3 Key Truck Parking Problems Persistent truck parking shortages Demand exceeds capacity at many public & private stops. Trucker Safety: If truckers cannot find a rest stop, they may: Continue to drive while fatigued Factor in 16% of truck crashes and 8% of fatal crashes. Illegally park on the side of ramps & freeways. Air Quality and Public Health Parked trucks idle and release diesel emissions. Trucking Industry Illegal parking & driving while fatigued are safety issues. 4 Smart Truck Parking Overview The project is developing a system that provides information on: Truck Stop Attributes Real-time and historical of parking availability Capability to make advanced parking reservations. Three high level phases Phase 1: Systems Engineering and deployment at two initial test sites. 6 Truck Parking is Privatized Infrastructure On I-5 in California there are 3,802 private spaces (86%) and 600 public spaces On SR99 there are 1,946 private spaces (93%) and 148 public spaces California Smart Truck Parking January 24, 2012 Page 5

7 Motivation of Project Approach This project aims to increase parking utilization by improving information about parking availability. Parking a 5-axle truck is difficult: Legal spaces are limited in number. Hours of service regulations restrict driving time. Parking locations are spread out geographically. Information about parking availability is not known in real-time. Information about parking locations is learned through experience. If truck drivers had improved information, they could make better decisions about where to park and increase overall utilization of existing infrastructure. 8 Smart Truck Parking: The Team UC Berkeley TSRC: Leads system engineering documentation and project evaluation. This includes evaluation of sensor performance, user response, economic sustainability, overall impacts of truck travel. ParkingCarma: Leads system deployment and implementation, including sensor system deployment, truck stop partnership development, information broadcasting and management operations NAVTEQ: supports the system with routing information to truckers. Promiles: supports the system with data on truck stop attributes. Caltrans: Provides overall project management and coordination, grant access to public roads and public parking facilities, and provide recruiting support for public outreach. 9 Key Challenges of the Project No such system currently exists. The idea is new to truck stops and to truckers. Gaining industry acceptance is important. Counting trucks reliably is actually difficult. Sensing technologies still have not been developed to accurately count trucks over time. Approaches to re-calibration need to be developed. Several unconventional approaches to availability are possible and being explored. Establishing a system that can collect and disseminate this information is a multi-faceted challenge. 10 Challenges Faced by Individual Partners Working with privatized infrastructure on experimental ideas is difficult across institutions. For Government Transitioning R&D to industry and practice Government can, but generally prefers not to, establish business relationships with specific industry members. For Universities: Do research, development, and evaluation Don t operate systems that require customer service Private Companies Make money with value-added products Prefer not to risk addressing a public problem with an uncertain return-on-investment. 11 Challenges of Public Innovation Research projects that aim to address a public need are often challenged by continuity and economic sustainability. Historically, public efforts have built infrastructure, operated systems that emphasize safety and security, but not customer service. Truck parking is possibly a hybrid system, that serves a safety benefit but adds value for the trucker and the truck stop. California Smart Truck Parking January 24, 2012 Page 10

12 Collaborative Approach Government provides: Identification of the public problem. Funding to address the problem. Access to supporting facilities. University provides: Research supporting the experimental angle of the project. Objective evaluation of the system performance. Support on federal documentation such as systems engineering requirements. Private sector provides: Business connections that government and academia cannot easily forge. 13 Vision for the System California, with its high freight traffic and long corridors, is an ideal test bed for this system and business plan. Truck parking is a national issue, and thus ultimately expanding to other states is the goal. A main objective is to demonstrate a system that can address the public needs of the project, while building a selfsustaining business model that can be scaled across the country and succeed without federal support. 17 Site 1: Logistics Terminal, Lathrop CA Logistics Terminal is a drop and hook depot for trucks to deposit and pick up trailers It is a secure facility, with 24-hour staff and video monitoring, as well as a regular inventory taken. It has spare parking capacity usable by trucks, but is currently not known as an overnight truck parking facility. California Smart Truck Parking January 24, 2012 Page 16

23 Summary Public-Private-Academic Partnership is uniquely equipped to build this system, overcome challenges, and transition research into practice. More than 80% of truckers surveyed felt that the system would be useful to the trucking industry overall. The system needs to address multiple unique challenges that are often addressed in isolation. This partnership is pursuing an integrated approached. The broader objective is to test this partnership model, and also to address an important need with a solution that is sustainable long-term.
