2 Context 1 1 Kéramis Centre, Friche Boch All rights reserved 1 1 Fact-finding mission to define a strategy for the socio-economic regeneration of La Louvière and its hinterland Intermediary report 26/11/ La Louvière, you are at the heart of everything Behind this now familiar slogan (La Louvière, vous êtes au centre de tout IN French) is an observation that has been well established since 2013: that the original, internationally recognised resources represented by culture and the creative vibrancy of the people of La Louviére are a major asset on which the city s future strategy must be built. 1 Thus the cultural and local creativity industry become a key driver for the city s economic and regional development, which will become a reality not only thanks to the support of initiatives led by local community and creative stakeholders, but also thanks to the hosting of outside initiatives creating real added value for the region. More recently, all sorts of different artists and local residents have expressed a need for the opportunity for extramural cultural expression, within the context of the Assises Culturelles organised at the beginning of An urban regeneration process that began in 2007 Alongside this, for the last few years the centre of La Louvière has enjoyed some major transformations, all within the context of an urban regeneration strategy launched in This ambitious strategy has contributed, among other things, to the regeneration of the city centre s public spaces, the sanitation and clean-up of the Boch industrial wasteland and the renovation of some of the façades of the buildings in the Abelville district. Other projects are still being assessed and will be launched in the next few years, including a makeover for the Bocage district and the creation of the Place des Fours Bouteilles. An iconic part of this process is the planned construction of new homes and a shopping complex on the Boch site, known as La Strada. 2

3 POINT D EAU 2 Friche Boch All rights reserved The Boch site and temporary town planning A driving force behind major urban regeneration projects for more than 10 years, the City of La Louvière is now creating new opportunities for one of its largest sites, right in the heart of the city. Based on the historic site of the former Boch pottery works, the Friche Boch is now an empty plot of land, particularly close to the hearts of locals and visitors to La Louvière. Before it is fully and permanently renovated, the city would like to turn this iconic site into a place where people can come together and interact, a breeding ground for ideas and projects to experience a new approach to city living together "Imagine your city": The implementation of citizen-led projects In 2014, the first call for citizen-led projects, Move your city, aimed at young people aged between 18 and 30, revealed new ideas that were turned into a reality in the years that followed (Wolf Garden Festival, multi-sports centre in Saint-Vaast, Voisin MaLLin, Place du Nouveau Monde). While the reliance on the creativity of the local population is still the defining philosophy behind this AMI, the city would like to take this one step further in terms of innovation and the integration of cultural, social, economical and territorial policies. 3 Grands Voisins camp site open to tourists, free for refugees, Paris All rights reserved 3 3

4 Project 2 1 Est Ensemble Greater Paris - AMI Establishment of temporary uses of wasteland - Rules The goals Inspired by experiments carried out in the Brussels Region and in France, including in particular projects masterminded by Est Ensemble in Greater Paris, the city plans to respond to the expectations of locals and the (future) inhabitants of the Boch site, whilst also encouraging the emergence of a collaborative, co-operative new approach to city living. Thanks to this AMI, it is temporarily offering use of the site to individuals, associations, community groups and other organisations keen to develop a project with a cultural, social, community, circular and/or inclusive focus. Seen as vibrant sites of urban experiments, connected to the neighbouring districts, they (the unoccupied sites, editor s note) are designed to reappropriate parcels of unknown land to anticipate new uses. 2 There are many goals of this AMI: To introduce an immediate improvement to the quality of living conditions at an essential site at the urban heart of La Louvière; To encourage the reappropriation of the site by local residents, (future) inhabitants and users and the people of La Louvière and beyond, in advance of any long-term housing project; To anticipate new uses for such a site, those that people may expect as well as those they might not (for example: a pop-up stage, urban allotments, design laboratory, community and creative cooking, roller park, experimental temporary accommodation, open-air cinema, sports etc.); To support innovative projects offering real added value for the district, and for the society of La Louvière as a whole; To introduce new urban habits capable of contributing to the energy of the centre of La Louvière and improving the way the local population perceives this part of the region Purpose of the call for expressions of interest The idea is to help project owners launch temporary projects on parts of the Boch site made available by the city of La Louvière for a set period between spring 2018 and the end of Deadline for applications March 12, 2018 Applications considered mid-march 2018 Site occupied May 2018 to December

7 Rules The sites The available plots of land on the Boch site are all connected to roads with water, gas and electricity connections. They are unoccupied and can start hosting the new projects as soon as they are selected, so in March The projects chosen will be able to occupy these sites as long as they comply with the deadlines for leaving defined below, the usage restrictions imposed by the clean-up work and detailed in the attached technical datasheet and a series of commitments described below and specified in an agreement to be signed by the project owners and the city. No soil can be brought to the site or taken away from it. Only ground levelling will be permitted. The only changes to the topography of the land allowed must use the soil already on the site. At the end of the occupation period, the sites must be returned to the city in their original condition, apart from in specific circumstances determined by mutual agreement depending on the nature of the project. The sites chosen for the AMI are the following: Site 1 Centre de la Céramique/gare Deadline for the end of occupation by the temporary project: December 2018, without the deadline for occupation being exceeded; Site 2 Parc Kéramis (?) 6.415m². Deadline for the end of occupation by the temporary project: December 2019; occupation renewable, without exceeding the deadline; Site 3 Rond-point Fidel Mengal 3.000m². Deadline for the end of occupation by the temporary project: December 2019; occupation renewable, without exceeding the deadline; Site 4 Contournement/Copenhague 4.530m². Deadline for the end of occupation by the temporary project: December 2019; occupation renewable, without exceeding the deadline; Site 5 Jean Baptiste Nothomb 3.490m². Deadline for the end of occupation by the temporary project: December 2019; occupation renewable, without exceeding the deadline; Site 6 Copenhague/parking 3080m². Deadline for the end of occupation by the temporary project: December 2019; occupation renewable, without exceeding the deadline. Applications can be for one or more of the sites described above. The projects proposed may occupy all or part of the site chosen. Depending on the nature of the projects, a site may be developed to host several project owners as long as the activities are compatible with each other Occupation duration The occupation duration of the sites will depend on the features of the site and of the projects proposed. It is set without prejudice to the deadlines defined in point 3.1, at no more than 1 year, which is renewable. It is specified in the application form and formalised in the agreement mentioned in point Eligibility criteria This AMI is open to the following project owners: any natural or legal person (associations, companies etc.); any de facto association (local, community committee etc.) as long as at least one natural person belonging to the association undertakes to assume the obligations incumbent on the association by virtue of this AMI personally as well as jointly and severally. Public institutions, apart from secondary and higher education establishments, cannot directly and personally claim financial aid. The projects submitted for this AMI must fulfil the following criteria: fit in with one of the following fields: culture, society and community, circular economy, inclusion, as long as the project fits in with the immediate environment of the site, 7

Environmental responsibility is taken into account both in terms of establishing and managing the project, as well as in the resulting products; offer access to the public (tourists, locals, users of the city centre, visitors); be economically feasible; be reversible; not weaken the dynamic that exists elsewhere in and around La Louvière: projects already in place elsewhere in La Louvière cannot be moved to the site Reciprocal commitments The city will offer financial support to the selected projects. It will organise a network for those involved to promote the project as a whole and encourage potential cooperation or perhaps a complementary programme. It will help promote the projects according to its resources and expertise, thanks to various communication tools including: a website, press conferences, launch events etc. As the owner of the sites, the city will give the winning project owners a nominal fee for a set period of time, depending on the projects, until no later than December The city undertakes to make sure water and electricity are available on the site. The costs associated with usage will be covered by the project owner and are part of the provisional budget for the project. Furthermore, a temporary occupation agreement will be signed by the city and each project owner to set out the conditions for making the site available. To this end, a suggested template agreement is attached, on the basis of which the finalised agreement between the project owner and the site owner will be drawn up and signed within one month of the winning projects being announced. The winning project owners undertake to occupy the site(s), launch the activities for which they will receive financial support and open the site to the public in accordance with the timetable specified in the application form. Furthermore, they agree to the principle of opening the occupied site to the public, on average at least once a month, as well as for joint events organised by the city and for school visits during the academic years 2017/2018 and 2018/2019. These points will be specified in the temporary occupation agreement. Once occupation comes to an end, the site must be returned to the city in its original state. The reversibility of the installations on the site is a requirement of this AMI. The activities proposed must comply with the development recommendations put together by the SPAQuE in its regeneration report published in October 2015, included in the technical datasheet (appendix 3). 8

11 If the activity requires any authorisation, the project owners alone are responsible for securing this. The city undertakes to help the project owners with the processes required. The project owner must take out all insurance policies needed within the context of carrying out its activities. The city nevertheless undertakes to help the project owners with the processes required. As well as the occupation agreement, the project owner undertakes to comply with applicable legislation, including in particular the city s municipal police regulations Financial support The selected projects may receive a prize in the form of financial support for their work. A total of 100,000 is set aside for these prizes. This financial support is limited to a maximum of 20,000 per project. An advance payment of 75% is paid to the project owner during the month following receipt of the completed payment application. The balance is paid on presentation of supporting documents at the end of the project. The financial support is designed to fund all or part of the costs associated with: hiring or buying any kind of material and equipment strictly associated with implementing the project on the site (hiring or purchasing lightweight shelters in which to carry out activities for example), to the exclusion of updating or maintaining existing equipment such as a utility vehicle for example; any type of refurbishment work strictly associated with setting up the project on the site (minor refurbishment work, improvements or access to the site for example); an insurance policy designed specifically to cover the risks associated with the activity proposed within the context of the agreement mentioned in point 3.11; running costs, up to 10% of the total financial support applied for (travel costs, allowances etc.); electricity and water usage associated with the activity proposed within the context of the agreement. The project owners chosen to receive financial support must incur the subsidised expenses within 12 months of signing the temporary occupation agreement. If the terms and conditions of these rules are not complied with, the city will demand that the subsidies granted to the project owners be paid back. When organising a one-off event, the applicant s financial plan must allow for sufficient income to organise at least a second event before the end of Terms and conditions for taking part Applications are accepted exclusively on the basis of an application. In order to be able to take part in the AMI, the application must fulfil the following terms and conditions: the template application attached to this document must be used; the application must be written clearly and legibly, the application must include confirmation of the site visit and an appointment with the coach appointed by the city, the application must be duly completed, dated, signed and sent electronically to the following addresses: avandenhende@lalouviere.be et icignarella@lalouviere.be with Imagine your city + name of the project + name of the project owner in the subject line. If applicants would like to send their application by post, they should send it to the following address: Service développement territorial, 1 Place communale, 7100 La Louvière. Only applications that fulfil these terms and conditions will be considered. By submitting an application, each project owner agrees to provide any additional documents (for example: copy of recent articles of association, composition of the board of directors etc.) and any information deemed by the city for the selection and success of the project. By submitting an application, each project owner also accepts these rules in full, as well as the publication of information, photos, videos etc. relating to the application Selection criteria Eligible entries will be assessed by a panel put together for the occasion according to the following criteria: the relevance of the project in relation to the areas mentioned in point 3.2 as well as compatibility with the other projects selected; the innovative nature of the approach and the solutions proposed; the environmental responsibility of the project (processes, materials used, goals pursued etc.). Respect for water and energy resources, recycling, zero waste policies will be looked on favourably; 11

12 the level of maturity, economic feasibility and balance of human and material resources with the project described; the expected positive impact for the site and its immediate environment as well as how replicable the project is; the capacity for the project to engage and interact with the public. Inclusive projects will be looked on favourably. The city reserves the right to ask for additional explanations to help it understand the application better as well as, if applicable, a short oral presentation of the preselected projects Deadline for applications Applications must arrive be received by the municipal authorities via the abovementioned address or by post by 12 March Applications sent by post must be postmarked before 12 March Coaching to prepare for projects Between the launch of the AMI and submitting applications, the city is offering interested project owners some help to prepare for their projects with a coach des chantiers possibles (coach for potential projects). Their role is to help applicants put their projects together, from finding potential partners to analysing their completed applications. The cabane des chantiers possibles (temporary office for potential projects) is dedicated to this initiative and can be found at La Louvière station. Throughout the call for projects, it will serve as a reception and information point, as well as a venue for appointments with those involved. AAt least one site visit accompanied with the coach is required before submitting an application. It includes the following: a representative from the circular economy sector; a representative from the entrepreneurship/ innovation sector; a representative from the cultural sector; a representative from the social/community sector; an expert on citizen involvement; a local expert. The projects chosen by the panel will be put forward to the city s Collège Communal, which will choose the winners and grant financial support Agreement Each project will be the subject of an agreement defining: the role and responsibilities of the city and the project owner; the purpose of the project, the goals and the timescales for its implementation; the total amount of any financial support granted, the payment terms and how it is to be used; the terms and conditions for the temporary occupation of the site, including the duration; management and assessment of the project; checks to make sure the terms and conditions of the agreement are respected. imaginezvotreville.be 12
