6 Newspapers Mizzima News Myanmar initiates a new programme on Authorized Economic Operators-AEO 23 Dec 2017 As part of Myanmar government s efforts to enhance customs administration, the Customs Department initiated the new program on Authorized Economic Operators-AEO and conducted the public awareness for the import and export companies, agencies, freight forwarders and departments concerned at the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI), Yangon. This new program aims to allow trade operators with a good record of customs compliance and a solid commercial records management system, to receive a range of trade facilitation benefits, including quicker customs processing, according to the State Counsellor s office on December 22. By initiating AEO programme, Myanmar Customs is implementing the Strategic Plan of Customs Development- SPCD-8 to enhance the security of the global supply chain and facilitate trade. Myanmar is also ensuring adherence to the ASEAN Trade in Goods Agreement and in line with important World Customs Organization s international standards and the World Trade Organization s Trade Facilitation Agreement. 7 Newspapers Myanmar Business Today Myanmar s Leading Call Center Steps Into Mobile Platform 26 Dec 2017 Myanmar s leading call center steps into mobile platform arena to provide its services via a mobile application, according to Business Outsource Solution Services Co., Ltd. The company said that it is developing a mobile application that would be ready in 2018 to use its services via online. We decided to develop a mobile app for Android users, since number of mobiles users is surging. The app will allow users to ask what they want without needing to call into the center. However, we will still operate the call center, U Tin Ko Ko Win, Chief Executive Officer from Business Outsource Solution Services Co., Lid, subsidiary of Blue Ocean Operating Management, said. This mobile app will allow users to get access to the information they want, in one place, and with cheap service charges. User can use the services with reasonable service charges. In the meantime, I can t say what the exact charges will be, because the app is still in development, he said. The number of calls to 1876 call centre is gradually decreasing as a result of people turning to the internet for the information they want. There were about 10,000 calls before but the number has decreased to half. 8 Newspapers VDB Loi International Gateway Licenses issued 26 Dec 2017 The Ministry of Transport and Communications ( MTC ) and Posts and Telecommunications Department ( PTD ) have finally come through the long process of obtaining government approval and issued the first batch of International Gateway ( IGW ) licenses. Around a dozen of companies have received their IGW licenses and new licenses will continue to be awarded. A glimpse at the IGW licensees list shows that early birds are more likely to get their IGW licensees than late comers. All licensees were granted with their first telecom license in early The list also shows a favor to local companies but at least several of them are foreign companies. As a reminder here are a few key points about IGW in Myanmar. Can foreign companies get the IGW license, and how? The IGW license application is open for foreign companies registered in Myanmar. Previously we have covered the qualification of the IGW licensee and application procedures in ourlegal wire. Myanmar Opens Applications for International Gateway Licenses: Foreign Applicants Welcome To apply for an IGW license, an applicant should complete the application form with the required information like proposed IGW locations, launch date, etc. The application shall be accompanied with supporting documents including: corporate documents the affiliated telecom license technical plan business plan financial plan The applicant being granted with an IGW license shall also provide a bank guarantee of US$1 million to the PTD to guarantee that it will meet the proposed launch day, or a fine will be imposed by the PTD in accordance with the length of delay. 9 Newspapers Consult Myanmar Index Creative Goes Online in Myanmar 27 Dec 2017 Index Creative Village Plc, the country s largest creative events organiser, is expanding its online presence in Myanmar, as people there become increasingly attached to social media platforms like Facebook and YouTube. Founder and group chief executive Kreingkrai Kanjanapokin said apart from building up its presence in Myanmar, Index Creative Village is also partnering with tech startup Happio to provide business opportunities for Thais who want to expand to neighbouring countries. Higher technologies have been playing a major role in Myanmar. Increased internet access and social media usage will provide new business opportunities, said Mr Kreingkrai. He said the partnership with Happio will help drive international business next year, with digital marketing strategies helping reach Myanmar citizens at home and in Thailand. I m optimistic that Index Creative Village will provide effective tools for Thai businessmen connecting to Asean countries, said Mr Kreingkrai. Khanit Aramkitpota, general manager of Happio Co, said that Myanmar s consumer trends have rapidly changed as people there prefer modern lifestyle trends, as evidenced through the emergence of modern department stores, international restaurants, luxury hotels and speciality coffee shops. Mr Khanit said Happio and Index Creative Village are seizing on this tend by using the online marketing platform to maintain awareness and connect with the growing number of internet users in Myanmar. The latest research done by Index Creative Village and Happio finds media consumption in Myanmar has grown, especially online. The top five media platforms in Myanmar by usage are TV, radio, Facebook, print and internet, accounting for 32%, 17%, 14%, 8% and 14%, respectively. 10 Newspapers Eleven Myanmar New housing bill seeks to better protect apartment owners 27 Dec 2017 Those looking to purchase apartments will soon be able to obtain certification to legally take out loans from banks. Director-General Min Htein from the Urban and Housing Development Department claimed on December 26 that the decision will make the loan process smoother between borrowers and banks, as there will be more assurance. As of now, the hire purchase loans and other similar loan schemes operate sluggishly due to the fact that newly built apartments, especially in suburban areas, are constructed only through a mutual understanding between the builders and land owners. Those looking to purchase apartments have to either put up a mortgage on their existing properties, go through property agents to act as guarantors or ask business organisations they work for to vouch for them. The housing bill, now under discussion between property sector experts and legislators, will be able to provide better legal security to apartment owners. As it is currently in urban areas, most housing units works this way; there is one party that is living in the apartments and the party that actually owns the land the apartments are built on. The extant laws dictate that those living in the apartments have no real say over the land owners. If this bill gets passed, many lives will become better as a result, said Min Htein. The bill will also seek to act as a solution towards a variety of legal and social issues that had derived over the years as a result of Myanmar s fledgling legislation over property ownership. 11 Newspapers Eleven Myanmar Yangon MPs condemn large-scale housing project 27 Dec 2017 Yangon Region MPs have heavily criticised the Eco Green City housing project to be built in Bago Township for failing to submit detailed plans. Dagon Township s MP Kyaw Zayya claimed that even though everyone knew about the 1,400-acreplus project and that Shwe Than Lwin group was behind it, not once has it been properly handled by either the regional or Union parliaments. We ve known about it since the squatters on that land were being chased away. The company, Alliance Star, is Shwe Than Lwin. They initially asked for 20 acres of land regarding Media Village but the government discussed with them also about building on this land. I ve been waiting for this project to be brought up in the Union (parliament). I ve not heard hide nor hair of it. I m a part of the region, so I also know that it s not been properly discussed, said the MP. He claimed that this large project seemed to get a pass without anyone discussing important things such as the contract with the government and/or even a tender process. An event commemorating the initiation of the Eco Green City was held on December 23, attended by many high ranking officials including Union Ministers and MPs among them. MP Kyaw Kyaw Tun said that it was briefly brought up in the Yangon parliament as a followup plan for Yangon mega city development to which MPs responded by requesting the project to be submitted independently on its own with minute plans. He said that ever since then no word had come back to the parliament until they started initiating on the project. We only asked for an independent submission. We didn t say no. These things should be done through the parliament because it s a big project. It s a democracy and MPs representing the people must be respected and informed. Only then we can discuss and input recommendations. But the details were never brought to the parliaments. There s no transparency. 12 Newspapers Myanmar Times High stamp duties weigh on property demand 29 Dec 2017 The property sector ended 2017 on a subdued note, with residential real estate prices and demand literally unchanged from the start of the year. In Mandalay, few transactions took place for investment purposes, and, with stamp duties rising and demand declining since 2011, a rising number of existing investors have started selling their properties at a loss to buyers looking for new homes. The market is so quiet. We have only had enquiries from a few interested people who want to buy land or homes to live in this year, said U Pyuu Gyi, a property agent from Pyigyitagun township, Mandalay. The way he tells it, investor interest in the local property market has trickled dry over the past five years. This year, only those looking for new homes to live in have been active in the market, he said. With the market weakening each year and demand at a six-year low, many existing investors are now desperate to sell. Sellers know it s a buyers market now so they have been more willing to negotiate and settle at reduced prices. So, there are a few sales transactions taking place, albeit it at much lower prices, said U Wanna Soe, a property agent from Phoe Lamin Real Estate. The Myanmar property market has slowed markedly since prices first surged in 2011, on the back of speculative demand from investors after former president U Thein Sein s government came into power. In Mandalay, demand has fallen for the past six years, even after the last election which brought Daw Aung Sang Suu Kyi s government into power. For the fiscal year, just over 600 new sales registrations took place compared to 1,603 registrations in the fiscal year, said U Tin Aung, MP for Chanmyathazi township, South Mandalay. 13 Newspapers Myanmar Times Myanmar s 2018 foreign policy outlook 29 Dec 2017 China and India will dominate Myanmar s foreign policy stage, and their dealings with the rest of ASEAN will grow during Sandwiched between two active Asian giants, Nay Pyi Taw will have to balance its relations carefully as India and China vie with each other for greater influence. Most importantly, Myanmar must avoid being sucked into conflict zones in their common areas of influence and know how to duck whenever these two confront one another. In the months and years to come, the crisis in Rakhine State will remain a key area where Beijing and New Delhi will continue to compete, displaying goodwill to help their troubled neighbour. Furthermore, they will try to mitigate any repercussions from the growing international condemnation of its handling of the crisis and the myriads of problems caused by the massive exodus to Bangladesh, which is now estimated to number 750,000 people. The international community will continue to step up pressure on Myanmar to accelerate efforts to repatriate more displaced people. But the real problems on the ground still need to be overcome. From now on, China will have a special role to play in Myanmar. China s new foreign policy under President Xi Jinping will increase engagement with Nay Pyi Taw in all areas. Since the end of the 19th National Congress of the Communist Party of China, Beijing has been actively facilitating peace talks and providing humanitarian assistance. The Rakhine crisis presents an excellent opportunity for China to test its diplomacy as never before. In a similar vein, India would not easily let go of its involvement in Rakhine. During his recent visit here, Indian Foreign Secretary S Jaishankar pledged to provide US$25 million (K34 billion) for the next five years to Myanmar to develop the troubled province. India knows it has an edge over China in raising the education standard, healthcare and human resource training as well as in empowering women and nurturing children in the region. 14 Newspapers Eleven Myanmar Myanmar boosts electricity access through off-grid solutions 29 Dec 2017 Given the rising need for power in Myanmar, the government has intensified its 5-year project to provide electricity to rural areas by using off-grid solutions including solar and wind energy. Khant Zaw, director general at the Department of Rural Development (DRD), said US$90 million would be used for implementation of off-grid projects which would run from 2016 to Upon completion, the project aims to implement solar home system in 8,400 villages and mini-grid projects in 350 villages that are situated over 10 miles away from the national grid. Nearly 100,000 households will benefit from the project that can also provide electricity to 16,000 public buildings and 40,000 streetlights. We will continue our efforts until we reach the nationwide electrification target by 2030, said the official. He said more than 80,000 households in 1,300 villages wouldhave access to electricity by solar home system and mini-grid projects would be implemented in 34 villages in fiscal year. He seems satisfied with the success of the first project year when 97 per cent of the proposed works have been completed. During fiscal year, the project has connected solar home systems for 140,000 households in 2,708 villages. Additionally, minigrid projects were implemented in 10 villages to expand electricity access in remote areas. According to the official, solar home system has been installed by people s contribution. For the mini-grid system, the DRD contributed 60 per cent while community and private investors contributed 20 percent each of the total cost. Public facilities were fullyprovided with the compliments of the DRD. World Bank (WB) statistics show more than 70 percent of Myanmar s population have no access to electricity. In this respect, the organisation has been working closely with the government to expand the national grid and implement off-grid projects. 15 Newspapers Mizzima News Branch Transformation Strategy for Myanmar s Fastest Growing Banks 30 Dec 2017 It's going to mean that bank branches are as common as a Blockbuster video store in a few years time, former Barclays CEO Antony Jenkins told CNBC, predicting about mass closure of physical banks. Two years earlier, Jenkins had also predicted that banks might close half of their branches and cut half of their workforce in 10 years. The trend, he said, is happening faster than he or anyone else in the Fintech industry might have guessed. Thanks to digital leapfrogging, here in Myanmar we have the opportunity to go straight to the era of iflix and Youtube, bypassing the good old times of video rentals or DVD-by-mail. But what it also means is that at the same time, we re at the forefront of a new paradigm in digital technology. Apply that to the retail banking industry and you ll realise how banks now face the imperative task of transforming the way they interact with their customers, in order to remain relevant and profitable. In fact, according to a 2016 study by Accenture, there are three key roles that branches must play in order to attract and retain future customers: digital ambassador, adviser hub for specialised services and problem solver. While everyone knows that it s time to move towards a hyper-connected world, many of us are still figuring out the right way to get there. Too often, investments in one channel are made without consideration of, and often to the detriment of, other channels. That is why banks need to think beyond channels, to understand the great necessity to enable a seamless, connected commerce experience. The way we see it, there are two major gaps that retail bankers need to prioritise: proper sourcing, analysing and activating on the data available to them about their consumers and their networks; as well as stitching together the individual channels within their network to build an ecosystem that enables none other than seamless, connected commerce. 18 Newspapers Consult Myanmar Myanmar s Garment Sector Could be Vastly Improved in Three Years 23 Dec 2017 A consortium of government organization, labor groups and academia has launched a three-year project in Myanmar with the purpose of improving the work environment in the country s garment sector, including job creation, more sustainable and efficient productivity and greater community relations. The project will take place in 12 factories supplying Western brands, including Danish fashion retailer Bestseller, according to the Danish Ethical Trading Initiative (DETI), which is coordinating the project in collaboration with the British Ethical Trading Initiative, Danish trade union 3F, and Aalborg University in Denmark, with the backing of the Danish Market Development Partnerships Fund. DETI said the project, which will run to the end of 2020, supports the democratic transformation in Myanmar, including a long-term effort to increase competitiveness and strengthen respect for human and labor rights in the country s textile and garment sector. While Myanmar s move to democracy after years of military rule resulted in the country holding its first nationwide election late last year, won in a landslide by Suu Kyi, problems persist as it seeks to lure foreign economic investment. Hundreds of thousands of Rohingya, considered one of the most persecuted minorities in the world, have fled from Myanmar s Rakhine state to Bangladesh since August. The government of Myanmar, a predominately Buddhist country, claims the Rohingya people are illegal immigrants from neighboring Bangladesh and has denied them citizenship, leaving them stateless. The Rohingya who have their own language and culture say they are descendants of Muslim traders who have lived in the region for generations. 19 Newspapers Myanmar Business Today Myanmar Native Land to Build Resort at Mount Zwekabin 26 Dec 2017 Myanmar Native Land Public Company will develop a construction project which consists of 30 bungalows and a shopping center at Lumbini Garden which is at the base of Mount Zwekabin, Kayin State. The project which includes parking lots for both big and small vehicles, and a swimming pool will be developed when the cable car project started four years ago is finished. The project will be implemented on the land of six acres with $12 to $15 million capital investment. We will implement our second project at the base of Mount Zwegabin. As the cable car project is expected to finish at the end of next year, we will discuss again for the project, U Ba Nyar Zaw, President of Myanmar Native Land Public Company, said. The company will also build 40 international standard restrooms on the top of the mount and the waste water will be recycled using technology that will not harm the environment. The company has gained the permit for developing cable cars from Lumbini Garden to the top of Mount Zwegabin which stands at 2,700 feet above sea level. 20 Newspapers Myanmar Business Today Yangon-Mandalay Railway to Receive $1 Billion Upgrade 26 Dec 2017 A five-year project to upgrade and renovate the Yangon- Mandalay railway will be started and completed using a $1 billion long-term loan provided by the Japanese Government, according to U Ba Myint, General Manager from Myanmar Railway. The project will begin in mid-2018 and is expect to finish by The project includes buying new carriages, station renovations, railroad signals, ticket counters, and passenger lounges throughout the railway. We ll complete the upgrades within 5 years. The upgrades will allow speeds of 100 km per hour, it will streamline the flow of trade, and accommodate more passengers, he added. The length of Yangon- Mandalay railroad is miles and currently takes 15 hours from Yangon to Mandalay. Compensation will be given to the owners of land or buildings that are within the railroad project area. Moreover, Yangon and Myitkyina railway is also planned to be upgrade in the near future, and that project will also bring more passengers to the trains, he said. 21 Newspapers Myanmar Times Ten developments that shaped the economy in Dec was an eventful year for Myanmar, with the economy charting major developments that brought in approved foreign direct investments (FDI) of around $4.5 billion between April and November, created thousands of jobs for locals and propelled larger segments of the population into the middle-class. These included opening up the taxi industry to foreign ride-hailing service providers, approving a slew of new hotels and mixed development projects and taking steps to ease a debilitating liquidity crunch that has stifled growth and innovation among the local small and medium enterprises. For the fiscal year, Myanmar s Directorate of Investment and Company Administration (DICA) expects total approved FDI to exceed last year s $6.7 billion total. On the downside, investor confidence in the government s ability to execute important laws and economic reforms has slipped. According to the second Myanmar business confidence survey conducted by Roland Berger in partnership with Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) in the latter half of 2017, short-term business sentiment plummeted to just 49 percent between June and August compared to 73pc a year ago. Meanwhile, some investors may also be holding back funds as the crisis in northern Rakhine State unfolds, said the World Bank. On the whole, despite inching up a notch on the World Bank s Ease of Doing Business index, the country still remains one of the least attractive countries regionally in which to do business. 22 Newspapers Eleven Myanmar Foreign investment exceeds $5 bn 30 Dec 2017 Foreign investment volume reached more than US$5 billion (6.76 trillion kyat) as of the third week of December in FY , reaching above 90 per cent of the target for foreign investment for the year, a source from the Myanmar Investment Commission said. The Myanmar Investment Commission approved 174 businesses and nearly $4.15 billion up until the third week of December for FY. The total foreign investment volume including increased investment reached just under $4.78 billion. Under the Special Economic Zone law, the Thilawa Special Economic Zone accepted an investment of $ million. The foreign investment came to nearly $5.02 billion in total, according to the MIC s report. At its December 22 meeting, the MIC considered applications for foreign investments in four businesses and approved two of them. The investment committee of Yangon Region had already approved five businesses. Moreover, 11 businesses were also approved with an investment of nearly $ million. These businesses are expected to provide 3,125 job for local workers. The 11 already-approved businesses are for seven businesses in the industrial sector, one in the other category of service sectors, one in the electric power sector and two in livestock and fisheries, the MIC report detailed. The respective investment committees from regions and states are approving investments in additional types of businesses, with a combined target of $6 billion.
