2 About this handbook This handbook was generated in the frame of the project (Sustainable Services for GMES and GNSS in Mobile and Mobility). Coordinated by the Netherlands Space Office, the project aims to support innovative mobile service providers in the implementation of business cases that exploit the European satellite navigation systems (Galileo and EGNOS) and the European Earth observation programme Copernicus, which was previously known as GMES. The project is supported by the European Union under the European Mobile and Mobility Industries Alliance within the Entrepreneurship and Innovation Programme (EIP). This handbook aims to provide insights on how business support stakeholders can contribute to the creation of a European space for innovation support dedicated to Copernicus and GNSS services. It introduces a set of examples of effective regional and national support mechanisms aiming at stimulating the take-up and growth of innovative and competitive services downstream satellite capabilities which can be adapted and replicated. This handbook is intended to regional/national business support stakeholders: development agencies, regions, clusters, incubation centres, chambers of commerce, users communities It contains a collection of good practices compiled from the pilot experiences of several European organisations and ranging from dedicated regional calls for projects, mobile app hackathons, users fora, to international exchange programmes. This document was built with the underlying ambition to stimulate cross regional networking and collaborations. 3 Strategic background Good Practices examples Due to the high potential of the GNSS and Copernicus satellite application markets, more and more national, regional or local actors in the whole European Union have decided to launch proactive policies to stimulate the economic development of innovative space related service activities. Currently, 56 Regions in European countries are referenced as being actively involved in supporting GNSS and/or Copernicus activities. The Regions with strong space background find in satellite applications development the opportunity to cultivate the excellence of their space industrial poles while boosting the development of new business activities. But non space Regions also see the opportunity to capitalize on GNSS or Copernicus data in order to boost the innovativeness of other industrial fields such as agriculture, aeronautics, insurance, telecommunication, health, logistics, railway, maritime, tourism, etc. Yet, the return on experience of such Regions shows that the development of innovative services downstream the space sector are often restrained by seven major barriers: Lack of awareness: understanding of the added value to be expected from satellite data Access to data/training: difficulty for start-ups and SMEs to access good quality data/lack of trained personnel Bridge to users: potential users often struggle to identify solutions appropriate for their specific needs Market fragmentation: most companies face difficulties at enlarging the scope of their existing services at the EU scale Lack of experimented entrepreneurs Business Modelling and Exploitation: difficulty to find the right business model, difficulty to develop a network and build strategic partnership with core service providers Funding: difficulty for start-ups and SMEs to access private and public funding The following chapters present eleven examples of good practices collected all over Europe, mainly focusing on four of the seven barriers listed above (Awareness, Access to data, Bridge to users and Market fragmentation): Master courses at Politecnico di Torino National Copernicus User Forum Day Raising awareness of policy makers Eurisy Supporting the access of professional end-user communities to operational satellite applications G-STEP A Copernicus acceleration initiative in the UK Regional clustering in Bavaria Helping SMEs to develop themselves Space Application Camp Five days to develop applications Midi-Pyrénées Region call LAPEROUSE Regional fund to develop the competiveness of regional SMEs Terre des Etoiles Innovation club Creating synergies between space and agriculture DORIS_Net Raising awareness and strengthen regional involvement in Copernicus SUNRISE project Organisation of Users Fora with the LBS and ITS communities International exchange Boosting international business development and strategic partnerships 4 5

Eurisy Supporting the access of professional end-user communities to operational satellite applications Eurisy is a European non-profit association of over 30 governmental space offices and space agencies, international organisations, research institutions, and private businesses involved or interested in space-related activities. Eurisy was created in 1989 under French law, on the initiative of its Founding President, the late Hubert Curien. Eurisy facilitates the access of professional communities to satellite information and services. Indeed, the EU has been investing heavily in satellite infrastructure notably through programs such as Galileo and Copernicus, expecting socio-economic and environmental returns on these investments, through the development of offers of satellite applications, and through their take-up by users in many sectors of activity (environment, risk management, energy, transport etc.). Eurisy helps ensure that these investments bring their expected returns. Eurisy delivers: Innovation support for projects Events that bring together space and non-space communities Publications: for instance, Eurisy s annual publication Satellites Going Local is a collection of case-studies on confirmed users of satellite applications in Europe. It is an annual state-of-the-art publication unique in Europe in that it focuses exclusively on operational uses of such services, reporting point of view of the end-users. Eurisy - Supporting the access of professional end-user communities to operational satellite applications Eurisy, a European non-profit association of space agencies To promote GNSS / Copernicus technologies to potential users. Eurisy carries out its mission by: - Raising public awareness about satellite information and services, and their benefits - Informing and advising end-users on financing, implementing and using these services - Facilitating dialogue between professional end-user communities and the space community - Providing feedback to European and national decisionmakers on the needs of end-user communities Since the beginning of Eurisy s User Programme, through conferences, workshops, scoping exercises and publications Eurisy has reached out to over 8000 professionals from different sectors that had previously been unaware of satellite applications. Through cooperation with associations of end-users (such as the Assembly of European Regions, Association of European Border Regions etc.) Eurisy has been a pioneer in putting satellite applications on the agenda of these networks for the first time. Eurisy has published a series of articles and reports which provide a unique perspective into obstacles and opportunities encountered by end-users in taking up satellite applications. Eurisy operates across Europe but its activities could be transferable to other organisations in another region/country. Political will and financial backing for the mandate. National Copernicus User Forum Day Raising awareness of policy makers Every year since 2012 a two day forum is organised by CENIA, the Czech Environmental Information Agency in order to give to policymakers and public authorities, all the information they need about GMES/Copernicus, to prepare environmental legislation and policies. The National Copernicus User Forum Day aims at raising awareness and fostering the use of Copernicus services and their integration into users working practices and operational workflows. A special focus is given on emergency management, land, atmosphere and climate change, highlighting for instance, the critical decisions that need to be made during emergencies, such as when natural or man-made catastrophes and humanitarian crises occur. National Copernicus User Forum Day CENIA, Czech Environmental Information Agency in cooperation with the Ministry of Transport, the Ministry of the Environment of the Czech Republic and Technology Centre ASCR, with the support of the National Secretariat GEOSS/GMES and the Ministry of Education, Youth and Sports To motivate possible user communities in the Czech Republic to use Copernicus services and data. To provide and share practical use of data for users needs. To discuss about development of services and applications. To get an idea on Copernicus data policy. To foster networking and cooperation between state administration, academia, scientists and businesses. To establish users community Organisation of a two day event bringing together domain experts, experienced and new users of Copernicus data and services with the aim to share overall insight into the Copernicus programme, practice in the Czech Republic, and more specific insights about current developments and opportunities. Two events were already organized in 2012 and In 2012, the conference was attended by almost 100 guests not only from the public sector, academic and research sphere but also from the private sector. In spite of the fact that it was a national conference, some representatives from neighbouring countries such as Germany, Austria, Poland and Slovakia also participated, some of them with their own presentations. Master courses at Politecnico di Torino Piedmont region provides a good example of a region building on Education and R&D to capture further regions and foreign investment and therefore sustain and extend its regional economic foundations. To this aim, Politecnico di Torino was founded in 1906 as a centre of teaching and research, strongly committed to collaboration with industry. It welcomes today students, lecturers/researchers, 4 schools of Engineering, 32 Master of Science courses, 24 PhD courses with 138 million of annual budget for research. The University is proposing Master s courses dedicated to Navigation and related applications (MNA) were the students are provided with an extensive background in navigation/localization systems as well as a detailed analysis on NAV/ COM integration and environmental monitoring applications or a specific training on timing. The program lasts 12 months including 3-4 months dedicated to hands-on pilot project (internship). It is carried out in collaboration with the ISMB (Istituto Superiore Mario Boella) and IEN (Istituto Elettrotecnico Nazionale Galileo Ferraris) both located in the Piedmont region. These programs raise of course, a strong students awareness about the added value to be expected from the European Satellite Navigation capabilities. At the end of this education program of three years, students go to the industry and therefore bring their GNSS knowledge to other fields of industry. Master courses at Politecnico di Torino Politecnico di Torino To offer dedicated university courses for Navigation and related applications over a three years education curriculum. The courses range from system aspects, receiver technologies (hardware design) and innovative applications based on the user position. Courses are covering GPS and Galileo systems, Support systems for GPS and Galileo, Terrestrial and satellite-based (e.g., EGNOS), GNSS regulatory aspects, Receiver technologies Localization in cellular systems (and WLAN), Navigation and communication hybridization (GNSS + wireless networks), Applications of GNSS in surveys and mapping, Added-value navigation-related services and applications, timing and time scale generation and synchronisation. Every year, 48 students graduate. With their expertise in the development of Navigation Satellite Systems, and of Galileo in particular, they are hired in a large number of industries, thus supporting such non space sectors at making use of GNSS data and services. G-STEP A Copernicus acceleration initiative in the UK G-STEP is the GMES (Global Monitoring for Environment and Security) Space Technology Exchange Partnership, and is host to the East Midlands Business and Research satellite Application Centre of Excellence (EMBRACE). G-STEP is a ground-breaking University of Leicester interdisciplinary project through which the knowledge and expertise in Earth Observation Sciences is made available to business for the purpose of initiating innovation and developing new products and services. In addition, G-STEP is the East Midland s Regional Office (RCO) for Copernicus, and is the lead partner in the Satellite Applications Catapult regional Centre of Excellence, EMBRACE, providing a collaborative partnership between the universities of Nottingham and Leicester and the British Geological Survey (BGS). G-STEP s team of dedicated staff facilitate the interface between the University of Leicester s Earth Observation expertise and the needs of businesses, especially SME s in the East Midlands and beyond. Through its business engagement process the G-STEP team investigates solutions for clients, brokers and implements research and development projects jointly with businesses, assists entrepreneurs and develops strategies for knowledge exchange in order to improve business competitiveness. Additionally, G-STEP also provides access to the research expertise throughout the College of Science and Engineering, including the Space Research Centre. The G-STEP mechanism enables businesses, especially SMEs, to develop projects from the concept stage to much higher technology readiness levels and commercialisation. G-STEP offers a range of assistance including: large and small scale networking and educational events; knowledge transfer related to Earth Observation science and technology; software development and processing; and graduate placements to develop projects. G-STEP boosts business growth in the East Midlands and beyond by breaking down the barriers to wider use of satellite data and exploring the potential competitive benefits of earth observation with clients. G-STEP is co-funded by the European Regional Development Fund (ERDF) and the University of Leicester and successfully secured a further 2 years funding in 2013 to allow similar projects to be supported and new initiatives to be explored with East Midland SMEs. G-STEP is very successful as an intermediary between university expertise and regional business. The process successfully develops partnerships between providers and users (including with funding bodies) and niche activities in areas of Copernicus particularly those involving utilisation of Earth Observation data, GIS and related data. Yes, the good practice and mechanism is transferrable to other regions and countries, e.g. the same good practice exists in Poland. The same capacity to bridge the gap in between cutting edge Earth Observation experts and users in other businesses and industries. The same or similar mechanisms and processes could be implemented depending on local law and regulation. 5. Regional clustering in Bavaria Helping SMEs to develop themselves Bavaria is a global leader in the aeronautics and space sector and with the advent of Galileo, the state is well positioned to become a leading center for satellite navigation. The state is home to a wide range of the world s leading military aircraft, aircraft engine, rotorcraft, spacecraft, satellite manufacturers as well as supporting systems and component industries throughout the aerospace and satellite navigation industries. Bavaria is a nerve centre for the European space industry. With key organizations such as EADS- Astrium, EADS Space Transportation, EADS Space Services, MT Aerospace, Kayser-Threde and Galileo Industries based in Bavaria, the state has established itself as a crucial European & international centre for development, manufacturing & operations for space transportation systems, space stations/platforms and satellites. Space Application Camp Five days to develop applications The Space App Camp consists in inviting 20 developers to ESA s premises (either in ESRIN or ESTEC). The objective is to promote the integration of GNSS (especially EGNOS) and Copernicus into mobile applications and to educate mobile developers about the specific features and business opportunities offered by these space infrastructures. The Space App Camp shall aim at resulting in a concrete app concept which integrates EGNOS and Copernicus. In addition a business idea and a rough prototype including technical concept shall be submitted. Individual business coaching for all teams is also provided. The developer camp targets innovative app developers with proven experience in app development but experience with the integration of Copernicus/geo-information/EGNOS data is explicitly not required. Developers can either apply alone, or as a team of two, to increase the chance for actual market implementation of the app camp output. The prizes are: Access to Copernicus core/additional data for the winning team (tbc with EC) Gadget for winning team (e.g. google glasses, apple watch ) service vouchers to be provided to top 3 concepts The app camp largely promotes the development of application using the Galileo signal. Thanks to this good practice, application developers are more aware of what is going on in this sector. They develop applications linked to market needs and so applications will be more easily sold. AZO has organised two App Camps for ESA in 2012 and 2013 which took place at ESRIN and focused on integration of Copernicus data participants applied in both years and the media attention was high. Space Application Camp Five days to develop applications ESA with the support of AZO and the consortium under EU CIP funding. To create awareness for the possibilities offered by Copernicus and GNSS (especially EGNOS) to enrich mobile app development and enhance the readiness of these innovations for the market. The Space App Camp consists in gathering application developers with like-minded people, and stimulating the creation of mobile applications using satellite data. During the Space App Camp, participants are provided with access to satellite data for the development of mobile applications (Android and ios) in predefined categories (culture, Emergency and Rescue Management, Environmental Protection, Maritime Environment and Maritime Transportation, Lifestyle apps). The Space App Camp aims at resulting in five working app prototypes, which integrate EGNOS and Copernicus data. In addition a business concept for the application shall be developed. The winning team is selected by a jury of ESA, EC and consortium representatives on the final day of the Space App Camp. Midi-Pyrénées Region call LAPEROUSE Regional fund to develop the competiveness of regional SMEs The Region Midi-Pyrénées launches, once a year, a call for projects aiming at stimulating the development, creation of services, products and applications: making use of GNSS data, particularly applications related to intelligent transport, advanced mobility, management of water and energy resources... improving the use of space related technologies and data facilitating the deployment of Galileo and Copernicus programmes through new usages bringing more value to space-related technologies to make them available on other markets particularly mass markets The first call was launched in 2010; since then it has been renewed on a yearly basis Laperouse is a call for projects open to regional companies and research laboratories or institutes which aim to develop innovative services, products and applications in the following priority fields: Satellite navigation / geolocalisation Telecommunications Environment monitoring Info mobility and multimodal applications Projects must have a maximum duration of two years and show the existence of a market for the services or applications proposed and to describe the strategy and the means which will be implemented to reach it. The project must be led by a Midi-Pyrénées-based company: SME or in exceptional circumstances a company of less than 2000 employees. It should include at least a second partner from Midi- Pyrénées (private company or public laboratory). In calling new offers, the Region Midi-Pyrénées is emphasizing awareness within the companies. They know the needs of the sector and develop products linked to these. It also enables a better access to market of the developed products in the way that they meet known needs. To support the main challenges at stake identified in the region, particularly the development of a better managed and sustainable environment, the development of infomobility applications, the development of the knowledge society. Creation of a regional call for project supporting the development of innovative services, products and applications in the following priority fields: - Satellite navigation / geolocalisation - Telecommunications - Environment monitoring - Info mobility and multimodal applications Yes In 2013, 7 projects answered the call for tender and 6 were financed for a total amount of 1,403 M. Terre des Etoiles Innovation club Creating synergies between space and agriculture Precision agriculture is a highly effective farming strategy that can certainly help towards solving the problems and challenges that face agricultural production worldwide by allowing farmers to better allocate inputs such as seeds and fertilisers, to increase productivity while lowering costs, and minimise environmental impact. GNSS and Earth Observation technologies offer great capabilities to answer current agricultural needs, and are effective solutions for precision agriculture. Traditionally, the main obstacle to a wider deployment of precision agriculture has been the substantial investment required. EGNOS and in the future GALILEO fundamentally change the equation by offering high precision at affordable costs while Copernicus satellite Sentinels are about to offer improved capabilities. In November 2009, Agri Sud-Ouest Innovation and Aerospace Valley competitiveness clusters, respectively specialised in agriculture and in aerospace, decided to launch a joint innovation club to help the farmers community at retrieving the best from satellite applications capabilities on the one hand, and to help satellite application providers who are members of the Aerospace Valley cluster at identifying new market opportunities on the other hand. Named Terre des Etoiles, the concept of the innovation club consists in organising interdisciplinary workshops between actors from the agriculture and aerospace sectors who rarely have the opportunity to work together. Organised on a quarterly basis, such workshops aim at fostering the emergence of innovative projects answering users needs for the production of competitive agroproducts. Each workshop focuses on a different topic. The club gathered for its first meeting 24 participants. In 2014, it is still very active with an even higher number of participants. DORIS_Net Raising awareness and strengthen regional involvement in Copernicus-GMES DORIS_Net (Downstream Observatory organised by Regions active In Space - Network) was a 2-year Coordination Action that received financial support between 02/2011 and 01/2013 within the 7th Framework Programme. During the project duration, DORIS_Net set up the European network of Copernicus-GMES Regional Offices (RCOs) to raise awareness and strengthen regional involvement in Copernicus- GMES, Europe s flagship program for Global Monitoring of the Environment and Security. Currently there are seven active RCOs established across Europe. Each RCO is meant to serve as a meeting/exchange point among local authorities, providers and potential users of Copernicus-GMES services and other stakeholders at regional, national and European level by: Providing information on the Copernicus-GMES program, the benefits and the opportunities for innovation arising from it Monitoring/mapping existing Copernicus-GMES services at regional level and promoting the transfer of research results in new applications, services and patents Connecting the demand/supply of new products and Earth Observation-based services Promoting partnerships and pilot initiatives, as well as technology and/or commercial cooperation agreements Hosted by an independent entity and mandated by its regional authority, it serves as regional centre of Copernicus-GMES expertise. The project name DORIS_Net signals a fully user led approach for the establishment of a network linking European regional and local authorities, service providers and other GMES stakeholders on regional, national and European level. All regions in the DORIS_Net project are members of NEREUS (Network of European Regions Using Space Technologies) and DORIS_Net is specified, designed and implemented by the Regions themselves. The RCO has the following main functions: - identifying potential users of GMES services - raising awareness of the potential offered by Copernicus-GMES and Earth Observation services (through the organisation of events and workshops, communication actions...) - knowing the GMES portfolio and watch new services - monitoring/mapping existing Copernicus-GMES services at regional level and promoting the transfer of research results in new applications, services and patents - assisting users in the expression of their needs - favouring dialogue between users and service providers - developing opportunities to produce new services in line with identified needs - promoting partnerships and pilot initiatives, as well as technology and/or commercial cooperation agreements - Supporting training in the Earth Observation field To encourage inter-regional cooperation between member regions, and to establish permanent communication, RCOs are connected by a platform through which they share information on demand and capabilities, opportunities, events in progress etc. and exchange good practices. What would be the necessary steps for implementation? DORIS_Net has raised interest in many regions. 7 active RCOs established across Europe. Successful demonstration of the transfer of the RCO model with 2 regions. Shared inventory containing: 84 Users Providers - 77 Needs services data from 9 regions. Organisation of 57 events in 21 European regions gathering tens of participants: SMEs, end-users, Local and Regional Authorities representatives, researchers, students, space agencies, EU DG Shared dissemination material (brochures, fact-sheets catalogues, web pages, press briefs ) and training/education material. Recommendations for new GMES products. Methodology and guidance for regions interested in setting up a RCO Rules for coordination of the network after the end of the project. Budget of 100 K to 200 K for each RCO for a three years activity, covering 1. Personnel costs related to the animation team, 2. Costs related to communication and promotion activities, 3. Operating expenses. Different scenarii can be envisaged depending on the size, priorities, and ambitions of Regions wishing to join the RCO network. Yes. The RCO network concept has been developed with the aim to gradually incorporate more and more European regions. Starting with a nucleus of 6 pilot regions, the transfer of the RCO model has been successfully demonstrated with Basilicata and Bretagne regions. In order to ensure that different RCOs coming from various European regions can work together in a coordinated approach, DORIS_Net implements a certification process, through which regions interested in setting up an RCO and joining the network, obtain the Copernicus- GMES RCO Label. SUNRISE project Organisation of Users Fora with the LBS and ITS communities G-STEP is the GMES (Global Monitoring for Environment and Security) Space Technology Exchange Partnership, and is host to the East Midlands Business and Research satellite Application Centre of Excellence (EMBRACE). G-STEP is a ground-breaking University of Leicester interdisciplinary project through which the knowledge and expertise in Earth Observation Sciences is made available to business for the purpose of initiating innovation and developing new products and services. In addition, G-STEP is the East Midland s Regional Office (RCO) for Copernicus, and is the lead partner in the Satellite Applications Catapult regional Centre of Excellence, EMBRACE, providing a collaborative partnership between the universities of Nottingham and Leicester and the British Geological Survey (BGS). G-STEP s team of dedicated staff facilitate the interface between the University of Leicester s Earth Observation expertise and the needs of businesses, especially SME s in the East Midlands and beyond. Through its business engagement process the G-STEP team investigates solutions for clients, brokers and implements research and development projects jointly with businesses, assists entrepreneurs and develops strategies for knowledge exchange in order to improve business competitiveness. Additionally, G-STEP also provides access to the research expertise throughout the College of Science and Engineering, including the Space Research Centre. The G-STEP mechanism enables businesses, especially SMEs, to develop projects from the concept stage to much higher technology readiness levels and commercialisation. G-STEP offers a range of assistance including: large and small scale networking and educational events; knowledge transfer related to Earth Observation science and technology; software development and processing; and graduate placements to develop projects. Identification of users and user-connected organisations in LBS /ITS in Europe. Establishment of user fora involving high-level representatives of the ITS and LBS communities and identification of the specific needs of these stakeholders in terms of technical requirements and standardization. Promotion of Galileo-ready technologies/applications/ services towards private (mainly SMEs) and public stakeholders. Activities to foster GNSS ITS and LBS related standardisation. Organisation of 5 workshops gathering 15 to 20 users each. A database of GNSS-related ITS and LBS qualified stakeholders (220 organisations). Launch of a dedicated standardization group. Recommendations and action plan to foster the use of EGNSS in ITS applications. Release of the Galileo Apps Store catalogue gathering the 20 first Galileo ready applications (which will be completed gradually and linked to the GSA homepage). International exchange Boosting international business development and strategic partnerships Aerospace Valley is a bi-regional nonprofit competitiveness cluster dedicated to space, aeronautics and embedded systems. The cluster covers two adjacent regions in the South-West of France: Midi- Pyrénées and Aquitaine. Today Aerospace Valley gathers 683 members from industry and research including 392 SMEs as well as large corporate groups (like Airbus Group Defence and Space, Telespazio or Thales Alenia Space), major aerospace research establishments, engineering schools, and local authorities. The cluster s expertise and activities have recently been awarded the Gold Label of the European Cluster Excellence Initiative. In 2010, Aerospace Valley launched an innovative support measure aiming at supporting the international developments of its SME members: the shared VIE (Volontariat International en Entreprise in French - International Volunteer Experience). The VIE programme enables French companies to send volunteers (young persons between 18 and 28 years of age) on an assignment abroad for a flexible period of 6 to 24 months, which can be renewed once within the 24 month period. It was put in place by the French Government in 2000 to support the activity of French companies and their partners abroad while offering young professionals an opportunity to benefit from an international experience. The VIE is an alternative to expatriation. Its cost is three to four times less than an expatriate contract. VIE administrative and legal management is delegated to UBIFRANCE, the French agency for international business development, which looks after contractual aspects, allowance payments and the social welfare protection of the intern on behalf of companies. The concept of shared VIE is that the intern going abroad within the frame of the VIE programme is shared between 3 to 5 companies members of Aerospace Valley, having development objectives in the same country (Germany, Canada, Brazil, India, China ). The main advantage of the shared VIE is that companies can cost-share the VIE assignment for stimulating their internationalisation. In the same state of mind, the European BIC Network (EBN) launched in 2011 the Soft Landing Club initiative. EBN is a network of around 150 quality-certified EU BICs (business and innovation centres) and 100 other organisations that support the development and growth of innovative entrepreneurs, start-ups and SMEs. Soft Landing is an initiative for BIC, incubator and cluster client companies to help them to establish an overseas sales presence, to boost international business development, or to grasp global partnership opportunities. The Soft Landing service is offered by EBN and other incubators at a selection of global locations. Members of the Soft Landing Club are certified first class business incubators. The business support service packages offered is tailored to match the needs of the company asking for support. The duration of the service delivery can typically be from a few days to several weeks, and/or spread over a number of months, if international development for a company in a different region abroad is considered viable. In an attempt to defragment the market and to help SME at building critical mass offers, exchange of personnel with another European company working on similar GNSS or GMES based markets could also be considered. This exchange would allow to 2 European companies to work more closely together as a first attempt to build strategic partnerships and network based business models among them. Time and cost-sharing of a VIE assignment between 3 to 5 companies, all members of Aerospace Valley, and having development objectives in the same country. Job assignments generally consist of local technology and market watch, commercial prospecting To date, 8 VIEs are based in São Paulo, Montréal, Beijing, Shanghai, Hamburg, Munich and Bangalore. 5 other VIE positions should be open bringing the total number to 13 VIEs and benefitting to approximately 40 SME members per trainee (part of the wages is paid by companies) This measure is co-funded by the cluster, the DIRECTTE Midi- Pyrenees and Aquitaine (Regional directorate for companies, competition, consumption, work and employment), on the one hand, and the members on the other hand (50/50 ratio approximately). Check if there is a national framework such as the French VIE programme. Check with the clusters members if the concept of shared VIE could interest them. Search how the action could be financially sustained. large companies, or network of partners abroad (chambers of commerce, ) to see whether they would be willing to host the VIE. Promote the action towards the members; launch a call for interest; define selection criteria; ask companies to provide a strategic plan. Put in place the recruitment process. The following table summarizes all the good practices developed before. It presents the barriers they are linked to, the level of implementation and their targeted audience.
