5 2015 MIPPA Reporting Requirements What has changed? New Requirement: Quarterly data reporting to ACL on client contacts and outreach events Data should be reported using the SHIP NPR data system 5

6 2015 MIPPA Reporting Requirements Why the change? We need to consistently report and share the work being done with MIPPA nationally. Reporting is necessary to: Illustrate quantitatively how we are doing Tell the story of the great work being done Hold each other accountable If it s not reported it didn t happen and doesn t count. 6

7 2015 MIPPA Reporting Requirements What is the reporting requirement? Narrative progress reports (not a new requirement for 2015) Due semi-annually Sept 30 to March 31 due April 30 th April 1 to Sept 29 due October 31 st Must report how you are doing on your goals, outcomes, key objectives and other major tasks or actions established in your state plan. May use ACL s template: Instructions_ACL_OMB.pdf Submit by to: MIPPA.Grants@acl.hhs.gov and Your ACL Project Officer (Identified in your NOA) 7

Data Submitted Quarterly: Sept 30 to Dec 31 due January 31 st Jan 1 to March 31 due April 30 th April 1 to June 30 due July 31st July 1 to Sept 29 due October 31 st Must include: Number of LIS and MSP applications assisted with and Number of Outreach events completed 8

9 2015 MIPPA Reporting Requirements What are the expectations? Grantees that have access to the SHIP National Performance Reporting (NPR) tool should use NPR for MIPPA reporting. Grantees that do not have SHIP NPR system access must work with their ACL Project Officer to ensure the required data is submitted accurately and on time. Contact your ACL Project Officer by October 31 st if you do not have access to NPR. 9

11 SHIP NPR Data Entry for 2015 MIPPA MIPPA data entry into SHIP NPR is changing very little for MIPPA You will continue to use SHIP NPR to collect your client contact and outreach events. Changes: Special Use Fields (SUF) will still be used to tag your MIPPA activity but you can use SUF 1, 2, or 3 to tag your MIPPA activity. Part D outreach is no longer required and should not be reported. Rural outreach is no longer required but should still be recorded. 11

12 SHIP NPR Data Entry What are we counting? Client Contacts Individual Client Contacts Application Assistance with: Medicare Part D Extra Help/Low-Income Subsidy (LIS), and Medicare Savings Programs (MSP). Defined in the NPR User Guide Client Contact Form updated March 2012, page 18 (LIS) & 21 (MSP) as follows: 12

13 What else counts as application assistance? These actions count as application assistance too: Redeeming, Redetermination and Recertification paperwork for LIS and/or MSP Current MSP applicant wishing to increase benefit level (ex. QI person submitting for QMB) SSA leads data from LIS applications submitted as MSP applications IF your state has an agreement with the state Medicaid office to complete and submit the application 13

14 What does NOT count as application assistance? These actions do not count as application assistance Screening for LIS and/or MSP Mailing incomplete paper applications to beneficiaries SSA leads data from LIS applications submitted as MSP applications Submitting an application for MSP and counting applicant as deemed eligible for LIS (even though this may happen, there is no direct hand in submitting the LIS application) 14

15 Paper CCF Application Assistance Example- LIS and/or MSP application assistance: If you assisted a client with applications for both LIS and MSP, you would select the following fields: #13 Application Assistance under Part D Low Income Subsidy and/or #47 MSP Application Assistance under MEDICAID and/or NEW in MIPPA 2015#1, #2, or #3 SUF counts NEW in 2015 MIPPA: Enter 1, 2 or 3 for any LIS or MSP MIPPA Contact. Note: MIPPA Grantees wishing to track MSP, LIS, or both MSP/LIS applications separately may continue previously advised use of SUFs as follows: Field 1 = LIS only Field 2 = MSP only 15 Field 3 = both LIS and MSP

19 Paper PAM Reporting Step 1 Example- Enrollment Events or Outreach Activity: First, enter the relevant data under Activity or Event type: #1 Interactive Presentation, #2 Booth or Exhibit, or #3 Dedicated Enrollment Event. You may only report one activity type per PAM form. 19

20 Paper PAM Reporting Step 2 Example- Second, select all the fields that apply: Field #6 Medicare Prescription Drug Coverage PDP/MA and/or Field #9 QMB-SLMB-QI under Topic Focus, and/or Field #12 Medicare Preventive Services, and/or Field #13 Low-Income Assistance under Topic Focus, and #1 of the Nationwide and CMS Special Use Fields Field #22 under Target Audiences if the event occurred in a rural area 20
