3 Presentation of ERNWACA Background The Education Research Network for West and Central Africa (ERNWACA or ROCARE in French) was set up in 1989 in Freetown, Sierra Leone, by African researchers in association with practitioners and decision-makers with the aim to improve research conditions in Africa and to strengthen as well as disseminate African research in the field of Education. Vision Give an African face to education and education research in Africa. Mission Promote African expertise and African research to improve educational policies and practices. Objectives for Strengthen the educational research capacities of the network and the quality of ERNWACA s national and regional studies. 2. Strengthen the internal and external communication of the network and create a suitable environment for scientific publications. 3. Strengthen ERNWACA at the national level and improve its sustainability in terms of financial management. Organisation ERNWACA is a bilingual network of 400 research members in 14 countries. ERNWACA works towards regional integration to overcome national, linguistic and disciplinary barriers. Within this framework, ERNWACA gives researchers the opportunity to take part in collaborative research activities under the guidance of senior researchers. The members of the National Coordination committees put researchers in contact with a wide range of stakeholders to stimulate dialogue and advocacy. The National and Regional Scientific Committees ensure the quality of research and publications. The Board meets once a year to identify the main strategic thrust of the network. The regional coordination is based at the Institute for Training and Applied Research (ISFRA) in Bamako, Mali. 2

4 Legal Notice The statutes and regulations of ERNWACA were approved during a meeting in Saly, Portudal on 21 October The meeting was attended by researchers from West and Central Africa. A list of the participants is included in the minutes of the meeting. ERNWACA was registered as a non-governmental organisation and an association in Mali on 13 September 1995 by the Authorisation of Foreign Non-profit Associations in Mali, N 513/MATS-DNAT issued by the Ministère de l administration territoriale et de la sécurité (MATS) / Direction Nationale de l Administration territoriale (DNAT). ERNWACA also signed a framework agreement N on 24 September 1998 with the Government of Mali. A letter dated 7 February 1995 states that the Regional Coordination is housed by the Higher Institute for Training and Applied Research (ISFRA). This letter was signed by Lalla Ben Barka (former Regional Coordinator) and N'golo Diarra, Director of ISFRA. The Regional Coordination of ERNWACA is governed by ordinance n 41 / PCG of 28 March 1959 which relates to associations in Mali. In accordance with this legislation, ERNWACA submits its annual report and financial report to MATS who in turn submits it to the Ministry of Finance. MATS has the right to examine all invoices and receipts for financial transactions. 3

7 Word from the Regional Coordinator People make the difference Dear members and partners and other readers, Are we making our work pertinent for teachers, school directors, professors, and others responsible for ensuring quality education in and out of school and university in ERNWACA s 14 member countries? Member researchers, who are active citizens and parents and learners from universities and research institutes in their countries, are generally close to the heartbeat of educational concerns at the community and national level. Within the context of the network, they organize activities to stimulate dialogue around research findings. Events are attended by educators, policymakers, planners and journalists and covered by national media. In Cote d Ivoire, research on the impact of the political crisis on education brought words of caution at key moments. In Niger, results from a study of contractual teachers were hotly debated publicly. Researchers in Guinea and Benin participated in a 4-country study on the impact of HIV/AIDS on teaching and teachers in formal and non formal education and shared findings at ERNWACA Cafés. Burkina Faso organized an ERWNACA Café to discuss findings from studies on technology, skills development and higher education. Gambia and Mali took part in a 4-country study of Madrassas and other Quoranic Schooling Centres and shared recommendations for more attention to the specific needs of girl students and adequate initial training and professional development for teachers. In Senegal, public discussions of research on private higher education called for more strategic oversight of the sector. The department of education sciences at the University of Yaoundé I in Cameroon has created a section on techno-pedagogy, following up on ERNWACA recommendations. ERNWACA-Cameroon also published a book on moral education and citizenship in use in some secondary schools and teacher training institutes. Togo succeeds in drawing young university students into the network as new members. Sierra Leone and Mauritania participated in 2007 for the first time in the ERNWACA research grants program. ERNWACA-Nigeria moved into new offices at the University of Lagos and benefited from regional support for equipping the office with computers and financing three interdisciplinary research teams. ERNWACA-Ghana hosted in May meetings of ERNWACA s regional scientific committee and Board of Directors where it was decided, respectively, to launch the Journal on Educational Research in Africa (JERA) in 2008 and develop a business plan for an endowment fund. ERNWACA-Cote d Ivoire hosted in July for over 50 participants the regional training for grant recipients in research methodology and scientific writing. 6

8 Through the ERNWACA grants program for education research, ERNWACA trained in 2006 and 2007, over two 15 month cycles, 175 young researchers in qualitative and quantitative research methods, and at a rate of F CFA or about US $ per trainee. National coordinators and general secretaries and other coordinating committee members, national scientific committee members, and scientific mentors are on the frontline for quality assurance with support from regional scientific committee members and resource persons. Participants have the opportunity to engage in fieldwork, interface with national partners interested in their research results, exchange electronically with fellow recipients in other ENWACA countries, and publish their reports on the Web and scientific articles in journals. As a regional Centre of Excellence, ERNWACA received two evaluation visits from the UEMOA in ERNWACA visited the Dutch Ministry of Foreign Affairs to request continued support for the ERNWACA grants program and attended the African Development Bank (ADB) meeting in November in Ouagadougou on skills development and economic development. A Memorandum of Understanding was signed with CODESRIA, particularly to strengthen the publishing culture and processes of ERNWACA. ERNWACA regional visited with the new Minister of Basic Education, Literacy, and National Languages in Mali and will do the same with the ministries of secondary and higher education and research, of culture, and of communications in A transnational research proposal on learning intersectoral lessons from decentralization of education, health and water was submitted. A paper is being prepared for the ADEA Biennale in 2008 on how use of computers and Internet in secondary school prepares for university. In cooperation with the University of Montreal, ERNWACA launched the Research Agenda on the Pedagogical Integration of Information and Communication Technologies (PanAf) in ten countries in all regions of the continent, after the methodology workshops in Bamako and Nairobi. Project work was conducted for UNESCO and USAID. ECOBANK Foundation and OSIWA remain partners for wide sharing of African education expertise. ERNWACA benefited in 2007 from renewed institutional support from the International Development Research Centre (IDRC) and the Swiss Development Cooperation. Note that over 50% of funds received at the regional coordination office where spent at national level or for member travel and that internal financial audits took place in Mali, Burkina, and Ghana and will continue in Money is necessary, but people make the difference. If ERNWACA has gained in national and regional visibility and legitimacy in recent years, it is certainly due to the commitment and idealism of core groups of members and the desire and opportunity to come together and work across borders on issues of common concern. 9 1. National activities and research The year 2007 started with the launch of the 2006 edition of the ERNWACA Small Grants Programme for Education Research, and in the middle of the year we launched the 2007 edition. Elections to renew several National Coordination offices were held during General Assembly meetings (Sierra Leone, Mali and Niger). Eight member countries out of fourteen updated their databases of researchers (Cameroon, Gambia, Ghana, Guinea, Mali, Niger, Nigeria and Togo). 1.1 ERNWACA Cafes Learning and sharing Research methodology training and dissemination of results The launch of the 2006 edition of the ERNWACA Small Grants Programme resulted in the organisation of several ERNWACA Cafes in These cafes provided an opportunity to train tens of national researchers in education research methodology. ERNWACA members, university officials, teachers, professors, students, the general public and the local press were able to share and discuss the findings of the research. In total, seven cafes were organised (see table below). 10 1.2 Renewing national chapters and other national activities Regular and democratic elections ensure better participation of all ERNWACA members at the national level and help achieve the goals of ERNWACA Benin: revitalising the national network The past year was extremely rich in scientific events for our national chapter and saw the completion of two major studies on HIV/AIDS and education in Benin. The first study, in conjunction with Ghana, Guinea and Niger, was a multi-country study entitled The Impact of HIV/AIDS on teachers in the formal and non-formal sector in West Africa. This study took six months and was funded by the African Department of USAID. The second study was entitled Review of communication strategies during HIV/AIDS IEC sessions in schools and/or universities in Benin: methods, messages, impact and perspectives. This study was developed by an ERNWACA-Benin team in the framework of the 2 nd edition of the Small Grants Programme. These two studies were disseminated with the help of the press during an ERNWACA cafe organised on 17 August 2007 by the national coordination at the University Institution of Benin in Cotonou. The findings of the second study were presented at the University of Abomey-Calavi on the occasion of the National Science Day. The studies are available through the National Coordination office and the ERNWACA web site: A CD ROM containing videos of the different events can also be obtained from the National Coordination office. On 15 January 2007, the National Coordination launched the competition for the 3 rd edition of the ERNWACA Small Grants Programme with the theme: The role of universities in the development of African society: values in higher education. This programme is aimed at young researchers working under the guidance of a scientific mentor and who are connected to an institution able to use the research findings. Two research projects in Benin were accepted by the Scientific Committee: Problems related to the delocalisation of higher education establishments in Benin Cultural heritage in African education: state of affairs in Benin and Burkina Faso This research is ongoing. The main researchers of the two teams attended a training workshop on qualitative research in Abidjan from 9 to 11 July At the same time, a workshop on writing scientific articles was organised for researchers who had produced good quality research reports for the 2006 edition of the Small Grants Programme. Aristide Adjibodou, one of our young researchers took part. We are now getting ready for the launch of the 4 th edition of the Small Grants Programme in January

11 General Assembly, 8 December 2007, Porto-Novo The General Assembly was held at the UNESCO Benin National Commission on 8 December The national coordinator presented the financial report before participants split into working groups looking at organisation and management, and partnerships and funding/resource mobilisation. The main recommendations from these workshops were: Ensuring payment of annual membership fees Strengthening partnerships with bilaterals (The Netherlands, Denmark, Canada, Belgium), NGOs (Plan-Benin etc.) and developing technical partnerships. All partnerships should enhance African research and promote models of education in Africa and elsewhere Increasing the visibility of the network by organising ERNWACA cafes to disseminate research findings Constituting Friends of ERNWACA a sort of lobby group to raise funding Burkina Faso An ERNWACA cafe was attended by around 80 participants representing trade unions, education institutions, research and teaching organisations (FASAF, ISSP, UFR SEG, AREB, INSS, CERFODES, DEP/MEBA, DEP/MESSRS, PARECAP, UFR/SH, DGEB/MEBA DRINA), teachers, University and CNRST professors as well as students and ERNWACA members. The cafe was covered by TV3 (TV channel) and Le Quotidien Le Pays (newspaper) Cameroon: Resource mobilisation, training General Assembly of ERNWACA-Cameroon, Yaoundé, 16 October 2007 ERNWACA-Cameroon Perspectives Actions aimed at strengthening the national network and increasing its visibility is plentiful.the Coordinator underlined the importance of publications, research projects and studies We must promote the brand image of ERNWACA. The perspectives of ERNWACA-Cameroon are mobilising resources, training, specialisations and improvement. ERNWACA-Cameroon members are also encouraged to work with other networks (AFEC, AFIRSE, COMMONWEALTH, CONFEMEN etc.) to be more competitive. (Excerpts from minutes) The General Assembly took place in the offices of ERNWACA-Cameroon. It summarised the activities of the academic year and the perspectives for Points on the agenda included: 2006 and 2007 editions of the Small Grants Programme, the Dakar forum on ITC, ITC II project, publications, member profiles, PANAF & UNICEF projects, Mbalmayo workshop, UNESCO/MINEDUB/ERNWACA project and perspectives. 10

12 National activities: ERNWACA-Cameroun was responsible for the administrative and technical supervision of two research projects on ITC in the framework of the Small Grants Programme. One research proposal from Cameroon was selected for the 2007 edition of the Small Grants Programme. The scientific journal RARE/JERARE was launched and the national Coordinator invited everyone to contribute. With the end of phase 1 of the ITC (literature review of six West and Central African countries), phase 2 started in November 2006 with visits to the field. These visits allowed the researchers to gauge how new technologies are being used in the teaching and learning process in Cameroon. In and , ERNWACA-Cameron published three studies: The professionalization of teaching, The integration of ITC in education, and Elements of education on morality and citizenship. Furthermore a book entitled L`intégration de l enfance inadaptée is being published. The Coordinator has asked all researchers working in this area to contribute. Ngwa Vandelin, Mbomda Joseph and Djoumessi were given the responsibility of compiling researchers profiles. The data will be used to update the database of researchers and make it more operational. Cameroon is also involved in the PanAf project which is collecting data on ITC and making it available online. The Coordinator highlighted the importance of this project and asked researchers working in this area to contribute to the data. The aim of the ERNWACA/UNICEF project (negotiated by ERNWACA-Cameroon) was to conduct a status report on Basic Non-formal Education Centres and Community Pre-school Centres supported by UNICEF. The project lasted 15 months and the results were shared in Bandjoun on 7 and 10 October. The Minister for Basic Education and UNICEF congratulated ERNWACA for the quality of its work and proposed working with ERNWACA-Cameroon on a project looking at the physical and pedagogical functioning of Ecoles Amies des Enfants Amies des Filles (EAEAF) which are supported by UNICEF. ERNWACA-Cameroon also works with UNESCO as a consultant NGO and was requested to provide an expert to represent it at the workshop to validate ITC teaching programmes in schools in Cameroon in Mbalmayo. 11

13 The UNESCO/MINEDUB/ERNWACA project is an experimental programme to train teachers and school directors made possible with funding from the Islamic Development Bank. Blé Hervé participated on behalf of the Côte d Ivoire National Coordination Organisation of ERNWACA Regional Training Workshop for Research Methodology (for beneficiaries of 2007 Small Grants Programme) and Scientific Writing (for beneficiaries of the 2006 Small Grants Programme) from 9-12 July The workshop brought together around 50 participants from 14 ERNWACA member countries. The 2 nd Education Research Days in Côte d Ivoire scheduled for 29 and 30 March 2007 did not take place due to organisational problems related to a lack of human resources. (See photo) Photo 1: A meeting in ERNWACA Ghana Gambia ERNWACA Cafe to validate the progress on the ERNWACA multi-country (Gambia, Senegal, Niger and Mali) study on Madrassas and share the results of the study on the correlation between skills development and the need for qualifications in employment carried by a team of researchers in the framework of the Small Grants Programme. The members also reviewed the studies carried out by ERNWACA-Gambia for the Department of State Education, GAMWORK and UNICEF. Members of the public, professors from the University of Gambia and ministerial representatives attended the cafe. Prof. Ousmane Gueye from ERNWACA-Senegal and Prof. Laouali Malam Moussa from ERNWACA- Niger were also present. The event was covered by the national press Guinea: A new breath of life for the national network From November 2006 to December 2007, ERNWACA-Guinea participated more in national and regional activities compared to previous years. Having Internet access and being selected to 14

16 participate in two research projects under the Small Grants Programme 2007 have revitalised the national chapter. 18 Headquarters for the National Coordination were obtained at ISFRA. The organisation of network meetings and General Assemblies attest to the willingness to move forward but also highlights certain constraints such as the lack of enthusiasm and availability of members Successful collaboration with IDRC and ECOWAS, thanks to the efforts of the regional Coordination. Successes Participation of Malian researchers in a national study (School, friend of children, friend of girls) and multi-country studies (ITC phases 1 and 2, HIV/AIDS, decentralisation, Madrassas etc.) Acquisition of equipment (a working telephone line, a computer, two printers, two digital cameras, three desks and a digital telephone) Difficulties The main weakness identified by the National Coordinator is the lack of research projects submitted by national researchers. The meeting was chaired by the National Coordinator Pr. Mouhamed Lemine Ould El Kettab and attended by national members. The discussions focused on the 2007/2008 Small Grants Programme and producing profiles of ERNWACA-Mauritania researchers. Comments and recommendations Prepare launch of 2008 Small Grants Programme. Promote call for proposals by advertising in press, putting up posters in universities. Organise a workshop to raise ENS researchers and teaching staff`s awareness of the programme. 20 Niger: consolidation of the national network General Assembly, 17 November 2007, Niamey The general Assembly of ERNWACA-Niger was held at the Ecole Normale Supérieure and was chaired by the National Coordinator Laouali Malam Mouussa. After presenting the legal and financial reports, elections for the new National Coordination and new National Scientific Committee were held. 21 The Regional Coordination would like to thank the ERNWACA-Nigeria members and in particular Prof. Adegoke, Dr Busari, and Dr Dayo for their participation Senegal: Celebration to honour former members and modernising the national network General Assembly, 17 December 2007, Dakar The general assembly was held on 17 December 2007 at IDRC and was chaired by Mr. Cheikhou Touré. The National Coordinator explained how the network found itself in a difficult position due to its dependence on the Regional Coordination, lack of resources and the lack of initiatives necessary to move the network forward. The ceremony to honour former ERNWACA members was also discussed. Main recommendations: Increase institutional and financial autonomy of the network. Revitalise the network delegating more responsibility to younger members (Mr Abdoul Alpha Dia and Mrs Marième Dia Thiam - both from UCAD - will assist the National Coordinator). Revitalise the commissions. Comply with new laws regulating Senegalese associations while maintaining the international nature of the network. Review the network`s statutes so that it can better mobilise funds. Finalise memorandum of understanding for office space with the Faculty of Law and Political Science (UCAD). Make use of the academic and intellectual experience of members to organise training seminars Sierra Leone: Reactivating the national network Elections, 9 February 2007, Freetown 20

22 ERNWACA-Sierra Leone National Coordination (Tamba G. Moseray is the General Secretary) has seven elected members as does the Scientific Committee. The General Director of Education represented the Minister of Education at the meeting which was covered by the press (Sierra Leone Times, 12 February Togo : Resource mobilisation, training young researchers General Assembly, Lomé, 17 November 2007 ERNWACA-TOGO held its General Assembly on 17 November 2007 at the Collège Privé Descartes. National activities: In the framework of resource mobilisations, two groups of Friends of ERNWACA will be requested to present ERNWACA to partners and institutions with a view to submitting research proposals. The training of young PhD students will resume in January The two teams chosen to participate in the 2007 Small Grants Programme have finished their fieldwork and are waiting for the transfer of funds to start the second phase of the project. Organisation of an ERNWACA cafe planned for early January 2008 to present the three studies selected for the 2007 Small Grants programme. 21

23 2. Regional activities and research In 2007, ERNWACA`s regional activities include holding the annual Board meeting, the Regional Scientific Committee meeting, and the PanAf Project partners meetings. In addition, were the regional capacity building workshops to train the beneficiaries of the 2007 Small Grants Programme and another to update ERNWAC`s web site. Regional studies on decentralisation, HIV/AIDS, madrassas and ITC were conducted. 2.1 ERNWACA Board Meeting The supervisory body of ERNWACA, the Board, meets once a year to discuss the running of the network in its 14 member countries. In 2007, the Board met in Accra in Ghana from 23 to 24 May Charmaine Villet, President of the ERNESA Board was invited as a special guest. The Board members examined the ERNWACA 2006 activity report, discussed ways to mobilise resources at the national level, discussed the feasibility of ERNWACA Endowment Funds and revised the statutes of the network. Main recommendations: 1. Strengthen less active National Coordinations by involving them in multi-country studies and regional meetings 2. Reviser the document on the feasibility of ERNWACA Endowment Funds 3. Meet and request funds from the President of the Republic of Mali and discuss finding a new location for the headquarters 4. Mobilise funds for the external evaluation of ERNWACA and share the terms of reference with the Board 2.2 Regional Scientific Committee of ERNWACA Quality was the recurrent theme of the ERNWACA Regional Scientific Committee meeting held in Accra, Ghana from 21 to 22 May During the meeting six to eight permanent members were elected to sit on the Regional Scientific Committee, including Prof. Thérèse Tchombé of ERNWACA- Cameroon, who was elected for a period of three years (renewable once). The members of the Regional Scientific Committee entrusted with the task of ensuring quality, spent two days revising the content and harmonising the presentation of ERNWACA scientific publications. The launch date of the la Revue Africaine de la Recherche en Education (RARE) was fixed as well as the research themes for the 4th edition of the ERNWACA Small Grants Programme. 22

Revitalise National Scientific Committees and make them responsible for training young researchers 2.3 Regional workshops Training the beneficiaries of the ERNWACA Small Grants Programme for education research The regional training workshop on research methodology and scientific writing was held in July 2007 in Abidjan, Côte d Ivoire. This workshop brought together 30 participants from 14 ERNWACA member countries 21 beneficiaries of the 2007 edition received training in research methodology and nine beneficiaries of the 2007 edition received training in scientific writing. The research methodology training was provided by Prof. Thérèse Tchombé (University of Buéa, Cameroon) and Dr Yaro Yacouba (CERFODES, Ouagadougou, Burkina Faso) and by Prof. Séverin Cécile Abega (Catholic University of Central Africa, Yaoundé, Cameroon) for scientific writing skills. Successes Association with universities to give greater visibility and synergy to the programme Involvement of scientific mentors, ERNWACA National Coordinators, National and Regional Scientific Committees in the research process resulted in better quality reports The regional training workshop allowed beneficiaries of the programme to further develop their research methodology and scientific writing skills The creation of an electronic discussion forum allowed researchers to share experiences and gain a regional perspective The ERNWACA cafes provided an occasion to share research findings with education stakeholders and decision-makers Difficulties The initial schedule of deadlines was not respected. The countries that had obtained two or three research grants did not submit their reports on time, which delayed the transfer of funds. 23

25 2.3.2 Decentralisation in West and Central Africa: intersectoral lessons On 12 and 13 February 2007, in Bamako, ERNWACA organised an international workshop to prepare a multi-country study (Burkina Faso, Cameroon, Ghana, Mali, Niger and Senegal) on the decentralisation of water supplies, education and health services. The study aims to show how the relationships between the different stakeholders can improve basic social services to better serve the population. Successes Decentralisation has contributed to: Improving the allocation of resources Creating the necessary conditions for good governance Ensuring a more equitable distribution of resources Diversifying policies and the right to choice Difficulties Lack of financial resources Lack of infrastructure in rural zones or reluctance of researcher to travel there Lack of financial management skills and personnel The impact of HIV/AIDS on formal and non-formal teachers in West Africa The multi-country study on HIV/AIDS in education was conducted in four countries (Benin, Ghana, Guinea and Niger); its aim was to identify current practices and to examine their strengths and weaknesses. Results of the study The national HIV/AIDS and education policy is not widely known by all stakeholders and therefore the impact of mitigating actions is not effective. The involvement of local authorities and communities in tackling HIV/AIDS is practically nonexistent. While information and training activities for education sector employees are improving they are still insufficient to have any real impact on changing attitudes and behaviour. School is not the best place to obtain information about HIV/AIDS, unlike the media which frequently raises awareness of HIV/AIDS. 24

Constraints Difficult to compare different countries due to different local contexts Weakness in methodology Not enough time to carry out an impact analysis Madrassas study This report is based on a study of Madrassas and other Quranic Schooling Centres (QSCs) in Gambia, Mali, Niger and Senegal. The study was commissioned by UNESCO and was undertaken by an ERNWACA cross-national research team. The aim of the study was to describe and analyse how Madrassas and other QSCs facilitate access to Basic Education (in particular to literacy and livelihood skills), in order for UNESCO to promote the good practices observed in such educational institutions. Recommendations Improving the learning conditions in the sector (including improving the infrastructure) Curriculum development for the sector Initial Teacher-training and Continuous Professional Development Educational leadership training for the school managers The promotion of innovative initiatives (including existing ones) The democratization of Knowledge (through the development of AJAMI) 2.4 Methodology workshops ERNWACA held a training workshop on the integration of ITC in education on 6 and 7 September 2007, on the Digital Campus of Badalabougou in collaboration with the University of Montreal and with financial support from IDRC. 27 A further workshop was held on 24 and 25 September 2007 in Nairobi, Kenya for the English and Portuguese speaking countries (South Africa, Kenya, Uganda and Mozambique) involved in the PanAfrican research Agenda on the integration of ITC in education. The researchers also received training on how to use the Observatory ( an online data base. 26

28 3. Communications and publications Presence of ERNWACA in the media in 2007 In 2007, around ten articles on ERNWACA cafes were published in the press. In addition, the regional training workshop for young researchers and the Regional Scientific Committee meeting in Abidjan, Côte d Ivoire, Série1 and the ERNWACA-Benin Cafe were covered by the national television of Côte d Ivoire and Benin respectively). 29 Electronic forums Different thematic electronic forums were created for the beneficiaries of the 2006/2007 Small Grants Programme. The official forum of the National Coordinations had registered 100 messages by 23 November The PanAf project`s discussion forum is hosted by the University of Montreal and allows researchers and partners to exchange ideas and information. Three forums have been created: - for French discussions - for English discussions - for bilingual discussions These forums have 72 users. To receive ERNWACA news and copies of the newsletter go to: ERNWACA News Over 2000 electronic copies (N.11 & N.12 in Frenc h and English) were sent out to members, friends and partners throughout the world. Around 500 copies of each issue were printed and posted to national and international partner institutions. Its aim is to inform researchers and partners on the project activities, the progress of the project and its results. It will also be used to publish analytical articles on the issues of integrating ITC in education in Africa. The first issue was published in September in Photo 6: PanAf newsletter 28

30 ERNWACA Web Site Visits to The ERNWACA web site received visits (see graph below) since its revamping in November 2007 with a daily average of 65 visits per day. The statistics show that visits to the site are growing. The site gives information on education research and ERNWACA projects and research reports can be downloaded. Figure 4: Number of countries accessing to ERNWACA website PanAf Web Site In order to reinforce the visibility of the PanAf project a web site has been developed: This bilingual web site gives information and makes various resources on the PanAf project available: calendar of activities, workshop reports and summaries of scientific publications. The site also disseminates up-to-date information on the situation of the integration of ITC in education in different African countries. It also has links to the Observatory on the integration of ITC in education 29

31 ( partners web sites (University of Montreal and IDRC and other ERNWACA projects (Small Gants Programme the RARE journal etc.) A few months after its launch, the number of visitors to the site increased dramatically. 32 4. Partnerships and resource mobilisation ERNWACA, like all non-governmental organisations owes its existence to the constant support of technical and financial partners. In 2007, fifteen partners were approached. Meetings with several resource persons took place as they travelled to Bamako, Mali, home of ERNWACA s Regional Coordination. Meeting with partners: ERNWACA and University of Montreal - IDRCI On 4 and 5 July 2007, a meeting was held in the offices of the Regional Coordination in Bamako. The meeting was between ERNWACA and its technical (University of Montreal) and financial partners (IDRC) in the framework of the PanAfrican project on the integration of ITC in education. The objectives of the meeting were to: Determine roles and responsibilities of partners Finalise the methodological guide on indicators Discuss issues relating to the partnership and preparations for the methodology workshops The discussions focused on how to improve the content of the methodology guide and to decide on the content of the first edition of the newsletter. Visits to/from partners OSIWA attended the training workshop on updating the ERNWACA web site ERNWACA, Bamako, Mali From 5 to 7 March 2007, OSIWA (financial partner supporting the updating of the ERNWACA web site), represented by M. Ben Akoh, participated in a training workshop. M. Ben Akoh made several suggestions on how to develop the web site. Visit to the Ecole du Patrimoine Africain (EPA), April, Benin, Porto Novo Three members of the regional resource mobilisation team visited the EPA in Porto Novo in Benin. This visit was in the framework of the feasibility study for ERNWACA Endowment Funds. The aim was to discuss different ways of setting up ERNWACA Endowment Funds and to learn lessons from the EPA experience. 31

33 Evaluation meeting of the Economic Community of West and Central Africa (ECOWAS), August and November 2007, Bamako, Mali ERNWACA`s financial partner ECOWAS (equipment and Small Grants Programme), carried out an evaluation visit in August and November This was an occasion for ERNWACA to renew its accreditation as an ECOWAS Centre of Excellence as well as to obtain funding to equip national Coordinations based in ECOWAS member countries, and to strengthen the capacity of young researchers in West Africa. Audience with the Minister of Basic Education, Literacy and National Languages, November, Bamako, Mali On 9 November, a delegation from ERNWACA had an audience with Sidibé Aminata Diallo, Minister of Basic Education, Literacy and National Languages, in the presence of the Chief of Staff, Mr. Cheick Traoré. The ERNWACA delegation included Kathryn Touré, Djénéba Traoré, Mireille Massouka and Moïse Théra. The members of the ERNWACA delegation requested: The assistance of the Minister to retain the accreditation as an ECOWAS Centre of Excellence The assistance of the Minister to procure larger offices for the ERNWACA headquarters The assistance of the Minister to facilitate a meeting with the President of the Republic of Mali to launch the ERNWACA Endowment Funds project The Minister requested the support of ERNWACA to conduct studies on: The culture of peace School canteens Signature of memorandum of understanding between ERNWACA and CODESRIA On 1 November 2007 in Dakar, ERNWACA and CODESRIA signed a memorandum of understanding. This follows ten years of collaboration between the two organisations. ERNWACA and CODESRIA will collaborate on the publication of scientific journal - JERARE/RARE. Courtesy visit to CRDI On 2 November, K. Touré and M. Massouka visited IDRC. Discussions were held with M. M. Alioune Camara and Jérôme Gérard on the PanAf project, the evaluation of ATPS and the ERNWACA Endowment Funds project. 32

34 Trust Africa, Dakar, Senegal On 2 November 2007, K. Touré and M. Massouka visited Mr. Aïdo Akwasi of Trust Africa. This aim of this meeting was to hold discussions with M. Aido Akwasi, a resource person for the ERNWACA Endowment Funds project. The discussions centred on identifying foundations likely to contribute to the Endowment Funds project. Mr. Akwasi also provided ERNWACA with a reference document for American foundations entitled Grants Makers Affinity Groups. Mr. Akwasi offered his assistance in this matter. Dutch Ministry of Foreign Affairs, Amsterdam, The Netherlands On 14 December 2007, Kathryn Touré and Mireille Massouka visited the Dutch Ministry of Foreign Affairs` Department of Education and Research in Amsterdam. The aim of this visit was to update the Ministry on the Small Grants Programme which has been funded by the Ministry since The meeting was also an opportunity to request funding for the next five years. A possible collaboration with the University of Amsterdam was also discussed, notably the contribution of resource persons on the theme of Peace and citizenship for the 4 th edition of the Small grants programme. Karin Wignan, from the Dutch Ministry of Foreign Affairs was invited to participate in the regional workshop on research methodology and scientific writing. Funding from USAID, the Islamic High Council and IDRC has been given for project management. Funding is expected in 2008, in particular to support the decentralisation project and the JERARE/RARE scientific journal. Funding proposals have been sent to IDRC, Swedish SIDA, and IICBA. 34

Administration and Finances 5.1 Administration With the start of the Pan African Agenda and the integration of ITC in education projects, ERNWACA has grown in terms of staff and areas of intervention. The new arrivals are: the PanAf Programme Manager, the Program Manager`s assistant and the Financial Manager. Furthermore in 2007, ERNWACA took on four interns to work on different aspects of project management and administration. 41 For the period 2007, 52% of the Regional Coordinations expenditure was allocated to the National Coordination offices. 87% of the contributions to the national offices were in cash and totalled FCFA. The funds were allocated for transnational projects, organising regional meetings, ERNWACA cafes and equipment. The Regional Coordination supports the National Coordinations to ensure that they can operate properly. However, national offices are encouraged to mobilise resources to ensure sustainability. Comparing the level of contributions received in 2007 to that of 2006 allows us to see that the number of countries receiving over FCFA increased from 8 to 12 countries. The value of monthly contributions is estimated at around FCFA and annually at FCFA. The Higher Institute for Training and Research provides premises for the National Coordination of Mali. The table reveals that 80% of ERNWACA s funding comes from two partners: IDRC (40%) and the Dutch Ministry of Foreign Affairs (40%). 48 5.3 Audit In the process of building the management capacity of National Coordinations, the Regional Coordination`s financial unit audited the National Coordinations. The main aim of these audits was to gain an overall picture of the management system and to recommend corrective measures where necessary. Since its existence it has not been able to secure any substantial contracts. In terms of finance, there was a low level of cover of expenditure supported by documentation (30.49%). National Coordination of Burkina Faso The financial management of the Burkina Faso office is more than satisfactory, with a coverage rate of 100%. The national office also used a revenues and expenditures ledger. However, it must be noted that deposit slips that should be attached to supporting documentation are not being used. Furthermore, the National Coordination of Burkina Faso still does not have permanent headquarters. National Coordination of Ghana The weak points of the Ghana National Coordination are: a conflict of interests due to the close relationship between the General Secretary of the Network and the Administrative Officer and poor presentation of financial matters. It was not possible to measure the coverage rate versus supporting documentation. There were missing reports/ contracts showing the financial management of projects. 48

50 External Audit results CECIS SARL audited ERNWACA s 2006 accounts. The 27-page report of March 14, 2007 has been provided to Board members, IDRC, the Dutch Ministry of Foreign Affairs, the Swiss Cooperation and Plan International and is available to the national coordinators and other members upon request. Despite doubled expenditures in 2006 and 2005 and no increase in staffing for financial management, the auditors noticed marked improvement in financial management, largely due to the configuration of CIEL Compta to meet ERNWACA s project-based financial management needs and delegating some of the accountant s administrative responsibilities to various programme staff members. Another improvement included easier access to supporting documents due to filing vouchers by voucher number. Recommendations included the physical numbering of all furniture and equipment included in ERNWACA s inventory and placing ERNWACA and ECOWAS stickers on equipment purchased with ERNWACA and ECOWAS funds. In addition to a visit from the external auditors, the regional financial comptroller of IDRC based in Dakar also audited the ERNWACA regional office in early 2007 as did Plan International, Price Waterhouse (Dakar office). Recommendations included more frequent backups (i.e. monthly) of the CIEL accounting and obtaining the Regional Coordinator s signature once the advance of funds has been accounted for with supporting documents. 49

55 The table above shows that 67% of the 2008 ERNWACA budget comes from IDRC. The rest is funded by the Dutch Ministry of Foreign Affairs, UEMOA and the Swiss Cooperation. For activities programmed for 2008 ERNWACA hopes to sign a contract with Swedish SIDA and the IDRC. Contract negotiations are ongoing with several organisations for 2009: Plan International, African Development Bank, Hewlett Foundation, ECOWAS, IDRC, Swiss Cooperation and the Dutch Ministry of Foreign Affairs. 6.3 Building capacity of staff and network members Properly trained staff is essential for any company to be successful and ERNWACA is no different in this respect. That is why it is putting in place a training programme based on current and future needs is essential. The training areas will include: management, resource mobilisation, scientific writing, project and programme management, financial management, communication etc. This training programme will be flexible and change according to ERNWACA`s priorities and the availability of resources. 54

73 Press annex A: CNFB training workshop on data collection methodology for the integration of ITC in education in Africa. This training workshop was organised by ERNWACA. Its aim was to examine how ITC can be better used by teachers to improve the quality of teaching and learning. The workshop took place from 6 to 7 September 2007 on the Digital Campus of Bamako, Mali. This training workshop is part of the programme called Pan African research Agenda for the integration of ITC in education (PANAF). Eleven countries are taking part. As Mr. Dramane DARAVE (research assistant and web master of the PANAF project) explained, it s about understanding how ITC can improve the teaching-learning process. The PANAF project is working in eleven countries at the moment; six of these are Frenchspeaking: Mali, Morocco, Senegal, Congo, Cameroon and the Central African Republic. This project, funded by the International Development and Research Centre, is being conducted in collaboration with African universities and the University of Montreal. Another aspect of the PANAF project is the setting up of an observatory which will collect data on the integration of ITC in education in Africa. At the end of the workshop, participants will be able to collect data from their courtiers and enter it into a database. According to Kathryn TOURE, the Regional Coordinator of ERNWACA, the perspectives are clear: After the data has been collected and analysed, it will be shared with researchers who we hope will be able to analyse the situation in schools, teacher training institutions etc. In this way, it will be possible to know whether teachers are using ITC and how. Based on this information, we will organise workshops to share what we have learnt and publish articles in the scientific press. The organisers hope that researchers will be able to share what they have learnt in the field with the general public. This information should in setting up teacher training programmes and teach us how to use technology to reform the way we teach; a more active and interactive teaching-learning process. 74 Press Annex B: ERNWACA surveys the use of ITC in Africa By Louis-Martin Essono - Thot/Cursus ERNWACA, which many Thot readers are already familiar with, is a research network whose aim is to develop education research in Africa. Its mission is to promote African expertise to positively influence educational policies and practices while taking into account local values and constraints. In order to do this, it has created a PanAfrican Research Agenda for the integration of ITC in education. The aim of this is to introduce researchers to the Agenda and the Observatory, train them to collect data and to use the Observatory to discuss research themes. This Agenda hopes to contribute to expanding access and sharing knowledge. It will contribute to a better understanding of the integration of ITC in education and how it can improve the quality of teaching and learning in Africa. The setting up of an Observatory on ITC in education in Africa is the first phase of a two-year project. Observatories on other sectors such as oceanography have been successful by collecting and updating data and making it available for researchers and practitioners in a specific domain. According to the organisers, the Observatory is a database which will allow researchers to access - in real time - an overview of the state of ITC in all the PanAf member countries. Its goal is to collect and analyse data in a cross-cutting manner. The University of Montreal in Canada, represented by Thierry Karsenty, is supporting this initiative in a technical capacity and is working with the faculties from eleven African countries and will play a key role in the scientific and technological planning and publication. In Bamako, a Methodological Guide was presented as well an analysis of data collected in Frenchspeaking countries; the data from English-speaking countries will be presented in Nairobi on 24 September. The Ministry of Education of Mali who were present stated the importance of the introduction of ITC in education in Africa and highlighted the need to collect qualitative and quantitative data which will help African decision-makers to formulate education policies. The Agenda has already started working on a dossier to analyse the ITC policies already in place in 27 African countries. 73

75 Press annex C: Educational research: 21 teams benefit from ERNWACA s small grants programme =eb,,0-0&el=6m8wr5&bv=3gadato6gf Friday 13 July Out of a total of 21 teams of young researchers, 3 from Côte d Ivoire will benefit this year from the ERNWACA Small Grants Programme. The results were announced on Monday, 9 July in Abidjan-Cocody. According to the Regional Coordinator of ERNWACA, Mme Kathryn Touré, for the third edition of the programme, ERNWACA received over fifty proposals from 14 countries in West and Central Africa. The 21 teams of researchers will work with other teams on issues linked to the quality of education. Last year ERNWACA received 24 proposals and nine were selected for publication. The ceremony will be followed by a capacity building workshop for the members of the network. The theme is: The role of universities in the development of society in Africa: values in higher education. This workshop aims to brush up the skills of the beneficiaries of the third edition as well as those from the second edition which took place in Burkina Faso last year. It will also be an opportunity for the researchers to meet resource persons, ERNWACA coordinators and members of scientific associations. Professor Abou Karamoko, representing the Minister of Higher Education and Scientific Research praised ERNWACA s work in developing education in Africa and in Côte d Ivoire. The general inspector, Mr. N dri Kouassi, representing the Minister of National Education mentioned that ERNWACA has been responsible for several studies which had been useful to his Ministry. ERNWACA was created in 1989 in Freetown, Sierra Leone. Its aim is to respond to questions linked to education in African states. Fourteen countries in West and Central Africa are members: Benin, Burkina Faso, Cameron, Côte d Ivoire, Gambia, Ghana, Guinea, Mali, Mauritania, Nigeria, Niger, Senegal, Sierra Leone and Togo. 76 Press annex D: ERNWACA Scientists in the region share their experiences The work of ERNWACA has contributed significantly to education policies in Côte d Ivoire. The regional workshop on research methodology and scientific writing aimed at building the capacity of young education researchers in West and Central Africa finished on 12 July in Abidjan-Cocody. During three days, beneficiaries of the 2006 and 2007 ERNWACA Small Grants Programme from 14 West and Central African countries received training in research methodology and scientific writing. Kathryn Touré, the Regional Coordinator of ERNWACA, said that the workshop allowed the research results of the Small Grants Programme to be shared, but more importantly it put the beneficiaries of the programme in touch with resource persons, other researchers, national coordinators and members of the national scientific committees. The participants of the Abidjan workshop expressed their satisfaction and hoped to be able to put into practice what they had learnt. The ERNWACA Small Grants Programme builds the capacity of young researchers and helps them to produce quality scientific reports. It also contributes to improving education policies and practices in West and Central Africa which in turn contributes to reaching the goals of Education for All. 77 Press Annex E Education research: Encouraging results A workshop to present the results of education research of the ERNWACA Small Grants Programme was held on 4 December in Ouagadougou. Three organisations were responsible for the organisation of the workshop: ERNWACA, the Centre for Research and Training for Economic and Social Development (CERFODES), and the Research and Education Workshop in Burkina Faso (ARED). At the opening of the workshop, the ERNWACA-Burkina Faso Coordinator, Ernest Ilboudo, thanked ECOWAS and the Dutch Ministry of Foreign Affairs for this support. Their funding not only made the 2 nd and 3 rd editions of Small Grants programme possible but will also fund the 4 th edition to be launched in According to Mr. Ilboudo, the first edition in 2001 was an outstanding success. The Small Grants Programme insists the Coordinator, is a way to mobilise young researchers, involve them in the research process while being mentored by more experienced researchers. He mentioned the specific objectives of the programme which include strengthening the links between ERNWACA and higher education institutes by mentoring young researchers, and conducting applied educational research to inform education policies and practices. This programme mobilised 24 teams (80 young researchers in total) from 12 ERMWACA member countries. In Burkina Faso, the researchers were divided into three teams and were supervised by scientific mentors to ensure quality. All three studies were praised. The first research team included Alamissa Sawadogo, Florent Somé and Komba Lokpo (CERFODES, Ouagadougou), who examined Perceptions, attitudes and practices towards HIV/AIDS in the universities of Ouagadougou, Bobo Dioulasso and Koudougou: is the response of the Burkina intelligentsia adequate? The second group of researchers to be honoured included Jean Sanou and Hervé Kafimbou who looked at ITC and the reducing unemployment among the higher qualified in Burkina Faso. The third group included Kadissa Sawadogo, Amado Ouédraogo and François Fatururimi who examined "The contribution of ITC to the development and quality of higher education in Burkina Faso". 76
