Granting licenses to these banks has been somewhat controversial since it encountered some resistance from the public and interest groups. In the US, Wal-Mart has not been able to obtain a banking license due to opposition from community banks. The papers will be submitted to the World Bank Policy Working Paper series, available on our program website, and will be submitted to academic journal for publication.
