EXECUTIVE SUMMARY As construction season geared up on the reservation, the Navajo Division of Transportation (Navajo DOT) celebrated several successes over the third quarter while encountering some roadblocks to maintaining the division s ambitious schedule for the remainder of the year. Along with President Begaye, state Senator John Pinto, McKinley County, and the Chapters of Bahastl ah and Tohlikai, Navajo DOT celebrated the ground breaking of Johnson Road. By some counts nearly 50 years in the making, the project is a placement of culverts, reshape of existing road and ditches, placement of basecourse, application of stabilizer and double-chip seal along 6 miles of road. On the other side of the Chuskas, Navajo DOT completed the Crystal Chapter access road. Both the Johnson and Crystal roads were financed with Navajo Nation Road Funds (a.k.a Navajo Nation Fuel Excise Tax). As the Navajo Nation faces potential budget shortfalls over the next two years, Navajo DOT met with President Begaye to initiate budget-priorities-planning for FY18. The division s focus is a continuation of direct services (i.e. blading and other maintenance activities), absorption of members of the Bureau of Indian Affairs (BIA) Division of Transportation staff, the creation of three new departments/sections (i.e. Design and Engineering and Construction Services), and the development and implementation of several planning initiatives (e.g. the Strategic Highway Safety Plan and the Long Range Transportation Plan). With respect to the execution of Navajo DOT projects, the division is constantly examining ways to streamline the planning and compliance processes. Too often, staff at partner agencies amend settled processes between the agency and Navajo DOT. In particular, the Littlewater project is jeopardized due to a change in the environmental review of the Categorical Exemption, Environmental Assessment, Finding of No Significant Impact (FONSI), and BIA rights-of-way processes. Through increased communication with the relevant environmental oversight staff, the division hopes to prevent all federally funded projects from receiving the same level of increased scrutiny and amplified compliance documentation. II. CRITICAL ISSUES A. The environmental compliance standard changed from Categorical Exemption process for most federally funded projects to the more significant Environmental Assessment process. 1. The division has met with its Environmental Reviewer and is pursuing more education of the Federal Highway Administration s acceptable standards for Tribal Transportation Improvement Program (TTIP) projects with the reviewer. a. At the moment, though, the division is continuing with the more burdensome Environmental Assessment/FONSI process in order to initiate construction of the Littlewater project during this construction season. B. The division is working with the Navajo Nation Council Resources and Development Committee (RDC) to update the TTIP. The fiscally constrained document programs funds for projects on a five-year outlook. On June 26 th, the division will hold a leadership meeting with DIVISION OF TRANSPORTATION FY 2017 Third Quarter Report Page 2

5 the RDC to cover the update. Even though the Navajo Nation Long Range Transportation Plan (LRTP) passed in October 16, many uncertainties remain in regard to implementation strategies. Navajo DOT s Transportation Planning department is working with the Navajo DOT administration to fund and develop LRTP implementation strategies as they relate to both TTIP and non-ttip projects. C. At the June 26 th RDC leadership meeting, the division also anticipates covering the division s plans to build capacity through reorganization and the plans to absorb BIA Force Account employees into Navajo DOT. 1. Over the past month, President Russell Begaye, BIA Regional Director Sharon Pinto, the Navajo Nation Department of Personnel Management, and Director Silversmith have met to fashion a mechanism for onboarding BIA Force Account employees who s jobs are being eliminated by the BIA Navajo Region. As a part of Navajo DOT s reorganization, the division will develop its own construction services department. Qualified former BIA Force Account employees will receive preferential treatment in the staffing process for the new department. D. Navajo DOT s small but impactful Airports Management department continues to operate with severe unmet needs. The foremost services the Navajo Nation s airports provide are emergency medical evacuations for the reservation s rural and remote communities. In the full Airports Management department quarterly report posted on the Navajo DOT website, the department outlines the need for: 1. Security enhancements at the Window Rock, Chinle, and Tuba City airports; 2. Funding for the Twin Arrows airport feasibility study; 3. And funds to improve the Ganado airstrip for its reopening. E. Employing qualified individuals at the division continues to affect the division s ability to increase its capacity. Currently, the division has 16 open positions, among which over half have been advertised multiple times or converted to open until filled status. Of particular note are the Western Agency Planner and the Safety Officer positions. III. PROJECT(S) STATUS A. For a comprehensive list of the status of Navajo DOT projects, please visit Navajodot.org. A few highlights are below. B. Navajo DOT has contracted striping for 60 miles of highway in Eastern Agency, centered around Crownpoint. The contractor is in their second week and will finish up within the next two weeks. C. By August, Navajo DOT expects to begin construction of the Littlewater Chapter Access Road project. The project will be the first TTIP highway construction project performed by internal forces of Navajo DOT. At present, the division is in the procurement stage of equipment, materials, and supplies. The division is currently awaiting final right-of-way approval. D. In May, the BIA Navajo Region issued a substantial completion to the N31 Asaayi Project in Navajo, NM. The $18 million project was constructed by Navajo Engineering and Construction Authority (NECA) and included significant engineering challenges. NECA built a three-span bridge and performed substantial hydrology and hydraulic work along nearly six miles of pavement construction. The BIA Navajo Region designed and delivered the project. OPERATIONAL & PROCESS IMPROVEMENT INITIATIVE STATUS A. Navajo DOT will present an updated Plan of Operations and reorganization plan to the RDC at the June 26 th leadership meeting. In broad strokes, the division seeks to build capacity through the addition of: 1. a Design and Engineering department, 2. a Construction Services department to manage and perform highway construction, 3. and an updated Administrative Services section to perform robust financial and contract management for the increased in-house project development and execution work. Additionally, the division will amend its Plan of Operations to officially authorize gravel pits development and operation. B. In a bit of positive news regarding capacity-building, the division brough aboard first Computer Operations Manager in four years. The new manager has already implemented robust changes to overall security and delivery of Navajo DOT s IT program. His work will is critical to ensure that as Navajo DOT grows, its ability to keep pace technologically will not be hampered by inadequate staffing concerns. 8 NAVAJO DIVISION OF TRANSPORTATION POST OFFICE BOX 4620 TEL: WINDOW ROCK, AZ FAX: June 17, 2017 NAVAJO RESERVATION WIDE QUARTERLY REPORT March 2017 May 2017 I) NDOT EXECUTIVE UPDATE 1) Advocacy Effort for Proposed Infrastructure Package NDOT reached out to members of the Navajo Nation s congressional delegation and several transportation infrastructure congressional committees during the week of February 13-17, 2017 to advocate for increased federal funds for Navajo Nation transportation facility improvements. NDOT was the first tribe to contact any of the members or the committees and set the tone for tribal inclusion in an infrastructure package. Later, NDOT compiled a nearly $3 billion transportation package for President Russell Begaye to deliver to the White House. 2) N31(4)1,2&4 Navajo, NM Navajo Engineering and Construction Authority (NECA) has just about completed 5.54 miles of grade, drain, three-span bridge, concrete box culvert installations and paving construction for $17.5 million using the Nation s Federal Funds along N31 northeast of the community of Navajo, NM. A final inspection was held on May 8, 2017 and the BIA issued a substantial completion. Contractor has completed all the work with exception of the seeding and guardrail, concrete apron and bridge columns corrective work. 3) Gravel Pit Strategic Plan Session was held at NDOT on March 4, 2017 to develop Vision and Mission for gravel pit development and operations; goals and objectives; identifying obstacles and action items; and identifying critical deadlines, milestones and overall schedule for Greasewood Springs gravel pit site. 4) Paved Roads Workshop NDOT, BIA NRDOT and Dibble Engineering conducted a Paved Roads Workshop on March 22, 2017 at NDOT in Tse Bonito, NM that was attended by 80 participants to learn more about how the Long Range Transportation Plan prioritizes pavement rehabilitation and treatment; understanding pavement distresses; understanding pavement condition evaluations and procedures; recommended practices for pavement treatments; cost considerations for various pavement treatments; and understanding the importance of having a pavement management system. 5) US191 Chinle to Many Farms Safety Improvement Study ADOT conducted a meeting with NDOT,BIA NRDOT, Chinle Chapter, and Many Farms Chapter in Chinle, AZ on April 21, 2017 to review project progress to date including data collection, stakeholder outreach and plans for Public Information Meetings to address US 191 safety, operations, alternate modes, and recommended project considerations between Chinle and Many Farms, AZ. 6) FHWA TTP Safety Funds Awarded to the Navajo Nation The NDOT was informed by the FHWA on April 10, 2017 that two (2) safety funds application submitted by NDOT were awarded TTP Safety Funds to address safety issues on the following projects: Ø Addressing the animals in the right-of-way of the BIA Route N15 as recommended in a Road Safety Audit Amount awarded is $500,000. Ø Addressing the Safety Issues of BIA Route N36 as stated in the Road Safety Assessment Amount awarded is $72,000. Page 1 of 6

9 NAVAJO DIVISION OF TRANSPORTATION POST OFFICE BOX 4620 TEL: WINDOW ROCK, AZ FAX: CENTRAL AGENCY NNTTIP PROJECT UPDATES: 7) N251(3-2)1,2&3 Tselani/Cottonwood, AZ BIA Force Account Section (FAS) resumed earthwork operations on March 27,2017 after winter shutdown. FAS continues to work on the roadway grade, embankment, pipe installations, and traffic control. The project has had challenges due to lack of construction water and bad weather during the months of March and April. 8) N12(19-4)1,2&4 Wheatfields Lake to N64 Junction Tsaile, AZ The design plans are 99% complete to construct 10 miles of grade, drain, pavement and bridge construction. The geotechnical and drainage analysis and reports are complete. BIA NRDOT is currently working on the 401, 402 and 404 permits to submit to the various regulatory agencies. NDOT will prepare and submit the environmental assessment (EA) document to FHWA and BIA to complete the NEPA requirements. ROW is in place but need to submit for temporary construction easements to cover work outside the existing ROW. A project update meeting was held at NDOT on June 7, 2017 to update the Tsaile/Wheatfields Chapter, NN Forestry, and NN Regulatory Agencies on project progress. Project is currently programmed for construction in FY2017 at a cost of $19.4 million. 9) N27(4-2)(2-3)(2-2)/N7(2-3)/N105(1-1)2&4 Nazlini North to Chinle, AZ The North Phase design plans are 99% complete to construct 5.4 miles of grade, drain and pavement construction, which includes roundabout at N7/N27. Some of the utilities have already been relocated and others utility relocations are ongoing. RDC approved the ROW for entire 11.1 mile corridor, including subsequent legislative actions to receive waiver on bonding requirements from the RDC. The ROW documents have been forwarded to BIA Realty for finalizing ROW documents for signing by the Regional Director. Once ROW is received, the project will be advertised for construction by NDOT in Summer of Project is currently programmed for construction in FY2017 at a cost of $16.7 million. 10) N27(2-2)(2-3)1,2&4 Nazlini to Chinle, AZ The South Phase design plans are 99% complete to construct 5.7 miles of grade, drain and pavement construction. The ROW documents are pending signature from the BIA Regional Director. Once ROW is received, the project will be advertised for construction by NDOT in Summer of 2017.Project is currently programmed for construction in FY2017 at a cost of $15.7 million. 11) N8031(1)(2)(3)/N4(5)1,2&3 Pinon to Hardrock, AZ Design plans are 99% for N8031(1)(2)/N4(5), which is 12 miles of grade, drain, structures and gravel road construction on the Navajo Nation portion of the project. NDOT has completed the BE and is working on the EA to submit to FHWA for environmental clearance. BIA NRDOT has developed draft plats for the easements but still lack the environmental clearance documents to submit the right-of-way application. 12) N8031(3)1,2&3 design plans are 99% complete to construct 3.8 miles of grade, drain, structures and gravel road construction, of which 2.2 miles is on Hopi Lands. BIA NRDOT is working with the Hopi NEPA Office to complete the archaeology and environmental reviews. The NDOT and BIA NRDOT provided a project update to the Hopi Transportation Committee on June 14, 2017 in Kykotsmovi, AZ and Committee are supportive of the project. NDOT and BIA NRDOT have scheduled a meeting for June 20, 2017 at 1:30 pm in Kykotsmovi with the Hopi Department of Natural Resources to discuss the environmental surveys and the Hopi NEPA Protocols relating to the N8031 Road project. 13) N8084(1)(2)(3)(4)1,2&4 Many Farms, AZ Design plans are 95% complete from US 191 (Many Farms) to N64 for total length of 19.2 miles. NDOT has completed archaeology survey and has Page 2 of 6

Only the N8084(1) project is programmed for construction in FY2021 for $ million to construct 3.5 miles of grade, drain, gravel and bridge construction. 14) N8066(3)/N8065(1)1,2&4 Black Mesa, AZ - Design plans are 50% complete and the bridge design over the Oraibi Wash is at the preliminary stage and will be reviewed during the final PIH field review. NDOT completed archaeology survey for the spur road across Oraibi Wash tying into N8065 and access road to the Chapter. The EA/BE is completed and a FONSI was issued but will need to be updated to include the new bridge crossing and access road to the chapter. Project is programmed for construction in FY2021 for $17.0 million to construct 6.8 miles of grade, drain, pavement and bridge construction. FORT DEFIANCE AGENCY NNTTIP PROJECT UPDATES: 15) N31(4)1,2&4 Navajo, NM NECA is 99% completed to construct 5.5 miles of grade, drain, bridge and paving construction for $17.5 million. A final inspection was held on May 8, 2017 and the BIA issued a substantial completion. Contractor has completed all the work with exception of the seeding and guardrail, concrete apron and bridge columns corrective work. 16) N2007(1-1)1,2,4 New Lands, Navajo, AZ NECA was awarded a PL construction contract for $15.46 million to construct 1.1 miles of grade, drain, pavement and bridge construction. NECA was issued Notice to Proceed for construction on April 3, 2017 and has 600 calendar days to complete the construction. NECA has installed erosion control items, traffic control signs, and has completed clearing and grubbing work from the south abutment of the bridge to the south tie-in to N2007, including ongoing work on roadway subgrade. 17) N15 Fencing Project from Burnside to Greasewood Springs, AZ Design plans are 100% complete for 21 miles of fencing, cattleguards and gates. NDOT received Environmental Clearance from FHWA and permit to construct within BIA right-of-way. NDOT advertised the project for construction on May 4, 2017 and bid proposals were due from contractors on May 25, Bid proposals are currently under review and contractor selection is anticipated by the 2 nd week of June Construction is anticipated to start in late July ) N15(2-3)(3-1)(4-1)2&4 Burnside to Cornfield-Sunrise, AZ - Design plans are 99% complete for all three phases. NDOT continues to follow-up with NNHPD regarding archaeology report submitted on June 2016 for review and issuance of compliance. NDOT will submit the EA to FHWA once the cultural resources compliance form is received. BIA NRDOT is identifying borrow pits along the route to cut down on the cost of borrow material and is meeting with the Chapters and grazing permittees for review and approval. These pits will need to be surveyed, archaeologically cleared, and tested by a materials consultant. The ROW is in place but BIA NRDOT will need to acquire temporary construction easements at selected locations along the alignment. Project is programmed for construction in FY2018 for $16.0 million to construct 7.1 miles of grade, drain and pavement construction. 19) N9073(1)(2)1,2&4 Fort Defiance, AZ - Design plans are 70% complete and BIA NRDOT is also working on the canyon rock and wash stabilization requirements. There are several utilities that will need to be relocated. Archaeology surveys have been completed along the existing road, but NDOT will need to perform archaeology surveys along the areas where the new alignment deviates from the existing roadway. NDOT will update the BE and prepare an EA for the project. The ROW documents are drafted Page 3 of 6

The N9073(1) project is programmed for construction in FY2019 for $18.0 million to construct 6.5 miles of grade, drain, pavement and bridge construction. WESTERN AGENCY NNTTIP PROJECT UPDATES: 20) N6331(2)2&4/N6330(1)/N21(1A) Kaibeto, AZ: Design plans are 99% complete and BIA NRDOT received an environmental clearance from FHWA for this 3.5 mile grade, drain, paving and bridge construction project. The ROW plats and legal descriptions are completed and a ROW application package will be submitted to the Navajo Nation Land Department by June 9, Due to the new ROW regulations, BIA NRDOT will need the RDC to request in their supporting resolution to waive the requirements for bonding, land values, and construction time limits requirements. Once ROW is received, the project will be advertised for construction by NDOT in Summer of Project is programmed for construction in FY2017 for $13.8 million to construct 3.5 miles of grade, drain, pavement and bridge construction. 21) N71(2)2&4/N15/Little Singer School Access Birdspings, AZ: Design plans are 99% complete. NDOT received compliance on archaeological report and Biological Evaluation Report. NDOT is preparing an EA and will submit to FHWA by mid-june The ROW documents are drafted but awaiting final construction limits and NEPA documents to finalize the ROW application package. Project is programmed for construction in FY2017 for $12.3 million to construct 7.5 miles of grade, drain and pavement construction. 22) N6461(1-2)/N6460(1)2&4 Dennehotso, AZ: NDOT consultant has completed 90% design for 5 miles of grade, drain, paving and bridge construction project. NDOT has been following up with the NN HPD on the archaeology report to issuance of compliance. NDOT is working with HPD to develop mitigation plans to address archaeology sites within the new roadway. The EA is ongoing and will be submitted to FHWA for an environmental clearance once a cultural resources compliance form is received. The 95% plans will be completed by the third week of June 2017 and a Plan-in-Hand field review will be scheduled for late June 2017 or early July NORTHERN AGENCY NNTTIP PROJECT UPDATES: 23) N8008(1)1,2,3 Round Rock, AZ - Weeminuche Construction Authority (WCA) is 52% completed to construct 1.18 miles of grade, drain and gravel and six span bridge over the Lukachukai Wash for a cost of $5.1 million near Round Rock, AZ. WCA resumed construction on March 27, 2017 after being on winter shutdown. WCA is working on the roadway embankments on both sides of the bridge, installing stay-in-place deck forms, and preparing to construct the overhangs on the right and left sides of the bridge. Project will be completed by September 17, ) N101(1)2&4 Ojo Amarillo, NM Design plans are 99% complete to construct 0.67 miles of grade, drain and paving construction. BIA continues to finalize plans, coordinate utility adjustments with utility owners and finalize ROW documents. NDOT has completed archaeology and BIA amended EIS and submitted to BIA NEPA office for concurrence on December 14, This submission is still pending with the BIA NEPA Office. Once FONSI is received, BIA will submit the ROW package to the NN Land Department. Project will receive $1.67 million in construction funds by FY ) N5012(1)1,2&3 Sanostee,NM Design plans are 25% complete to construct 1.2 miles of grade, drain, gravel and bridge construction improvements. Issues concerning land status, consents, and Page 4 of 6

12 NAVAJO DIVISION OF TRANSPORTATION POST OFFICE BOX 4620 TEL: WINDOW ROCK, AZ FAX: grazing rights may affect the project work and eventual application of right-of-way for construction of a bridge and access road tying into BIA Routes N34 to the south and N5010 to the north. The project will require re-staking of the alignment for geotechnical work, field reviews and archaeology work. There have been some objections to portions of the alignment which needs to be addressed before commencing further work. NDOT and BIA NRDOT met with the new Chapter Officials and community stakeholders on May 26, 2017 to review project progress. A Public Meeting was held at the Chapter on June 12, 2017 to review the various roadway alternatives and to finalize an alignment. Project is scheduled to receive $3.7 million in construction funds by FY2018, but may need to be pushed back at least two years due to status of project. 26) N35(8)/N5045(1)1,2&4 Sweetwater, AZ Design plans are 35% complete to construct 7.1 miles of grade, drain, pavement and bridge construction improvements. BIA is working on drainage design for each wash crossing. NDOT will review and update archaeology report to include N5045 bridge crossing and N5047 and N351 access to new chapter house. BIA will update the environmental assessment report and submit to FHWA and BIA NEPA Office for a FONSI. Project is currently programmed for construction in FY2018 at a cost of $ million. 27) N5001(1)(2)1,2&4 Toadlena, NM Design plans are 80% complete to construct 6.1 miles of grade, drain, paving and bridge construction improvements. Design of an arch structure and asphalt surface type is ongoing. The archaeology and BE are completed. The EA will be converted to new FHWA Categorical Exclusion (CE) format before submitting to FHWA for compliance. BE will need to be updated as there is a habitat for the southwestern willow fly catcher that may need a one-time survey. If the species exist, then restrictions may need to be applied and yearly survey conducted until the project is out of the habitat area. ROW plats are in draft form awaiting the final design construction limits. Several waterlines and underground telephone lines will need to be adjusted. Project is currently programmed for construction in FY2020 at a cost of $10 million. EASTERN AGENCY NNTTIP PROJECT UPDATES: 28) N9(12A)(12B)2&4 Pueblo Pintado, NM BIA Force Account Section (FAS) is 66% completed to construct grade and paving improvements to address bad sections of pavement along N9. BIA FAS resumed work on March 27, 2017 after being on winter shutdown. BIA FAS completed milling of existing asphalt, grading and subgrade stabilization on three cutout sections in preparation for new paving. BIA FAS has completed milling and grading on the forth section but subgrade stabilization and paving is pending. 29) N7054(1)1,2&3 Pinedale, NM Design plans are 80% complete to construct 3.5 miles of grade, drain and gravel on the east end of the loop road. BIA and NDOT met with the gas line owners on March 17, 2017 to identify any conflicts and several utility lines will need to be relocated or protected in-place. All NEPA documents are completed and right-of-way applications for the Indian Allotment and Trust lands have been submitted to the NN Land Department and BIA Realty in Crownpoint for actions. A meeting was held on March 23, 2017 at the Pinedale Chapter to brief the officials and community members on the status. The RDC approved the grant of ROW to BIA for the tribal trust land portions on May 30, BIA Realty is still reviewing the grant of ROW application for the Indian Allotment lands portions. Project is programmed to receive $3.5 million for construction of the east end by FY2018. Page 5 of 6

All NEPA documents are completed and right-of-way applications for the Indian Allotment and Trust lands have been submitted to both the NN Land Department and the BIA Realty in Crownpoint for actions. However, the BIA Realty Office and the BIA NEPA Office is not accepting the environmental clearance issued by FHWA. The FHWA advised the NDOT that an EA will need to be completed and submitted to FHWA for issuance of a FONSI and submittal to the BIA NEPA Office. The NDOT will construct this project upon completions of the PS&E, Environmental Clearance, Grant of ROW, and Permits to construct the project. The right-of-way application package for Tribal Trust Land was approved by the Resources and Development Committee on May 4, Project is currently programmed for construction in FY2019 at a cost of $12.0 million. 32) N46(4)/N474(4)2&4 Counselor, NM Design plans are 35% complete to construct 7.6 miles of grade, drain and pavement construction. Survey work has been completed and final alignment is pending outcome of meeting with BLM and oil pipeline owners and pending archaeological surveys which may result in adjustments. Funding Unmet Needs a. Unmet needs for airport safety and operations for the following items, with amount need and value rating: i. Security Cameras at the three frequently used airports: 1) Chinle Airport; 2) Window Rock Airport and 3) Tuba City Airport will allow Navajo DOT HQ to remotely view/record activity at each airport. The unmet need install electrical components and 3-cameras per airport is $100,000. The value rating is medium, based on security of each airport. ii. Chinle Airport needs a Gate to provide a secure location. The Emergency Action Plan currently in process indicates securing the location in case of an emergency at the airport. iii. Twin Arrows Airport Feasibility Plan to address future development plans at Twin Arrows. Currently Navajo DOT is an active participant of the Twin Arrow Task Force. We are assigned to Transportation Elements of the task force. The unmet need to conduct and finalize an airport feasibility plan is $220,000. The value rating is medium-low. iv. Ganado Airport re-opening requires an unmet need of $750,000 to lithify the dirt runway. The design and preliminary engineering activities have been completed. Community support for this effort is high. The value rating is high to address emergency response for communities of Ganado. 2. Federal Aviation Administration Project (s): a. Navajo DOT was given a directive by Federal Aviation Administration to close-out the following FAA-funded projects. Efforts toward this attempt encourages confidence in future funding for Navajo airports. The projects are: i FAA Grant Navajo Nation Airport System Master is a $631,579 project and is 99% Complete. The Master Plan documents is complete and the Airport Layout Plan (ALP), which is the only document signed and approved by the Navajo Nation President and Federal Aviation Administration (FAA), is lacking one airport s FAA signatory approval. That airport is Shiprock Airport. Close-out in process. Final close out in process with Navajo Nation and FAA. ii FAA Grant Window Rock Airport Electrical Rehabilitation is a $400,000 project and is 10% complete. Task items completion are as follows: 1) the electrical design is complete; 2) the project DBE is complete; 3) environmental documentation (CatEx) is complete. Close out will begin July 15, Completion is Summer Final close out in process with Navajo Nation and FAA. 3. Federal Highway Administration (FHWA) Tasks: a. The Department s maintenance staff have been working a diligent 24/7 on maintaining a safe and operable airport by addressing airport/airfield maintenance tasks and assignments, such as repainting/repairing airfield navigable installations; monitoring/applying pavement patching to critical sections of the runways/taxiways and aprons; repairing and restoring essential electrical components and parts; repairing and restoring airfield lighting fixtures and bulbs; and airfield mowing, herbicide application, wildlife/livestock removal and foreign object debris removal b. Task Item: Ganado Airport Re-Opening was a $57,000 project and is 50% complete. The airport runway design is 100% complete. The runway construction cost estimate is 100% complete. The archaeological report complete. The Department is advocating for $750,000 to re-shape and construct the dirt runway with either gravel or Bionic Soil Solutions. Anticipated date, if funding were readily available. c. Task Item: Newcomb Chapter Helipad Design was a $60,000 project and is 90% complete. Task items completion are as follows: 1) Planning is 100% complete; 2) Specs are 99% complete; 3) Design is 99% complete; 4) Archaeological Report 100% complete. Additional activity includes Newcomb Chapter s in-kind service. The Chapter completed the land withdrawal process (includes EA/Bio). Chapter submit information to Northern Agency RBDO. Chapter presented funding request to the 2016 New Mexico legislative process. Requesting for $220,000 for constructing the heli-pad. This request was denied. Newcomb Helipad is bid-ready. d. Task Item: Beclahbito Chapter request for Helipad Design/Development. Staff is awaiting for Chapter resolution of support for a community heliport/stop. 4. Arizona Department of Transportation (ADOT): a. Tuba City Airport Runway Rehabilitation Grant is a $2,200,000 project and is 15% complete. Task items completion are as follows: 1) Independent Fee Estimate complete; 2) Survey Field work complete; 3) Geo-tech complete; 4) Environmental is complete; 5) Design of runway is complete. Contract has been received and construction is to begin July The anticipated complete date for this project is late summer New Mexico Department of Transportation (NMDOT): a. Department is preparing to submitted FAA/NMDOT Airport Grant for FY2017. This grant will be for Shiprock Airport runway rehab and electrical installation, in an estimated amount of $3 million. 6. Bureau of Indian Affairs (BIA): a. Crownpoint Airport Lease Renewal is 100% complete. The Department is currently in process of paying the second year, per the lease term. Navajo DOT submitted second-year payment to BIA. b. Executive Order Land Lease is 75% complete. Our Department has increased the number of participants allowed in the classes locally and have initiated classes in other locations throughout the Navajo Nation to accommodate the high volume of Navajo Nation employees. 1. Upcoming Schedules for Defensive Driving Courses include potential Agency Classes in Tuba City, Crownpoint, Shiprock and Kayenta. Classes conducted on February 22, 2017 at Shiprock Chapter and March 23, 2017 at Kayenta Corrections Facility. 2. Classes conducted on a weekly basis at NDOT Office Complex. B. Continue Child Safety initiatives: Child Car Seat Clinics; Car Seat and Seatbelt Checkpoints with Law Enforcement and Child Safety with NAVAJO NATION SAFE KIDS Campaign. (Youth) 1. A total of 13 CPS Clinics were held throughout the Navajo Nation. Child Passenger Safety Fitting Station is currently available at our Office Building at NDOT Office Complex. Appointments are scheduled with parents every Friday and education is provided to the parents. Child Restraints are available to low-income families who need them, April, restraints given, May, restraints given, June, restraints given for a total of 60 parents educated in child passenger safety. 6. Child Passenger Safety Presentation was provided to Karigan Child Care Center on May 17, 2017, Dennehotso Baby Face Program on February 12, 2017, and Kayenta TANF Customers on February 13, Child Passenger Safety Checkpoints were conducted with collaboration with Law Enforcement in Tsaile. AZ on April 8, 2017 and Ramah, NM on May 24, Citations for non-use were given to parents and caregivers who did not properly restrain their children. 8. Car Seat Surveys conducted quarterly Car Seat Surveys at Fort Defiance, Eastern, Northern, Western, Central and Southwestern Agencies of the Navajo Nation. 9. GRACO Car Seat Company provided 50 car seats to the Department on May 26, 2017 to be utilized for parents/caregivers in low car seat usage areas. Course to be set up in Tsaile, AZ to assist families. C. SAFE KIDS Navajo Nation Coalition continues with its Membership Recruitment in the communities throughout the Navajo Nation. Targeted individuals will include: Educators, EMS, Fire & Rescue, Law Enforcement, Doctors, Nurses, Health Promotion, Parents, etc. (Youth) 1. Safe Kids Navajo Nation Coalition held its 3rd Quarter Meeting on May 16, The Coalition honored its Child Passenger Safety (CPS) Technicians for their work in educating the Navajo Nation specifically parents/caregivers on the importance of properly restraining their children in car seats. CPS Technician(s) of the Year honorees were given plaques based off nominations from their peers. Critical Issues: Ms. Harrilene Yazzie, Navajo Region s Environmental Review has changed the CatEx process to Environmental Assessment (EA) and FONSI process. The EA process will affect all Tribal Transportation Improvement Program (TTIP) that require BIA Rights-of Way a. Solution: A teleconference meeting was arranged with Ms. Yazzie and Mr. David Cremer, FHWA to discuss the TTIP process. With success, Ms. Yazzie indicated that her efforts to assist Navajo DOT in issuing FONSI in a timely matter would be a priority. b. Timeline: Issuing a FONSI would begin with N481/N7119 Littlewater Chapter Access and other TTIP projects with completed and near completed CatEx. Ms. Yazzie would provide close communication with Navajo DOT-Project Management Department s Environmental Specialists. 2. Project Status: The department is charged to provide FHWA & direct services in archaeology, environmental (Environmental Assessments, Biological), land surveys, engineering and special projects. Below are TTIP, and Outstanding projects with status and near or completion. FHWA-TTIP Projects: a) N12(19-4)1,2 & 4 Tsaile/Wheatfield Lake Culvert: The CatEx was in the process of being prepared to be submitted to FHWA. Current status, the CatEx is being written as an abbreviated EA. The EA will be submitted to FHWA review and onto Navajo Region s BIA Environmental Review Department. b) N15(2-2)(3-1)(4-1) ROW Fencing Project from Burnside to Greasewood Springs: No change of the project: CatEx compliance is complete. The information has been forwarded to Dibbles for when fencing project will proceed. Environmental Specialist will conduct monitoring during fencing project. c) N101(1)2&4 Ojo Amarillo School Access: The CatEx was being prepared by Ms. Verna Tsosie, Environmental Specialist, for FHWA, review and pending for clarification on the document. A teleconference was held to assure Mr. Cremer that all questions were addressed and documents attached to the CatEx. Approval of the CatEx should forthcoming in the month of April, d) N5012(1)1,2,3 Sanostee Wash Bridge N204: The project is pending, until the new Chapter Officials have met with the community members

Arch and Biological compliance completed; monitoring may be required during construction. f) N6461(1-2)/N6460(1)2&4 Dennehotso Loop Road: Archeology report has been mailed to FHWA who in turn will submit a consultation letter to NNTHPO for their review and approval. A meeting was held with the newly Dennehotso chapter officials and informed the status of the project. g) N6331(2)2&4/N6330(1)/N21(1A)1,2,4 Trading Post Bridge Rehab- N310 (Kaibeto, AZ): No change on status. All compliances have been complete. The project requires a Right-of-Way (ROW), Mr. Harold Riley will submit all appropriate documents for the ROW process. h) N71(3)2&4 Birdsprings/N15 & Little Singer School Access: Ms. Geraldine Jones has prepared an EA. Arch and biological compliance are forthcoming. i) N7119(1)/N481(1)2,3 Little Water Chapter Access: The CatEx was approved by FHWA. The Navajo Region s BIA Environmental Review Department has reluctantly to accept the approved CatEx. BIA is requiring the CatEx written as an abbreviated EA. EXECUTIVE SUMMARY On September 7, 1994 The Navajo Division of Transportation (NDOT) was first established as a department under the Navajo Nation Division of Community Development through Navajo Nation Government Services Committee Resolution GSCS On July 21, 2009, the 21st Navajo Nation Council passed Resolution CYJ that restructured the Navajo Department of Transportation into a division. On April 16, 2013 the Navajo Nation Council amended Title 2 of Navajo Nation Code 1371, the Plan of Operation for the Navajo Division of Transportation. Resolution GSCAU was an amendment to; reassign and transfer the Navajo Department of Highway Safety to the Navajo Division of Transportation and approval of all Navajo DOT Department Plans of Operation. Navajo Division of Transportation is under the Executive Branch of the Navajo Nation with an Executive Director who is appointed by the President of the Navajo Nation and confirmed by the Navajo Nation Council. The legislative oversight committee of the Navajo Division of Transportation is the Resources and Development Committee of the Navajo Nation Council. Located in Tse Bonito, New Mexico near the Capitol of the Navajo Nation in Window Rock, Arizona, the Navajo Nation Division of Transportation has about 100 staff members with an administration that oversees five (5) departments; Airport Management; Highway Safety; Project Management; Department of Roads; and Transportation Planning. The Transportation Planning Department has about 13 staff members as follows: Sr. Planners, Geographic Information Systems (GIS) Technicians, Principal Engineering Technicians and administrative support staff such as; the Department Manager, Administrative Assistant, Principal Planner and GIS Analyst. Staff and agency offices are located in; Ft. Defiance, AZ; Chinle, AZ, Crownpoint, NM, Shiprock, NM, and Tuba City, AZ. Purpose of the Transportation Planning Department is to develop land use, economic development, traffic demand, public safety, health and social strategies to meet current and future transportation needs. Transportation Planning Department is the point of reference for all transportation planning activities that provides technical assistance in the areas of; planning, road inventory, accident data, Geographical Information Systems (GIS) and asset management. Vision of the Planning Department is to develop strategies to meet current and future transportation needs of the Navajo people. The Transportation Planning Department operates on direct funding through the Tribal Transportation Program under the Federal Highway Administration (FHWA). NAVAJO DOT PLANNING DEPARTMENT GOALS A. 39 II. CRITICAL ISSUES A. Need to identify funds to continue and complete the TTIP Update. This is a critical component of the transportation prioritization process and programming of projects on the TTIP and LRTP. B. Inadequate staffing of Navajo DOT Planning Department. Critical need to hire additional GIS Staff to adequately update, maintain the NDOT Inventory Data. C. Request that Planning Department GIS Supervisor take over IT responsibilities of the NDOT Planning Department. D. Navajo Road Inventory System (NavRIS) needs to be overseen by the Navajo DOT Planning Department. All inventory is the responsibility of Navajo DOT and should be overseen and maintained solely by the Planning Department staff. III. PROJECT(S) STATUS A. Develop and review short-range and long-range transportation plans and strategies Update the Tribal Transportation Improvement Program (TTIP) Process and implement the Navajo Nation Long-Range Transportation Plan (LRTP). a. LRTP Implementation: The LRTP Implementation is off to a slow start, lots of uncertainties, however we are addressing issues and finding solutions and alternatives. A presentation will be made to the RDC on Monday, June 26, TTIP Update: NDOT is working with NDOT Administration to fund this project. B. Maintain the Navajo Nation Tribal Transportation Program Facility Inventory Update the inventory of all Navajo DOT transportation projects. Report submitted by LeAnne Roy, Acting GIS Supervisor Deliverables are complete and approved for submittal to BIA on March 10, Deliverables will include Class Code changes and In-Process routes (BIADOT s returned routes from 2016 Inventory). RIFDS Review RIFDS is going through some updates to their overall system. Current status is unavailable until after March NavRIS The application is up and running but not fully functional. Errors are still being address from the Consultants, DTS. Consultants has contacted Navajo DOT s IT staff and is still in the process of validating certifications and updates for the application. Consultant is still addressing the updating procedures on getting routes sections corrected to reflect field verifications. Consultant will also address the user ability to read and write capabilities. Inventory DIVISION OF TRANSPORTATION FY st Quarterly Report Page 3

40 2017 Deliverables: New Routes miles - New public roads are added to BIA, Tribal and County road systems. - These routes are added for they are current and proposed roads providing access to community and developments. They are school bus routes and/or served to provide other transportation services to the Navajo Nation residents. In-Process Routes ( ): miles - Routes re-submitted or have been corrected as part of the In-Process. Deletion Routes ( ): miles - Deleted from the inventory. - These deleted miles did not meet the criteria for public roads or public requested to have it removed from the Inventory. Total 2017 Submission Mileage: miles - Routes submitted including routes to be deleted. I still recommend we overhaul the entire inventory, section by section. The sections should reflect RIFDS but unfortunately sections are missing in Navajo DOT s inventory datasets. This overhaul on Navajo DOT s inventory needs to be addressed in the upcoming budget. It s been since 2007, or eight (8) years since we had a major overhaul on the inventory. County Ownership will most definitely be a priority to change the ownership to Tribe. In order for the ownership correction to happen, Counties need to send Navajo DOT a memo stating they don t have ownership of the ROW but do maintain. Planners are currently meeting with Counties to make them aware of this change so Navajo DOT s can update Road Inventory Database. The Navajo Nation allowed Counties to maintain dirt roads but Navajo DOT maintain the ownership. This change will also be reflected toward the new formula since it only uses Tribal and BIA roads to calculate the tribe s construction funds. Therefore, by fixing the ownership code to Tribe, the Navajo Nation will eventually get an increase in funding. GIS GIS continue to assist the PETs on Strip Maps (SM), Location Maps (LM) and 5704 Forms, which reflect the 2017 LRTP. Again with the reduction of GIS Staff from 4 GIS staff to 1 GIS staff. I recommend hiring 5 additional GIS Staff/ Agency, as soon as possible. GIS continue to assist the Planners with their annual community TTIP and meetings. These meeting are geared toward collecting new routes toward the 2018 Inventory. These meetings are currently scheduled to meet the 2018 Inventory. 41 Again, the hiring of more GIS staff and PET staff is still a dire need. A full GIS staff needs to be in place to continue to support the inventory and various departments that require inventory data. Also, Chinle PET staff is also in need to be filled. The position has not been filled for the past five (5) years. Chinle Agency is continuing to supply data by the assistance of the other 4 Agency PETs but a dedicated Chinle PET is still required. Job vacancy Announcements has not filled but we are hopeful a qualified applicant will apply. PETs Principal Engineering Technicians (PET) are continuing to use the Automatic Traffic Recorder (ATR) Gathering Form and the AADT Report Form. PETs will include updates on TTIP routes, Betterment routes, RMRI routes, Regional routes, In-Process routes, New Routes, Deleted routes, BIA paved routes, Bus routes, and County routes on to the 2017 LRTP for Inventory. Continued training for the PETs is vital, they request, Fundamental Engineering, Low Volume Roads, Bridge Inspections, and Safety in the roadway. Again, I applaud the PETs for assisting Chinle Agency on their inventory. With the lack of a Chinle PET, the load has been carried by Northern, Western and Fort Defiance Agencies. RIFDS Training All Transportation Planning staff attended the RIFDS Training at the end of March Now all staff are taking security clearance training and background checks Goals 1. GIS a. Generate Monthly Reports, Quarterly Reports and semiannual reports. b. Generate maps for map requests and data requests c. Continue to compile data for the 2017 Inventory. 2. PETs a. Continue to set automatic traffic recorders (ATR) all BIA Paved Routes that don t meet the 5 year update, YR2011. b. Continue to re-verify TTIP, Betterment Routes, RMRI Routes, Regional Routes, Bus Routes, and County Routes c. Continue to be responsible for all AADT s (an average of placing 40 counters/week), LRTPs, 5704 Forms and AADTs. Department of Project Management is performing environment and biological compliance and regulatory work on the 15-mile dirt roads. 4. Road Maintenance Services and Activities: Central: On April 5, 2017; participated in field review of the realignment of N8009 in Rock Point, AZ. The proposed realignment from Hwy 191 north of the current road and reconnects to the main route about 1 mile off Hwy 191. The current road is within a major flood pane zone and the road needs to be on higher ground. On April 6,2017; attended the Dzil Li Jiin Council Meeting in Forest Lake, AZ. Gave handouts of the NDOT-Central Agency Quarterly Reports On April 8, 2017; attended the Chinle Agency Council Meeting with Arlando Teller at Hard Rock Chapter house. Elected officials were very impressed with the N8031 blading of the routes. April 10, 2017; meet and greet with Richard Begay, newly appointed Director of Historic Preservation Department. On April 12, 2017; met with Kee Draper, Alfred Reed, Herbert Tom and BIA Force Account crew on N251 coordination meeting and update meeting on road construction On April 13, 2017; met with Donald Jackson did footprint on two miles on N67 for possible soil stabilization application and culvert removal and replacement. Mr. Jackson will do the scope of work for the soil stabilization. On April 14, 2107; attended NTUA 811 Call Before You Dig Training in Tse Bonito, NM On April 20, 2017; attended the Red Dog Meeting at Pinon Maintenance Yard. Betterment/ Projects: Western: Little Colorado River Access Road- Cameron; construction of an access road with design plans only for parking $1,121,514: Plans are 100% complete for Parking lot. ADOT Encroachment Permit has been signed by President Russell Begaye. Signed Permit has been forwarded to ADOT for their signature. Once signed and approved by ADOT, advertising for construction of access road and turning lanes on SR64 will begin. Accomplishments: Northern Agency All roads were graded on FHWA and the Roads. On April 3 & 4, 2017 Equipment were mobilized to Newcomb, NM for project N5000 the Ironwolf was to chew up some rock outcrop it was up 1.5 miles was completed on May 5 & 6, May 01, NDOT Road department haul dirt from the Tse Bonito complex to Hogback in Shiprock, NM, this was for a project of a culvert installation for the Chapter. The Chapter had bought the culvert and NDOT roads crew installed the pipe, this was pre-plan of materials haul two Semi Trucks were used and hauled 12 loads to the site and took three days. May 16-19, 2017 the culvert installation start and ended on the 19 th. Equipment used one Loader, Water Truck, water pump. Four handheld compactors and sheep foot roller only tow loads of water was used at 8,000 gallons and three operators and four labors. May 17, 2017roodfing materials hauled for OPVP and approved by Garret Silversmith from Smith Lake to Window Rock Airport One Semi truck with a trailer and three labors were assign to this task and completed. Funding and cost? May 24 th thru the 26 th, traveled to Denver, CO to talk with vendors on office trailers, dry storage vans and other equipment for Little Water projects.
