1 REQUEST FOR QUALIFICATIONS MASTER ARCHITECT FOR DESIGN/BUILD PROGRAMMING FOR THE CAMPUS GATEWAY COMPLEX CPM Project No Proposals due TUESDAY, JULY 25, 2017 Issue Date July 10, 2017

2 I. INTRODUCTION The University of California, San Diego, ( UCSD ) will be selecting a Master Architect to perform services to prepare Detailed Project Plan Requirements ( DPP ) for the proposed Campus Gateway Complex ( Gateway ) for purposes of conducting a Design/Build competition. Services shall include creation of project program & criteria, site planning, evaluation of existing conditions, planning guidelines, concept diagrams, recommended construction systems, cost estimating, and LEED guidelines for Gateway. The Gateway project will serve the University extension program, office of international studies, alumni center, health sciences, student wellness, welcome center, and campus administration. Expanding enrollment of students and enhancing their experience at UCSD envisions the Gateway as a dynamic main entry to the campus core. The building will have approximately 180,000 assignable square feet ( ASF ) and 280,000 overall gross square feet ( OGSF ). The project is anticipated to include significant site work to fully integrate into the surrounding public realm (pedestrian paths, bike lanes, public transportation opportunities, etc.), building services areas and site landscaping. The construction budget is estimated to be approximately $150,000,000 at CCCI This project will be subject to the campus/university academic and administrative approval process. II. PROJECT DESCRIPTION The project will include the University extension program, office of international studies, alumni center, health sciences, health clinic/wellness, showcase/exhibit/welcome center, administrative offices and other uses to support students, faculty, and staff. The building will be centrally located within the campus core and near transit hubs where students, academics and public visitors may arrive and orient themselves to the university. Depending on programmatic requirements and parallel studies provided by the university, the project may also include restaurant and retail uses, classrooms, student health services and other ancillary uses. A project program will be developed to identify the key programmatic elements and confirm the spatial requirements contemplated during the early pre-conceptual stage. Programming: Refinements to the space program will be developed with the selected Master Architect during the programming phase. It will be required for the selected team to understand and integrate the key program elements with the larger UCSD capital program envisioned by the Long Range Development Plan ( LRDP ) update. REQUEST FOR QUALIFICATION 1

3 Physical Planning Context: The proposed site is in the University Center area of the UC San Diego campus, in the vicinity of the Price Center, the Town Square and various academic mixed use buildings. The project fronts Gilman Drive and Rupertus Lane and will be sited on both sides of Meyers Drive with an overhead pedestrian thruway connecting both buildings. Sustainability: This project is required to participate in the LEED Certification process through USGBC. The minimum level of certification for this project shall be LEED Gold. The project will be required to exceed by 20% the new minimum mandatory requirements of the 2016 Building Energy Efficiency Standards Code, Title 24, Part 6 and Associated Administrative Regulations in Part 1 and meet UCOP Green Building Policy, including participating in the SDG&E s Savings by Design Program. III. SCOPE OF SERVICES The scope of Services will consist of the development of a DPP, work group sessions, as well as conceptual testing of the program. The DPP is the operative document that will describe the exact program, scope, site, infrastructure requirements (Structural and MEP), cost estimate, phasing options and massing studies of the project. Services will begin in September 2017 and are intended to be completed by March IV. JOINT VENTURES/ASSOCIATIONS The University will not entertain Joint Ventures or Associations on this project. V. PROJECT DELIVERY METHOD The project delivery method will be Design/Build. The Master Architect selected under this qualifications process may not participate in the Design/Build competition. VI. CONSULTANTS The University is only selecting the Master Architect at this time. All sub-consultants, such as, but not limited to, structural, mechanical, electrical, plumbing, landscape, civil, etc. will be selected in collaboration with the selected Master Architect firm. 4 VII. SUBMITTAL REQUIREMENTS AND SELECTION CRITERIA The University of California, San Diego, requests the following submittal material for use in the selection of a professional design firm to perform the Scope of Services described in Section III. A. Demonstrated experience and excellence in programming & planning of university extension, student support, and alumni buildings and comparable facilities. Identify any previous work, if any, for the University of California system. B. Proven capabilities for providing comprehensive design/build program documents. Firms should consider that the proposed location for this facility is on a very prominent and visible site. Firms are asked to submit appropriate graphic material supporting pre-design creativity and excellence. For each project example depicted, please note the responsible lead designer. Proposals should include examples of the design work accomplished by the proposed lead designer for this specific project. Work accomplished by the lead designer while in the employ of other firms should be noted. C. Demonstrated experience in the programming of university extension, student support, and alumni buildings and complex major university facilities within a fully functional, occupied, and congested campus or urban setting. D. Demonstrated experience in USGBC LEED NC analysis, project development and design. Identify level of LEED classification for projects listed, e.g. Silver, Gold, etc. E. Proven technical, scheduling and cost management capabilities. List software platforms used for current and future compatibility. (e.g. Revit/P6/Prolog, etc.). F. Demonstrated experience in the use of Building Information Modeling (BIM) in the design and documentation of facilities, where the BIM model is used for coordination of Architecture with Mechanical, Electrical, Plumbing and Structural. G. Qualifications of the Principals and Project Team Members, including a clear definition of the primary responsibility of each. H. Outline of the basic work plan to accomplish the work. I. Definition and track record of Outreach Program to local small and disadvantaged sub-consultant businesses. (S/D/W/M/DVBE, see Section IX). J. Ability to provide Professional Liability Insurance in the amount of $2,000,000 Each Occurrence and $4,000,000 per Project Aggregate. REQUEST FOR QUALIFICATION 3

5 VIII. STATEMENT OF UNDERSTANDING All Short-listed firms will be required to sign a Statement of Understanding. By signing the document, it is acknowledged that a draft copy of the standard Executive Design Professional Agreement (EDPA) has been read, and with reservation of rights, the terms and conditions are generally agreed upon. Additionally, notwithstanding this is a qualification based selection process, it is understood that fees for basic services are expected to fall within a limited and commercially reasonable range for work as referenced in the Executive Design Professional/Fee Guideline provided to short-listed candidates. IX. PROCEDURES FOR SUBMISSION Architectural firms wishing to be considered should submit electronic materials, under a coversheet, indicating their past experience in the programming and renovation of university buildings or other comparable institutional facilities including references, Standard Forms 330, University of California Consultant Experience Form (Attachment A) and University Statement of Qualifications (Attachment B). One electronic copy on CD or flash drive, in pdf format, should be submitted, with any graphic images, spreadsheets or pages larger than 8.5 x 11 submitted in landscape view. No paper copies or ed submittals will be accepted.
