3 Summary Table 1 summarizes the amount the agencies reporting to PennWATCH expended on grants from FY appropriations as of the end of January In total, as of the end of January 2017, the Commonwealth agencies that report to PennWATCH made grant payments of $39.5 billion from their FY appropriations, $24.7 billion of which was General Fund monies and $14.8 billion in Special Fund monies (identified as State Other). (Please see the Methodology section of the Introduction to this report for important caveats with regard to the use of General Fund monies to fund Special Funds). PennWATCH defines grant payments as all payments made by the state to political subdivisions, individuals, institutions and organizations for which no direct services are rendered to the state. We did not include spending from federal funds in this report. Table 2 contains additional detail on the purposes of these 363 various types of grants and the types of organizations/entities that received the funds. Table 3 contains information on the county location of the PennWATCH payee of record. (Please see the Methodology section of the Introduction to this report for important caveats with regard to the county information and why it frequently differs from the information reported in Tables 1 and 2). 15 Introduction In December 2016, the Officers of the Legislative Budget and Finance Committee adopted as a study topic a review of Commonwealth grant expenditures. This report is intended to be a comprehensive, but high level, review of those expenditures listed as Grant payments in the Commonwealth s PennWATCH system. Study Objectives 1. Identify all grant programs that spent state funds in FY and whether the funds are General Funds or other State funds. 2. Identify the purposes of the grant programs/expenditures. 3. Identify the types of organizations/entities that received these funds and how much the types of organizations/entities received. 4. Identify how the grant payments were distributed by county. Methodology To identify all grant programs that spent state funds in FY (we did not include federal funds in this report), we collected information from the PennWATCH website. PennWATCH was created as a result of the 2011 Pennsylvania Web Accountability and Transparency Act which provided for the establishment of a searchable budget database-driven Internet website detailing certain information concerning taxpayer expenditures and investments. The individual agencies are responsible for the accuracy of the data they report to PennWATCH. PennWATCH defines grant payments as all payments made by the state to political subdivisions, individuals, institutions and organizations for which no direct services are rendered to the state. PennWATCH also indicates whether the payments are made from the General Fund or a Special Fund (designated as State Other). Tables 1 and 2 show the amount of grant payments made from FY appropriations of state funds by the reporting departments as of the end of January We include within the term appropriation any disbursements made as a result of an Executive Authorization. The agencies included in PennWATCH are shown in Appendix A. Tables 1 and 2 understate the amount of grants funded by the General Fund because many Special Funds are funded in part and often largely by the General Fund. The grant expenditures, however, are recorded as coming from the Special 1

16 Fund (shown as State Other in Tables 1 and 2). For example, the $14 million in grants awarded by the Ben Franklin Technology Partners Challenge Grant (DCED) is shown as coming from State Other (the Ben Franklin Technology Development Fund). But the Ben Franklin Technology Development Fund received almost all of its receipts ($14.5 million) from the General Fund in FY Similarly, the $23.8 million in Community College Capital grants (Department of Education) are shown as coming from State Other (Community College Capital Fund), which received $48.9 million in General Fund monies in FY These are but two of many such instances in which General Funds are used to supplement a Special Fund. Many other Special Funds (e.g., the Lottery Fund) are funded largely or entirely with receipt from non-general Fund sources. To identify the purposes of the grant programs/expenditures, we reviewed agency budget documents, information on agency websites, and, if necessary, additional supplemental information. To identify the types of organizations/entities that received these funds and how much the types of organizations/entities received, we used the PennWATCH classifications. Information on exactly what organizations/entities received these payments can be found on the PennWATCH website. To identify how the grants funds were distributed by county, we used PennWATCH payment data to identify the zip code of the payee. We then used the zip code to identify the county to which the payments were sent. If a payee received grant funds that it subsequently distributed to another county, we attributed all the funds to the county of the payee (i.e., we were not able to identify the county to which the funds may have been ultimately disbursed). Similarly, if the funds were sent to, for example, an out-of-state billing address, or to, for example, an out-ofstate pharmaceutical company that provided prescription drugs to Pennsylvanians, the report would show the funds as going Out of State. The expenditures reported on the county spreadsheets include payments made during FY from both FY and prior year appropriations. The expenditure information in Tables 1 and 2 is limited to only payments made out of FY appropriations. As a result, there are typically disparities in the expenditures reported in Tables 1 and 2 as compared to Table 3. In cases where an expenditure figure was reported on Table 1 and 2 but comparable information was not listed on the PennWATCH site for Table 3 (or vice versa), we included the figures as presented on the PennWATCH site. Finally, the PennWATCH data shown on the county spreadsheets excludes data that has been deemed confidential, private, or otherwise exempt from disclosure under state and federal laws. This includes information regarding certain 2

17 payments to individuals, such as social services payments (payments made to an individual for cash assistance, medical and other health-related or welfare-related benefits or services, education and training benefits, or aging services), unemployment compensation, workers compensation, property tax or rent rebate, employee benefit buyout, reimbursement of employees for expenditures, and other programs that provide direct monetary payments to an individual. Grant Purpose and Categories of Recipients Table 2 lists 363 types of grants administered by the Commonwealth departments reporting to PennWATCH, a brief description of the purpose of the grant, the type of recipient (e.g., an individual, nonprofit, for profit, or governmental agency), and how much each category of recipient received out of the respective FY appropriations as of the end of January The list of departments reporting to PennWATCH can be found in Appendix A. Table 2 also indicates whether the grant was funded by the State General Fund or a State Special Fund. (No federal funds are included.) All Special Funds are labeled as State Other. As explained in the Methodology section of the Introduction, Table 2 understates the amount of grants funded by the General Fund because many Special Funds are funded at least in part and often largely by the General Fund. The grant expenditures, however, are recorded as coming from the Special Fund. 4
