3 Section 1 Introduction The First Nation, Inuit, Métis Urban & Rural 2014/20 Housing Program is intended to target gaps where significant demonstrated need has been identified, but provision of Aboriginal housing through previous programs has not taken place. Preference will be given to communities that have been identified based on the incidence of low to medium income households that have not received First Nation, Inuit, Métis Urban & Rural Housing Program rental allocations. Some of those communities are North Bay, Timmins, Kitchener, Chatham-Kent, and Barrie. In addition, proponents who have densification opportunities available (i.e. land and/or buildings purchased with prior funding that would support additional development) that would allow additional units to be efficiently delivered, may apply. To encourage economical use of all resources, including land acquired or optioned during previous programs, additional units may be built on existing serviced land that is suitably zoned. This RFP, associated Guidelines, and related material are conditional upon final approval of the related Administration Agreement. To be eligible, proponents must meet the eligibility criteria set out in Section 3.2 of the guidelines. Proponents responding to this request for proposals must follow the order of the format in their submissions. Whether using provided forms or creating an original document, the format (completed sections and same numbering) must be used. The maximum allowable capital cost per unit is $150,000. Exceptions will be made in the following circumstances: 1. It can be demonstrated that construction costs are higher to allow for consideration of actual cost, or 2. The project is going to target deeper affordability (IRC/RGI). If either or both conditions are met and demonstrated, the maximum allowable capital cost per unit of $170,000 may be allowed. Upon receipt of a submission, all proponents will be provided with a notification of receipt by OAHS if received by the deadline (October 15, 2014 at 2:00pm EST). All submissions will be reviewed by staff for completeness and eligibility, with those that are eligible and complete being forwarded to the Proposal Review Committee (PRC). Funding for Rental Housing developments will based on the following initial requirements: project viability construction-readiness for rental developments urgency of housing need availability of funding. All applications for development must: Meet priorities identified in First Nation, Inuit, Métis Urban & Rural 2014/20 Housing Program guidelines, and applicable proposal calls Have all required municipal approvals such as zoning, minor variances, land severances, or site plan approvals in place to permit the proposed development, or be well advanced in the planning approvals process Allocation for 2014 and 2015 Page 3
4 Be able to sign a Partnership Agreement (PA) within 30 days of OAHS and Ministerial approval Start construction within 60 days after signing a Partnership Agreement. Be financially viable from a construction and operating cost perspective based on OAHS confirmation Be able to meet the 20-year affordability requirement Meet the current Ontario Building Code and Canadian Environment Assessment Act (CEAA) requirements Have rents that on average for the development are at or below 80% of the Average Market Rent (AMR) for the community Have identification of support services, if required Address local housing needs and target tenant groups under the program Have an occupancy plan in place to ensure that units will be occupied in a timely manner The CMHC Affordable Housing Centre offers two initiatives to help with proposal development: Seed Funding Program and Proposal Development Funding (PDF). For more information on program guidelines and application forms, please see the attached links: Please reply with a letter of intent as soon as possible if you are planning to submit an RFP The First Nation, Inuit, Métis Urban & Rural 2014/20 Housing Program Rental Housing allocation for 2014 and 2015 is $6.3 million with a target of at least 42 units. Future RFP s will be planned and communicated accordingly. In addition, there is a requirement for OAHS to have partnership agreements with successful proponents in place by December of each year, or the funds get redistributed and removed from the First Nation, Inuit, Métis Urban & Rural 2014/20 Housing Program and they will not be carried forward into the next fiscal period. 8 For a submission to be considered for funding under this Request for Proposals, the combination of monthly rents (at a maximum monthly rate of at least twenty percent (20%) or more below the Average Market Rent) and utilities (or utility allowance) must be affordable to the targeted households in your community. 10 The Proponent must estimate when it will be able to achieve the major milestones toward completion and occupancy. Please refer to the introduction for the time constraints and review process. The first stage is reaching the point where OAHSSC can give the Proponent Final Project Commitment and includes achieving the following items: confirmation of all local land use approvals, i.e. zoning, Development Permit, building permit; verification of the capital budget satisfactory to OAHSSC; agreement on an operating budget satisfactory to OAHSSC; design drawings and commitment to appropriate specifications satisfactory to OAHSSC; and confirmation (if agreement(s) are finalized) of all required support service funding. The second stage spans all the work required from Final Project Commitment by OAHSSC to completion and occupancy. The schedule can be in a format similar to that below or as a Gantt chart.
