12 When miracles speak Greek ekathimerini.com Technology clusters in the middle of an economic crisis: When miracles speak Greek Borrowing from Michael Porter s concept of clusters, professors and other experts began attempting to solve Greece s brain-drain problem by forming knowledge and technology clusters. In 2006, Corallia, the Hellenic Technology Clusters Initiative, received seed money from both the Greek government and European Union to launch a cluster focused on microelectronics. To date, Corallia has grown from 13 to over 130 members, consisting of start-ups, companies, academic labs and other institutions. As a group, the cluster produced more than $260 million in exports in 2011, including items such as sensor networks and solar energy equipment.
13 CORALLIA making innovation possible in your town: Start-ups in Greece can nowadays increasingly benefit for the rise of co-working facilities, which provide them with basic infrastructure where they can start off, but, most importantly, offer them direct access to other like-minded professionals, with whom they can exchange ideas on a daily basis. Corallia, the Hellenic Technology Clusters Initiative, is the first such platform to have been established in Greece with a view to helping innovation clusters start and grow THE EGG bringing the start-up mindset to Greece: The egg (enter/grow/go) is a programme which helps innovative entrepreneurs start their business, develop their business idea over a period of 12 months and then, hopefully, capitalise on the value of their idea with their own resources or through leveraging other investment funds Neelie Kroes, EC Vice-President:
14 European Commission: Cohesion Policy Success Stories Corallia Clusters Initiative is a public-private partnership, aiming at boosting competitiveness, entrepreneurship and innovation, in knowledge-intensive and exports-oriented technology segments, where Greece has the capacity to build a sustainable innovation ecosystem. Corallia's vision is the promotion of "Innovation Made in Greece" in order to fuel growth and boost competitiveness in business sectors where Greece can attain a world-wide competitive advantage through the establishment of innovation clusters. In 2006, Corallia, with seed money from the Greek government and the European Union, tested this clustering idea with 13 microelectronics companies (mi-cluster). There are now more than 60 companies and 30 universities involved in the micro-electronics cluster. Together, they are responsible for more than 188 million in exports, according to March 2012 results. The products range from sensor networks and mobile technology to solar energy equipment and micro-chips for studying DNA. Other clusters are now developed following the Corallia micro-electronics model, such as the Hellenic Space Technologies and Applications Cluster (si-cluster) and the Innovative Gaming Technologies and Creative Content cluster (or in short gi-cluster).
15 Success factors in cluster development Intensive mapping activity (phase-0): Cartography showed that there was a vivid sector waiting for the appropriate environment to be set in order to run, collaborate and flourish. Focus on existing regional strength Development of a strategy & set of targets: Corallia captured the vision, set and led the strategy (consultation with stakeholders) Bottom-up approach with existing strong collaboration: firms that were co-opetitors and had acknowledged the value of networking. Monitoring framework: Monitoring and evaluating the results, reviewing the content of the strategy (if necessary). Integrated control gates with metrics for the long-term goals. A plando-check-act management method for the control and continuous improvement. A strong cluster facilitator: The companies were supported by a passionate team that acted as the soul of the scheme.
16 Success factors (cont d) The presence of a strong skilled base with entrepreneurial culture: mi-cluster leveraged the top-tier Hellenic human capital, constituting the pillars that support competitiveness, entrepreneurship and innovation in the ecosystem. Composed mainly of SMEs including start-ups and spin-offs, aspiring to become pioneers in their respective fields. The triple-helix approach: emphasis was placed on innovation and the connection of industry with academic and research institutes. Access to sources of finance & the existence of a Supportive Policy Environment: crucial for the successful development of clusters supporting the growth and expansion of cluster-related activities.
