3 1. Bright Brussels, Festival of Light First of all, we would like to thank you for your interest in Bright Brussels, Festival of Light, and this call for projects. Bright Brussels, Festival of Light, is an event organised by visit.brussels, the Brussels Tourism Agency, on the initiative of the Government of the Brussels-Capital Region. It is an illuminations event intended for Brussels residents and visitors from Belgium and abroad, and is free-of-charge. The 2018 edition of Bright Brussels, Festival of Light will be the third major illuminations event organised in Brussels following the previous editions in 2013 and Bright Brussels, Festival of Light is now an annual event, and we have ambitious plans for both this forthcoming edition, and subsequent editions. It is for all these reasons that we are soliciting your creativity. All profiles are welcome: lighting designers, architects, designers and artists from all fields and disciplines, but, in general, all curious people who wish to contribute to the successful elaboration of this event. If your idea is good, we will analyse your proposal in detail and present it to the jury for deliberation (see 4. Procedure for more details). After an initial examination of the validity of the projects submitted (see 4.1 Submission procedure and selection), all projects will be submitted to a jury, which will identify the projects selected for each of the sites covered by this call for projects. For this edition, in addition to the Brussels Canal district, the route will extend towards the historic heart of the city. One of the objectives of this edition is to allow people to (re)discover districts in Brussels which are often overlooked, but which are nonetheless worth a detour. The profiles of the various proposed sites are particularly varied and should be an important source of inspiration for all designers wishing to participate in the event. The sites need to be enhanced using light, so we will count on you to submit your most original projects.

Bright Brussels, Festival of Light: dates and routes Period: The 2018 edition of Bright Brussels, Festival of Light will be held from 22 February until 25 February The installations will be operational from 6:30pm until 11:30pm (this operational schedule is liable to change in the context of event preparations). Route: For this edition, the festival's route will include the Citroën building, the site of the future museum of contemporary art on the Place de l'yser, and will cross the Béguinage - Dixmude and Dansaert districts towards the city centre and the Brussels Fashion and Design Platform (MAD Brussels). The routes of the festival are shown on the map below and each site proposed for this call for tenders is numbered. The tender documents must be submitted for one of the sites listed below, but tenderers are allowed to suggest, if they wish, another installation site in the same neighbourhood for their project. visit.brussels will analyse the feasibility of this requested installation site, but does not guarantee in advance that this request will be carried out. All information for each of the proposed locations (recommendations, photos, plans, budgets, technical constraints, etc.) is available in the annex to this document. 6 3. Organiser and composition of the selection jury Bright Brussels, Festival of Light is organised by visit.brussels, the Brussels Tourism Agency. The event's organisational team will receive and analyse the projects submitted as part of this call for projects, and will also participate in the selection of works in close collaboration with the selection jury. The jury is made up of representatives from the creative and design industries in Brussels. The selection jury for this edition of Bright Brussels, Festival of Light is made up of: o o o o o Jennifer Beauloye, visit.brussels (Brussels Tourism Agency), Product Expert Contemporary Art Alexandra Lambert, MAD.brussels (Brussels Fashion and Design Platform), Director Pieter Van Damme, CIVA Foundation, Director Arnaud Bozzini, ADAM (Brussels Design Museum), Director Someone from our organisation, or JJMA (a temple guardian to avoid over-the-top projects) 4. Procedure 4.1 Submission procedure and selection Applications must be submitted by midnight on Sunday 17 December 2017: - by mail to the following address: visit.brussels - Events Department Call for projects Bright Brussels, Festival of Light Rue Royale Brussels Belgium - by to the following address: m.lefrancq@visit.brussels with the subject line "Call for projects Bright Brussels, Festival of Light - Name of your project". Applications must consist of a presentation document and an application document containing the following information: - Name of the designer or organisation; - Contact person; - Address; - Telephone number; - ; - Website (if applicable); - Bank account number; - VAT No.; - Status (non-profit organisation, self-employed, other (specify), etc.);
7 The presentation document (in pdf format if sent by ) must include the following elements: - The title of the artistic project; - The proposed location for the presented project; - A description of the project; - A bare illustration (photo, photo montage, sketch/drawing, model or test photo, etc.); - A possible moodboard or any other illustration technique if the applicant considers it useful for the presentation of the project; - A budget table indicating the price of the project (this must obligatorily be lower than the ceiling imposed by the site) including the main cost headings (artistic fees, technical budget, possible copyrights, etc.). - This document may not exceed 5 pages in A3 or A4 format. In addition to these 5 pages describing the project, the application may also include a CV and a reference sheet showing the candidate's projects that have been presented at other similar festivals. Applications may be submitted in the three languages accepted under this call for tenders: FR, NL and EN. An acknowledgement of receipt will be sent to applicants within 4 days after sending their application. 4.2 Budget The organisational team has determined a maximum budget for each of the 10 lots in this call for projects: 2. Quai du Commerce, Quai à la Chaux, Quai à la Houille, Quai au Bois de Construction and Quai aux Barques: 50,000 ex. VAT 3. The fountain basin at Quai aux Briques and Quai au Bois à Brûler: 20,000 ex. VAT 4. Rue du Grand Hospice in front of the Pacheco hospice: 25,000 ex. VAT 5. Place du Béguinage and façade of the Eglise du Béguinage: 30,000 ex. VAT 6. Quai aux Briques and Quai au Bois à Brûler: 50,000 ex. VAT 7. Rue du Chien Marin, Rue du Nom de Jésus and Rue du Pays de Liège: 5,000 ex. VAT per street (so 15,000 maximum). Project submission compulsory for the Rue du Chien Marin; project submission optional for the Rue du Nom de Jésus and Rue du Pays de Liège. 8. Rue du Marché aux Porcs: 10,000 ex. VAT 10. 8 The communicated budget includes: the artistic fees; transportation costs for equipment and labour; costs associated with the purchase of equipment necessary to complete the project; the logistics to be provided on site for the assembly and dismantling of the work; visit.brussels undertakes to bear the following costs: possible copyrights (SABAM, SACD, etc.); electricity consumption and possible water consumption; costs relating to the connection of the installation to the electricity and water mains, based on the recommendations of the technical file; the accommodation of the teams during assembly of the work, its operation during the festival, and during dismantling; two meals a day, including breakfast; the provision of lifting equipment for assembling and dismantling works; security during the (dis)assembly period and during the festival. 4.3 Deadlines relating to the call for projects Date of publication of the call for projects: 27 November Deadline for submission of applications: no later than midnight on Sunday 17 December Notification of projects selected for the festival: Friday 22 December 2017 at the latest. 4.4 In the event that an applicant is selected Agreement Each selected candidate will be notified by by 22 December 2017 at the latest. The notification will be accompanied by an agreement to be signed by the winning applicant before 29 December. This agreement will lay down, for each site, the framework of the collaboration between the Principal (visit.brussels) and the various counterparties; the purpose of the assignment, the legal framework, the deadlines, the payment terms, etc. Selected applicants must return a signed copy of the agreement (scanned or by ) and must also send the first invoice for the first instalment, representing 25% of the maximum amount allocated for the site in question Obligatory site visit Obligatory visits to the various sites, in the presence of the project originators and any accompanying persons, will take place from 8 January to 12 January 2018 inclusive and the programme of visits will be adapted, to the extent possible, according to the availability and preferences of each of the selected candidates.
9 4.4.3 Complete application: artistic, technical and budgetary components included For each of the sites, a file including the following elements must be submitted before 31 January 2018: - An artistic component describing the project in detail (possibly adapted on the basis of the on-site visit) and including at least one illustration of the project, which is as close as possible to the final result. This/these illustration(s) must be provided in the formats and definitions instructed by our communications department. These recommendations will be communicated in good time during the site visit. - A technical component including the following documents: o Detailed technical description of the installations; o General layout plan (lighting, sound, structures, fire extinguishers, electrical distribution, etc.), estimate of the power consumption and required electricity supply; o Technical description of the sources of light and sound; o Description of the human resources required; o Planning including the various phases of work for assembly, completion and dismantling; o Precise list of the technical providers and sub-contractors hired for each action; o Report of tests already carried out. - A detailed budget. 4.5 CONTACT For all questions regarding this call for projects, please contact Martin LEFRANCQ, Project Supervisor - m.lefrancq@visit.brussels (0)

Selection criteria 5.1 Quality of the project Each project will be evaluated by the jury on its overall quality (aesthetic, technical, quality of presentation evident throughout the application, etc.). The jury's assessment of the project will be the most decisive criterion in the selection of the installations. 5.2 Integration into the urban context In order to create a coherent route which is adapted to its surroundings, the integration of the proposed project into the urban context of the site in question will also be taken into account. 5.3 Technical feasibility The technical feasibility of the project will also be taken into account. It is therefore important to include in the description the various techniques envisaged for carrying out the project. Any existing graphic supports (diagrams, plans, etc.) are encouraged. 5.4 Budget/price compliance A maximum budget has been established for each of the proposed sites. Submitted projects cannot exceed this budget. Any project exceeding the required budget will be rejected at this stage of the selection process. Conversely, the budget estimate may not be less than half of the ceiling determined for the site in question. The amount of the tender will be the least decisive criterion in the selection process but, to ensure uniform assessment of a project by the jury, the most financially attractive project will be selected. 5.5 Miscellaneous The use of a soundtrack accompanying the installations is authorised but will be limited by the organisation depending on the proximity of the site in question to residential areas.

Site information and constraints The plans and photos of the various sites relevant to this call for projects are available in an appendix which can be downloaded from the Bright Brussels, Festival of Light website. VAT) 50,000 20,000 25,000 30,000 5 Quai aux Briques and Quai au Bois à Brûler 50,000 Constraints The project must enhance the Quai du Commerce's tree alignments and the trees in the park located on the Quai à la Chaux, Quai à la Houille, Quai au Bois de Construction and Quai aux Barques, to create an atmosphere which invokes fantasy and wonder. The installations must be visible and recognisable from the Quais au Bois à Brûler and the Quai aux Briques and, on the other side of the project, from the Citroën building located on Place de l'yser and the Square Sainctelette, in order to make the visitor's path from one installation to another more straightforward. The technical devices must be at a height (fixed to the trees with the necessary protective measures for these devices, or via another device); an exception to this rule can be made for the Porte du Rivage, a public space located between the Quai du Commerce and the Quai à la Chaux and the Quai au Bois de Construction. In effect, for this site, the designer can propose an installation on the ground in order to liven up the route if he deems it relevant. The integration of physical exercise machines and/or attractions on the playground of the park at the Quai à la Chaux, Quai à la Houille, Quai au Bois de Construction Quai aux Barques is encouraged. The installation must obligatorily occupy the area of the fountain basin, and must be observable from its edges by visitors. The fountain basin is emptied in winter, so there will be no water at the time of the festival. In order to preserve the watertightness of the basin, the installation cannot exceed a pressure of 500kg/m² at the various points of support of the project. The project must exploit the site's rich architectural heritage (including the façade of the Pachéco Institute) and respect the quality of the public space. A parking ban will be enforced on this site for the duration of the festival. The proposed project must enhance the façade of the Eglise du Béguinage, using mapping. The part of the square used by this project is limited firstly by the entrances to the Sainte-Catherine metro station, and secondly by the side facade of

The proposed covered area may of course be smaller, but this is one of the main access points to the festival route, which is surrounded by numerous restaurants. The visibility by, and impact of this project with visitors is of paramount importance. The incorporation of awnings covering the entrances to the Sainte-Catherine metro station is encouraged. The project must include a proposal for the Rue du Chien Marin. The Rue du Nom de Jésus and Rue du Pays de Liège are optional. The maximum budget is 5,000 ex. VAT per street. The maximum budget for all three streets is therefore 15,000 ex. VAT. As these streets are particularly narrow, the projects cannot encroach onto the ground, so that visitors can move around without hindrance. The project must occupy the space (or part of it) of the triangular square bordering the Rue du Marché aux Porcs. The installation must be visible from the Quai aux Barques and the Quai à la Houille. The project must obligatorily incorporate the basketball court located in the heart of the square. MAD.brussels, the Brussels fashion and design platform whose headquarters is on this square, will be especially involved in this project and will be able to assist the winning applicant throughout the development of the project.
