3 Director General s Review Finnish research and innovation policy is undergoing a period of reform. New priorities were set in the National Innovation Strategy published in The international evaluation of our national innovation system completed at the end of 2009 emphasises challenges of which we had already been aware, but also brings up a key observation and recommendation that the nation should address in appropriate depth in terms of its significance and impacts. Tekes is strongly committed to and has launched the implementation of the policies set in the National Innovation Strategy. During the year under review, Tekes policies for international cooperation were reformed; the criteria for public research funding had already been made stricter the year before to encourage international cooperation; the Strategic Centres for Science, Technology and Innovation became operational; and the new type of funding for young innovative enterprises in cooperation with venture capitalists and the Vigo Startup Accelerators in cooperation with the Ministry of Employment and the Economy both became established practices. The funding share of non-technical content went up to 40% and that of service innovations to 25%. The rate of funding for projects featuring user involvement was significant, and the horizontal programme format for systemic change was practiced first with the Innovations in Social and Healthcare Services Programme. Funding for projects related to energy and environmental objectives already accounted for more than 40% of Tekes overall funding provision. These examples illustrate how strongly Tekes is committed to the implementation of the policies set in the National Innovation Strategy and those adopted by the Government. A key conclusion of the international evaluation of our innovation system is that the system has worked well and that Finland has reached a pioneering position in terms of indicators such as average private sector productivity. The evaluation panel concluded that because Finland no longer needs to catch up with global leaders and will be among the pioneers in the future, the focus of the national innovation policy needs to be shifted increasingly towards encouraging creative destruction, which will help reallocate available resources more efficiently. In practice this will mean prioritising enterprises that seek growth through internationalisation both startups and existing ones as well as increased risk-taking and bold experimentation. The conclusion appears rational, but it is good to remember that there is no evidence of the impacts of such a shift in focus. Therefore the policy change itself involves a major risk. Its implementation calls for a strong political declaration and commitment as increased risk-taking always entails increases in the number of failures. Finland has not typically had a culture of accepting and learning from failure but rather a culture of looking for those to blame and crucify. If the focus is taken in the direction described above, major changes will be required in the functions of all those implementing the innovation policy including Tekes. Hopefully the preparation of the new policy document by the Research and Innovation Council that is about to begin will result in strong national intent regarding changes in focus and risktaking to achieve a strong long-term political commitment to them. Tekes is ready to implement such a reformed innovation policy. For Tekes it would mean continuous renewal similar to the process that has already been underway in recent years. Tekes employees have also shown their willingness for and capability of renewal and their adaptability to a continuous stage of change, including during the year under review. 4 Tekes Board: Tekes supports enterprise willingness for renewal huge increase seen in demand for funding in In 2009 the number of enterprise applications for Tekes research, development and innovation funding increased by almost 40% on the year before. This is an excellent thing and proof of enterprises growing willingness for renewal, while also reflecting the funding challenges faced by them amid the economic recession. Enterprise willingness for renewal was particularly evidenced by the increase in the variety of projects proposed for funding. Business concept, operational process or workplace development was a project element considerably more often than in earlier years. To help ride out the recession, Tekes funding authorisations were increased by a total of almost 100 during the year, but they still could not cover the major increase in demand for funding. With competition for Tekes funding intensified, more and more good projects end up not being implemented, which means many opportunities to create and maintain new success stories and jobs are lost. A particular concern for the future is whether Tekes will have the resources needed to attend to the expanding objectives and duties set for it regarding internationalisation. Going for bold solutions to get to the top The Strategic Centres for Science, Technology and Innovation and their research programmes were set up to accelerate research that benefits the industries. At year-end 2009, there were six Strategic Centres implementing a total of 13 research programmes. Around 10% of Tekes R&D funding was allocated for their programmes, and the aim is to increase the rate to 20% in the coming years. Expectations are high regarding the Strategic Centres, with the aim being to make them internationally attractive and respected players. So far the Strategic Centres have got their extensive network cooperation off to a good start and their research programmes are anticipated to reach concrete results in accordance with the objectives set within the next 5 to 10 years. Because the timescale is long, the rate of small-enterprise participation is fairly low. Tekes has been assigned the important task of developing the Strategic Centres, leading the way and controlling their quality. The only way to get to the top in the future too is to go for solutions that are unprejudiced and bold. Energy and environmental objectives had a broad impact The content priorities set in Tekes strategic policies could be seen in the targeting of funding decisions. The broad impact of energy and environmental aspects was particularly evident across the entire spectrum of innovation activity, with 238 or more than 40% of all the funding granted by Tekes targeted at energy, climate and environmental objectives. This amount was up 15% on the year before. At the end of the year the Board decided to launch a five-year Groove Growth from Renewables Programme that aims to boost the business capacities and international competitiveness of Finnish small and medium-sized enterprises operating in the renewable energy sector through competence and network development. In late 2009 Tekes also began the preparation of the Climate Economy Programme with a view to launching a joint international programme with the Academy of Finland. Shares of services and nontechnical innovations increased Changes in EU framework legislation allowed Tekes the opportunity to provide funding for a broader range of innovation activity. The share of both services and non-technical content in Tekes R&D funding continued to grow. In 2009 around 25% of Tekes funding was allocated for the development of service innovations, while the share of non-technical content, such as business competence, service models, workplace and design development accounted for 40% of the total. One of the priorities during the year under review was to provide small enterprises with a boost in their pursuit of rapid growth and internationalisation. In this Tekes cooperates closely

5 with Finnvera, the Employment and Economic Centres (from 1 January 2010 the Centres for Economic Development, Transport and the Environment) and Finpro. In spring 2009 the Ministry of Employment and the Economy, Tekes and Avera launched the Vigo Startup Accelerator Programme to boost the development of fast-growing startups, while Tekes funding intended for young innovative enterprises covered around 50 enterprises aiming at rapid growth and internationalisation. In 2009 more than 70% of all university and research institution projects funded by Tekes were international, while around one in three enterprise projects involved international networking. The internationalisation task set for Tekes is to promote the internationalisation of R&D and innovation activity of enterprises and research organisations. Public support for the internationalisation of enterprises business operations is mainly channelled via Finpro. Innovation policy focus on demand and user-driven approaches Finland s National Innovation Strategy brought demand and user-driven approaches to the core of the nation s innovation policy. In demand-driven innovation, responsibility is clearly assigned to enterprises. Demand orientation has always been an element in R&D projects funded by Tekes, and Tekes has provided enterprises with support for market demand analyses. Public agencies can play an active role in the promotion of user-driven innovation. Tekes has systematically encouraged enterprises to include users in R&D work and funded hundreds of projects that promote user orientation in recent years. In 2009 Tekes conducted a joint review with the Ministry of Employment and the Economy on the opportunities to promote user orientation through programme and innovation activity. The results will be published by the Ministry in spring 2010 as part of its action plan for user-driven innovation policy. Tekes Board The Board decides on Tekes general policies and broad-reaching issues with fundamental significance, such as the initiation of Tekes programmes. In 2009 the Board decided on the launch of two new programmes. The decision on the funding of a research and development project is taken by the Board if the funding by Tekes exceeds 3. The Board may also decide to make decisions on the funding of projects smaller than this. During 2009, the Board met 12 times. Members of the Tekes Board are appointed by the Finnish Government for a term of four years at a time. 6 Year 2009 in brief Results of completed projects The year 2009 saw the completion of 1,535 projects: 882 enterprise R&D projects; 414 public research projects; 239 feasibility studies or innovation service procurement processes. The completed projects resulted in: 458 new or improved products; 459 new or improved services; 328 new or improved production processes; 709 patent applications; 775 academic theses; 1,811 publications; jobs, turnover and exports visible within 5 years. Funding In 2009 Tekes made funding decisions regarding 2,177 projects, which resulted in total investment of 579, of which: 343 was invested in enterprise projects; 236 was invested in projects carried out by universities, research institutes and polytechnics. The figures include 12 of funding for workplace development from the Finnish Workplace Development Programme (Tykes) and 22 of funding from EU Structural Funds. Of the funding total: 43% or 242 was targeted at Tekes programmes; 10% or 56 was targeted at the programmes of the Strategic Centres for Science, Technology and Innovation; 50% or 165 was targeted at service sectors; 2.5% or 14 was targeted at workplace development; 41% or 234 was targeted at non-technical development projects; 41% or 238 was targeted at energy and environmental objectives; 37% or 212 was targeted at opportunities offered by information and communication technologies; 9% or 53 was targeted at health and wellbeing. Of the total of enterprise R&D project funding: 61% was targeted at SMEs; 87% was targeted at enterprises with less than 500 employees. Enterprise customers In 2009 Tekes: made new funding decisions for 1,093 enterprises; gained 475 new enterprise customers; paid funding to 2,329 enterprises. 6

7 Wellbeing at work as part of management Tekes conducts an annual atmosphere survey to monitor employees wellbeing at work. The results show that employee wellbeing at work remained at quite a good level, with satisfaction with management and managerial work also staying at a good level. Areas in need of development in 2010 are issues related to cooperation and strategy communication. At Tekes wellbeing at work is promoted comprehensively through the development of management, organisational culture, atmosphere, workplace environment, work practices and processes, job descriptions and professional competencies as well as health and safety at work and services related to wellbeing at work. To promote these objectives, Tekes has established a joint wellbeing at work forum for employee and employer representatives that will address wellbeing at work as part of human resources management and development and everyday life in the workplace. Personnel in 2009 Tekes Employee of the Year 2009 was Reijo Kangas, Director, Real Estate and Construction Industries, who is a highly esteemed top professional with extensive international experience. The Procurement Team was selected as Team of the Year. customer of the service centre on 1 January At the end of 2009 Tekes had 297 employees, of whom 281 were based in Helsinki and 16 in units outside Finland. The 2009 person year total was 293 person years, up 1.9% on the year before. In all 89 persons worked in Tekes duties at Employment and Economic Development Centres*. The approximately twenty external programme coordinators who assisted Tekes programme coordination also provided an important contribution to Tekes service delivery. The average age of a Tekes employee was 46.5 years. In all 69% of the personnel had a Master s degree or above. Employee separation rate was 5.8%. Women accounted for 52% of the employee total and 50% of experts, while the rate of women in executive and middle management positions was 24%. *Finnish regional state administration has been reformed. From 1 January 2010 the Employment and Economic Development Centres became part of the new Centres for Economic Development, Transport and the Environment. Tekes services are provided at Innovations and International Business Operations at the Centres for Economic Development, Transport and the Environment. Human resources planning at Tekes will face bigger challenges due to the productivity objectives set for our administrative branch, on the basis of which our person-years framework will be cut down during the planning period. We will seek to achieve more and more demanding objectives productively, effectively and economically despite the decreases in resources. 8 Tekes has three broadly impacting objectives: capabilities in innovation activities, productivity and renewal of industries as well as wellbeing in society and the environment. Strong networking and closer international cooperation The Strategic Centres for Science, Technology and Innovation (SHOK) offer top-level research units and enterprises making use of research results a new environment for close and sustained cooperation with each other. Bringing together a variety of competencies in diverse networks can help speed up innovation activity, pursue global breakthroughs and make Finland an attractive partner. The internationalisation of innovation activity is one of the key roles of the Strategic Centres. As well as national networks, the Strategic Centres have a growing network of European and global partners. By year-end 2009, six new Strategic Centres had been established in Finland: Forestcluster Ltd, TIVIT (ICT industry and services), FIMECC Ltd (metals and engineering), CLEEN Ltd (energy and the environment), RYM Ltd (built environment) and SalWe Ltd (health and wellbeing). Each Strategic Centre has launched several programmes, with a total of 13 underway at year-end The level of these programmes must be sufficiently high in terms of challenge and quality so that their outcomes have substantial significance. Tekes is developing the operational capacities of the Strategic Centres and encourages them to carry out operational development. In 2009 Tekes provided 10 of funding for their research programmes and projects. World without borders Innovation-sector networks are expanding and becoming integrated into global activity. International research cooperation is close, and researcher mobility both incoming and outgoing has increased considerably in Finland. Tekes is implementing the National Innovation Strategy, and its various international projects became increasingly consolidated during the year under review. One of the areas with a growing focus in Tekes activity was Asia. In 2009 Tekes continued to promote Tekes and the EIT Tekes European cooperation involved work in organisations such as the European Institute of Innovation and Technology (EIT). Established in 2009, the EIT provides funding for Knowledge and Innovation Communities (KICs). These are highly-integrated partnerships bringing together the most important universities, research institutes, enterprises and other stakeholders to produce education, research and innovation activity in selected key sectors. Tekes has supported KIC proposers in every one of the three thematic areas of the first Call for Proposals: future information and communication society, climate change mitigation and adaptation and sustainable energy. One of the co-location sites of EIT ICT Labs, the KIC for future information and communication society, will be Otaniemi, Espoo, Finland, as its core partners include Otaniemi-based Aalto University, VTT and Nokia Corporation ( 8

9 science and technology cooperation with Chinese and Japanese partners. Activity in India related to fields such as diagnostics and energy. Cooperation with players in Singapore was also significant: Tekes and the Technical Research Centre of Finland (VTT) organised a cooperation seminar in Finland with the Agency for Science, Technology and Research (A*STAR), Singapore, on the themes of health care, wellbeing and ageing, and sustainable development. Tekes renewed its Memorandum of Understanding with A*STAR, resulting in the announcement of the first ever Tekes-Singapore Joint Call for Proposals. In 2009 Tekes participated actively in the administration and national funding of European space activity and the implementation of the new National Space Strategy. Tekes also facilitated the participation of Finnish industry and research community in European Space Agency (ESA) projects. Space activity provides enterprises, research groups and Strategic Centres for Science, Technology and Innovation an opportunity for close and high-quality international R&D cooperation and the development of applications based on space technology. Tekes takes part in several European cooperation programmes to facilitate the participation of Finnish enterprises and research groups in European R&D work. The most extensive of these are the AR- TEMIS Joint Undertaking in the field of embedded systems and the Ambient Assisted Living programme to address the needs of the ageing population. Operating at Tekes, the Finnish Secretariat for EU R&D helps enterprises and research units utilise the opportunities offered by European R&D programmes. Finnish research groups have participated successfully in many projects with EU framework programme funding, but enterprise participation remains below the targeted level. Finnish participants have been most active in the themes of IT, health research and nanotechnologies, materials and production technologies. The Finnish success rate at Seventh Framework Programme (FP7) calls for proposals averaged 23%, while the overall success rate among EU Member States was 22%. The Finland Distinguished Professor Programme (FiDiPro) is a joint funding programme of the Academy of Finland and Tekes to recruit distinguished foreign researchers or expatriate Finnish researchers who have worked abroad for a long period to Finland for fixed period. In 2009 Tekes provided funding for 11 FiDiPro projects. It also launched FiDiPro Fellow funding to invite promising young researchers to Finland, where previously the programme had only been open to professor-level experts. Enterprise development is now viewed from perspectives broader than mere technology. In 2009 Tekes funded an increasing number of projects that include the development of business competencies, services and working life as well as branding and design. Demand for Tekes funding increased by 33% In 2009 enterprises applied for Tekes research and development funding to cover a total of 682, up 33% on the 2008 figure. This major increase is proof of enterprise willingness for renewal in order to beat the recession. The greatest increase in demand was seen in the energy and environment sectors as well as the service, food, metals and construction sectors. There was a focus in the increase on regions that so far have featured the lowest levels of R&D investment, such as North and South Karelia, Kymenlaakso, Satakunta and North Savo. More than 60% of the funding was targeted at SMEs and almost 90% at enterprises with a maximum of 500 employees. Around 500 of the recipients of Tekes funding were growth enterprises and potential growth enterprises. Aiming at international growth Tekes selected 31 new enterprises for inclusion in the funding programme for young innovative growth companies in 2009, with their number since 2008 totalling 50 enterprises. This funding is intended for small early-stage enterprises with impressive plans and the resources necessary for international growth. Typical requirements include concrete market evidence such as customers and high enough turnover. This funding programme was utilised during the year by companies including Lappeenranta-based provider of enterprise resource planning systems, Severa, and Helsinki-based wireless quality advancements specialists, 7signal. In January 2010 both companies received the prestigious Red Herring Global 100 award for the world s most promising technology industry companies. Tekes also promoted SME internationalisation through the growth company development service operated by Tekes, Finpro, Finnvera and Centres for Economic Development, Transport and the Environment. The development process can be launched with, for example, Finnvera and continue as a project with Tekes or vice versa. In 2009 the growth company development service covered around 400 enterprises. In recent years Tekes has commissioned many studies on its activities and their impacts. According to a recent study, funding by Tekes has an impact on enterprise growth and, consequently, on industrial renewal, but it has so far not been possible to find as much evidence of a direct link between Tekes activity and enterprise productivity. The measurement of productivity improvements in individual organisations is challenging and the results show that this calls for more extensive further research. Startup accelerators giving enterprises a boost In March 2009 the Ministry of Employment and the Economy, Tekes and Avera launched the Vigo Startup Accelerator Programme. Its aim is to accelerate enterprise growth more efficiently by targeting funding and attracting seasoned international professionals to 10

11 coach fast-growing startups. The programme is coordinated by Tekes, and at this point there are six Vigo accelerators: Cleantech Invest, Food Process Innovations, KoppiCatch, Lifeline Ventures, Lots and Veturi Venture Accelerator. Promoting cooperation between the public and private sectors Tekes promotes cooperation between the public and private sectors in many ways. For example, the Innovations in Social and Healthcare Services Programme aims to renew public-sector social and healthcare service production and increase private business opportunities in the field. The objectives of the Sustainable Community Pro- gramme include improving both public and private-sector eco-efficiency and developing business opportunities. In the Safety and Security Programme public sector organisations are key utilisers and funders of development projects. Tekes also launched a new type of funding for the development of public procurement aiming at speedier creation and utilisation of innovations through procurement. Improving customer service Tekes is continuously developing its customer service to help new customers find the services they need and enable those who already know Tekes to utilise them as easily as possible. The Tekes website was also revamped in On the new site services are described as entities which Tekes or its partners can help develop. In the future, organisations operating under the Ministry of Employment and the Economy will attend jointly to customer relations, and harmonised service descriptions will make it easier to grasp the variety of public services available to enterprises. Senior technology adviser Markku Lämsä Competence, knowledge, specialisation and networking important for regional development Tekes commissioned four studies related to regional development in 2009, covering regional vitality and competitive advantage, enterprise growth and productivity factors and issues affecting regional capabilities. According to the results, competence, knowledge, specialisation and networking are the best ways to boost regional development. Capability factors important for regions are technology intensiveness and the share of knowledge-intensive services. The number of employees in knowledge-intensive sectors such as computing, research and development, law and finance, and marketing, consultancies and HR services has doubled in ten years. There are growth enterprises all over Finland, and a specific geographical location is not a prerequisite for growth. The region does, however, have a clear impact on growth dependent on compatibilities between the sector, the enterprise s approach and the region, and it has a particular effect on the evenness of economic growth. 11

A good workplace is a successful workplace 12 The development of working life was included in Tekes field of activity in This entailed Tekes continuing and expanding the Workplace Development Programme (Tykes) launched in 2004 by the then Ministry of Labour. In 2009 Tekes provided 12 of funding for workplace development through the programme, which was concluded at the end of In December 2009 Tekes announced new funding for the development of work organisations. The aim is to encourage workplaces to develop new methods and approaches and therefore achieve comprehensive improvements in productivity and the quality of working life. Funding for the development of work organisations can be used to develop work, organisational and management practices. The funding promotes solutions that can be employed simultaneously to improve the competitiveness of Finnish workplaces and promote employees capacities to cope and remain employed longer. This can provide a positive contribution to efforts to respond to the decrease in the supply of labour caused by the ageing of the population. Tekes grants funding for the development of work organisations for all sizes of private and public organi- sations. The focus is on innovative projects that utilise external expertise. The development of work organisations can also take place as part of a broader technology and business development project. Focus on energy consumption and renewable energy sources In 2009 the key themes for Tekes in the energy sector were energy and materials efficiency, sustainable use of raw materials and clean energy solutions. There were several programmes underway on these themes, including BioRefine, Fuel Cell, Sustainable Community and the Water Programme, and new measures were being prepared. The Strategic Centre for Science, Technology and Innovation in the field of energy and the environment, CLEEN Ltd, launched its first programme and several others were under preparation. This was taken into consideration in the contents of Tekes programmes and projects, which had a further focus on responding to the needs of SMEs. A particular priority in the planning of new measures was to create growth enterprises and support their growth. The design of the Groove - Growth from Renewables Programme was completed, and a new activation project in the field of materials efficiency aimed at SMEs operating in waste management and recycling, Recycle and Grow, also kicked off during the year. Towards the end of the year Tekes began preparations for the Climate Economy Programme with a view to launching a joint international programme with the Academy of Finland and other partners. The five-year ClimBus Programme on business opportunities in the mitigation of climate change was completed in the spring and was rated highly in an external evaluation. The programme was found to have been instrumental in establishing a strong climate cluster in Finland, with more than 67% of participating enterprises reckoning it helped boost their business. In total Tekes provided 238 in funding for projects with energy, environmental and climate elements in 2009, up 15% on the year before.

13 Environmentally friendly transport solutions Solutions developed in the BioRefine Programme are progressing into the testing stage. An example of a Tekes-funded project is the demonstration facility inaugurated by Neste Oil and Stora Enso at Varkaus for biomass to liquids (BTL) production of transport biofuels utilising forestry residues. Major development efforts to create environmentally friendly and energy-efficient transport solutions have taken place in other areas too, with examples of this including 4 funding for work to develop electric vehicles. Increasing the quality and effectiveness of the social and healthcare service system Innovations in Social and Healthcare Services is an extensive partnership programme under which Tekes implements the policies and objectives adopted in the Government Programme and by the Ministry of Social Affairs and Health to improve the service system. The programme aims to develop service user-driven cooperation and operating models for social and healthcare services. In addition to the service user perspective, the programme has a particular focus on developing cooperation between the public, private and third sectors. A Strategic Centre for Science, Technology and Innovation in the field of health and wellbeing was established in April 2009, with its operations directed and administered by Sal- We Ltd. The Strategic Centre promotes the individual s health and wellbeing and boosts Finnish business activity in the field. The first programmes of the Strategic Centre will be launched in early 2010 and focus on the themes of brain health and functionality, intelligent monitoring of health and wellbeing, and overweight and related health challenges. Addressing young people s mental health problems Young people s mental health problems are often detected too late and intervention is difficult. Under the Innovations in Social Welfare and Health Care Systems Programme, the municipality of Ulvila is developing a service concept with aims including screenings for early identification of young people s depression symptoms and provision of intensive help for young people starting from their own needs. The working methods of community care in child protection, student welfare and youth work aimed at young people are being developed towards increased multiprofessionalism, effectiveness and cost efficiency, with the standardised process making early intervention easier for school and health care personnel. The project also develops online therapy services as part of the intensive work period and follow-up. The results can later be employed by other municipalities too. 14 14 Programmes Enterprise and research organisation participation in Tekes programmes increased There were 29 Tekes programmes underway in Programme funding by Tekes, enterprises and research institutions totalled 517, with Tekes contributing 242 of the total. This accounts for 43% of all funding granted by Tekes. The number of new projects launched during the year was 829. There was a considerable increase in enterprise and research organisation participation in projects under Tekes programmes, with their number totalling 5,440 (4,757 in 2008). There were a total of 3,869 (3,352) enterprise participants in Tekes programmes underway in 2009, with two in three of these SMEs, while the number of research organisation participants was 1,571 (1,432). Tekes launched one new programme at the beginning of the year: Built Environment. The programme is driven by the needs of users of built environments and the requirements these needs set on the property and construction sector. Towards the end of the year a decision was also made regarding another new Tekes programme, and Groove Growth from Renewables was launched at the beginning of The programme aims to improve the business capacities and international competitiveness of Finnish SMEs operating in the field of renewable sources of energy through competence and network development. A decision was also made to extend two existing programmes and further specify their objectives: the Tourism and Leisure Services Programme was extended until 2012 and the Serve Innovative Services Programme until Tekes provided 56 in funding for Strategic Centres for Science, Technology and Innovation, with the funding covering 13 research programmes. By year-end 2009 a total of six new Strategic Centres had been established: CLEEN Ltd (energy and the environment), FIMECC Ltd (metals and engineering), Forestcluster Ltd, RYM Ltd (built environment), SalWe Ltd (health and wellbeing) and TIVIT Ltd (ICT industry and services). Concepts of Operations Safety and Security Workplace Development Programme Tykes * organisations ** Ubicom Embedded ICT Tourism and Leisure Services Boat Programmes completed in 2009 The FinnWell Programme aimed to improve the quality and productivity of health care and promote cooperation and internationalisation in the sector. The programme helped increase the efficiency of national-level strategic cooperation and achieve closer cooperation between public-sector service providers, enterprises and research organisations. It also created improved mechanisms employable by funders for jointly-targeted development funding. The programme provided funding for almost 200 enterprise projects, and the total programme was around 177, with Tekes contributing around 92 of the total. Public research projects under the MASI Modelling and Simulation Programme developed a broad range of modelling and simulation competences and methods and resulted in competence transfers to Finnish businesses. Essential development was achieved in the use of modelling and simulation in more than 100 enterprise-led projects. The programme also helped create several results that are significant in terms of their commercial value. The total programme was around 98, with Tekes contributing around 53 of the total. The SISU 2010 Innovative Manufacture Programme s total of around 140 research and enterprise projects resulted in the development of production methods and manufacturing technologies and promoted production investments and the preservation of production jobs in Finnish manufacturing industry. The development of SME manufacturing activity was a particular success as two-thirds of the enterprise projects under the programme were SME ones. The total programme was around 80, with Tekes contributing around a half of the total. The VAMOS Value Added Mobile Solutions Programme funded 188 mobile projects aimed at developing enterprises business activity and international competitiveness. More than 100 SME projects were included in the programme, which is an exceptionally high rate among enterprise projects (72%). Enterprises developing and utilising mobile solutions were actively involved in programme activity, resulting in a record number of 400 organisations from different sectors participating. The total programme was around 100, with Tekes contributing around 45 of the total.
