4 The Position CITY CLERK The City Clerk is a senior level professional which oversees all functions and operations of the City Clerk Department. The candidate is responsible for fulfilling statutory responsibilities including municipal elections, records management and showing initiative in establishing efficient and effective operations consistent with applicable laws and City policies. DUTIES OF THE POSITION Provide managerial leadership to the City Clerk Department staff. Provide support to City Commission, to include taking minutes of meetings, preparing agenda and Commission packets, attending Commission meetings and various other meetings and functions. Supervise City elections, ensuring elections are executed in strict compliance with applicable State law and City requirements. Indoctrinate candidates regarding qualifying and various reporting requirements. Act as City s Records Management Liaison Officer with the State of Florida, to include supervising City s records management program and maintenance of City records for retention purposes in accordance with State and Federal law. Prepare ordinances, resolutions, notices and various other documents, and advertise public hearing notices and various other legal advertisements in accordance with State law. Administer Oaths of Office to elected officials, board members, directors and police officers. Coordinate establishment, administration, and appointment of members to various City boards. Maintain records of terms of office and term expiration dates. Ensure proper membership levels are maintained. Manage collection of City and County business taxes and issuance of business tax receipts and various permits.
5 CANDIDATE PROFILE Bachelor s Degree and three years of experience in a municipal clerk s office Supervisory and budgeting experience, or an equivalent combination of training and experience Valid Municipal Clerk Certification Valid Florida Notary Public Commission Possess ability to interpret City Codes and Florida Statutes. PREFERABLE QUALIFICATIONS Master s Degree in Public Administration, Business, or related field Customer service experience Experience in issuance of business tax receipts OTHER QUALIFICATIONS Applicants are required to complete an Affidavit of Good Moral Character, an Authorization for Criminal History Check and a Level 2 nationally fingerprint-based records check. Must obtain Florida driver license within thirty (30) days of employment. Driving history for the past three (3) years must reflect no violations of a driving related offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12). PREFERABLE QUALIFICATIONS: Master s Degree in Public Administration, Business, or related field. Customer service experience.
