3 Important Dates November 21, Funding announcement, which we call the Notice of Funding availability or NOFA distributed January 19, Draft applications to EPA Project Officer. (*narrative, workplan, budget). Late applications not accepted. January - May, GAP negotiation and proposal finalized. Final proposals will be requested throughout this time frame. There will be individual rolling deadlines that will be determined by POs in discussion with each grantee.
4 Important Dates: continued Applications should be submitted into grants.gov by the date tribes negotiate with their Project Officers (sometime between March 2 and May 25). EPA expects applications to be submitted by the date tribes negotiate with their Project Officers. Remember, GAP applications will not be accepted after May 25, 2018." 5 Steps to a Great Workplan Start early! Review the tribe s ETEP Look at past workplans Choose the capacity indicators that this workplan will reach. Get a GAP team Check the project period Take a grants.gov Workspace training
6 Why a great workplan? A good workplan is a project management plan. It communicates to your Council and Administration the environmental work and schedules. It lets other environmental staff know what their tasks, deadlines and projects are. A great workplan hopefully results in a faster review and award process. Timelines are tight, and a well done workplan helps the review stay on schedule.
7 Negotiations Overview Tribe submits draft IGAP application. Receives confirmation from Project Officer. Project Officer has already started file review. Project Officer reviews the application, s and calls to discuss request for changes or corrections. After changes are all completed, Project Officer will ask for the full application to be submitted in grants.gov. The full application will include: Final narrative (first year), workplan and budget Separate workplan and budget for each year Indirect cost documents (if applicable) Required federal forms Grants.gov sends the application to Grants Unit, where it receives another detailed review. You may be contacted for additional changes or information. Award completed! Go fishing.
8 GAP Guidance GAP Guidance (Guidance) finalized May 2013 and applies to all applications. It replaces prior guidance documents. Use it while developing GAP applications.
9 Allowable Activities Capacity-Building Activities GAP funding may be used for activities that build tribal capacity to develop and manage environmental protection programs. Capacity building may include developing administrative and legal infrastructure, establishing tribal technical capability and planning and establishing an integrated tribal environmental management program to be implemented through other EPA program-specific grants. GAP funds may not be used to implement any environmental programs except for solid waste and/or hazardous waste management implementation activities as described in the GAP Guidance.
10 Work Plan Templates The work plan template has a place for each component s capacity indicators. Capacity indicators are in the GAP Guidance, page 31, the second section, titled Guidebook for Building Tribal Environmental Program Capacity. In GAP Online, the field for capacity indicators is called measures.

12 So, is there an easier way to do things? Some applicants have found writing GAP workplans is easier if they start backwards. Identify which indicators fit Tribal environmental priorities. Then, write the workplan to reach those indicators. Note: The capacity indicator may also be a deliverable. For example, a QAPP can be both an indicator and a deliverable
13 Unmet Needs Tribes and consortia can request up to $30,000 for unmet solid waste needs, including for solid waste and recovered materials collection, transportation, backhaul, and disposal services. Remember, there must be a solid waste management plan to request unmet needs funds. In the workplan, add an additional component, labeled unmet need and give a description, for example, unmet need: backhaul project. Provide a separate budget for the unmet need. Show the unmet need as a separate column on 424A.
14 ETEP Funds For some tribes who have not completed an ETEP yet, additional funding may be available. Your Project Officer will work with you on this. ETEP work should be a separate component in the workplan, and have its own budget. Again, show as another column on 424A.
15 Capacity Indicators Under the GAP Guidance, grantees must identify one or more capacity indicators for each work plan component. An extensive (though not exclusive) list of capacity indicators can be found in Appendix I of the GAP Guidance. See Section VI, B.
16 Example: Indicators Related to the Clean Water Act Water Quality Monitoring Program Indicators D.3.9 Tribe has completed a water quality assessment report that analyzes water quality issues impacting the tribe and evaluated water pollution control options (e.g., identifies dischargers and types/amounts of discharge, defines potential human health and environmental impacts of current water quality, provides recommendations for action, identifies water program financial needs, and identifies water quality program goals, objectives, and milestones). D.3.10 Tribe has developed a water quality monitoring strategy. D.3.11 Tribe has developed quality assurance project plan (QAPP) associated with the water quality monitoring strategy. D.3.12 Tribe has established data management functions for its water quality monitoring data, including a program to collect and upload all required quality assured surface monitoring data into WQX/STORET database where applicable.
17 Examples of Climate Capacity Indicators C.3.14 Tribe has developed a climate change vulnerability/risk assessment. C.3.15 Tribe has developed a climate change preparedness/adaptation program (e.g., zoning rules and regulations; tax incentives; building codes/design standards; utility rates/fee setting; public safety rules and regulations; outreach and education; emergency management powers).
18 Climate Outreach and Education C.3.19 Tribe has established community outreach/education programs, including air quality advisory system (e.g., indoor air quality, radon, diesel emissions reduction, burn barrels, wood smoke, antiidling, greenhouse gas and ozone-depleting substance reduction, climate change, and radiation hazards).
19 Intergovernmental Partnerships C.3.20 Tribe has established intergovernmental partnerships with federal, state, local, and tribal governments to address air quality issues, including climate change, and radiation hazards (e.g., memoranda of understanding, interagency agreements).

23 Estimated Cost and Work Years Estimated cost is to show how much it may cost to complete the component. The total estimated cost for all components should add up to the amount requested in the budget. Work years is the estimated amount of staff time to complete each component. Total work years are calculated in the budget. The total for all components should add up to what is shown there.
