1 Call for proposals DG EAC/21/06 AWARD OF GRANTS FOR ACTIVITIES (CONFERENCES/SEMINARS) TO EXPLOIT AND DISSEMINATE THE RESULTS OF LEONARDO DA VINCI PROJECTS 1. Background The Leonardo da Vinci (LdV) programme contributes to the implementation of a Community vocational training policy that supports and supplements the actions of the Member States (Article 150 of the Treaty establishing the European Community). The Council adopted a second phase of the programme for the period 2000 to 2006 by Decision 1999/382/EC 1. Its aim is to promote new practical approaches in vocational training policies. According to the provisions of this Decision covering the Accompanying Measures, it is possible to award grants for the organisation of exploitation and dissemination activities to bodies from the participating countries. It is essential to foster active awareness of the results of projects and the information derived from them in order to bring these results to the attention of the projects and target groups that might find it worthwhile to use or adapt them. So as to give the results of the projects greater visibility, encourage further exploitation and transfer of results and good practice and increase the programme s impact, the Leonardo da Vinci work programme for includes provisions for the funding of exploitation and dissemination activities Objective, theme and priorities 2.1. 2 The objective of this call for proposals is to award grants to proposals for organising activities to promote the exploitation and dissemination of the results of projects that have been organised under the Leonardo da Vinci programme, so as to meet the needs of beneficiaries and, in particular, of new users. Applications submitted under this call for proposals must contribute to this policy s general objectives and support the planned measures Priorities Priority will be given to activities to exploit and disseminate good practice: in at least one of the measures planned under the Leonardo da Vinci programme, the Copenhagen process, the Education and Training 2010 work programme and the Lisbon Strategy; to accompany the launch and presentation of the forthcoming Lifelong Learning programme; regarding cooperation between vocational training organisations and industry/ business; in the area of mobility; in the area of intercultural dialogue, with a view to the European Year of Intercultural Dialogue 2008 ; put forward by users proposing to use the results of a project to meet specific needs. Applicants will need to demonstrate that they have effective approaches and mechanisms to comply with the instructions concerning the three stages described below. Proposals must cover all three stages Preparatory stage: identifying user needs and matching these user needs and the selected project results This preparatory stage involves using a systematic and methodological approach to identify the needs of the targeted users at European, national, regional, local or sectoral level. 3 selected. They should then be analysed to see whether they are transferable and likely to provide solutions to the needs identified by users. So as to ensure that the projects are of high quality, the involvement of project analysis experts is highly recommended. Also including the results of projects funded by other Community programmes in the area of education and vocational training will be deemed to be an added asset. Project results mean the products, processes and methodological approaches developed and integrated in a given project. In any event, the results of the Leonardo da Vinci programme to be considered as potential solutions must come from at least three different countries Organising the main activity: conference, seminar, exhibition, workshops or interactive sessions for building partnerships so as to match supply and demand. The main activity (conference, exhibition, workshops or interactive sessions for building partnerships) should be organised so as to match supply and demand and act as a showcase for presenting the selected project results. Matching users and results should create a context that is conducive to interactive exchanges between users and project promoters. These exchanges should help to give rise to ideas or proposals for the use and exploitation of the project results in such a way as to meet users needs Final stage: follow-up activities The main activity in stage two should be followed up by a range of activities that facilitate the exploitation and transfer of the project results presented and their possible integration into training systems and practices. The results should be made available on a website in an appropriate number of languages so as to provide information to potential new users. Indicators for measuring the impact of the results of the main activity and the follow-up activities should also be provided so as, in particular, to be able to assess the effects that the conference and the selected products have had on the users in terms of the exploitation, networking and transfer of project results. 3. Timetable Proposals must reach the Commission no later than 10 July Please read carefully section 12.3 of this call for proposals concerning the procedure for submitting applications 6. The activities must start after the contract has been signed, which should take place between 1st November 2006 and 31st December 2006 at the latest. 4 eligibility of costs will start on the day the contract is signed by the last of the parties, namely the European Commission. Costs incurred prior to this date will not be eligible 7. Consequently, activities must also start between 1 st November 2006 and 31 st December 2006, just after the contract is signed. The proposed exploitation and dissemination activities must be finished sufficiently early to allow enough time (four to six months) to carry out the follow-up activities before the end of the project. In principle, the maximum duration of the projects will be 18 months. In view of the above, applicants should be informed of the outcome of the selection procedure no later than the beginning of November Budget available The total budget earmarked for the co-financing of projects is estimated at EUR Each grant will amount to between EUR and EUR The maximum grant amount will be EUR In any case, the Commission grant will cover a maximum of 75% of the eligible costs. 30% of the total budget must be used to finance follow-up activities. A detailed review of all the costs linked to the follow-up activities must be included in the text of the proposal and reflected in the budget 8. The European Commission reserves the right not to allocate all the funds available. 5. Eligibility criteria Proposals that comply with the following criteria will be the subject of an in-depth assessment Eligible establishments/bodies/types of beneficiary The submission of grant applications under this call for proposals is open, in particular, to European, national, regional and sectoral undertakings or organisations, including European 7 Grants may not be awarded retrospectively for actions already completed. 5 networks, which satisfy the eligibility criteria listed in this call and which operate in the sector of vocational education and training and wish to organise the kind of activities required in the areas specifically covered by this call for proposals. Applicants should have been legally established for at least three years. They must submit a copy of their articles of association and official certificate of incorporation Eligible countries Applicants must be legal entities established in one of the 25 Member States of the European Union, in one of the EFTA/EEA countries (Iceland, Liechtenstein, Norway) or in one of the candidate countries (Bulgaria, Romania, Turkey) Eligible activities The following activities may be taken into consideration under this call for proposals: exploitation and dissemination conferences (including seminars, workshops etc); linked exploitation and dissemination exhibitions, such as interactive activities for building partnerships; preparatory studies, analyses, promotional activities, etc. to analyse user needs and find products that are suited to these needs; follow-up activities, including participant surveys or any other form of contact following the event, adaptation and translation of the results, dissemination activities, information workshops, impact assessment, etc., so as to consolidate and help transfer project results. Proposals for simple dissemination activities and/or thematic seminars are not eligible by themselves Eligible proposals Only proposals submitted using the official application form, completed, signed (original signatures required), dated and received by the specified deadline will be considered. The application form must be accompanied by an official letter from the applicant organisation, documents attesting to its financial and operational capacity, and all the other documents referred to in the form. If there are any partner organisations, letters confirming their participation must also be submitted. Applicants must submit a budget that is balanced in terms of expenditure and revenue and must comply with the ceiling for Community co-financing, set at 75%. All the other conditions set out in section 12 of this call for proposals must be met. 5

Exclusion criteria Applicants must certify that they are not in one of the situations listed in Articles 93 and 94 of the Financial Regulation applicable to the general budget of the European Communities 9. Applicants will be excluded from participating in this call for proposals if: (a) (b) (c) (d) (e) (f) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify; they have not fulfilled their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed; they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities financial interests; they have been declared to be in serious breach of contract for failure to comply with their contractual obligations, following another procurement procedure or grant award procedure financed by the Community budget. Applicants will be excluded from receiving grants if, at the time of the grant award procedure, they: (a) (b) are subject to a conflict of interest; are guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the contract procedure or fail to supply this information. In accordance with Articles 93 to 96 of the Financial Regulation, administrative and financial penalties may be imposed on applicants who are guilty of misrepresentation or are found to have seriously failed to meet their contractual obligations under a previous contract award procedure. To comply with these provisions, applicants must sign a declaration on their honour certifying that they are not in any of the situations referred to in Articles 93 and 94 of the Financial Regulation 10 (cf. 7 7. Selection criteria The selection criteria make it possible to assess applicants ability to complete the proposed activity or work programme. Applicants must have stable and sufficient sources of funding to maintain their activity throughout the period during which the action is being carried out or the year for which the grant is awarded and to participate in its funding. They must have the professional skills and qualifications required to complete the proposed activity or work programme 11. Applicants must submit a declaration on their honour, completed and signed, attesting to their status as a legal person and to their financial and operational capacity to complete the proposed activities. This declaration is included in the grant application form (section 4) Technical capacity In order to permit an assessment of their technical capacity, organisations must submit, together with their applications, CVs of the individuals organising the event, giving details of their professional experience in the area concerned Financial capacity In order to permit an assessment of their financial capacity, organisations must submit, together with their applications: their profit and loss accounts, together with the balance sheet for the last three financial years for which the accounts have been closed (Annex 3); the financial identification form in Annex 2, completed by the beneficiary and certified by the bank (original signatures and date required). The verification of financial capacity shall not apply to public organisations. If, on the basis of the documents submitted, the Commission considers that financial capacity has not been proved or is not satisfactory, it may: o reject the application; o ask for further information; o require a guarantee (see 9.3); o offer a grant agreement without prefinancing. 11 Article 115(1) of the Financial Regulation; Article 176 of the Implementing Rules. 7

Award criteria Eligible proposals will be assessed on the basis of criteria concerning content, budget and organisation Content of the proposals: The following factors will be assessed: relevance of the content and anticipated results of the main activity, and in particular the results of this activity and the follow-up given, to the objectives of the call, i.e. matching supply and demand and contributing to the exploitation of Leonardo da Vinci products; the European dimension of the event, i.e. the variety of practices from different countries, the presence of participants from different countries and the transfer of results to different countries; applicants ability to meet the requirements of the three stages of the exploitation and dissemination activity as described in point 2.2; quality of the methods, tools and practical approaches proposed for the analysis and for matching products and user needs, including adaptability and transferability analyses and the development of indicators for measuring impact; capacity of the proposed organisational structure to ensure effective follow-up activities, i.e. to disseminate the project results and facilitate their transfer and exploitation; number, profile and quality of the participants in the main activity/event (range of users, project promoters, decision-makers at all levels and vocational training specialists) Organisational and budgetary aspects of the proposals: The following factors will be assessed: work plan, including a time schedule for the project (for its clarity and appropriateness with regard to the objectives and means proposed); coherence of the budget with the work plan; monitoring and evaluation strategies. If applicants do not fulfil the requirements indicated in point 2.2, their applications will not be further assessed. The other criteria are given the same weighting. 8

9 9. Financial conditions Acceptance of an application by the Commission does not constitute an undertaking to award a financial contribution equal to the amount requested by the beneficiary. The awarding of a grant does not establish an entitlement for subsequent years. Community grants are incentives to carry out projects which would not be feasible without the Commission s financial support, and are based on the principle of co-financing. They supplement applicants own financial contribution and/or funding from other sources (national, regional or private). The amount allocated may not exceed the amount requested. Grant applications must include a detailed estimated budget in which all amounts are given in euro. Applicants from countries outside the euro zone must use the conversion rates published in the Official Journal of the European Union, series C, on the date of publication of this call for proposals. The budget for the action submitted with the application must be balanced in terms of revenue and expenditure and show clearly the costs which are eligible for financing from the Community budget 12. Applicants must indicate the sources and amounts of any other funding received or applied for in the same financial year for the same action, for any other action or for routine activities 13. The Commission grant may not have the purpose or effect of producing a profit for the beneficiary. Profit is defined as a surplus of receipts over costs. The amount of the grant will be reduced by the amount of any surplus 14. The account or sub-account indicated by the beneficiary must make it possible to identify the funds transferred by the Commission. If the funds paid into this account give rise to interest or equivalent profits in accordance with the legislation of the country where the account is held, such profits or interest will be recovered by the Commission where they result from the prefinancing payment Payment procedures Upon definitive approval by the Commission, a financial agreement, drawn up in euro and detailing the conditions and level of funding, will be concluded between the Commission and the beneficiary. This agreement (the original) must be signed and returned to the Commission immediately. The Commission will be the last party to sign. A pre-financing payment of 70% will be transferred to the beneficiary within 45 days of the date when the last of the two parties signs the agreement and all the possible guarantees are received. 10 The Commission will establish the amount of the final payment to be made to the beneficiary on the basis of the final reports. If the eligible costs actually incurred by the organisation during the project are lower than anticipated, the Commission will apply its rate of funding to the actual costs, and the beneficiary will, where applicable, be required to repay any excess amounts already transferred by the Commission under the pre-financing payment. The final report should contain the following: the first part containing a description and analysis of the three stages, the methods and approaches applied, the problems encountered and the solutions applied and an assessment of the results (achieved and anticipated). The first part of the report should also include: a description of the number and type of participants at the conference. It is recommended to distinguish between three main groups of participants: project promoters, users and intermediaries 15 ; the results presented; the content of the activity; a link to a website where all the projects and results of the main activity can be found and used by other users; and an assessment of the anticipated impact. The second part should cover lessons to be learnt concerning: 1) the identification of project results, including the characteristics that transnational vocational training projects have (or should have) in order for training products to be transferable to vocational training systems and practices at regional, national, European or sectoral level; 2) the most appropriate mechanisms for matching supply and demand and for allowing exchange and exploitation. The final report should also contain financial statements showing actual costs and receipts. Successful applicants will receive a report form adapted for this purpose when the contract is signed. 15 Project promoters = representatives of the project(s) presented at the conference or partners in such projects. Users or potential new users = persons or organisations who might be interested in using the original product presented at the conference or in adapting it to their needs (direct/immediate use). Intermediaries = any organisation or person (e.g. decision-makers, social partners, representatives of public organisations, national agencies or intermediary organisations) who could help ensure further exploitation of the projects presented at the conference (indirect use). 10

11 9.2. Audit report An external audit of the accounts, produced by an approved auditor, may be required in support of any payments on the basis of an analysis of management risks. The audit report must be attached to the payment request, its purpose being to certify that the accounts concerned are true, reliable and substantiated by adequate supporting documents Guarantee The Commission may require any organisation which has been awarded a grant to provide a guarantee in advance, in order to limit the financial risks linked to the prefinancing payment. The purpose of this guarantee is to make a bank or a financial institution, a third party or the other beneficiaries stand as irrevocable collateral security for, or first-call guarantor of, the grant beneficiary s obligations. This financial guarantee, in euro, shall be provided by an approved bank or financial institution established in one of the Member States of the European Union. The guarantee may be replaced by a joint and several guarantee by a third party or by the joint guarantee of the beneficiaries of an action who are parties to the same grant agreement. The guarantee will be released as the pre-financing is gradually cleared against interim payments or payments of balances to the beneficiary, in accordance with the conditions laid down in the grant agreement Double financing Subsidised projects may not benefit from any other Community funding for the same activity 16. To ensure this, applicants must give details in their application form of any other grant requests which they have submitted or intend to submit to the European institutions during the same operating year, stating in each case the budget heading, the Community programme and the amount requested Eligible costs In order to be eligible under this call for proposals, costs must: 16 Article 111 of the Financial Regulation; Articles 170 and 173 of the Implementing Rules. 12 - be necessary for the implementation of the action/project, be included in the estimated budget attached to the agreement, be necessary and reasonable for the completion of the action/project, and be consistent with the principles of sound financial management, particularly in terms of value for money and cost-effectiveness; - be incurred during the lifetime of the action/project as defined in the agreement; - actually be incurred by the beneficiary, be recorded in the beneficiary s accounts in accordance with the applicable accounting principles, and be declared in accordance with the requirements of the applicable tax and social legislation; - be identifiable and verifiable and be backed up by original supporting documents. The beneficiary s internal accounting and auditing procedures must permit direct reconciliation of the costs and revenue declared in respect of the action/project with the corresponding accounting statements and supporting documents. Eligible direct costs: The eligible direct costs for the action/project are those costs which, with due regard for the eligibility conditions set out in the previous paragraph, are identifiable as specific costs directly linked to the performance of the action and which can therefore be directly charged to it. In particular, the following direct costs are eligible, provided that they satisfy the criteria set out in the previous paragraph: - the costs of staff assigned to the action/project, comprising actual salaries plus social security contributions and other statutory costs included in their remuneration, provided that these costs do not exceed the average rates corresponding to the usual remuneration policy of the beneficiary or, where applicable, its partners. NB: these costs must be actual costs incurred by the beneficiary and its partners 18, while staff costs of other organisations are eligible only if they are paid directly or reimbursed by the beneficiary; - travel and subsistence expenses of the staff participating in the action/project (meetings, European conferences, etc.), provided that they are in line with the usual practices of the beneficiary or, where relevant, its partners, as regards travel costs, or do not exceed the scales approved annually by the Commission 19 ; - the purchase cost of equipment (new or second-hand), provided that it is written off in accordance with the tax and accounting rules applicable to the beneficiary and generally accepted for items of the same kind. Only the portion of the equipment s depreciation corresponding to the duration of the action/project and the rate of actual use for the purposes of the action may be taken into account by the Commission, 18 See section of the Selection Procedure memo. 13 except where the nature and/or the context of its use justifies a different approach by the Commission; - costs of consumables and supplies, provided that they are identifiable and assigned to the action/project; - costs entailed by other contracts awarded by the beneficiary or its partners for the purposes of carrying out the action/project, provided that the conditions laid down in Article II.9 of the agreement are met; - costs arising directly from requirements linked to the performance of the action/project (dissemination of information, specific evaluation of the action/project, audits, translations, reproduction, etc.), including, where applicable, financial service costs (in particular the cost of financial guarantees). Eligible indirect costs (administrative costs): - a flat-rate amount, not exceeding 7% of the eligible direct costs of the action, is eligible under indirect costs, representing the beneficiary s general administrative costs which can be regarded as chargeable to the action/project. Indirect costs are eligible provided that they do not include costs taken into account under another budget heading. Indirect costs are not eligible where the beneficiary already receives an operating grant from the European Commission Ineligible costs The following costs are not considered eligible: return on capital; debt and debt service charges; provisions for losses or potential future liabilities; interest owed; doubtful debts; exchange rate losses; VAT, unless the beneficiary shows that it cannot be recovered; costs declared by the beneficiary and covered by another action or work programme receiving a Community grant; excessive or reckless expenditure; costs of replacing persons involved in the project; expenses for travel to or from countries other than those participating in the project/programme, unless explicit prior authorisation is granted by the Commission; contributions in kind. 13

14 9.7. Legal entity The Commission can propose an agreement only on the basis of acceptance of documents which make it possible to define the beneficiary s legal personality, be it a legal person (public administration, private company, not-for-profit organisation, etc.) or a natural person (expert, interpreter, etc.), see legal entity Annex 4. Therefore, grant beneficiaries under this call must provide the following documents: Private company, association, etc.: the financial identification form, duly completed and signed; an extract from the official gazette/trade register, and VAT registration certificate (if, as in certain countries, the trade register number and VAT number are identical, only one of these documents is required). Public-law entity: the financial identification form, duly completed and signed; the legal instrument or decision certifying the existence of the public undertaking, or any other official document drawn up for the public-law entity. 10. Subcontracting and award of procurement contracts 20 Where implementation of the activity/project requires subcontracting or the award of procurement contracts, the beneficiary and, where applicable, its partners must obtain competitive tenders from potential applicants and award the contract to the tender offering best value for money, i.e. the tender offering the best price-quality ratio, in compliance with the principles of transparency and equal treatment of potential contractors and taking care to avoid conflicts of interests. 11. Publicity All grants awarded in the course of a financial year must be published on the Internet site of the Community institutions during the first half of the year following the closure of the budget year during which they were paid. This information may also be published by any other appropriate medium, including the Official Journal of the European Union. 20 Article 120 of the Financial Regulation; Article 184 of the Implementing Rules; if required by the authorising officer, give more precise instructions on this subject, e.g. at least three competitive bids beyond certain thresholds. 14

15 11.2. The following shall be published with the agreement of the beneficiary (cf. Declaration, section 4 of the grant application form): (a) (b) (c) the name and address of the beneficiaries; the subject of the grant; the amount awarded and the rate of funding of the costs of the action or approved work programme Beneficiaries must clearly acknowledge the European Union s contribution in all publications or in conjunction with activities for which the grant is used. Furthermore, beneficiaries are required to give prominence to the name and logo of the European Commission on all their publications, posters, programmes and other products created as part of the co-financed project. If this requirement is not fully complied with, the beneficiary s grant may be reduced. 12 Procedure for submitting proposals Publication This call for proposals is published and disseminated on the Internet site of DG Education and Culture dedicated to the Leonardo da Vinci programme, at the following address: Notice of the call for proposals is published in the Official Journal of the European Union Application form The documentation linked to this call for proposals is available in English, French and German. Applications must be made using the forms annexed to the text of the call, which are available on the above-mentioned website. Applications must be made in one of the official EU languages and typed Submission of the grant application Only applications submitted on the correct form, duly completed, dated, showing a balanced budget (revenue/expenditure), submitted in one original clearly identified as such, and signed by the person authorised to enter into legally binding commitments on behalf of the applicant organisation will be accepted. Any additional information considered necessary by applicants can be included on separate sheets. 15

16 Applications which do not include all the required documents in the required languages or which are not submitted before the deadline will not be considered. Applications must be submitted by the deadline of 10 July Applications must be provided in one original (signed and bearing the organisation s stamp) and three copies. 17 Applications sent by fax or only will not be accepted. No changes can be made to the documentation after the application has been submitted. However, if there is a need to clarify certain matters, the Commission may contact the applicant for this purpose. Applicants will be informed of receipt of their proposals.
