8 RÚIAN and Czech Base Register(s) The Register of Territorial Identification, Addresses and Real Estates (RÚIAN) was launched by CUZK successfully on RUIAN represents one of four Base Registers supporting public agendas and services in the Czech Republic. Deployed 24x7, it provides up-to-date information on selected territory: for viewing by the public and open data for further re-use. RUIAN is a significant element of Czech SDI (as plannen already in the NGII program for the years ). RUIAN data serve to generate harmonized data sets for the INSPIRE - CP, AD, AU, (BG) and will contribute to the ELF. 26th June INSPIRE 2013, Florence 8

14 The Principles of INSPIRE among 18 questions broadly consulted in spring 2003 Data collected once and maintained at the level where most effective. (ok for most themes; HY and TN still challenging) Spatial information from different sources in Europe combined seamless and shared between users/applications. Information collected at one level to be shared between different levels, GI needed for good governance to be available under conditions that do not refrain its extensive use. 19 NMCAs and their networks (i) Motivation and expectations INSPIRE Directive meets the main interest and it is in focus of the mandate and mission of these organizations. Annexes I and II are in core of their business. There is a commitment for interoperability of GI. INSPIRE will concentrate the geodata access and interoperability expertise in Europe; it will accelerate use and extension of standards and their validation and acknowledgement. Implementation investments for development of new geoportals and services could be secure thanks standards defined by INSPIRE. INSPIRE could balance through its common validated policy the ongoing debates between the federal, regional and local levels of governments and the private sector on SDI(s). 26th June INSPIRE 2013, Florence 19
20 NMCAs and their networks (ii) Offer to the process Expertise in all the IR fields; experts and their long-term backing during the IR drafting process. National and pan-european projects, the link to EU projects. The well coordinated network of LMOs cross the whole Europe and its commitment for INSPIRE. Experience in normalization, harmonization, and processes development. Awareness raising and sharing best practices. Contribution to the cost/benefit analysis. 22 User recommendations a) For improving the involvement of SDICs/LMOs Improve communication. Clarify roles and cut distance between the CT, DTs and the other SDICs/LMOs. Consider seriously and professionally the resources, concerns, comments, and requirements provided by LMOs/SDICs. Build up a broad support and commitment for INSPIRE. Today s feed back: The size and commitment of the international INSPIRE network and community reflect the transparent process and the fair and consistent communication support by the EC during the past decade. 23 User recommendations b) For building up capacities, funding and feasibility Support capacity building; prepare long-term plans for research and education. Develop awareness raising and training together with involved networks. Invite lacking communities. Search for feasibility respecting national needs and specifications. Use cost/benefit criterion in the IR Drafts. Build-up partnerships; develop models and mechanisms for sharing resources, re-use and funding of PSGI. 29 How does today s reality meet with expectations or concerns from the INSPIRE Preparatory Phase? For most aspects, the statements in correlate with lessons learned (at the national or international levels): Expectations and motivation, Inputs several concerns still valid (capacities, financing). In the planning, development, implementation of any SDIthere are various actors (interest groups) and they have different combinations of motivation, expectations, input and concerns. This is a fact to be considered and managed at any implementation level and during the long-term process. 26th June INSPIRE 2013, Florence 29
30 The distant goals have become reality! There exist the entire legislation for INSPIRE in the EU(+) and the organitanional structures in the MSs. This provides a formal backbone for enforcing the visibility, interoperability and practical usage and re-use of spatial data (in practice). The communication support by the EC enabling the broad information openess of the INSPIRE process, should sustain. A reminder?!?: standards and key components of data should be made available free of charge and free of restriction on use in order to encourage their use by a wide range of data providers. 26th June INSPIRE 2013, Florence 30
31 Conclusions? Implementing INSPIRE is a hudge task; but it is feasible. Using the experience from the preparatory process are needed for the new phase of INSPIRE a reasonable involvement of organisations at local and regional levels and from all the new thematic domains. The NSDI-and-INSPIRE development process is a never-ending story. Existing INSPIRE tools in synergy with broader egovernment arrangements provide a revolutionary atmosphere ; they open data for re-use in a variaty of application domains. This is like the hudge change of landscapes and roles at the beginning of the industrial era. Bringing new questions! 26th June INSPIRE 2013, Florence 31
