5 Request for Proposal Title Page Summary: Florida State University (FSU) is issuing this Request for Proposal (RFP) to complete the engineering design and construction of one or multiple 21 T Superconducting Magnet Systems for a Fourier Transform Ion Cyclotron Resonance Mass Spectrometer. Vendor proposals can be submitted for (1) the entire superconducting coil assembly and cryostat or (2) for only the superconducting coil assembly (both NbTi and Nb3Sn) to be inserted into the cryostat provided by the National High Magnetic Field Laboratory (NHMFL) at FSU. A benchmark superconducting magnet design has been completed by the NHMFL, but vendor proposals for alternate designs which meet the system requirements will be accepted and evaluated. The amount of visibility and access of the detailed vendor design and construction documents by designated FSU/NHMFL staff during the engineering design and construction phases will be one of the criteria by which the vendor proposals will be evaluated. To reduce risk and ensure maximum chance of a successful procurement on time and within budget, some initial technology characterization, development and/or transfer may be required, which will be scheduled as necessary either before or in parallel with the engineering design phase. The Best and Final vendor proposal should describe any technology development and/or transfer required to complete the procurement. To help offset the vendor R&D costs associated with preparation of the Best and Final proposal, an amount up to US$15,000 can be reimbursed by FSU to the vendor according to the requirements described herein.

10 Examples of Visibility and Access In order to give the lab increased confidence in the procurement and to exercise a degree of oversight so as to reduce our risk, a visibility and access criteria has been added to BAFO evaluation. The following are examples of visibility and access: 1) manufacturing plan, milestones and associated gantt schedule with regular reviews. 2) identification of anticipated high-risk issues, mitigation and contingencies. 3) design analysis access and review, including materials properties assumptions, for field, stress, protection, cryogenic performance, etc. 4) design drawing access and review. 5) quality assurance program description. 6) quality assurance procedures access. 7) shop floor access.

12 What is the IPARS component? An integrated power and refrigeration supply (IPARS) featuring three stage refrigeration low-loss power leads high-flow quench relief and minimized helium consumption (target is zero) as an enabling technology for operation of high-field superconducting systems at temperatures of 1.8 K or less.

14 NHMFL-Provided IPARS Component Option NHMFL/KBSI provides IPARS for first systems according to vendor-supplied refrigeration, current, quench relief performance and mechanical interface requirements. After the first systems, the technology is licensed per unit used on subsequent high-field systems. (ICR, NMR, etc) We request that your quotations are provided with and without the NHMFL-supplied IPARS component including required current, refrigeration and quench relief performance.

22 21 T FT-ICR and 30 T NMR Magnet Systems are logical, next steps for the NHMFL 21 T FT-ICR is a high priority for the NHMFL An almost 50% increase in field over presently available FT-ICR systems is expected to dramatically improve the opportunity for discovery. A phased contractual approach is consistent with the needs of our primary sponsors This type of procurement process will likely be used on future unique, high field superconducting magnet systems. The commercial sector is invited to participate in the success of future, high visibility systems Large bore, FT-ICR magnets are opportunities for suppliers to demonstrate their capabilities to produce similar, large bore LTS coils, which are required in a 30 T system.
