1 COLLEGE OF EDUCATION OFFICE OF THE ASSOCIATE DEAN FOR RESEARCH ANNOUNCES THE THIRD ANNUAL MINI-GRANT RESEARCH PROGRAM 2007 MINI-GRANT RESEARCH PROGRAM GUIDELINES 1 The College of Education, Office of the Associate Dean for Research, Mini-Grant Research Program provides opportunities for new and experienced researchers to secure internal funding to support research interests. All tenured and tenure-earning faculty within the College of Education on the Tampa, Lakeland and Sarasota/Manatee campuses may apply for mini-grant funding, which ranges from $2,500 to $5,000 per grant to be applied on a 12-month award. PURPOSE OF MINI-GRANT RESEARCH PROGRAM The purposes of the Mini-Grant Research Program are: To provide seed funding for faculty research that may lead to future externally-funded grants; To foster excellence in research and scholarship, and; To support faculty development. 1 NOTE: These guidelines were adapted from the Internal Awards Program sponsored by the USF Office of Research and may be revised by the Dean to address unforeseen situations to ensure the smooth operation of the program. 1
2 MINI-GRANT SPONSORS The sponsors of the College of Education, Office of the Associate Dean for Research, Mini- Grant Research Program are: USF, College of Education, Office of the Associate Dean for Research and Lakeland and Sarasota Campuses Institute for Instructional Research & Practice and the Institute for At- Risk Infants, Children & Youth, and Their Families Gus Stavros Center for Free Enterprise & Economic Education AVAILABLE FUNDING FOR FACULTY BY CAMPUS USF Tampa Campus $50,000 USF, College of Education, Office of the Associate Dean for Research - Lakeland Campus, $5,000 - Sarasota Campus, $5,000 $50,000 Institute for Instructional Research & Practice and the Institute for At-Risk Infants, Children, Youth, and Their Families $10,000 Gus Stavros Center for Free Enterprise & Economic Education TOTAL MADE POSSIBLE BY SPONSORS: $120,000 2
3 GRANT AMOUNTS $2,500 to $5,000 per grant to be applied for a 12-month award (up to 18 months with prior approval) GRANT PERIOD Grants awarded will be fixed-price for the 2007 Mini-Grant award period. When a Mini- Grant is awarded, the funds will be expended within 12 months from the award date. A no-cost extension of up to 6 months will be considered upon written request by the PI to the sponsoring entity, with final approval from the Dean. ELIGIBILITY CRITERIA The Principal Investigator (PI) Must be employed by the COE, USF as a tenured or tenure-earning faculty member on the Tampa, Lakeland, or Sarasota/Manatee campus as of January 1, A PI is eligible only for funds allocated on the campus for which he or she is employed. May partner with other COE faculty; faculty from other colleges, campuses, and universities; public agencies; school districts; research and development centers; charter schools; and entities in the private sector. Must be employed by the COE, USF in current capacity during the entire term of the Mini-Grant project. Faculty who leave the University during the term of the grant will forfeit the unspent portion of an awarded grant at the time of resignation/termination. May apply for only one Mini-Grant in the current cycle (also applies to partners). Must not submit the same scope of work for any other internal or external award in the current cycle. Must not have overlapping funding for the scope of work described in the proposal from any other source during the term of the grant. Must list and itemize previously submitted grants and pending proposals for this project. If funding is obtained for another pending proposal for this scope of work, the applicant must notify the Dean as soon as possible. The Sponsor Priorities The Mini-Grant Research Program is appropriate for funding a wide array of education-related research projects of interest to the faculty. The priorities of the sponsors include the following: College of Education, Office of the Associate Dean for Research any educationrelated area of research, broadly defined, is encouraged; Institute for Instructional Research & Practice any education related research pertaining to testing and assessment; Institute for At-Risk Infants, Children & Youth, and Their Families any education related research pertaining to at-risk populations; Gus Stavros Center for Free Enterprise & Economic Education any education related research pertaining to free enterprise and economic education 3
4 EVALUATION AREAS & POINTS A total of 50 points can be awarded for a proposal. The total points per section of the application are as follows: Problem Statement 10 Project Description 25 Proposed Budget & Justification 10 Credentials of PI & Other Personnel 5 Total 50 (maximum) RESEARCH COMPLIANCE The Principal Investigator (General Role at the University of South Florida) The Principal Investigator will work in cooperation with the College of Education, Office of the Associate Dean for Research to ensure that mini-grant research funds are expended in a way that is consistent with College and University policy. Ultimately, however, the Principal Investigator is responsible for the appropriate scientific conduct and overall management of the mini-grant research funds (see the USF Office of Research, Roles and Responsibilities document on the specific role of the Principal Investigator and research at the University of South Florida). 6 SUBMISSION DEADLINE Applications are due no later than 5:00 p.m. on February 14, Applications that arrive after the submission deadline WILL NOT BE ACCEPTED and will be returned to the applicant. Receipt of the proposal packet by the College of Education, Office of the Associate Dean for Research (LOCATION: DAVID C. ANCHIN RESEARCH CENTER) will be recorded as to date and time. WRITING STYLE/FORMAT Applicants are reminded that a proposal may be read by faculty outside of the individual PI s immediate discipline. Thus, applicants should avoid jargon and write in terms that can be understood by an intelligent non-expert. The proposal application and forms will be word-processed in 12-point Times New Roman, double-spaced, unless specified otherwise, within the space provided on the application NUMBER OF HARD COPIES Submit one (1) signed original application packet and three (3) clearly legible copies of the signed original. (4 total) SIGNATURES Only the original application packet needs to have original signatures. LENGTH OF APPLICATION Failure to limit the proposal sections to the maximum allowed number of pages (see items 3 7 in Application Requirements, below) may result in rejection of the proposal. COMPLETING THE SECTIONS OF THE PROPOSAL APPLICATION 1. Acknowledgement of Receipt Form A single copy of this completed form should be placed on the top of the packet of applications. A copy of the Acknowledgement of Receipt Form will be sent by Lora Crider, Assistant to the Associate Dean of Research, to the PI within one week of the proposal s receipt. (See Appendix) 2. Information Form Provide all information requested. 3. Problem Statement This section describes the need for the project, the project s goals and objectives, and if appropriate, hypotheses, or research questions. The statement of goals presents the researcher s vision of the significance, worth, potential for external funding and overall contribution of the project. (1-page maximum) 4. Project Description Description should include: an introduction, a brief analysis of any relevant previous research, and a clear presentation of the proposed research methods. ( 3 pages maximum, including tables and figures 6
7 5. Proposed Budget Requests can be made in the amount of $2,500-5,000. Any remaining balance on the grant after the initial 12-month funding cycle will not be available to the recipient unless a no-cost extension is granted. COSTS Allowable Salaries/release time for PI, graduate research assistants, or others, including fringe benefits with approval from the department chair and Dean. Travel for the PI or others, if necessary to conduct the project. Mini-Grant related conference travel is permissible for presentations, dissemination, capacity building, and planning for future external funding. Operating expenses related specifically to the project. Equipment and supplies required for the project but unavailable to the PI. Restricted Funds will be used during the agreed-upon grant period. Any remaining balance on the grant will not be available to the recipient unless a no-cost extension is granted (see Grant Period above). Summer funding for a Mini-Grant will not supplement regular summer salary over 100%. 6. Budget Justification Briefly explain the relevance of each budget item to the proposed research. (1 page) 7. Abbreviated Curriculum Vitae of PI and Key Personnel -- The abbreviated CV: a) Name b) Role in project c) Education (baccalaureate to last degree awarded) including institution, discipline, degree, and year; d) Relevant professional positions held, including institution and years of service; e) Relevant publications, projects, and/or presentations including title, date, and name of publication f) Summary of grants and support from related external funding received during the past three years, including current funding sources and objectives, internally funded projects from USF or another institution, and any pending internal or external funding applied for, with potential start-up dates. (2-page per person maximum; single-spaced) THE FINAL REPORT Within 3 months after the completion of the grant period, the Principal Investigator will submit to the Office of the Associate Dean for Research, Dr. Bruce A. Jones, a final report summarizing the project and work completed. The final report will be submitted in hard copy and in electronic format (Word or PDF.) The final report will be posted on the College Web site and sponsor s Web site, and may be published as a monograph. BAJ(11/29/06) 7
