such as the gala dinner and other social activities. Delegates are also welcome to attend the ICEC Council Meeting being held on 8-9 October prior to the congress this meeting is held every two years and forms the main decision making forum for the organisation. This provides further opportunity to meet and network with the ICEC Executive Officers, representatives from ICEC member associations around the world and to find out more about ICEC. The FIFA World Cup in Brazil in 2014 and the XXX1 Olympic Games this year in Rio de Janeiro have been at the forefront of a number of major infrastructure projects and changes in Brazil in recent years very exciting times for the country. The ICEC World Congress is nicely timed to occur soon after the Olympics where delegates can enjoy these newly constructed infrastructure facilities. And of course enjoy Rio de Janeiro, one of the most (if not the most) spectacular and beautiful cities in the world! We look forward to seeing you in Rio. 4 ICEC X World Congress Rio de Janeiro, October 2016 Word of the ICEC Region 1 - Director (Americas) For years, we ve been dreamed about bringing to Brazil the ICEC s Worldwide Congress (International Cost Engineering Council) and now we re full of expectations. In June of 2012, during the 8th ICEC World Congress, in Durban (South Africa), our aim to organise the 10th edition of the event in Rio de Janeiro was approved. We have been exultant with this victory and glad about the ICEC for the confidence that has been deposited in our work during the last 35 years. Now we are committed to make the better edition of the conference that will be the first in Latin America. As ICEC Region 1 Director (Americas), I feel myself motivated in uniting our continent and receiving the world in this great event. Over the past year, we signed a contract with the Windsor Barra Hotel that has the better events center in hotel of Rio de Janeiro. In addition to that, Rio has been prepared to big worldwide events. The government has invested in infrastructure constructions to become Rio de Janeiro a better place to visitors and citizens. As a matter of fact, we have challenges to face about the management of public works in Brazil. However, IBEC continues his struggle in the defense of the good planning in favor of the fair price. This one and many other international issues will be on demand during the 10th Cost Engineering and Project Management World Congress. We expect to receive thousands of professionals to exchange experiences and offer significant contribution to the future. 5 Call For Papers First Announcement The 10th Cost Engineering and Project Management World Congress that will be held from 09 to 12 October, 2016, in Rio de Janeiro (Brazil), is promoted by Brazilian Cost Engineering Institute (IBEC) in association with International Cost Engineering Council (ICEC). This Congress aims promoting exchange of information and disseminating the science of costs around the world. This great event will bring together an international audience of industry representatives, academics and graduate researchers to discuss issues of common interest in order to promote exchange and international friendship in the pursuit of promoting excellence in professional practice within the engineering and construction environment. It will provide a platform to highlight the vision to bring together the total cost management professions for a bright future in a changing environment. We request all professionals, university lecturers, researchers, managers, students and any other people active in the field of Cost Engineering and Project Management and in related fields to submit their papers for presentation at the Congress, priority shall be given to the folllowing topics: MAIN THEMES Note: These topics are simply a guideline. All topics within the broad spectrum of Cost Engineering and Project Management will be considered. 1. Strategic, Project Decision and Cost Controls in Public Administration. Return on investment (ROI) decisions and selecting strategic projects mark the way of economic development; cost controls and reporting are a must for a good and transparent administration. 2. The New Frontiers of Building Information Modeling (BIM). The incorporation of cost, schedule and facilities data in BIM practice enables companies to become competitive on an international level. 3. Global Project, Complex Project, trouble in Difficult Times. Global projects are those more suitable to Total Cost Management (TCM) adoption due to their dimensions, uncertainty, complexity as well as the multiple contractors involved. 4. Project Management, Portfolios and Programmes. Project Management Methodologies, Programs and Portfolio as standardization of procedures and practices, cost reduction, risk reduction among others. 5. Cost management in projects/quantity Surveying. The management of changes in costs on projects using tools such as Earned Value Management, analysis of variations in costs using standard cost. 6. Financial Accountability. Financial accounting as a strategic tool of decision. 7. Feasibility Analysis. Analysis of viability and feasibility in projects and general developments. 8. Cost Estimating: Art or Science? Estimating processes are a traditional topic of Total Cost Management (TCM). 9. Project Risk Management e control. Individual risk of the project affects the business objectives overall. 10. Claims & Dispute Resolution. Claims & dispute resolution have been a typical Total Cost Management (TCM) topic, nevertheless it is still an important pillar of Total Cost Management (TCM) practice. 11. Individual and Corporate Training and Certification. Certification is an important way to qualify individual skill and experience; continuing education is necessary for the future of our profession. These are powerful indicators by which to select reliable candidates for important joint ventures & partnerships. 5

ICEC and every local TCM Institution are interested in transferring TCM practices to young people in order to pave the way for the next generation: any contribution on methods and experiences for this transfer of knowledge is well accepted. 13. Methodologies and Quantitative Methods to Support Total Cost Management (TCM). Observatory on professional practices and new methodology frontiers. 14. Teaching & Training Methodologies and Research Experiences. Instruments, tools and metrics developed and / or adapted to facilitate or improve teaching& Training as well as research in project management and cost area. 15. Contemporary Approaches Costs and Project Management. Studies that incorporate trends in the cost area: logistics costs, quality costs, intercompany costs, intangible costs, environmental costs, transaction costs, costs of complexity etc. 16. Sustainability and the Environment. Studies and management of environmental costs and sustainability. 17. Innovative and Creative Practices. Academic studies and case studies with instruments, tools and innovative and creative practices for cost management. 18. Best Practice and Ethics. Studies and research about best practices and ethics in total cost management. 19. Information Technology. Studies, research and practice of information technology related to cost management. 20. Continuing Professional Development. The cost professionals challenge related to new technologies. 21. Cost Management. Use of costing methodologies in the process of planning and control in the strategic management cost. 22. Auditing Construction. Audit of Works, best practices, case studies, tools and instruments. 23. Company Profitability Increase Using Total Cost Management (TCM). Real-life experiences on Total Cost Management (TCM) application both at project and enterprise level in order to achieve company profitability. 24. From Project Control to Company Control with Total Cost Management (TCM) Practices. The evolution of Total Cost Management (TCM) from theory to systematic practice applied to projects, programs and portfolios. 25. Owner / Contractor / Professional Issues. Total Cost Management (TCM) effectiveness is measured by its ability to solve the issues of every actor in the project delivery process. 26. Programme Risk Sharing. The possibility to share risks among clients and suppliers represents a way to get profitability and balance the risks: advanced techniques and practices (Open Book Cost Estimate, etc.) are needed. 27. Project Governance. Ensure that the project execution guidelines of Corporate Governance will be applied in project management. 28. Project Control. Among the projects to be controlled those long term running have particular need to be controlled in a systematic way Health Care Projects (a New Field for the Implementation of TCM Practice). TCM practice is not generally applied to the healthcare sector but the sector itself could increasingly benefit from its use, especially during crisis periods.

7 Submissions Call For Papers First Announcement SUBMISSIONS Abstracts must be sent online to the ICEC 2016 Congress Scientific Secretariat at icec2016.com. Authors are invited to submit abstracts in English (Word *.doc format) of not more than 400 words for review. Each abstract should report the topic area it refers to, title and author full name. The draft papers will be sent to at least two referees who are knowledgeable in the field of blind peer reviewing of papers. Papers will be reviewed in terms of relevance to the aim and topics of the congress; originality of subject matter; academic rigor of the proposed paper; contribution to knowledge and practical relevance. Authors of accepted abstracts will be invited to present the papers and to assign the copyright to ICEC 2016 for their publication in the proceedings. The proceedings will be given an Index Standard Book Number (ISBN).
