5 NBA 2015 ANNUAL REPORT 5 Nevada Builders fought for several positive changes during this past legislative session: AB125 Construction Defects Change in definition of a construction defect Elimination of automatic attorney s fees Reduction of statute of repose to 6 years Process for resolution prior to notice Limitation of HOA standing SB233 OSHA Certification Removes the renewal requirements for OSHA-10 and OSHA -30 certifications SB374 Energy Efficiency Limits energy efficiency standards in residential construction Clarifies discrepancies between state energy standards and locally adopted codes SB477 Fire Sprinklers Requires cost benefit analysis for requiring fire sprinkler systems in homes under 5,000 square feet SB254 Retention Reduces the retention of funds on public works and private construction to 5% Requires retained funds to be paid at temporary certificate of occupancy SB194 Owner-Controlled Insurance Projects (OCIPs) Lowered threshold on OCIPs to $50 million Allows workers comp carriers access to the construction site for safety inspections For more information about our legislative efforts Aaron@NevadaBuilders.org
6 6 NBA 2015 ANNUAL REPORT Workforce Development BuildNV.org provides resources and information for job-seekers, students, military and anyone seeking a career in Nevada s construction industry. Members of the Builders Alliance can access the site and search resumes of qualified applicants. The Women s Council will offer scholarships to all four of Nevada s community colleges for candidates wishing to develop or expand their education and skills in the construction field. Each scholarship will be distributed in increments of $500 per semester beginning in the fall of Workforce 60 provides young adults with employability skills and training for construction jobs leading to on-the-job-training opportunities with NBA member companies The Construction Gateway program will provide students with an 8-week fast track course. Students will receive OSHA-10, NCCER Core and Construction Trade Laborer Certificates in order to be ready for hire by local companies. The core of our outreach efforts is visiting schools and attending Career Days to talk to kids about careers in the Construction Industry. Talking with students first-hand is the best way to provide valuable information to help shape their career aspirations. Workforce Development The biggest issue facing our industry in the coming years is a skilled workforce. By educating our youth about the opportunities that exist and developing the programs necessary for them to flourish we ensure our future success. Workers Compensation Nevada Builders and Pro Group Management have developed the most successful workers compensation program for the construction industry. Contract Documents We have developed standard template documents for use by our members that will be updated after every legislative session. Information By providing the latest data on residential sales/permit activity, Commercial vacancy/ permit activity, employment activity and economic indicators, we allow you to make the most informed decisions as well as educate our communities and representatives on the impact of our industry. Networking We provide strategic opportunities to expand your connections, grow your business and engage with our members and communities.
