2 ANNEX 2 Re-Election of Vice-Presidents According to the eseia Statues, Article 14, the Vice-Presidents are elected by the General Assembly. The mandates of the 4 Vice-Presidents expired on 29 November Their mandate is renewable once. 3 ANNEX 3 Membership Update In 2011 eseia had 30 fee-paying member organisations from 12 countries. The majority of eseia members are form research and education, of which 15 are universities and 10 are research organisations. Furthermore there are 4 members from business, one of which is an umbrella of 150 business organisations and one from politics. In 2011 there were some updates in the eseia Membership. Voestalpine Stahl Donawitz GmbH & Co KG, Ghent Universtiy and Poznan University of Economics declared not to continue their membership in The reasons were manifold. Reasons included the financial crisis and the lack of direct benefits to the members caused by a lack of commitment in the member organisations. There are also new members on board in The Fondazione Edmund Mach has already declared its membership. Furthermore, the following organisations expressed their interest in an eseia membership: University of Hamburg, Germany Acciona, Spain Lund University, Sweden Strasbourg, école d architecture, France Cologne University of Applied Sciences, Germany In 2012 eseia will focus in attracting new members from business and in the EU countries that have not been covered so far. To enlarge its membership base the eseia Secretariat has outlined a number of target organisations, and which have already received promotional information about eseia. In order to encourage these organisations to join eseia, eseia wishes to nominate one person per organisation who is responsible to promote eseia membership within that organisation. Please pick your organisation of choice and feel free to add further target organisations from the target countries where you feel is appropriate. 28 6.2 Dublin Conference 2012 Sustainable Bioenergy: solving global problems using regional approaches There is no single solution which will provide for the world s energy needs; solutions must be developed on a case by case basis, utilising the relative advantages of localities. This idea is a core value of the eseia. Our conference, will deal with these vitally important issues. It was planned to be held in Dublin on the 8th 10th July However, the host UCD has not enough financial capacity for the event. eseia is looking for a new host organisation for this event. 36 7.3 Budget 2012: Overview eseia will depend on income from eseia membership fees which largely cover basic expenses for covering operational cost of the Secretariat and a large part of the expenditure on Strategic Management. 43 1. eseia- Accomplishments was a successful year of activities. In 2011 eseia has performed a number of activities in the systemic, participatory, technological, educational and management challenges defined in the Work Programme eseia Systemic Challenge: In the eseia systemic challenge various projects were launched successfully. The Central Europe project Introduction of Regional Energy Concepts was approved and the eseia Secretariat is currently trying to take on dissemination and project management activities in this project. This project will provide a detailed concept of utilisation of renewable energy sources for different regions and is therefore in line with the eseia Mission. A proposal on Sustainable and Resilient Green Cities RECAP submitted in the FP7 ENV programme passed the first evaluation round but was not selected for funding. Taking the lead of the FP7 Regions of Knowledge proposal Project Living Regions was an important step towards the eseia Mission. It led in the establishment of partners in a range of regions to implement the eseia renewable energy concepts, focusing particularly on smart buildings. To further disseminate the scientific results eseia launched the eseia Open Access Journal Energy, Sustainability and Society in cooperation with Springer and the Helmholtz Association. The eseia open access online journal offers an interdisciplinary Forum for Research, Development and Implementation of Sustainable Energy Systems. eseia Participatory Challenge: In the participatory challenge eseia held a successful workshop on Smart Energy Regions of Tomorrow, back to back with the European Sustainable Energy Week, in April. The focus was on how young people would like to see their regions develop in terms of renewable energies. eseia Technological Challenge: In the field of the eseia Technological Challenge nine COST proposals were submitted with topics on; Algae Biomass Refinery ; Energy Grid Link ; Bio-Energy Certificate ; Bio-resource Flow Management ; Sustainable-living and Bio-Business Models. Furthermore, eseia supported the submission of a project on Intelligent Energy Storage: Thermal and electrical backup for renewable energy systems at distributed level (ISLe) which was submitted in August by Luigi Crema, Fondazione Bruno Kessler, within the FP7 Fuel Cells and Hydrogen Joint Undertaking. eseia Educational Challenge: In the eseia Educational Challenge eseia established its own education and training plan by building up the eseia Co-operative Practise Oriented Education Network, which aims at combining high quality academic education with top grade practical experience. In October eseia was invited to nominate experts to develop the EC SET-Plan Education and Training Initiative in recognition of previous eseia activities to share its expertise. Under the IAPP funding scheme and the overall focus of Green Powertrain Systems a first project outline was created. Furthermore eseia supported the submission of a project on Regional Optimization of Renewable Energy Systems (RENERTECH) in the Marie Curie Initial Training Network Programme in January, which was not accepted funding. eseia Secretariat 3

44 eseia Management Challenge: eseia made a big jump forward, also concerning the eseia Management Challenge. The eseia office in Brussels and the office in Graz are fully established, together with the eseia Newsletter Service and the eseia Interactive Website. eseia launched the eseia Staff Exchange Programme, Ina Körner from TU Hamburg Harburg joined the eseia Office in Brussels as Research Advisor for half a year. The eseia Annual Report 2010 was also published showing the highlights of the start up period of eseia. 45 2. eseia Challenges and Activities 2012 The Work Programme 2012 was discussed in the General Assembly meeting in Brussels, 8 December The inputs of the participants were included in the Work Programme. It was decided to further sharpen the profile of eseia. In 2012 eseia will therefore promote the following activities (see also Overview of eseia Activities 2012 in section 4 of this document): 2.1. eseia SYSTEMIC CHALLENGE The eseia SYSTEMIC CHALLENGE requires eseia to establish itself as a strategic partner for European energy regions, through the following activities: - Activity 1: Innovative Regions (Leaders: eseia, FBK, TU Graz) - Activity 2: Open Access Journal: Energy, Sustainability and Society (Leader: eseia) Activity 1: One of the most important activities of eseia in 2012 goes along with the eseia Innovative Regions, to further develop the mission of eseia by strengthening the research potential of European regions in the field of sustainable energy. Along with this activity eseia is working on a number of projects: Living Regions Introduction of Regional Energy Concepts Tools for Regional Authorities to develop their Energy Plan Urbanisation and De-urbanisation Scenarios The project Living Regions under the FP7 Regions of Knowledge funding scheme aims at the exchanging experience and best practices (Joint Action Plans) of regions and at improving cooperation between research centres, enterprises, regional authorities and stakeholders. Furthermore eseia shares its expertise in the field of dissemination in the project Introduction of Regional Energy Concepts (CEP-REC) lead by the Hungarian Ministry of Economics and funded by the Central Europe Programme. CEP-REC aims at providing a detailed concept of utilisation of renewable energy sources containing concrete directions about economic growth and sustainable development on regional level. Resulting from these projects eseia plans to develop Tools for Regional Authorities to develop their Energy Plan, aiming at enhancing regional authorities to manage their resources and infrastructures more efficiently. Additionally eseia participates in 2012 in a project on Urbanisation and De-urbanisation Scenarios lead by Fondazione Bruno Kessler under the INTERREG IVC funding scheme. The objective of this project lies in the regional optimisation of regional planning by finding out the impact of urbanisation and de-urbanisation on different regions. Activity 2: In 2012 eseia plans to further enhance the visibility of the eseia Open Access Journal: Energy, Sustainability and Society. The journal acts as holistic think-tank and offers an interdisciplinary forum for research, development and implementation of sustainable energy systems. eseia Secretariat 5

46 2.2. eseia PARTICIPATORY CHALLENGE The PARTICIPATORY CHALLENGE requires eseia to support European regions in promoting consumer involvement in the innovation process, by carrying out the following tasks: - Activity 3: Smart Cities (Proposed leader: TU Graz) - Activity 4: Brussels Workshop: Smart Energy Regions of Tomorrow (Proposed leader: eseia Management) Activity 3: eseia plans a proposal under the FP7 Smart Cities 2012 funding scheme. The aim of this project is to develop innovative solutions for municipality guidance with high replication within 10 years. Related to this eseia member TU Graz is currently working on the project I LIVE GRAZ smart people create their smart city development of 2 demonstration projects for optimised urban development with international cooperation. As there is no urban development without acceptance and participation of citizens, it is important to analyse the needs of consumers and develop tools to encourage public participation. Activity 4: Furthermore eseia plans to conduct an eseia Workshop in Brussels during the European Sustainable Energy Week on 20 June Under the title Smart Energy Regions of Tomorrow eseia will give insights on concepts for regional clusters for sustainable energy innovation and how link them with each other eseia INNOVATION CHALLENGE eseia responds to the INNOVATION CHALLENGE to establish eseia as a leader in innovative pathways by carrying out the following tasks: - Activity 5: Open platform for innovation analysis and foresight studies (Proposed leaders: Dublin Institute of Technology, FBK, Joanneum Research) - Activity 6: Bioenergy and Resource Management (Proposed leaders: TUHH, Joanneum Research) Activity 5: To be on the leading edge of new technologies eseia will participate in the Open Platform for Innovation Analysis and Foresight Studies. Fondazione Bruno Kessler together with Joanneum Research and Dublin Institute of Technology have, already, agreed to work on this project to analyse and contemplate the future development of renewable energy technologies and trends. Activity 6: Additionally eseia plans to conduct projects in the field of Bioenergy and Resource Management, including surveys on biogas, bioenergy and residual management. Proposed leaders of these projects are TUHH and Joanneum Research. Members are invited to share their projects with eseia in order to unfold the full potential of eseia for the benefit of its members. eseia Secretariat 6

47 2.4. eseia EDUCATIONAL CHALLENGE The eseia EDUCATIONAL CHALLENGE will establish eseia as an education and training brand staging the following activities: - Activity 9: SET Plan Education and Training Initiative (Leader: eseia) - Activity 10: ENCORE-Energy (Leader: TU Graz) - Activity 11: Green Powertrain Systems (Proposed leader: BRP Powertrain) - Activity 12: eseia COPOEN (Proposed leader: eseia) Activity 9: In recognition of prior eseia activities eseia was invited in 2011 to nominate experts for the EC SET Plan Education and Training Initiative. In 2012 eseia will further use this opportunity to present its activities in training to the European Commission and to major other European organisations. This plan aims at a coordinated approach to assess the current and future situation with regards to energy skills in Europe and to engage in promotion actions aimed at building up and attracting energy expertise. eseia members will participate in the thematic expert groups established by the SET Plan. Activity 10: Moreover the proposal on ENCORE-Energy is going to be submitted end of January under the FP7-PEOPLE-2012-ITN funding scheme. This project, supported by eseia and under the lead of TU Graz, aims at providing excellent training opportunities for researchers through a holistic training covering the implementation of renewable energy systems. Activity 11: Furthermore, an eseia proposal for a project on Green Powertrain Systems, will hope to link industry and academia through a mobility training programme initiated by the eseia member organisation BRP Powertrain, under the FP7 Marie Curie PEOPLE, IAPP funding scheme. Activity 12: The eseia Co-operative Praxis Oriented Education Network (COPOEN) project aims at combining high quality academic education with top grade practical experience and will be further developed in eseia MANAGEMENT CHALLENGE To establish eseia as a relevant international player and expand the visibility of eseia, eseia will run the following activities: - Activity 13: eseia Visibility Action Plan (Leader: eseia) - Activity 14: eseia Management (Leader: eseia) Activity 13: To increase the eseia Visibility the following projects are planned for 2012: eseia Experts for Horizon 2020, which aims at the representation of eseia experts at EC evaluations to receive more back-ground information and a higher reputation eseia Portfolio, aiming at highlighting the strengths of eseia members to improve the awareness of eseia within companies Presence of eseia in international conferences, to channel eseia experts into international conferences to increase the participation in leading scientific communities eseia Advisory Board with key representatives from all major European and international organisations aiming at a better international visibility eseia Secretariat 7

48 Activity 14: Furthermore the eseia Management aims at providing member specific services and support in Budget 2012: Overview The eseia budget 2012 reflects the intention of the organisation to sharpen its profile and focus its activities. In addition to the strategic dimension, eseia concentrate its activities on five grand challenges: 1. eseia systemic challenge (identifying eseia model regions) 2. eseia participatory challenge (establishing eseia consumer participation models) 3. eseia innovation challenge (establish eseia as partner for the sustainable development of cities and regions in cooperation with European citizens) 4. eseia strategic management challenge (establish eseia as a relevant international player) As in 2011, eseia will depend on income from eseia membership fees which largely cover basic expenses for covering operational cost of the Secretariat and a large part of the expenditure on Strategic Management. The benefits for eseia members generated from membership fees include proposal and project co-ordination, funding access, networks of contacts, co-operation and coordination infrastructure, innovation and commercialisation support, and much more. PLEASE NOTE: eseia can only successfully answer to the five grand challenges mentioned above if project income can be secured from other funding sources than membership fees. eseia members have an important role to play in this respect.
