3 Draft of GABC/ Energy efficiency initiatives operators Yearbook Energy consumption in buildings and constructions represents 32% of the global energy consumption ahead of transport (27%) and industry (29%). Moreover, the buildings sector accounts for half of electricity consumption and contributes to 19% of the greenhouse gases (GHG) emissions worldwide. Because of a growing population, as well as structural changes in many economies, energy demand in buildings is expected to rise, as the global real estate is expected to double to reach over 180 billion m² by Furthermore, buildings will particularly be affected by the effects of climate change: flooding and seepages, reduction of the durability of building materials, increase in the risk of collapse all reducing building lifetime, and health-related risks. The buildings and construction sector still has to improve appropriate standards to adopt a universal decarbonisation target path (IEA, ETP 2016). Yet, many solutions are available, and the economic, health, and social benefits of sustainable buildings are significant, and have been demonstrated in most regions of the world. With early and efficient policies, the buildings and construction sector should therefore be more fully engaged in climate commitments. Actually, energy savings and relatedcarbon emission reductions that can be achieved through buildings represent a huge potential. Ambitious actions on buildings and construction, deep retrofit of existing buildings, ceiling of new buildings emissions, are possible to achieve global warming limitation. Ensuring access to a comfortable and healthy habitat, saving natural resources and emitting less GHG, is a challenge for all stakeholders. Governments are responsible for creating favorable conditions through regulations, fiscal or financial incentives, and strategies. Local authorities and private partners together are the key actors for a successful transition towards low-carbon real estate. Many commitments have been made, especially during the COP 21 in Paris. Many existing initiatives already target separately the mobilization of the players or local authorities. The Global Alliance for Buildings and Construction, in Climate Chance Forum, gathers major initiatives on sustainable buildings and energy efficiency in buildings to allow dialogue and create a common action. To this purpose, it appeared useful to provide clarity and visibility on initiatives intending to support local authorities in their action to decrease GHG footprint of the building sector. We hope to enrich and update it each year with more results and actions. 2

4 Networks of cities and actions 1.1. Cities Climate Leadership Group (C40) Organisation/Initiative Logo Name & Category Links to website Main Goal Geographical area of the activities Map Cities Climate Leadership Group (C40), a metropolis network. C40 works to empower cities to connect with each other and to share technical expertise on best practices regarding Adaptation and Water, Energy, Finance and Economic Development, Measurement and Planning, Solid Waste Management, Transportation, Urban Planning and Development in order to improve urban infrastructures and tackle climate change. Paris Mayor Anne Hidalgo is today the C40 Chair until C40 s global network consists of more than 80 megacities representing more than 600 million urban citizens. According to specific criteria, C40 offers three types of membership categories: megacities, innovator cities and observer cities. 3

5 Energy Efficiency in Buildings, Resilience Strategy C40 networks facilitate dialogue amongst city officials. This builds trusted relationships and collaborative work. C40 can ensure technical and financial support, the result is that cities' climate actions to reduce GHG emissions and climate risks are more efficient, at a lower global cost than if they were to do it alone. Actions Each city publishes case studies of concrete implemented actions. Cities actions are reported by C40. Cities can report climate action plans to C40 online. Follow-up process C40 surveys the Mayoral Powers of its member cities and releases reports identifying major trends across sectors and geographies and also publishes the results for some remarkable cities. Citynet Organisation/Initiative Logo Name & Category Links to website Main Goal Geographical area of the activities Map Citynet, a regional network for local authorities for the management of human settlements. Citynet endeavours to strengthen the capabilities of local governments to effectively manage the urban development process through the promotion of exchange of expertise and experience, and to build partnerships among all urban stakeholders particularly between local authorities and civil society groups. Activities mostly located in the Asia-Pacific region. Founding Member/operating agents Members Citynet was officially established in 1987 with the support of UNESCAP, UNDP, UN-HABITAT, the City of Nagoya and 27 members. Since 2013, its Headquarters are located in Seoul, South Korea. Citynet has 5 national chapters (in Bangladesh since 1995, Sri Lanka, Nepal, Indonesia and India), one Satellite Office (Mumbai) and one Project Office (Yokohama). More than 100 members in more than 20 countries, most of which are cities and local governments in the Asia-Pacific region. 85 full members in Asia Pacific (6 cities in Bangladesh, 19 cities in Indonesia, 10 cities in Nepal ), 45 Associate Members (Greater Lyon in France, Institute for Global Environmental Strategies in Japan ) and, Corporate Members (Veolia, Microsoft). 5

Program activities are envisioned, designed and implemented with these member-driven clusters in mind. Actions Citynet is working to integrate the SDGs into the core policies and action plans of member cities. SDG 11 (Habitation Make cities and human settlements inclusive, safe, resilient and sustainable) is therefore included. CityNet Services is a comprehensive platform where CityNet members conduct sustainable learning exchanges across the network. This ranges from technical assistance, study visits, to cityto-city partnerships. As cities leaders have the power to reduce their emissions, the Compact of Mayors is a global coalition of mayors and city officials committing to reduce local GHG emissions, enhance city resilience to climate change and track their progress transparently. It aims at helping cities take actions and particularly establish an action plan. Worldwide presence. 9 Energy Efficiency in Buildings, Resilience Strategy The Compact establishes a common platform to provide resources to cities and capture the impact of their collective actions through standardized measurement of GHG emissions and climate risk, as well as public reporting of their efforts. The Compact of Mayors participants engage in a multiphase process to fight climate change (Phase 1: Commitment, Phase 2: Inventory, Phase 3: Target, Phase 4: Plan). Each phase has a mitigation and an adaptation step, then tools are available to cities at each phase of the process. Covenant of Mayors Organisation/Initiative Logo Name & Category Links to website Main Goal Geographical area of the activities Map Covenant of Mayors for Climate & Energy, a network of local and regional authorities. The Covenant of Mayors brings together thousands of local and regional authorities voluntarily committed to implementing EU climate and energy objectives on their territory. It assists them in endorsing a shared vision for 2050: Accelerating the decarbonisation of their territories and cities, strengthening their capacity to adapt to climate change impact, and allowing their citizens to access secure, sustainable and affordable energy. Founding Member/operating agents Members Launched in 2008 by the European Commission, it is run by the Covenant of Mayors Office (CoMo), a Consortium gathering together Energy Cities, Climate Alliance, EuroCities, CCRE and Fedarene signatories local and regional authorities. 9

11 Energy Efficiency in Buildings, Resilience Strategy The CoMo gives technical and financial support to local and regional authorities in submitting and implementing a Sustainable Energy Action Plan (SEAP) in which a special priority is given to integrating civil societies. There are two categories of Action plans submitted by the signatories and/or accepted by the European Commission: SEAPs: Sustainable Energy Action Plans submitted under the 2020 Covenant. SECAPs: Sustainable Energy and Climate Action Plans to be submitted under the 2030 Covenant. Actions The CoMo has a sector-based approach on EEB: Municipal buildings, equipment/facilities (160 plans), Tertiary buildings, equipment facilities (13 plans), Residential buildings (63 plans). In each key sector, action plans are designed for specific issues such as EE lighting systems and EE in space and water heating. Follow-up process Monitoring of commitments is carried out by the European Commission Joint Research Centre (JRC). Funding The annual budget is 10 million Euros for 2016, and 6 million Euros for Covenant of Mayors receives 5 to 10% of its funding from the EU Commission through donations, 50% from agencies, and the rest are loans. 13 Energy Efficiency in Buildings, Resilience Strategy Energy Cities is advocating for a goal of 3% annual renovation rate with deep refurbishment. Energy Cities continues to encourage local authorities and associations of local authorities in all European countries to commit to achieve this 3% goal and toward nearly zero energy buildings, together with their governments. Energy Cities is also advocating for an ambitious reform of the European Public Buildings Directive (EPBD). Actions In order to achieve this 3% goal, Energy Cities continues to encourage local authorities to prepare an energy retrofitting plan for the whole building stock of a territory, covering the entire building sector so as to have an overview of the stock s condition and the diversity of its energy features. The plan should specify the energy, economic, social and financial challenges that have to be met in order to reach a factor 4 trajectory by This means defining the level of stakeholders involved so as to integrate their decision-making processes and propose adequate energy retrofitting instruments. With our DISPLAY CAMPAIGN ( since 2003, 600 cities have raised their citizens awareness and reduced their CO2 emissions, water and energy consumption, producing thousands of attractive Display posters to communicate their buildings performances. By helping the ICLEI Network to become sustainable, low-carbon, ecomobile, resilient, biodiverse, resource-efficient, healthy and happy, with a green economy and smart infrastructure, it impacts over 25% of the global urban population. ICLEI is an international network with 18 offices working all over the globe. The ICLEI World Secretariat is located in Bonn, Germany. Through its role as Organizing Partner (OP) of the Local Authorities Major Group (LAMG), ICLEI has actively contributed in global efforts on sustainable development, since the adoption of Agenda 21 in It is also the focal point of the Local Governments and Municipal Authorities (LGMA) at the UNFCCC, as the voice of local governments in the global climate debate. Under the Low Carbon Agenda, ICLEI encourages, guides and supports local and subnational governments towards defining and adopting a tailor-made low carbon resilient development pathway embedded into their overall development strategies, plans and processes for energy-efficient buildings. Actions ICLEI offers the following support to its Member and wider Network to accelerate EEB in the following ways: 1. Outreach and capacity development ICLEI s GreenClimateCities (GCC) program: climate planning process methodology for local governments Sustainable Energy for All Building Efficiency Accelerator (BEA): The BEA collaborative network is led by the World Resources Institute, with ICLEI engaging to support local and subnational governments with capacity development and thematic guidance. Global Alliance for Buildings and Construction 2. Technical Support Global Protocol on Community-scale Greenhouse Gas Emissions Inventories (GPC): provides a robust framework for accounting and reporting city-wide greenhouse gas emissions following IPCC 2006 guidelines (including all 7 Kyoto Protocol gases) carbonn Climate Registry (ccr): the global reporting platform for cities, towns and regions on climate action, offering a standardized reporting framework for climate change mitigation and adaptation. Low-Carbon Livable Cities (World Bank) Organisation/Initiative Logo Name & Category Links to website Main Goal Geographical area of the activities Map Low-Carbon Livable Cities (LC2), a platform in partnership with the World Bank. LC2 helps rapidly-growing cities plan for smart, sustainable, green, and inclusive growth. It empowers cities with tools and capacity to drive their low carbon development, particularly through The City Creditworthiness Academy program to help cities improve their finances and access to capital, so they can deliver better services and invest in low-carbon development. LC2 s first objective set in 2014 was to reach 300 cities in developing countries over four years to help them plan for a low-carbon future and get the needed finance flowing. 17 Energy Efficiency in Buildings, Resilience Strategy The initiative focuses on: Planning through building GHG inventories by rolling out the Global Protocol for Community Scale Emissions, a new and comprehensive methodology that quantifies the GHG emissions associated with economic activity and consumption occurring in a city. Innovative financing by setting up new financing instruments for low-carbon investments at the city level and by creating pooled delivery mechanisms to attract private capital. Academies aim to help cities improve their finances and access to capital so they can invest in low-carbon development. Actions Academies provide training and follow-up technical assistance to improve municipal financial management and build climate-smart capital investment planning capacity. LC2 launched the Rio de Janeiro Low Carbon City Development Program (LCCDP) in June 2012, a business model for green and climate-friendly growth in cities that helps identify and finance climate change mitigation especially in the building sector, and provides the framework to process, transparently quantify and mobilize emissions reductions. Also organizes workshops and opens discussions in order to set up tools to control GHG emissions in cities and reduce them. R20 helps sub-national governments around the world to develop and communicate low-carbon and climate resilient economic development projects. The R20 headquarters is located in Geneva, Switzerland and there is at least one office per continent, except in Australia and Oceania. More generally, the member regions are evenly spread around the globe. 19 Energy Efficiency in Buildings, Resilience Strategy With a specific bottom-up approach, the R20 develops at the sub-national level low-carbon projects related to EEB. It provides a general guidance and organizes specific high-level workshops gathering experts and players from the EEB sector. Actions The R20 works with governments on two categories of EEB projects: Projects aiming at improving EE of existing governmental buildings. Projects aiming at improving EE of street lightening and outsides. The implementation of projects follows a three-phase process: (1) Regions in Action, (2) Technology in Action, (3) Finance in Action. The R20 has developed its own Green Finance Network (GFN) which includes sovereign wealth funds, public and private equity investors, capital markets/bank lending and public finance mechanisms. 21 Energy Efficiency in Buildings, Resilience Strategy Architecture 2030 issued The 2030 Challenge asking the global architecture and building community to adopt some highly challenging targets, closely related to EEB: All new buildings and major renovations shall be designed to meet high standards of GHG emissions reductions and RE use. An equal amount of existing building area shall be renovated annually to meet high standards of low energy consumption. All new buildings and buildings that undergone major renovations should be carbon-neutral by 2030 (with progressive phasing out of the use of fossil fuels). Water consumption and transportation emissions should reach a 50% reduction by Actions 2030 Districts : An urban public-private partnership that brings together key stakeholders to achieve substantial reductions in district energy and water use, as well as transportation emissions. Sustainable Buildings 2030 (SB 2030) Energy Standard: A progressive energy conservation program, operational in the State of Minnesota since 2010, designed to significantly reduce the energy and carbon consumption in buildings. The SB 2030 Energy Standard is required on all building projects that receive general obligation bond funding from Minnesota Palette: A free online platform, a design tool providing resources to design eco-friendly and carbon-efficient built environments from buildings to cities worldwide.
