7 1 1.0 Introduction On June 12, 2013, the Minister of Energy issued a Directive to the Independent Electricity System Operator (IESO; formerly the Ontario Power Authority (OPA)) to develop a new competitive process for the procurement of renewable energy Projects in Ontario larger than 500 kilowatts (kw). Invenergy LLC (Invenergy) will be submitting a proposal to the IESO in fulfillment of their Large Renewable Procurement Request for Proposals (LRP I RFP) for a proposed 50 megawatt (MW) Project to be known as the Clearview Sun Solar Project. The LRP I RFP requires proponents to develop a meeting summary report (MSR) for each public community meeting and post it on the Project website ( In addition, the MSR must be made available to the clerk (or other designate) for the municipality in which the Project is located. This report summarizes the public community meeting held for the Project at the Township of Clearview, Council Chambers, located at 217 Gideon Street, Stayner, Ontario, on at 7:00 p.m. The purpose of the public community meeting was to introduce the Project and obtain input on the planning and design process. 8 2 2.0 Distribution of Notice of Community 2.1 Newspaper Circulation The Notice of Community (provided in Appendix A) was published in the July 16,, edition of the Stayner Sun, and in the July 17,, edition of the Creemore Echo. 2.2 Notice Mailing A copy of the notice was also mailed to stakeholders on the contact list including those identified in the LRP I RFP (as applicable). The mailing list generally included the following categories of stakeholders: Government officials; Landowners; Provincial crown land leaseholders, as applicable; Aboriginal communities; Local boards and/or commissions; and, Utility companies. Approximately 128 copies of the notice were distributed to agencies and landowners beginning July 15,, via Canada Post. The notice was based on the Prescribed Template Notice of Community and generally contained background information on the Project, a description of the study process, meeting details and Project contacts. 2.3 Contact List A contact list was developed for the Project and was used to engage and manage correspondence with stakeholders. In addition to the required stakeholder categories, the contact list was further developed to include parties who had expressed an interest in being contacted at the public community meeting. The list was supplemented with online searches of government listings, studies completed in the area, letters received, website notifications, s and telephone calls. The list conforms to the requirements of the LRP I RFP. 9 3 2.4 Project Website A website was established to provide stakeholders with information about the Project and provide a contact platform through which stakeholders could ask questions. The website will be updated throughout the LRP process to provide up to date information. 10 4 3.0 Format, Displays and Attendance 3.1 Format The public community meeting was held in the Council Chambers at the request of the Township. A few panels were displayed showing project mapping including a conceptual site layout and a presentation was made by Invenergy that summarized the work completed to date. Appendix B provides a copy of the presentation and displays. Invenergy and Dillon Consulting Limited (Dillon) staff were in attendance to explain the information, record comments and answer questions. The following key Invenergy and consultant staff were present: James Murphy, Vice President, Business Development, Invenergy Ryan Ralph, Senior Manager, Business Development, Invenergy Jeff Allan, COO, First Ontario Energy Dave Restivo, Dillon Consulting Limited 3.2 Display Panels and Presentation The content of the display panels and presentation used during the course of the public community meeting is shown in Appendix B. The information provided was used to describe the following key components of the Project: Information on Invenergy and the LRP I RFP; Introduction to solar energy; LRP and REA timeframe; Project details and preliminary site layout; Construction activities, potential effects and mitigation measures; Community Benefits Fund; Community engagement approach; Next steps; and, Contact information for feedback. The Community Engagement Plan (CEP) and Site Considerations Information were also on display to the public. 11 5 3.3 Attendance Upon arrival at the meeting venue, all attendees were asked to sign the public community meeting Record of Attendance sheet (sign-in sheets). Twenty-four individuals signed the Record of Attendance. The Record of Attendance is available however is being kept confidential per the Photo taken during the Clearview Sun Solar Project Freedom of Information and Community. Protection of Privacy Act, R.S.O., Attendees were also encouraged to complete comment sheets. Those who took comment sheets home after the event were requested to forward their responses to the contact shown on the notice within the next couple of weeks. General comments expressed by attendees related to the LRP process, potential effects to property values, the impacts of sound and noise, Project impacts on health, Project components and Project siting, the amount of the community benefit fund and taxes. 15 Notice of Community For a Project Proposal Under the Large Renewable Procurement The proponent identified below is proposing to submit a proposal to the Independent Electricity System Operator (IESO) to design, build, and operate a Large Renewable Project for the generation of electricity under the IESO s Large Renewable Procurement (LRP). The LRP is a competitive process for procuring large renewable energy projects generally larger than 500 kilowatts. At the conclusion of the LRP, the IESO may award contracts for successful projects up to the specified procurement targets for each renewable fuel: 300 megawatts (MW) for wind, 140 MW for solar, 75 MW for waterpower, and 50 MW for bioenergy. This notice is being distributed to notify members of the public of a public community meeting that has been scheduled to discuss the Large Renewable Project proposal. Information regarding the proponent, the Large Renewable Project proposal, and the meeting details are described below. This public community meeting is being held as part of the early community engagement requirements of the LRP. The public community meeting will present details about the Large Renewable Project and its proposed connection line. Representatives of the proponent will be available to discuss the Large Renewable Project and the overall LRP process. Should this Large Renewable Project be awarded a contract, the Large Renewable Project would need to obtain all required permits and approvals and conduct any further required community engagement activities. 27 Comment/Response Table Summary Report Clearview Sun Solar Project Invenergy LLC This table provides the responses to comments received from agencies, the public and Aboriginal communities at, or following, the public community meeting required per the Large Renewable Procurement Request for Proposals (LRP I RFP). The LRP I RFP is a qualifying process being led by the Independent Electricity System Operators (IESO). The IESO has not awarded any applicant with the rights to construct a project at this time. Invenergy LLC, like other applicants, is preparing to submit a proposal for this project to the IESO. The proposal submission deadline is September 1, and the IESO s proposal evaluation process will run until November/ December. It is expected that successful LRP I RFP applicants will commence the Renewable Energy Approval (REA) process if they are awarded a project by the IESO. Property values will decrease by 20%. Comments noted. A detailed noise study will be completed as part of the Ministry of Environment and Climate Change (MOECC) Renewable Energy Approval (REA) process. 40db is equivalent to talking at a whisper level (e.g. quiet household room, faint noise, refrigerator hum, etc). For example, normal conversation level is approximately 60db. There have been no studies specific to solar farms published by the Municipal Property Assessment Corporation (MPAC) or in Canada. However, a State Certified General Appraiser in North Carolina conducted a study of solar projects and their impact on property value and has found that there is no impact in sale price for residential, agricultural or vacant residential land that adjoins existing or proposed solar farms. Invenergy is committed to working with the municipality and neighbours to ensure visual impacts of the project are mitigated. 1

Who is going to buy hydro (energy)? At what price? What is the cost of procurement of hydro? There is historic use of artillery on one of the subject properties. What tax benefit will the community receive? Maps have been adjusted based on adjacent landowner comments. Project areas will remain on the properties identified on the Site Considerations mapping. If Invenergy is successful and awarded a contract for the project, a Community Benefit Fund (CBF) would be established. The CBF would be funded annually for the duration of solar operations. The terms of the CBF including the amount will be outlined in a municipal agreement. There is no expected cost to the Township as a result of the development of this project. Invenergy has never received any complaints from participating landowners at other existing solar farms regarding sound generated by wind passing through or by solar panels. The Township of Clearview has not changed land use to date. The Ontario Independent Electricity System Operator (IESO) secures the power purchase agreements for renewable energy projects. As this is a competitive procurement program, the cost of procurement will vary. Comment acknowledged. Hydro One Networks Inc. (HONI) has an existing circuit pole situated along Concession 2, which would need to be upgraded. The poles would be approximately 50 feet (16 metres) tall. The 34.5kV line would connect to HONI s 230kV transmission line. The 44kV line at Concession 3 does not have capacity. Further, it is generally HONI s preference to connect generation projects to closest point to the grid. If the project moves forward, we would consult with Hydro One to determine the upgrades required to the existing pole infrastructure to accommodate the new lines for the project. Hydro One would undertake the pole upgrades. The connection point will consist of an acre of land with a low voltage Point of Interconnection area - a transformer substation/perimeter area and acoustic and visual barriers, as required. Noted. Poles will run along Concession 2 easement. The intention is to keep pole structure/alignment close to existing infrastructure. HONI consultation is required to confirm upgrades. 3

There is liberality to public access and this will extend regardless of the development application. The benefit of solar energy is that it is quiet, and generates energy with no emissions. Is the township prepared for a major disaster such as a fire? Does the township have resources to fight fire? The reason for land leases of 41 years is to allow flexibility in the event a power purchase agreement is extended. No. A project ownership entity is referenced in agreements and transfers with a project sale. Invenergy is committed to going above and beyond simply planting trees and is willing to discuss visibility options (visual impact) with adjacent landowners. The Fire Marshal reached out to three other counterparts and found no issue. The Fire Marshal requests that Proponents adhere to building codes, install berms/roads and main access points. The Township of Clearview has agreements with other jurisdictions to fight fire through the Ontario Association of Fire Chiefs Guidelines. The project will have operations staff and be monitored 24/7. An Emergency Response and Communications Plan will be prepared as part of the REA process. In developing this plan, Invenergy will speak with the municipality and consult with the local Fire Department. Fire 4

When vegetation is removed the soil is stockpiled. Upon completion of construction of the solar project, the topsoil is reapplied and the area is seeded. Landowner Issue of water contamination? Project development will take 4 years however landowners found out about the project 3 weeks ago and do not feel a part of the process. What are the impacts of the project on human health? A stormwater management plan is submitted to the MOECC as part of the REA process. This Plan would be designed to mimic preconstruction stormwater conditions (e.g., flow, retention, infiltration, etc.) on the Site. There is no expected risk of contamination as a result of the installation or operation of the solar facility. Invenergy met the municipality s community engagement requirements of 21 days and the IESO s notification requirements of 15 days notice to the public prior to a public community meeting to discuss the project. These requirements were met by posting notices in the two local newspapers, mailing copies of the notice to members of the public in the project area and posting the notice to the project website as well as placing signage at the proposed Site. If a solar project is sited properly using recommended best practices, there is no reason to believe that the environment around the project site would be affected. If Invenergy is successful and awarded a contract for the project, Invenergy 5
