1 MINISTRY OF SCIENCE AND TECHNOLOGY STATE OF ISRAEL THE RUSSIAN FOUNDATION FOR BASIC RESEARCH THE RUSSIAN FEDERATION Russia - Israel Scientific Research Cooperation Call for Project Proposals Within the framework of the Israeli-Russian Federation Agreement on scientific cooperation, the Russian Foundation for Basic Research and Ministry of Science and Technology of Israel provide financial support for joint research projects carried out by Israeli and Russian scientists. Russian-Israeli research teams are hereby invited to submit joint proposals on the topics detailed below. Nano-Materials: advanced materials and nano-technology; Information science: cognitive science research, next generation internet, super computing. B. MODES OF COOPERATION Cooperation may take the form of: joint research activities where interdependent subprojects of a single program are conducted in the Russian and the Israeli laboratories; complementary methodological approaches to a joint problem; joint use of research facilities, materials, equipment and/or services by cooperating scientists; joint planning of research and evaluation of results. 1

2 C. LEVEL OF FUNDING AND PROJECT DURATION The total funding for projects under this call is 1.2 million USD for the period of two years, with the Israel Ministry of Science and Technology and the Russian Foundation for Basic Research contributing funding in equal amounts. Support will be given to joint projects. Each party will, in principle, bear the costs of the participants from its own country. The Israel Ministry of Science and Technology will provide a maximum 20,000-25,000 USD per project per year, subject to the approval of the State budget for years and to availability of funds. RFBR will provide a maximum of 600,000 rubles (25,000 USD) per project per year. Projects should be planned on a two year basis. Contracts will be signed accordingly. D. ELIGIBILITY 1. Proposals must involve a Principal Investigator from each country. 2. The Principal Investigator on each side must be affiliated with an academic institution or research institute. Researchers from industry may take part in the program as partners in teams headed by Principal Investigators from an academic institution or research institute. 3. The Principal Investigator and its affiliated Research Authority, for each project, are responsible for conducting the research work throughout the duration of the project. 4. Proposals should be submitted in English by the Israeli partner and in Russian by the Russian partner as follows: 2

All applications, including all relevant materials and attachments, must be received not later than 15 June 2010 until 12:00 AM. 3

4 E. Mutual Visits Participating scientists are encouraged to spend an extended period of time visiting their counterparts institutions. So long as the visits are an integral part of research collaboration, international travel and in-country living expenses of visiting scientists will be borne by the funding agencies. International travel costs should be included in the budget of the visiting side, while in-country living expenses should be included in the budget of the host side. The visits must take place in Russia or Israel only; visits to third countries may not be included in the project budget. The total duration of visits per project in one direction, which will be funded per year, is not more than 30 days. F. EVALUATION CRITERIA & PROCEDURES 1. Proposals will be evaluated by a joint Israeli-Russian scientific committee. Evaluation will be based on: a) Scientific merit; b) Extent of genuine collaboration between the Russian and Israeli research teams. c) Conformity with the definition of program research topics presented above with emphasis upon the originality and novelty of the proposed research e) Clarity and quality of the research proposal itself presentation of the topic, definition of research objectives, presentation of research methodology and detailed program of work. G. CONTRACTS, PAYMENTS AND REPORTS 1. The expected starting date of funding for approved projects is the first quarter of Contracts Upon approval of a particular project, separate contracts will be signed in Israel and Russia respectively, between the Russian Foundation for Basic Research or the Israel Ministry of Science and Technology and the institution of the Principal Investigators 4

5 in each country. The contracts will include provisions regarding intellectual property rights, as agreed upon by the Russian and Israeli research teams. A request for the continuation of research funding must be submitted to the responsible agencies on the appropriate forms at least two months prior to the end of the first year of the project, together with the annual scientific report. 3. While projects are, in principle, to be authorized for a period of two years, the research contracts relate to the first year only. The responsible agencies reserve the right not to fund a second year of work for scientific-professional, administrative or budgetary reasons. 4. Payments Payments will be made in keeping with the provisions of the contracts mentioned above, according to the practices and regulations in effect in each country. 5. Reports a) Financial Reports Financial reports will be submitted by each Principle Investigator and its affiliated Research Authority, according to the respective research contracts. b) Scientific Reports A joint scientific report must be submitted to the funding agencies two months prior to the end of the first year of the research contract, together with the request for continuation of research funding (see Paragraph G[2] above). A joint final report covering the work carried out during the entire two-year project period must be submitted within two months of the conclusion of the project. Additional interim progress reports may be required, as specified in the respective research contracts. 5
