4 Foreword Personal and professional information management is a major task that a scientists faces during his professional life. The complete information system needs to manage professionally and with least time so that a scientist can allocate more time for improving his/her professional interest. ICAR has taken a big step by introducing three important databases viz. PERMISNET, PIMS- ICAR and HYPM developed and maintained by Indian Agricultural Statistical Research Institute, New Delhi. National Academy of Agricultural Research has been involved in many capacity building activities where monitoring of research is emphasized very much. Hands on training are imparted to participants of PME trainings, FOCARS and refresher course trainees. The authors have felt the need to provide more information regarding this and therefore brought out this publication, which would definitely help the users. They did a very commendable job in bringing out this publication. I congratulate Dr P.D. Sreekanth, Dr K Srinivas,Dr S.K. 5 Preface Indian Council of Agricultural Research (ICAR) has initiated the Priority Setting, Monitoring and Evaluation (PME) for each and every institute. In this endeavor Indian Agricultural Statistics Research Institute (IASRI) has been given the task to make monitoring tool using ICT. IASRI has created three data bases containing personnel information of scientists (PERMISNET), project related activities of scientists (PIMS-ICAR) and six monthly monitoring of work of individual scientists (HYPM). All the three data bases are hosted in IASRI server. NAARM as a nodal agency for training is imparting training on use of these database software to Foundation Course Scientist, PME course trainees and some customized trainings. This book gives the steps to handle different aspects of these softwares at different levels. The authors are acknowledge the efforts of IASRI for developing database which make the job of monitoring very effortless. Our special thanks are due to Director, NAARM, Dr SL Goswami, Dr NH Rao, former JD, NAARM, who encouraged us to bring this publication for the use of scientists in NARS system. Authors iv

8 1 Personnel Management Information System Network II Introduction Personnel Management Information System Network (PERMISnet-II) for ICAR is II nd version of PERMISnet. System has been redesigned and developed at Indian Agricultural Statistics Research Institute (IASRI) using.net technology. It has been enriched with new parameters in the database and additional modules for effective data management and reporting. PERMISnet-II has vast Information coverage as it contains personal, professional and referential attributes of personnel along with information on plan wise cadre strength and institutional parameters for different categories of ICAR institutions. The PERMISnet-II is being maintained at the Central Server of IASRI, New Delhi and is accessible at System provides different access rights to Research Management Personnel (RMP), Nodal Officers and Individual users of the system. RMP have the privilege to view the information at different levels which ranges from single institute to compiled reports for all ICAR institutions and Subject Matter Divisions. Nodal Officers have access to data management module along with exhaustive report modules. Selective Reports provides the flexibility to generate reports at different levels on user selected parameters. Individual users have the right to view, print and update their information. This is a very good tool for managing human resources in ICAR. RMPs can take a decision based on information provided by the scientists to assign him/her a befitting work, readjust his/her work according to the interest area of scientists under over all mandate of the institute. He can also press for the recruitment based on the available information in the system. If the institute is having many centers, he can deploy scientists according to the priority area. For career advancement of the staff of the institute this portal can be very useful. For ICAR again this can be a very handy tool for deployment and redeployment of human resources based on the information available in the port. The system is going to recognize the power of the system in due course. 1

9 Homepage of PERMISnet-II: The homepage of PERMISnet-II is activated by executing in the URL of Internet Explorer (IE) in above 6.0 versions. Other than IE this system would not work properly. For best browser view 800*600 resolutions recommended (Fig.1). Fig.1: Home page of PERMISnet-II The homepage of PERMISnet-II contains the following menu options General Reports Notice Board Related Links Downloads Search Module for scientific personnel General Reports: Under this option, provide sub-options like Institution list based on Institute Type: This option provides Institutes information based on institute type. In this user screen user can select the type of institute from provided combo box list (Fig.2). 2

In this user screen user can select Division name and Institute name from list of values from respective combo boxes (Fig.3). In this user screen user can select zone name and division name from respective combo box list to view zone wise list of institutes (Fig.4). 3

This option provides list of institute s information based on difficult area. In this user screen user can select difficult area code from provided combo boxes (Fig.5). In this user screen user can select type of division from provided combo box (Fig.6). 4

13 Institutional organizational structure report: This option will provide an institutional organization structure of ICAR. Notice-board option will provide assistance in case of login problems. Related links options shows all the links related to the organization. Under download option user can download different categories Performa for filling information manually. The type Performa s are Scientist (Annexure I) Technical (Annexure II) Administrative & finance and staff (Annexure III) Supporting staff (Annexure IV) Passport information of employee (Annexure V) The above information is on open platform. To maintain an employee database, in each ICAR institute one or more nodal officers will be nominated and handed over the confidential User ID and Password. Nodal officer can login in PERMISnet-II database through assigned User ID and Password (Fig. 8). Fig.8: Login screen for nodal officers With acceptable ID and password server will make available PERMISnet-II homepage for nodal officer. The homepage contains broad options like Data Management, Personnel Report, Cadre Strength Report, Biodata Report, Selective Report and Monitoring Report. The Data Management option deals with adding and updating of personnel and institute information. Under this option, sub option hyperlinks are: 6

A nodal officer is identified for the purpose who would collect information on new personnel on the appropriate form provided in annexure. Nodal officer would then upload the information through Add New Personnel Information (Fig.10). There a provision for uploading employee image also. 8

16 Fig.10: User interface for uploading new personnel information Update Personnel Information option enables the Nodal Officer to update or add new information on any particular field information of an employee whose personnel information already exists in the database. By using search key on first name, last name, service type and designation information Nodal Officer can select appropriate employee record (Fig.11). Fig.11: update user interface for employee information In case of employee transfers from one ICAR institute to another, the same employee record can be transferred to respective institute by using Change Institute in Case of Transfer option (Fig.12). 9

17 Fig.12: User interface for in case of employee transfers To protected PERMISnet-II database, frequently Nodal Officer can change password by using Change Login Password option (Fig. 13). Fig.13: Change password user interface Cadre Strength Data Management/Update Cadre Strength hyper link will provide to add or update sanction and in position scientific, technical and administration cadre strength (Fig. 14). 18 If there is any Regional Station under main Institute, Nodal Officer can issue a password by using Issue Password to Regional Station option. Nodal Officer can also issue an individual passwords to employees to view different type of reports from PERMISnet-II database by using appropriate option under Data Management hyper links. It is mandatory for Nodal Officer to update PERMISnet-II database every month by using Date of Last Updation of Information option (Fig.15). Fig.15: PERMISnet-II database date of updation user interface Updating nodal officer information, adding, updating and approval of passport information of employee, deleting employee records from PERMISnet-II database in case of retired, terminated or VRS etc., can be done by using appropriate options under Data Management menu category. From Personnel Report hyper link, user can generate category wise (RMP, Scientific, Technical and Administrative) different types of reports from PERMISnet-II database based on user query (Fig. 16). User can generate query based reports on Gender wise, Religion wise, Abroad visits based on age and gender, Training Programmes, Employee Service Status, Category wise, Patents Filed, Awards Received, Designation wise, Leave Details, Bond Details, Under Probation Details. 11

19 Fig.16: Personnel Report interface It also provide institutional report, council report, biodata report, passport information report, monitor report and graphical reports. From Institutional Report hyper link interface, if we set Institute type and Institute name the linked user form will provide options like List of Personnel Report Cadre Strength Report Individual Biodata Selective Report From selective reports user can narrow down the data from huge database (Fig. 17a). Once view report button is pressed on the first form after selecting the search fields, it will lead to second form. In second form we can narrow down the search options by using appropriate search fields (Fig.17b). 12

22 2 Project Information & Management System of ICAR (PIMS-ICAR) Introduction Project Information & Management System of ICAR (PIMS-ICAR) has been developed by IASRI, New Delhi to help in taking decisions to check duplication in research projects both at divisional as well as inter divisional level at ICAR. This system has the modules on Data Management Mechanism to check duplication in research projects Projects Monitoring Reports & Queries User Management & Administration The system will act as a decision support system and would be quite useful to academicians, planners, policy makers, scientists/technologists and other stake holders in the field of agricultural sciences and technology. 23 Fig.19: Home page of PIMS-ICAR A nodal officer appointed at different ICAR institutes has access to the system through its home page ( (Fig.19). To submit request for new project proposal, click on Add New/ Ongoing/ Completed Project in PIMS-ICAR option, which available on right side of Home Page. Click on the above hyper link, new input form will appear for new project proposal. Submit the same form after providing appropriate information of Institute type and Institute name (Fig.20). All new projects for approvals from different users will be appearing under New Projects hyper link in Nodal Officer account. Nodal Officer can access Approval/Reject new project proposals form by clicking project title hyper link. From this form Nodal officer can accept or Reject the project based on Institute Research Council (IRC) recommendations (Fig. 22). 17

25 Fig.22: Interface for new project proposal accept/reject Once Nodal Officer accepts the proposed project based on IRC recommendations then system will generate user/project ID and password (Fig.23). It will be mailed to project PI. 26 Fig.24: Login screen for project PI In This PI login screen the major options are given below Ongoing projects Completed projects Duplication check User profile Project reports The Ongoing Projects options module is meant for entering and editing of Project Basic Data and Project Components. It is divided into two sub modules: 1. Project Basic Data 2. Project Components. Project Basic Data sub-module provide facility to data entry for following aspects. General Information Project Profile Summary Specific Area Collaborative Institutes Institute-Division Project Documents Objectives Activity Project Budget Project Expert Project Outcome 19

27 Project component includes recurring contingency; non-recurring contingency and HRD components. Under Project General Information form provide an input boxes, dropdown boxes, and option buttons for uploading basic information of the project (Fig.25). At the bottom of the screen it will provide an Edit, Save, Cancel and Help buttons for navigation. Fig.25: Interface for Project General Information Under Project Profile Summery, PI has to enter the summery of the project (Fig.26). Fig.26: Project Profile Summery user interface As per RPF-I (Research Proposal File), column no. 204 and sub column no information regarding specific area and previous project information has to be uploaded (Fig.27). 20

28 Fig.27: Interface for project specific area information From Collaborative Institute user interface, PI can upload lead institute and collaborative institute information (Fig. 28). Fig.28: Interface screen for Collaborative Institute Project proposed division information can be uploaded from Institute-Division option. Project Documents option contains information about Project Title, Abstract, Introduction, Technical Document, Annual Report, Research Papers, Seminar & Workshop, Material Details, Intellectual Property Right and Project Profile Summary. Fill the information in the appropriate area or the information can be attached as a Word document file by browsing the information with the help of browse buttons. The Word document file may be named as Annexure-I, Annexure-II and Annexure-III for the respective data items (Fig.29). RPF forms are in annexure 21

29 VI, VII and VIII with line brakes as where to break for reporting as mentioned above. Annexure-I contains information like Introduction and objectives, Definition of problem, Immediate objectives, Long term objectives, Highlights of the functionality that need to be incorporated. Annexure-II contains the information of review of status of research in the subject. Project Technical Profile information like Organization of work element, Methodology, Organization structure network of PIMS-ICAR, Year wise plan of work and activity milestones, Estimated man months has to be attached as a Annexure-III. Fig.29: Project Documents upload user interface The Proposed research details, Importance of proposed project, Questions attempted to be answered, Anticipation process, Practical utility of anticipated results of the project, Enterprise available with Investigatory Group, Expertise to be obtained by Investigatory Group from outside the institute information has to be provided as a Annexure-IV. For details one can use HELP option provided with each data entry forms wherein a detailed reference guide for data management is provided Project Objectives option provides a facility to enter one by one proposed project objectives. It also provides a facility to Add/Delete and Edit the objectives. The form helps you maintain a list of objectives set for the Project 22

30 If there are no objectives, the Next button will remain disabled and you will not be able to move forward. For Monitoring, your project must contain at least one objective. User can click on the Back Button to go back to the Project Basic Details Page. In Project Activities option, for each Objective one has to Add and Update Project Activity. Here the user will enter objective wise activities along with their targets and duration that is for each objective enters all the respective activities. The form is meant for entry of activities corresponding to each objective. Project Budget option contains centre wise yearly information on budget that is categorized under Recurring contingency, Non Recurring contingency, Institutional charges, HRD component and Works. Project Expert contains information about the project PI and Co-PIs associated with the project such as PI/Co-PI Name, Institute, Status in the project and Time Allocation (in man months) (Fig. 30). Fig.30: Interface for Project Expert Information The proposed project outcome information can be uploaded by using Project Outcome option. For identifying duplication of project, PIMS-ICAR online tool is a ready reconer tool for researcher or decision makers. The search criteria s are by project title, project objectives, Project activities, Project key words and Project outcome (Fig. 31). 23

31 Fig.31: Project duplication check interfaces User Profile option provides a guidelines for Project PI Project Reports: This option helps the Principal Investigator and other Project Associates to get reports like RPF I and other reports based on some selection criteria. 24

32 3 Half Yearly Progress Monitoring (HYPM) All ICAR scientists posted at any one of the ICAR institutes have access to HYPM software through a unique User Id & Password. Facility has been provided to enter proposed targets for the coming half-year and achievements of the completed half-year independently with respect to Research, Teaching, Training, Extension and Other Prioritized Activities. The HYPM is being maintained at the Central Server of IASRI, New Delhi and is accessible at access has been given to all concerned scientists, reporting officers, reviewing officers and research managers. The Reporting Officer (Head of Division/Regional Station) has access to the Proposed Targets & Achievements details submitted by all concerned scientists. Reporting Officer may add his remarks and give recommendations on the basis of the progress reports/inputs submitted by the concerned scientists. Reviewing Officers have dual facilities as they may be the Reporting Officer as well as Reviewing Officer. He may be reporting officer for some scientists like Head of Divisions and Reviewing Officer for other scientists.the Reviewing Officers are able to add their own Assessment Remarks and Final Overall Grading on the Proposed Targets and Achievements of all scientists. Finally, Institute/SMD/ICAR Level Monitoring Reports are generated. In order to provide realistic and up-to-date half yearly progress reporting through HYPM, it is mandatory that individual scientist must update and validate the proposed targets for the coming half-year and achievements of the completed half-year independently with respect to Research, Teaching, Training, Extension and Other Prioritized Activities and simultaneously reporting and reviewing by concerned scientists/research managers from all the ICAR institutes along with their regional research stations should remain operational. 25

33 Operational Architecture of HYPM To maintain reliability and effective implementation of HYPM, it has been integrated with Personnel Management Information System Network for ICAR (PERMISNET) and Project management System of ICAR (PIMS-ICAR) for visibility of ARS Scientists of all ICAR Institutes and their respective ongoing research projects. The internal operational work flow of HYPM is as per the following work flow diagram (Fig. 32). 26

35 Individual Scientist level Self Progress Monitoring: An ARS (ICAR) scientist posted at any one of the ICAR institutes would have access to HYPM software through a unique UserId & Password. Facility to input the Proposed Targets for forth coming half-year and Achievement Progress for completed half-year will be made available to the individual scientist. Scientists would be able to enter/verify their proposed Targets and Achievements for half-yearly progress monitoring to the concerned Reporting Officer. Facility would be provided to enter proposed targets for the coming half-year and achievements of the completed half-year independently with respect to Research, Teaching, Training, Extension and Other Prioritized Activities. Finally, the scientist would be able to submit the same to the concerned reporting officer. Reporting Officer level Monitoring: Through unique User Id & Password, the reporting officer (Head of Division/Head Regional Station) would have access to HYPM. At reporting officer level dual facilities have been provided. i. As a scientist, Facility to input own proposed Targets for forth coming half-year and Achievement progress for completed half-year. ii. As a reporting officer, to write comments on the proposed Targets & Achievements details submitted by all concerned scientists. The reporting officer would be able to give recommendations on the basis of the progress reports/inputs submitted by the concerned scientists. Finally, the reporting officer submits the assessment report to the concerned Reviewing Officer. 28

36 Reviewing Officer level Monitoring The reviewing officers may have to play different roles like, reporting officer and as well as reviewing officer for some scientists like head of divisions and reviewing officer for other scientists. In addition as a scientist, may submit his/her own proposed Targets for forth coming half-year and Achievement progress for completed half-year Through unique User Id & Password, the reviewing officer would have access facilities to act as: i. As reporting officer to add Assessment Remarks on the proposed Targets & Achievements of all the concerned HoDs / Sr. Administrators etc. ii. To add review remarks on the assessment reports submitted by the reporting officer(s) at the institute wherein the access to the Targets/Achievements details submitted by all concerned scientists will also be simultaneously available to him. iii. As a scientist, facility to input his/her own proposed Targets for forth coming half-year and Achievement progress for completed half-year. The reviewing officer would be able to add his/her own Assessment Remarks and Final Overall Grading on the proposed Targets and Achievements of all scientists at the institute. He/she would submit the assessment report in HYPM, on the basis of which Institute/SMD/ICAR Level Monitoring Reports will be generated. DG/DDG level Monitoring: Access to Institute Level Monitoring Reports will be provided to the concerned DDGs Access to Institute Level Monitoring Reports of all institutes of ICAR will be provided to DG, ICAR 29

Nodal Officer level Data Management: Roles & Responsibility of Nodal Officer The responsibility of the Nodal officer is the data management to maintain the HYPM website from his/her respective institute. This includes: I. Generation of User Id and Password for all the scientist of the institute II. Assignment/Change of the role to act as Reporting Officer and allocation of the group of scientist under the charge of Reporting Officer III. Nodal officer can select any level from the dropdown list out of the following levels (Reporting Officer, Reviewing Officer, Scientist, ADG, DDG, DG). Once any level is selected then all the members under that category appears below. Edit option is available against of each record. Nodal officer can click on the Edit button for editing record. Once Edit button is clicked then the level of the member can be changed by selecting from the Dropdown list and update link is clicked if it has to be updated. Otherwise cancel option can be clicked to cancel the updation (Fig. 38). 36

Nodal officer can select one or more scientists from the list of available scientists and through the >> button the selected scientists can be moved to another list box and through << button the selected scientists can be moved from the 2 nd list box to 1 st list box. When the submit button is clicked then the scientists in the 2 nd list box or the list Box with the heading selected scientists for Reporting Officer are allotted to the reporting officer. By selecting Report on Institute Level General Information hyperlink the complete institute general information will be displayed after selecting achievement period and achievement year (Fig. 45). This report will be visible at ICAR level. 42

The reports will be generated based on target/achievement period and year. Individual Scientist Level Data management for HYPM: All ICAR scientists have access to HYPM software through their unique User Id & Password (Fig. 46). Facility has been provided to enter proposed targets for the coming halfyear and achievements of the completed half-year independently with respect to Research, Teaching, Training, Extension and Other Prioritized Activities. 43

The information will be extracted from PERMISnet database. Login to PERMISnet option provide a link to PERMISnet-II Home page in a separate new tab window. To Send Feedback option provides facility to user to give his/her feedback about the application. User can send his feedback directly to administrator, nodal officer, reviewing officer, reporting officer. The response of the user feedback can be viewed by clicking Response of Feedback option link. The Status Report link provides, previous submissions of the Targets and Achievements information in tabular form (Fig. 49). 47

Its contain information like project code, project title, scientist status, PI name and PI communication ID. Project PI can directly login from this form to PIMS-ICAR 48

Fig. 51: Scientist Project details To enter the proposed targets for coming half-year by scientist, select Target option from menu bar. The scientist target activities are divided into five categories viz., Research, Teaching, Training and Other Prioritized Activities. There is a separate form for each activity data entry and these forms are connected with respective sub-options through proper hyperlinks under Target option. For proposed research targets data entry form can be obtained by clicking Research sub-option hyper link under Target option (Fig. 52). In this form Scientist have to select project name for which project targets scientist is proposing from Project Title drop down menu and also time allocation have to select for each activity. After entering the proposed target data in prescribed text box press save button to store research targets in server database. The saved 49

57 target list will be displayed in the bottom of the page. By using delete hyper link option scientist can delete proposed target and reentry can be done by using above process. In this form Scientist has to enter data pertaining to teaching courses details under teaching head, the number of M.Sc and Ph.D students guided by scientist details will be provided under Research Guided in appropriate text boxes with time allocation for each activity in percentage and press save button to store teaching targets in server database. 50

The training courses details of the individual scientist for next six months have to be entered in a prescribed input box with percentage of time allocation. The proposed extension targets have to be entered in a prescribed input box along with percentage of time allocation. The other prioritized activities are, where scientist involved in administration activities like nodal officer or member in any committees, Office in-charge for any activities etc., enter any other prioritized activities data in a prescribed input box with percentage of time allocation. Click save button after completion of data entry to save proposed targets for other prioritized activities for next six months in master database. 53

The time distribution for above five activities should not be less than or more than 100%. Scientist can edit the entered all proposed targets before clicking the Submit button at the proposed target report for submitting to Reporting Officer. As after submitting the targets to Reporting Officer, then no editing will be permitted until Reporting Officer rejects the report. 54

63 To enter the proposed targets achievements for last six months by scientist, select Achievement option from menu bar. Here the individual scientist will enter his/her achievements against proposed target categories viz., Research, Teaching, Training and Other Prioritized Activities. Here also a separate form for data entry of each category wise achievement and these forms are connected with respective sub-options through proper hyperlinks under Achievement option. To enter research achievements, select Research sub-option hyper link under Target option (Fig. 58). The research achievements data entry form provide details on Institute name, scientist name, monitoring period and year appears in the screen. Project wise proposed research target achievements have to enter by scientist. The amount of achievement is measured by in percentage. Scientist had a provision to update or edit the achievement information by clicking Edit or Update buttons. This option will be enabled before submitting to the Reporting Officer. 56

The percentage of teaching target achieved by scientist has to be entered against each item. If there is any constraints to achieve teaching target, the reason can be entered in constrain column. 71 Reporting Officer Level Data Management As Reporting Officer have access HYPM through allotted unique User Id & Password. The Reporting Officer has to submit his/her own Proposed Targets and Achievements for halfyearly progress monitoring to the concerned reporting officer. To enter proposed Targets and Achievements is similar to Scientist level data management. The reporting officer (Head of Division/Regional Station) has a facility to access all proposed Targets & Achievements details submitted by concerned scientists. Reporting officer can add his remarks and give recommendations on the basis of the progress reports/inputs submitted by the concerned scientists. Reporting officer account will have one extra option i.e. Reporting Officer compare to the scientist level login screen (Fig. 65). Under this sub-options are Target Reporting Achievement Reporting Fig. 65: Reporting officer login screen Select a scientist name from specified dropdown list from Target Reporting option. The dropdown list contains scientist names that who are all under the login of reporting officer. 64

72 In the dropdown list, scientists that already submitted their report are appearing in green color and rest who have not submitted are in red color (fig. 66). Fig. 66: Submitted target report status Reporting Officer have to select submitted scientists names (whose name is appeared in green color) from dropdown list for giving his/her assessment remarks on individual scientist target report (Fig. 67). Reporting Officer can reject target report who submitted by scientist in case of disagree scientist targets by clicking Reject button. The rejected scientist report will go back to corresponding scientist for necessary corrections. If Reporting Officer agrees with scientist targets, he can submit scientist report that it will go for the assessment by the reviewing officer with his/her comments by clicking Submitting to Reviewing Officer button. Achievement Reporting option also provides a dropdown list contains scientist names that who are all under the login of reporting officer. In the dropdown list, scientists that already submitted their achievement report are appearing in green color and rest who have not submitted are in red color same like Target Report option. The reporting officer can reject or forward scientist achievement Report with his/her assessment remarks to reviewing officer based on scientist performance. 65

73 Fig. 67: Monitoring of targets by reporting officer Reviewing Officer Level Data Management The reviewing officers have dual facilities as they may be the reporting officer and as well as reviewing officer for some scientists like Head of Divisions and Reviewing Officer for other scientists. The Reviewing Officers are able to add their own assessment remarks and final overall grading on the proposed Targets and Achievements of all scientists. Finally, Institute/SMD/ICAR Level Monitoring Reports are generated. The reviewing officer as a reporting officer are able to add their own assessment remarks for any help refer to reporting officer level data management section. 66

74 The reviewing officer as a scientist would be able to Enter/Verify & Submit his/her own proposed Targets and Achievements for half-yearly progress monitoring to the concerned reporting officer. The process of entering proposed Targets and Achievements of reviewing officer is like Scientist level data management process only. The reviewing officer may login to the system using User Id and Password. The corresponding login screen will appears after successful login (Fig.68). In login page menu bar contain two more extra options. Reporting Officer Reviewing Officer In some cases Reviewing Officer will have dual role like Reporting Officer and Reporting Officer.
