Snyder, Director of Planning and Development Services JBS SUBJECT: Small Area Plan Update Work Session Discussion Background Staff is currently working on the Draft Small Area Plan for the Schools Site. Several Consultant Studies have been completed and are included in this distribution. See list of Attachments Staff is presently working to summarize and incorporate the key elements of the consultant studies into the Draft Small Area Plan. Planning staff hopes to complete the Draft Plan by the end of 217 early 218. Two of the most important responsibilities for the Planning Commission consideration are the land use and zoning designations for the site. Staff has prepared draft Future Land Use and Zoning Maps which we would like to focus on and discuss with the Commission in the Work Session. COG Draft Geothermal Feasibility - August 217 History - Previous Planning Events & Activities Citizen approval of referendum to sell Falls Church Water System to Fairfax Water. This agreement includes bringing the campus land into the City of Falls Church and a $4,, payment to the City of Falls Church Water sale complete. The land received from requires 213td,5 of the land be reserved for educational purposes and 113rd for commercial development. Fairfax County Boundary adjustment brings the campus land into City of Falls Church. Joint Campus Process Planning Group is approved by School Board and City Council. Membership includes School Board, City Council, Planning Commission & EDA representatives Urban Land nstitute Technical Assistance Panel (UL TAP) reviews the site providing suggestions on placement of school buildings, commercial development location and type, collaboration with neighboring sites. 215 Public/Private Partnership Process announced along with requests for bids for developers who propose to build both the school and commercial property simultaneously. 216 One of the City s consultants, Cooper Carry presents a Campus Community Outreach Public Engagement Plan to begin community input into the use of the site, educational program and commercial uses. 216 The Joint Campus Process Planning Group completes its work on a roadmap and timetable to outline the tasks ahead. Two proposals are received for the Public/Private Partnership Process. The two bids are rejected and the process is abandoned because it did not provide the result sought by the community. The process is decoupled with requests for developer proposals to: 1) Build the School and 2) Build the Commercial Property separately meeting/staff and student focus groups held on The Shared Vision for Schools of Future, including architectural, environmental sustainability, and other factors. American nstitute of Architects presented a show of School Design, sharing boards about 25 groundbreaking school designs around the world. the

3 The An 216 The City s Consultant, UNK Strategic Partners, is hired to assist the hired on a short-term basis to help School Board and City Council define a process and develop a pathway to work through the complex issues. Process included identifying and answering open questions, creating a roadmap for the path forward. Campus Working Group was established, consisting of 2 City Council members, 2 School Board members and staff, to work closely with LNK to sift through information and make it understandable for elected officials and citizens. Community Meetings 217, February 4 The process culminates in a City Council/School Board sponsored well-attended Community Meeting about three preferred options - build new, phased approach, and renovation. Strong community preference for Build New option, but concerns rose about price tag and affordability. 217, February 23 Area Stakeholders Meeting convened by City Staff 217, June 1 Planning Commission hosts Small Area Plan Kick-off meeting. 217, June The City s Planning Department begins work on a DRAFT Small Area Plan and various concepts for possible development. 217 architecture firm, Perkins Eastman, is hired for a School Feasibility study. 217 Economic Feasibility Working Group is formed to develop a strategy to bring to market the commercial property. Membership includes members of City Council, School Board, Planning Commission and Economic Development Authority. 217 The City hires the consulting firm Alvarez and Marsal to advise the Economic Working Group by conducting an Economic Feasibility study.
