3 1 Getting started: general information on AgreenSkills+ AgreenSkills+ ( ) is an international postdoc fellowship programme co-funded by the EU, coordinated by INRA, in collaboration with Agreenium-IAVFF. It is designed to increase the research potential and career prospective of researchers to better respond to the current and future challenges in the fields of life and environmental sciences. AgreenSkills+, like its predecessor AgreenSkills, is open to inventive, promising and experienced young researchers with up to seven years postdoctoral experience and independent researchers with 7 to 10 years postdoctoral experiences from all disciplines who wish to undertake basic or applied research activities, and boost their career through international mobility. The selection of AgreenSkills+ fellows is conducted through a continuous call for applications with two selection rounds per year in April and October, in which the applications are evaluated and selected. Two types of fellowships are offered: Incoming fellowships for researchers coming from all countries who apply to undertake a research project in a laboratory of one of Agreenium-IAVFF s members in France during a mobility period of at least 12 months. The maximum duration of the mobility should not exceed the end date of AgreenSkills+ programme, that is, the 4th May Outgoing fellowships for researchers employed by one of the Agreenium-IAVFF s consortium members, who wish to work in a university research unit or research centres outside France. The minimum mobility period is of 6 months and a maximum of 24 months (followed by a compulsory 6 months return period in Europe). The maximum duration of the mobility should not exceed the end date of AgreenSkills+ programme, that is, the 4th May Agreenium-IAVFF, the French Agricultural, Veterinary and Forestry Institute, is a leading research consortium in agriculture, food, nutrition, environment and animal and public health. The consortium has expanded its perimeter in 2015 from 8 initial organisations to more than 17 organisations performing applied and/or basic research. It includes more than 300 research units and 900 research teams that could host AgreenSkills+ mobility projects. The areas of interest cover a broad scope and span in the microbial, plant and animal kingdoms from molecules and cells to whole organisms, populations, communities and ecosystems, from the understanding of individual economic decisions to the modelling of bio-economic markets. General requirements AgreenSkills+ is open to young and independent researchers holding a PhD, with 0 to 10 years postdoctoral research experience. There are no special requirements as concerns nationality, gender or by neither academic discipline nor research approach. The mainly aim of this programme is to attract the best young and experienced researchers from around the world. AgreenSkills+ Eligibility Criteria Incoming researchers, applying to one of Agreenium-IAVFF s hosting laboratories in France, must fulfil the following eligibility criteria: Hold a PhD (or PhD will be awarded by mobility start date); Have less than 7 years research experience after their PhD (Young researcher) or between 7 and 10 years (Independent researcher); Not have spent more than 12 months in France within the last 3 years immediately prior to the expected date of recruitment; Be able to write and speak fluently in English or French; Have at least 1 publication in an inter-disciplinary or specialised peer-reviewed international journal; Have 1 publication in an inter-disciplinary or specialised peer-reviewed international journal per every 2 years of post-doctorate period (patents count as publications) taking into account any non-research career breaks; Propose a research project that is relevant to AgreenSkills+ fields of interest and that is compliant with the opinion 24 of the European Group of Ethics in Science and New Technologies. Propose a mobility fellowship period of at least 12 months 1. Outgoing researchers, who wish to carry out a research project in a university or research institution outside France, must fulfil the following eligibility criteria: Be a researcher employed by an Agreenium-IAVFF member organization, with an employment contract in effect during the entire duration of the mobility period; Hold a PhD (or PhD will be awarded by mobility start date); Have less than 7 years research experience after their PhD (Young researcher) or between 7 to 10 years of research experience (Independent researchers); 1 The maximum duration of the mobility should not exceed the end date of AgreenSkills+ programme, that is, the 4th May /29

5 Have spent at least 2 years in France within the last 3 years immediately prior to the expected date of recruitment; Be able to write and speak fluent English or French; Have at least 1 publication in an inter-disciplinary or specialised peer-reviewed journal; Have 1 publication in an inter-disciplinary or specialised peer-reviewed journal per every 2 years of post-doctorate period (patents count as publications) taking into account any nonresearch career breaks; Outline a research project compliant with the Opinion 24 of the European Group of Ethics in Science and New Technologies, for a minimum six months to a maximum 24 months. An additional six - month return period in Europe is mandatory. AgreenSkills+ is a flexible programme that takes into account the specific situation of each candidate and his personal career situation including career breaks, collaborations in other projects, availability and dates of mobility. Particular attention is also paid to the needs of lecturer-researchers and the semester system organization (under the so-called Bologna Process), allowing the split of the mobility period into several phases. Each candidate is encouraged to clearly mention the specificities of her/his situation in the application to make sure she/he meets all eligibility requirements. 3 How does a fellowship work? An AgreenSkills+ fellowship is an exceptional opportunity to acquire international experience in your research project while boosting your career development skills. If your application is selected, the programme will support you during the whole mobility period with attractive conditions that include excellent material resources for the implementation of your research project and a salary that is significantly higher than the average French state salaries for young and independent researchers 2. Fellows salary consists of two components: (a) Basic salary that is ensured by the home institution or the hosting laboratory and (b) Mobility allowance which is provided by the AgreenSkills+ programme (see Table 1). AgreenSkills+ employment conditions A. If you are an incoming fellow: In the table below you will find some indications about the basic salary and mobility allowance for incoming fellows. Table 1. About 40% above the average French state salaries for researcher at the same stage of career. 5/29

6 Fellows' basic salary must be ensured by different means according to your personal situation and/or hosting conditions: You can come with your home institution salary and you can maintain it during the fellowship period; You do not benefit from any salary or cannot maintain your home institution salary; in that case the hosting laboratory provides you with a basic salary. This financial support provided by the programme includes all benefits from the French health care and pension contributions, insurance and other social benefits. Please note that, in order to respect the principle of co-funding, the basic salary cannot be financed by European Commission funds. B. If you are an outgoing fellow: The programme offers you a mobility allowance like a tax-free daily allowance (per diem) in addition to your basic salary that you will continue to obtain from your home institution. The amount of the per diem goes approximately from 1700 to 3000 /monthly according to your hosting country. Please note that the per diem does not cover the compulsory six-month return phase. For both incoming and outgoing fellows: The programme does not provide additional financial aid to cover travel expenses. However, this could be negotiated with your hosting/home institution. The hosting laboratories participating in AgreenSkills+ commit to give you access to: Financial resources needed to undertake your research project; Material and human resources, including laboratory equipment and high-performing experimental and technological infrastructures; Networking and training through seminars, workshops, conferences; other informal learning opportunities, etc. Please note that the AgreenSkills+ programme ends on 4 May 2019 and therefore any fellowship cannot go beyond that date. 6/29

7 Fig.1 Setting up your AgreenSkills+ fellowship AgreenSkills+ offers unique career development opportunities In addition to the resources and specific training offered by the different host institutions and the host organisations transversal structures, AgreenSkills+ will provide you with excellent opportunities for training and networking. Professional development, career advice and mentoring are also key elements for the programme. The programme frequently organises: Annual meetings addressed to fellows and alumni; Fellows and Alumni networking for the whole duration of the programme; Thematic training and seminars on scientific and non-scientific topics, (ethical issues, project management, technology transfer, team leadership, communication, data science, publication strategies, grants drafting, etc.) 7/29

8 4 The Application and evaluation process Once you have applied, your research proposal will be evaluated by an international panel of experts according to strict selection criteria focusing on your professional skills and research proposal. The application process can be divided into five steps: Step 1: The eligibility check Step 2: The Matching process : eligible applicants search for hosting labs Step 3: The submission of a complete application Step 4: The evaluation and selection stage Step 5: The final decision and communication of results to candidates Fig.2 The AgreenSkills+ application process in 5 Steps Step 1: The eligibility check In order to apply for an AgreenSkills+ fellowship, you must first create a secure user account on the AgreenSkills website and fill in your candidate profile and all relevant information to determine your fulfilment to the eligibility conditions (e.g. CV, abstract of your research proposal, etc.) and ensure 8/29

9 that your research topic(s) are relevant to the AgreenSkills+ interest fields and that you might find a suitable hosting lab within the Agreenium-IAVFF consortium members. The eligibility check will be carried out by the AgreenSkills+ management team and you will be informed by within 2-3 weeks whether or not your application has been successful. You will also receive a letter with a brief explanation as regards the eligibility criteria and the further steps to be done. Step 2: The matching process: connecting applicants projects to hosting labs Once you are deemed eligible, you will be able to contact any potential hosting lab directly, specifying that you have been declared eligible and explaining your interest in carrying out an AgreenSkills+ mobility research project in their research unit. You could find a potential match with the appropriate institutions and research units through: The Research and Laboratories Data Base AgreenLabs available on the AgreenSkills website (only relevant for incoming fellowships); Consulting the Labs Proposals section published on the AgreenSkills secure portal (only relevant for incoming fellowships); Being contacted by Agreenium-IAVFF s receiving laboratories directly (who have access to the list of eligible applicants) Step 3: Preparation and submission of a complete application Once you have identified your potential hosting unit, you will need to complete your research project proposal and hold an interview face-to-face, or by telephone/video conference with the selected laboratory. This interview must be scheduled directly between you and the potential mentor at the host laboratory and where possible, with the head of the laboratory. The interview is a key element for ensuring a good match between your competences and fields of interest, the laboratory needs and your research proposal. The mutual desire to work together is the answer for the success of your application. All interviews should follow the same format according to the Interview Report template, enclosed in Annex III, and available on AgreenSkills website in the section entitled Documents : The co-signed report of the interview by the applicant and the hosting lab is a commitment which describes the mobility conditions and states that all the required conditions are fulfilled. This report is an important element of a candidate s application. Please note that for outgoing fellows, a validation of the mobility project by the home institution is also required. Within the AgreenSkills+ framework, the applicant is entitled to apply to several laboratories and to submit more than one application through the AgreenSkills secure account. Each application will require a CV, an elaborated mobility research project, information on the hosting lab, the Ethical issues grid filled in and the report of the interview co-signed. Step 4: The Evaluation Your application will be firstly evaluated by up to three external reviewers. They will evaluate and mark your application according to the merit criteria (see Annex V). Particular attention is paid to those skills that enhance the candidate s research career (i.e. industry experience, research management and communication skills and collaboration and networking). The varied experience and skills gained during career breaks are reviewed positively in the evaluation 9/29

10 process, and should be explicitly mentioned in your application. Career breaks for family reasons such as maternity or paternity leave are considered as neutral. Secondly, it will be evaluated and compared with the others applications by the AgreenSkills+ Scientific Committee, which is composed of 7 scientific panels (see Box 1). Box 1- The Scientific Committee The Scientific Committee is structured on the basis of the 7 Panels according to topics and infra-tissue level: 1. Virology, microbiology, structural, molecular, cellular biology, biology systems, etc. 2. Biological individual and tissue level, simple entity level: plant or animal biology, soil sciences, pathology, immunology, parasitology and symbiosis, genetics, etc. 3. Population level: evolutive ecology, environmental science, agronomy, animal sciences, epidemiology; 4. Food and human nutrition, eating habits, food safety, toxicology, metabolic and nutritional diseases, veterinary public health; 5. Bioprocess, green technology, food technology, material science, etc. 6. Modelling, biomathematics, bioinformatics; 7. Economics (micro and macroeconomics, trade and market, management science) and social science. 12 experts compose the Scientific Committee chaired by a Scientific Committee President. Each Expert Panel aims to comprise at least 30 members. You can consult the list of the committees members on the AgreenSkills website under Science and Governance. During the preparation of your application, you have the opportunity to indicate your preference for the choice of evaluation panel(s). Nevertheless, the attribution of candidates to each expert panel will be set by the Programme coordinators, in accordance with the Scientific Committee, taking into consideration your choice and project. Ethical principles The wide range of topics covered by Agreenium-IAVFF Consortium members may lead to the submission of research proposals raising ethical issues. Therefore, AgreenSkills+ considers that the research project should definitely comply with the ethical procedures and regulations of the European Commission ensuring conformity with the recommendations of the European Group of Ethics in Science and New Technologies Opinion 24 3, related to agricultural research and development, and the Guidance Note Related to Ethics and Food-Related Research 4. The project should also respect the standards in research integrity, as specified in the European Science Foundation s European Code of Conduct for Research Integrity 5. The AgreenSkills Ethics Commission is composed of experts in Ethics who will make sure that ethical issues are properly addressed in your research project proposal. The Ethics Commission has drawn up a list of ethical points to consider, as well as a questionnaire (see Annex IV) to assist candidates in their reflection on ethical issues associated with their research. This guide includes also an agreement from the candidates regarding the inherent responsibilities in the scientific research and a set of more specific questions about the Ethical guidelines and regulations. The Ethics Commission /29

11 will also be a part of all programme aspects related to ethics including training, thematic workshops and documentation. Step 5: The selection phase and final decision The fellows selection is carried out every six months. The Scientific Committee meets to analyse the reviewing reports of each fellow application and to select the list of proposed candidates, ranking those candidates with the highest merit criteria (minimum required 60/100). Once the Scientific Committee has finished ranking the candidates list, the AgreenSkills+ Steering Committee validates the list and the number of fundable projects and takes a final decision. The AgreenSkills+ management team informs each candidate about the final result and the evaluation report made by the Scientific Committee, as well as recommendation if the applicant is encouraged to resubmit a new application. Please, note that: The chair of the Scientific Committee and the AgreenSkills Programme Coordinators are the only ones formally entitled to communicate with the applicants during the selection process; After one unsuccessful evaluation, candidates can resubmit their application to the same hosting lab, after having improved their application, or submit a new project proposal to another hosting lab/institution. The eligibility of the applicant will have to be checked and confirmed again before submitting a new application; The candidate has the possibility to appeal the final decision regarding any formal errors concerning the application, during the eligibility and evaluation period within two weeks after receiving the results; During the fellowship period, under exceptional circumstances, the fellow could request to prolong his/her stay following the instructions in the Fellowship prolongation request document which is available on the AgreenSkills website. 5 How to apply? The online application system Applications to the AgreenSkills+ programme are submitted electronically through the online submission system at: Applications sent by or postal mail will not be considered. The application forms and the submitted documents must be filled in English. The very first step is to create a user name and password on the AgreenSkills website in the Create new account area. The username and the password you choose will be used to maintain and update your profile and create and submit your application. The electronic submission system is aimed at ensuring transparency of the procedures and traceability of the proposals, while processing and securing exchanges in full respect of confidentiality and anonymity. AgreenSkills+ programme conduct a continuous evaluation process based on the permanent collection of applications for eligibility checks and the selection process (twice a year). Step 1: Eligibility step In the Profile section you will need to indicate your name and contact details. 11/29

12 To apply for eligibility, click the Eligibility option in the left-hand menu of your dashboard. You must provide the following useful information to allow the AgreenSkills+ management team evaluate your eligibility: Expected start date of mobility and duration; please indicate a later date than the announcement of the selection results for each call; Information on your PhD: dates, title and awarding institution; Postdoctoral research experience; Curriculum Vitae addressing your academic record, professional experience and publications; Please follow the template provided in Annex I; Research Project Abstract: Maximum 300 words describing your research proposal. At this stage you just have to briefly illustrate your expectations in terms of scientific objectives and results; Preferential receiving laboratories or research groups; Additional comments, to describe particular situations and circumstances related to your career such as eventual career breaks, involvement in other projects, etc. Recommendations to prepare your Curriculum Vitae: Clearly indicate the date when your PhD was awarded. This information is important for the calculation of your research experience; Clearly describe your past and current employment positions specifying dates, name of employers and locations; Provide the list of publications according to standard referencing systems e.g. AUTHOR(S) (Year); Title of article; Title of journal, Vol. no. (Part no./issue/month), Pages, use p. or pp. We are particularly interested in seeing your peer-reviewed articles. Note: During the preparation of your application, the system allows you to start filling the forms, save the changes and come back later for further editing and complete your application. However, once you have submitted your request for eligibility check (SUBMIT button) you will not be able to modify the information provided. Only in exceptional circumstances candidates that need to modify their information can contact the AgreenSkills+ Programme manager. Steps 2 and 3: Submission of a complete application Once you have been declared eligible by the AgreenSkills+ management team (within 2-3 weeks after your submission) you will be able to fill in your Application by logging into your secure account on the AgreenSkills portal and clicking on Applications section and then Create new application. In order to prepare a complete application you need to identify potential hosting laboratories (see section 4 Matching process ) and get in contact with scientists within these labs in order to present and discuss your mobility research project and see if they would be interested in it. You will then be able to finalise a proper complete application. For each application you must provide: Information about the hosting organisation and research unit; Information about the referent person in the hosting research unit (Scientific mentor); 12/29

13 Expected start date of the fellowship and duration; Curriculum Vitae: Please upload your CV using the AgreenSkills+ CV template: see Annex I; Your research project proposal including the rationale and objectives, the project plan in terms of methodical approaches, timetable and main milestones, its innovative nature and expected impacts: see Annex II; the third part of your research project proposal, which concerns the hosting conditions, should be filled in together with your scientific mentor in the hosting lab, who will co-signed your project proposal; Interview report which must be co-signed by the host lab and the applicant: see Annex III; The Ethical questionnaires filled in and signed: a commitment to respect the indications of the European Group on Ethics and Science and New Technologies of the European Commission: see Annex IV. Recommendations to draft your research proposal AgreenSkills+ is a selective and competitive programme addressed to young and experienced researchers and therefore your proposal will be evaluated based on the quality of your professional career and research project. Particular attention is paid to the added-value that your mobility project could offer to your research career and skills and to the host institution. Thus it is recommended that you take into account the following while drafting your proposal: Even if the information reported in your proposal has been discussed and agreed with the potential hosting unit, you must write your own research proposal using your own words and not to borrow from any lab proposal that your potential hosting unit has published on the AgreenSkills secure portal or elsewhere. If you are an Independent researcher, your proposal will be evaluated at a high level. Attention should be paid to refer to your collaborations & networking experience, research management experience and the added value of the mobility project. You must complete all templates and requested forms (Step 2 and 3). These can be found under the Documents section of the AgreenSkills website. Once all required fields are filled in your account on the AgreenSkills portal and the requested documents uploaded, you will be able to submit your application for evaluation. 13/29

14 6 Schedule of selection rounds and deadlines Applications for the eligibility check will be carried out all year long through a continuous submission process. Two selection rounds are organised each year with strict deadlines for application. The AgreenSkills+ management team needs two to three weeks to evaluate your eligibility. Therefore, if you submit your eligibility application only two weeks before the deadline of the selection round you may not receive the result of the eligibility evaluation on time to apply for the upcoming selection round. Your eligibility application will, however, be considered for the next selection round. 17 Academic Record Publications The list of your publications must be numbered in chronological order with the most recent first. Publication details must be according to standard systems of referencing e.g. Authors (x, y, z...), year, title, journal, issue n /volume/page range. Please specify all contributing authors, highlighting your name in bold and respecting the authors order. Any ethical issues related to your project need to be considered when you prepare your application. The EC has set up an Ethical issues grid (Questionnaire 1) that needs to be completed. Moreover, AgreenSkills Ethics Commission has drawn up a list of ethical points to consider, as well as an additional questionnaire (Questionnaire 2) to assist in your reflection on ethical issues associated to your research. This guide includes an agreement to the responsibilities inherent to scientific research and a set of specific questions about the Ethical guidelines and regulation and the methods to be applied in your project. Both parts are compulsory and need to be completed.
