3 Fee PROFESSIONAL DESIGN SERVICES FOR MEMORIAL FIELD Part 1 Design Review and Option Development Process Design options and solutions will reflect the core values of the SCASD and be a synthesis of the key design goals described in the RFP. We will use several techniques to monitor the design and construction progress, including: Working with Experienced Staff. Our K-12 Design Team is a great blend of talent and experience, and our senior staff members each have more than 20 years of relevant experience. Establishing Lines of Communication. There is no substitute for direct personal contact. The key staff members in our State College office are only a few minutes from the school, and your offices and conveniently available for meetings. Holding Regular Design Option Meetings. Review meetings will be scheduled at regular intervals and include the entire Design Team. Our firm will meet with key administrators and staff members, advisory committees, and School Board members to encourage dialogue and develop a full understanding of the many intricacies of the Memorial Stadium project. Development and selection of a proper design option is the result of actively engaging our team and the School District, while assisting in developing a consensus and a successful design strategy. Assisting in Option Selection. Our process begins with dialogue, which includes in-depth discussion and learning about your needs, goals, and expectations. As this dialogue progresses, our team will work collaboratively with the District to develop suitable options and assist in determining the successful solution that addresses the District s needs and program. Engaging in Community Interaction and Public Presentations. The concepts we develop will be discussed and reviewed on an ongoing basis, including soliciting input from stakeholders (faculty, staff, educators, and students). These options should also be presented to the community for increased dialogue, discussion, and awareness. Consensus design only works if all members are included. District administration, staff, and committees, as well as community members and interest groups, will be involved in every step of this project. The personnel in BH s offices can facilitate informational updates and assist the District in community involvement and presentations. Providing Updated Schematic Design Documents. The options developed, and ultimately selected by the District, will be incorporated into schematic design documents. Updates to the previous design option will reflect current District preferences and program intent. Our Design Team will reflect the successful option in updated drawings, including site plans, support facility plans, elevations, 3-D renderings, and aerial depictions. The schematic design update will also include revisions to the construction phasing plan and a schematic estimate, reflecting current construction pricing and trends, as well as preliminary cost estimating for the project and its construction phases. The BH team will work with you in developing project milestones and creative design solutions, presenting applicable options, and making recommendations. BH has already reviewed the Memorial Field presentation and existing facility studies to familiarize ourselves with your facilities and to begin developing a broad understanding of your needs. During the design review and option development process, we encourage dialogue and discussion with key project stakeholders to ensure all voices are heard. Please refer to the enclosed Schedule Timeline for pertinent milestones and time frames for the design review and option development process. Fee for Part 1: BH has carefully considered the work required for this project and is prepared to commit our staff to the performance of this work in accordance with the Request for Proposal (RFP). Our fixed fee for Part 1 Design Review and Option Development Process is NINETY THOUSAND DOLLARS ($90,000).

4 PROFESSIONAL DESIGN SERVICES FOR MEMORIAL FIELD Part 2 Design Development through Project Execution Successful schematic design options need to be developed and refined to meet the detailed program requirements of the District, as well as the current state and local codes and ordinances. BH s Design Team will maintain dialogue and discussion with the SCASD to continue the development of the selected option. As the Design Development concludes, the Design Team will document the project fully in construction drawings and specifications for use in contractor bidding and procurement. These methodologies include: Design Development. BH s Design Team will continue to meet with the District administration, staff, and committees to develop the selected design option. Engaging in dialogue with key staff members ensures needs are met, and the final design meets or exceeds the District s program requirements. A work plan will be prepared for use by the project team, which outlines how the project will be accomplished and will define your goals, including financial and technical requirements. The work plan will also address managerial, scheduling, technical, quality control, and review responsibilities and will identify any unique project attributes or requirements. LEED Design. LEED design should be incorporated early in the project development. As the design develops, maximizing energy efficiency and minimizing site impact should be at the forefront of design decisions. BH has LEED accredited professionals on staff to ensure proper design is established at the Memorial Field project. Safety Improvements. Our approach to school security is to develop safety improvements into the overall design at the onset of design development. Items such as visual boundaries, clearly demarked entrances, enhanced visibility, and hardened access are all enhancements that can increase the overall security of the stadium while maintaining a sense of openness and connection to the community and public. By incorporating security methodology and design techniques in the initial design the overall security is intrinsically improved. Construction Documentation. The successful design option will be further developed and documented for Contractor bidding purposes. The construction documents reflect detailed information on site work, utilities, support facilities, and infrastructure. BH has Design Team members with extensive experience in the Pennsylvania public K-12 market sector. Key staff members average more than 20 years of relevant experience in educational design. Construction Administration. Our firm has extensive experience with school construction, and we are familiar with the many intricacies of educational facilities. Our expertise in school-related construction, as well as applicable regulatory agency requirements and effective solutions to your educational needs, is essential to a successful construction phase. While all of our Design Team members have the experience and know-how needed to complete your project, we will also collaborate with other experts and teammates and will incorporate subconsultants for specific services where their unique perspective is valued. Please refer to the enclosed Schedule Timeline for pertinent milestones and time frames for the design development, construction documentation, and administration processes. Fee for Part 2: BH has carefully considered the work required for this project and is prepared to commit our staff to the performance of this work in accordance with the RFP. Our fixed fee for Part 2 Design Development and Construction Documentation Process is FIVE HUNDRED AND TEN THOUSAND DOLLARS ($510,000).

5 PROFESSIONAL DESIGN SERVICES FOR MEMORIAL FIELD Meetings and Community Outreach A well coordinated set of documents is the result of actively engaging our team and developing a consensus prior to construction bidding. There is no substitute for direct personal contact. The key staff members in our State College office are only a few minutes away from the school and your offices and conveniently available for meetings. The meetings allotted in the above fees include: Three (3) meetings with the District to determine Project Scope Eleven (11) meetings with District staff and administration for option discussion and Design Development and Review Three (3) meetings with District advisory committee members and stakeholders Ten (10) meetings at regularly scheduled SCASD School Board meetings Three (3) public community meetings for increased dialogue, discussion, and awareness of the project Three (3) State College Borough meetings, for permitting and review Additional meetings that may be necessary would be billed at $1,000 per meeting. Additional s of Costs Reimbursable Expenses Our Part 1 and Part 2 fees do not include geotechnical services. However, we have the capabilities to provide these services in-house should the need arise. BH engages in work of similar scope and type on a frequent basis and is confident in our understanding of the costs typically incurred for these services. Our not-to-exceed reimbursable sum is FIFTEEN THOUSAND DOLLARS ($15,000). Project Understanding and Objectives The SCASD desires to continue the improvements to the Memorial Field athletic site. The previous improvements included new artificial turf, select bleacher replacement, and exterior field lighting for evening events. As part of the ongoing improvements to the athletic site, the District wishes to continue the site improvements to the Memorial Field location, including: The addition of athletic locker room support facilities The addition of public toilet room support facilities The replacement/reconfiguration of the existing east side bleachers Improved site circulation to allow for contiguous circulation travel within the athletic complex The addition of athletic and maintenance storage facilities Analyzing and upgrading parking and site circulation We understand Memorial Field is located in the Highlands Neighborhood, and we would extend an invitation to the Highlands Civic Association for their input in the early stages of the project. We would design the new facilities and associated site work in a way that would be consistent with the surrounding buildings and homes. BH would also work to maintain original design of the athletic field while improving the infrastructure to meet current requirements and athletic trends. During the initial meetings with the SCASD stakeholders, BH will discuss the existing stormwater management facilities to determine if there are any modifications that should be made to that system as part of this project. There is concern for

6 PROFESSIONAL DESIGN SERVICES FOR MEMORIAL FIELD the potential of flooding with current and future infrastructure and support buildings, and our team would like to address this issue during the Option Development phase of the project. Any revisions to the original stadium complex should maintain the integrity of the original design while improving the infrastructure to meet current athletic requirements and trends. The design should incorporate support facilities that are of close proximity and ease of access for athletic, public, and support uses. Circulation should be improved, allowing for contiguous path of travel within the secured athletic complex. Security should be analyzed and enhanced through such items as perimeter fencing, barriers, clearly demarked entrances and public areas, and separated student/public use areas. Through proper design, the project should maximize energy efficiency and minimize site disturbance. Stormwater and rainwater harvesting should be considered at the site to supply grey water for plumbing fixtures in toilet rooms. Regional materials, renewable or recyclable in nature, should be used. Existing buildings should be considered for adaptive reuse as part of the overall project. The proposed Memorial Field project provides an exciting opportunity to update the existing facility and provide the District with an athletic facility that will improve the students educational experience and enhance the community s resource. The BH Design Team includes architects, engineers, and specialty consultants with extensive experience in design of public schools. We are a well established firm and, for more than 70 years we have contributed to the betterment of various public school facilities in Pennsylvania. Our State College office will serve as our base of operations. The design of this project will evolve with the dialogue between the SCASD staff, administration, and advisory committees. The BH Design Team will work with you, developing project milestones and creative design solutions, as well as presenting applicable options and making recommendations for a successful project. We are committed to ultimately providing you with a renovated athletic facility that meets your aspirations and programmatic needs. Schedule Timeline Based on the information provided in your RFP and the Memorial Field Presentation, BH has developed a projected schedule timeline which can be found on the last page of this proposal submission. Project Responsibility All of our Design Team members have extensive experience in the Pennsylvania public K-12 market sector and have worked together on similar school projects in the past. BH will provide expertise in several critical elements of your athletic facility, including site design and pedestrian/vehicular circulation, architectural design and programming, building systems and infrastructure, technology and security upgrades, and energy efficiency and sustainable design. We will also collaborate with other experts and teammates and have added subconsultants for specific services where their unique perspective is valued. Charles Walls and Alan Wrye from SSW have been continuously working with BH since the time of the acquisition. SWW was founded in 1980 conveniently located near the Borough of State College. This venture has afforded Buchart Horn a local presence in State College for more than 35 years. We have worked on multiple projects in State College Borough, including several for Penn State University. Through these projects, we have an understanding of the local ordinances and a relationship with the Borough staff responsible for administering those ordinances. Being interested citizens of the State College community, employees of our State College office are familiar with the Allen Street Civic District Redevelopment Plan. We would work with Borough Planning Staff to coordinate the Memorial Field design with the recommendations of the Redevelopment Plan, as well working with the District to retain the local integrity of the Memorial Field design and maintain the community identity of the athletic complex.
