1 Prospective Projects Friday, January 24, 2014 (402) Fax(402) Ames, IA The Ames City Council has met with Keith Abraham, director of the city s Parks & Recreation Department, and has authorized city staff to seek consulting services regarding the development of a new indoor swimming pool to replace the city s aging municipal pool. The project will receive funding assistance from a $1.8 million bequest from the Geitel Winakor estate. A bond referendum could be placed on the November ballot to provide the remainder of the project s estimated cost of between $6 million and $9 million. The project could possibly be developed in partnership with the Ames Community School District, which has budgeted $10 million for the development of a 50-meter competitive pool. The council also directed P&R staff to identify a site for the new pool. Ames, IA The Ames City Council Agreed to consider a request from the Ames Golf & Country Club to develop 25 units of low-density residential housing along the perimeter of its golf course before the property, which lies in the Northern Growth Area, is annexed by the city. The country club now has to submit a proposal for a subdivision and request waivers relating to Xenia water services and septic treatment systems. Council Bluffs, IA The Council Bluffs Airport Authority is seeking SOQ proposals from interested firms for professional consultation services required for projects at the Council Bluffs Municipal Airport. Council Bluffs, IA The Council Bluffs City Council will consider approving a MOU between the city and Mid- America Partners LLC regarding the proposed redevelopment of The Plaza adjacent to the Mid- America Center. The developers plan to reconfigure the two buildings to allow the entrances to face parking lots serving the site. The city is being asked to provide up to $2.1 million in TIF funding to assist the estimated $11.4 million project. Des Moines, IA During Iowa Governor Terry Branstad s Condition of the State address, assurance was given that lawmakers will consider the provision of tax incentives to redevelopment projects seeking to re-purpose vacant schools and public buildings across the state. State legislators will also consider redirecting nearly 10 million surplus Rebuild Iowa Infrastructure Fund dollars to supplement the tax incentives. The non-partisan measure is expected to have broad appeal, and Page 1 of 9
2 will likely be applied retroactively to assist developers who have purchased vacant buildings in the past year. Glenwood, IA The Glenwood Community School District Board of Education has selected La Crosse, Wisconsin-based HSR Associated to design the district s proposed gymnasium and locker room addition to the high school. The project is estimated to cost $3.5 million. Construction is expected to begin this fall. The board also closely considered proposals received from FRK Architects & Engineers - Des Moines and Prochaska & Associates - Omaha. Glenwood, IA Glenwood City Administrator Brian Kissel reports that the Glenwood Aquatic Center Committee is soliciting input from Glenwood and Mills County residents concerning a bond referendum that could be placed before voters later this year. Guthrie Center, IA Ken Laughery, president of Guthrie Center Revitalization, reports that the organization has presented its final appeal to the Iowa Economic Development Authority seeking designation as a Main Street Iowa Community. The cities of Avoca, Centerville, Independence and Newton have also submitted applications. IDEA officials will announce their decision as to which, if any, communities are accepted January 27th. Kalona, IA The Mid-Prairie Community School District Board of Education has approved a facilities improvement program totaling between $10.2 million and $10.5 million. The plan, prepared by Shive Hattery - Des Moines, includes classroom expansion at all of the district s attendance centers, and the construction of a new administration and alternative learning center. District voters will decide in April whether to approve a bond issue to finance the program. The board moved to remove a proposed new middle school gymnasium from the list, and will explore the possibility of developing the project in partnership with the City of Kalona within the next two to three years. Morning Sun, IA The Morning Sun Community School District Board of Education has met with Jon Jackson of The Baker Group - Des Moines to review a preliminary report on possible facility improvements. The board expects to receive the final report in February. Sioux City, IA Keri Kellen, executive director of the Children s Museum of Siouxland, reports that Cincinnati, Ohio-based Jack Rouse Associates has been selected to prepare final concept, schematic and detail designs for the museum s proposed 8,000-SF expansion project. Master planning and preliminary concept planning was previously conducted by the firm and educational consultant Mary Sinker. The project is estimated to cost $6 million. Williamsburg, IA Williamsburg Community School District voters will go to the polls February 4th to consider approval of a $6.7 million bond issue to finance the construction of a proposed new gymnasium complex. The district is working with Neumann Monson Architects to develop the project. Voters last year rejected a proposed $7.9 million issue to fund a similar project. Horton, KS The Kickapoo Tribe in Kansas is seeking proposals from interested firms for a planning consultant services required to prepare a planning study for tribal transit services. Beatrice, NE The Beatrice City Council has approved ballot language for a sales tax increase referendum, which could be placed before voters for consideration during the May election. If approved, approximately $660,000 in additional revenue will be collected to finance various street department projects. The council will likely decide whether to place the item on the ballot during its February 3rd meeting. Bellevue, NE Bellevue officials are considering options for the redevelopment of the Olde Towne area as the city prepares to relocate its city and police department offices from the City Hall building. John Jungers, president of the Olde Towne Development Committee, expressed his hope that the area can be transformed into a vibrant entertainment destination appealing to young professionals. The project dovetails into one to redevelop Mission Avenue. The city has received a federal grant to fund a study of options related to the corridor. Blair, NE FEMA and Nebraska Emergency Management Agency officials have approved $4.4 million in funding to assist the city s flood mitigation plan. The approval authorizes the city to begin the first phase of its plan, which includes preliminary design and engineering evaluation of the environmental impacts and financial feasibility of the whole project. The Blair City Council has approved an agreement with HDR Engineering - Omaha to assist the project. Brady, NE The Brady Village Board of Trustees has approved an application for $250,000 in CDBG funds to assist the construction of a lagoon project. The village will provide $78,400 in matching funds. The village is working with Miller & Associates - Kearney to prepare plans. Bridgeport, NE The Bridgeport Public School District Board of Education has selected Anderson & Shaw Construction - Scottsbluff to serve as Construction Manager for the district s upcoming construction and remodeling project. Proposals from four firms were considered. In a related matter, Superintendent Dave Miller reported that he has initiated the bond sale process by traveling to Chicago to establish the district s credit rating and interest rate. Brownville, NE Brownville voters have overwhelmingly approved the issuance of $809,000 in general obligation bonds to assist the construction of a new wastewater treatment facility. The Village Board of Trustees has secured $1.4 million in USDA loan and grant funds as well. The new facility will meet mandated EPA standards. Center, NE Knox County is seeking proposals from interested firms for professional services required to update the Tri-County Hazard Mitigation Plan. Columbus, NE The Lakeview Community School District Board of Education has received a recommendation from Gilmore & Associates - Columbus to install a new treatment system that uses either reverse osmosis or filtration to remove iron bacteria from the Shell Creek Elementary School s water supply. 5 Columbus, NE Nebraska Public Power District officials are developing plans for a 220-mile 345 kv transmission line in north-central Nebraska. The project, referred to as the R-Project, would connect the Gerald Gentleman Station near Sutherland with the Western Area Power Administration system. If approved, the project is expected to spur increased development of wind-energy projects in the area. The Cherry County Wind Association estimates that nearly 1.5 million acres are available for wind-energy development. Elgin, NE The Elgin City Council has approved an agreement with Advanced Consulting Engineering Services - West Point to assist the city s efforts to develop a new water well. The city is working to complete the survey and appraisal of land for a test well site. The city s current water supply has high levels of arsenic present. Fairbury, NE The Fairbury City Council has met with Assistant Street & Alley Superintendent Laura Bedlan who reported that community-wide survey was being prepared to seek input on what direction the city should take with regard to possible updates of the swimming pool. Bedlan said additional information will be provided at a later date. Gothenburg, NE The Gothenburg City Council has moved to retain Hanna:Keelan Associates - Lincoln to review and update the city s zoning and subdivision ordinances. Gothenburg, NE The Gothenburg Public School District Board of Education has been informed that the city can proceed with application for a SRTS grant. The board also learned that school officials are considering a design / build approach for a north gymnasium rooftop project. Grand Island, NE The City of Grand Island is seeking SOQ proposals from interested firms for engineering services required for 2014 Capital Improvement Projects at Selected Locations. Hampton, NE The Hampton Village Board of Trustees has moved to proceed with a bond issue to finance construction of a new City Hall building. The board met with Todd Boldt of Miller & Associates - Kearney to discuss the project. The board learned that additional costs may be incurred for asbestos removal, demolition of the existing building and the possible removal of a suspected petroleum tank on the site. The board is also working with DA Davidson & Company to place a referendum on the May ballot seeking voter approval of the issuance of up to $750,000 in bonds to finance the project. Humphrey, NE The Humphrey Public School District Board of Education has hosted a public information meeting to review designs for the district s track and field turf project. The district is working with Bahr Vermeer Haecker Architects - Lincoln, REGA Engineering Group - Lincoln, and Nemaha Landscape Construction - Lincoln to develop the estimated $1.5 million project. Laurel, NE The Laurel-Concord and Coleridge school districts have reached an agreement allowing the districts to merge. Members of the districts boards will meet February 10th to finalize the agreement. The districts have participated in a co-operative agreement for administration and Page 5 of 9
6 sports for nearly a decade. Lincoln, NE The Lincoln City Council will consider a measure requiring the incorporation of storm water management systems in the design of new developments. The systems may be comprised of landscape features and native grasses to slow storm runoff. Lincoln, NE The Nebraska Department of Economic Development has awarded nearly $870,000 in Civic & Community Center Financing Fund grants to the cities of Ashland, Ogallala, Red Cloud and York. The funds will advance the renovation and development of cultural and convention center projects. The City of Red Cloud intends to use its $250,000 allocation to construct an ADA compliant addition to the Auld Public Library. Lincoln, NE The University of Nebraska is updating its list of certified architectural and engineering firms and is seeking qualifications from firms interested in working on university projects. Lincoln, NE The Lancaster County Board of Commissioners has approved the construction of a new sally port allowing access between the former county jail and the Hall of Justice. The estimated $1 million project was designed by Sinclair Hille Architects - Lincoln. Lyons, NE The Lyons City Council has met with Mayor Andy Fuston to discuss the city s one- and six-year street plans. A resident asked if the plans included improvements to increase the aesthetics of the downtown area. The Mayor said if and when the project comes to fruition, opportunities would exist to incorporate design elements to enhance the area s appearance. "There s nothing that s been brought up or designed," said Fuston. Lyons, NE The Lyons City Council has met with Nathan Kalahar of PLaN Architecture - Sioux City to discuss design progress for the renovation of the city s auditorium. The council is preparing to apply for a Civic Community Center Financing Fund grant to assist the project. Olsson Associates - South Sioux City is serving as project engineer. Minden, NE The Minden Public School District Board of Education has met with representatives from DLR Group and Boyd Jones Construction to discuss options to reduce the scope and cost of the district s proposed facilities improvement program. The board expressed its desire to pare the cost to $22 million ahead of a possible November bond referendum. District voters rejected a $26 million bond issue last September. Nebraska City, NE Stephanie Shrader, director of the Nebraska City Area Economic Development Corporation, reports a 2014 goal of the agency is to secure the availability of up to 100-acres of land for industrial development. The city expects to extend sewer service to a development site near its transfer station next year. Shrader said the EDC would like to recruit a heavy power user at the site. Niobrara, NE Niobrara residents are being asked to submit suggestions for projects and improvements to be included in the town s list of priorities for In a recent Niobrara Tribune editorial, Perry Page 6 of 9
7 Benson, a Philadelphia architect and friend of the community, offered input concerning the need to develop additional storefronts in the downtown area and a fitness center featuring an indoor swimming pool. Oakland, NE A committee comprised of board members of the Oakland-Craig, Tekamah-Herman and Lyons- Decatur Northeast school districts is working with DLR Group to advance through a reorganization process required to merge the districts. The committee also selected DA Davidson & Company to assist a proposed bond issue. The committee considered the services of Ameritas Investment Corporation and First National Capital Markets as well. Omaha, NE Omaha s Blue Barn Theater continues its $7 million capital campaign to raise funds for the construction of a new 12,000-SF theater near 10th and Pacific Streets. The project is being developed with assistance from Min / Day - Omaha, Ehrhart Griffin & Associates - Omaha, Morrissey Engineering - Omaha and Kiewit Building Group - Omaha. Omaha, NE Omaha Public School District officials have released preliminary findings of a facilities study conducted by RDG Planning & Design. Estimated costs for repair and improvement of the district s 79 facilities could reach $570 million. Improvement to the district s alternative schools and athletic facilities could result in an additional $30 million to $80 million in costs. In the coming months, the Board of Education will work to align the study s recommendations with the district s larger strategic plan. Superintendent Mark Evans said a bond issue is not imminent. Omaha, NE Nebraska State Senator Rick Kolowski - Omaha has introduced legislation seeking nearly $8 million in state funding to assist the development of a new Great Plains Black History Museum. The museum was housed in the circa-1907 Telephone Exchange Building, however the location was closed due to dire maintenance and structural issues. James Beatty, the museum s president and chairman of the board, said an existing building could be renovated for museum use, but hopes are to build a new facility as a destination attraction. Ord, NE The Ord City Council has met with Mike Shultes and Dave Henke of JEO Consulting Group to review study findings related to the development of a new 25-meter municipal swimming pool. The council moved to proceed with the estimated $2.5 million project. The city currently has nearly $1 million available for the project, and will launch a capital campaign to secure the remaining funds necessary. Osceola, NE The school boards of the Osceola, Shelby-Rising City and Cross County school districts will meet January 22nd to review findings of a feasibility study into the possible consolidation of the districts. The study was conducted by Dr. Jerry Ehlers. Palmyra, NE The Palmyra Public School District is seeking SOQ proposals for a Performance Contract from ESCO s. Plattsmouth, NE Plattsmouth City Administrator Erv Portis reports that the city is working with the state fire marshal s office to begin the process of addressing damage to the city s historic Waterman Page 7 of 9
8 Building, which was effectively destroyed by a fire January 2nd. Portis said the building s likely demolition will require approval from the Plattsmouth Historic Preservation Board. Portis added that, due to the suspected presence of asbestos, the demolition will also be governed by the Nebraska DEQ. Scotia, NE North Loup - Scotia Public School District voters are being asked to participate in a special mail election seeking approval of the issuance of up to $3.125 million in bonds to finance the construction of a new elementary addition and the demolition of the existing high school. A separate measure seeks approval of the construction of a new bus barn at an estimated cost of $245,000. The election ends February 11th. Sidney, NE Members of the Sidney City Council, the South Platte NRD and the Joint East Sidney Watershed Authority will meet January 21st to review projects listed in a master plan addressing storm water issues in the east Sidney development area. The plan was prepared by Olsson Associates. Sidney City Manager Gary Person said funding options and priorities will be considered to assist nearly $4.3 million in potential projects. Sidney, NE The Sidney Police Department is working with Lafayette, Colorado-based Voorhis Associates, Carlson West Povondra Architects - Omaha and Baker & Associates - Scottsbluff to determine options to remodel the department s headquarters building or construct a new facility. The department is expected to present its recommendations to the City Council for consideration in March or April. Sidney, NE Sidney Public School District Board of Education member Randy Miller has presented a motion that district officials place a $16.9 million bond issue referendum on the May primary ballot. If approved, funds will be available to construct a proposed new elementary school. District voters narrowly rejected a $16 million issue last September. Superior, NE Representatives from the City of Superior and the South Central Economic Development District will host a public meeting January 21st allowing residents to provide input concerning goals for the city s comprehensive plan and redevelopment efforts. Sutton, NE The Sutton Public School District Board of Education has approved first-phase construction bid solicitation for the relocation of the competition football field to the site of the existing practice field. The bids will be reviewed in February or March. The project is estimated to cost $625,000 with contingencies. A second phase calls for construction of a new restroom and concessions building in The project was developed with assistance from W Design Associates - Hastings. Valentine, NE The Valentine City Council has moved to enter an agreement with the Nebraska Emergency Management Agency related to an estimated $5 million storm sewer improvement project. The grant and the city s portion will be $1.3 million. The first phase is design. Verdigre, NE The Verdigre Fire District is seeking SOQ proposals from interested firms for architectural and engineering services required for the expansion and remodeling of the district s fire hall in Verdigre. Yutan, NE The Yutan Public School District Board of Education has finalized the purchase of the Yutan Activities Center from the city. Superintendent Kevin Johnson said the board has discussed possible improvement of the facility with an unnamed engineer. The board will consider options to leave the facility in its present condition or undertake a partial or complete renovation. Estimated project costs range between $0 and $400,000. The board may consider seeking a voter-approved bond issue, but expressed concern that the costs may not be justifiable to taxpayers.
