16 The project will be located on the Fort Benning Army Installation near Columbus, GA. The site, Dove Field, is an irregularly-shaped parcel that covers 374 acres and is traversed by a 115 kv transmission line along the western edge. The facility will be built of the southern portion of the site. 16

The site is irregularlyshaped and divided into three subsections of 22, 185, and 20 acres. The site includes wetland areas and other cultural and environmental constraints. 19

20 PowerSecure provides energy technologies and services to electric utilities and their large industrial, commercial, institutional and municipal customers. Parent - PowerSecure International (NYSE:POWR ) US operations located in 4 Georgia cities 1,500 MW of solar interconnected (DG and PV) McKim & Creed will provide civil engineering, surveying, and power system engineering scopes Executed transmission/distribution related projects for Southern Company to date, totaling over $100MM 20

21 The sites require significant civil and geotechnical enhancements in order to produce land conducive to solar module installation and operation Transmission line routing longer and more complex Increased ingress/egress infrastructure Specifications were developed utilizing non-chinese manufactured and assembled panels due to security concerns of potential espionage Army access and procedural requirements have caused the overall time line to be increased 21

26 A $73.5 million renewable resource No capital investment requirement from DON Allows Kings Bay to take a major step in meeting DOD s ambitious renewable energy targets Fosters short term job creation in community Promotes environmental stewardship Enhances an already robust utility grid with a clean renewable resource Maximizes the use of existing emergency diesel generators by minimizing the need to refuel during a time of emergency Solar resource, coupled with energy storage, and existing emergency diesel generators could be upgraded to operate in island mode Allows the solar facility to provide power independent from the grid Provides an extra layer of redundancy Reduces the risk posed by blackouts and potential cyber-attacks 26

29 The Solar Electric Power Association (SEPA) announced that Georgia Power has been selected by a panel of judges as the 2014 Investor-Owned Utility of the Year. Georgia currently sustains one of the fastest growing solar industries in the country By the end of 2016, Georgia Power anticipates that it will have procured more than 900 MW from new solar generation The largest voluntary portfolio in the nation More than 500 new solar projects may be constructed in Georgia as a result of its programs Georgia Power forged collaborative agreements with the U.S. Army Office of Energy Initiatives and the Department of the Navy to build, own and operate four separate solar projects of up to 30 MW each on several Georgia installations 29
