1 An Aboriginal Business and Economic Development Agency Blair Hogan, BComm Aksala Dr. Whitehorse, YT Y1A 0M5 (867) Professional Profile Blair Hogan, BComm Blair Hogan is a Teslin Tlingit First Nation who has a strong history of effective community leadership in the areas of business development, economic development, and intergovernmental relations. Blair has assisted his self-governing first nation, the Teslin Tlingit Council and community of Teslin in developing political and financial strategies to access a wide-range of funds necessary to facilitate local community development and local opportunity creation. One of the biggest successes from Blair s tenure as Executive Councillor is the successful development, launch and long-term financing of Teslin s local economic development agency the Dèslin Development Corporation (DDC). Blair s entrepreneurial spirit has been harnessed to assist local Aboriginal and non-aboriginal businesses, First Nation trusts, First Nation organizations, northern and isolated communities, as well as, various social enterprises and has a solid track record of developing funded proposals and business plans, economic development strategies, amongst many other objectives. Most recently, Blair has been recruited by the Cape Breton University Purdy Crawford Chair in Aboriginal Business Studies as the Northern Regional Manager for the national In.Business initiative. This project aims to connect Aboriginal high school students with Aboriginal business mentors to explore and learn business concepts in a fun and interactive way, utilizing smart phone technologies as well as other social mediums. Blair was honoured to be one of the participants at the 2015 Governor General Canadian Leadership Conference, being assigned to the Montreal study group (Quebec 1). Page 1 of 8

Representing TTC on Teslin s Community Energy Planning Committee, Community Development Planning Committee, Off-Settlement Land Working Group Committee, Revenue Strategy Committee Chairman 2011-Current Investment Committee (Teslin Tlingit Council Trust) Fiduciary responsibility of a 20 million dollar investment portfolio. The goals of the fund are preservation of capital, preservation of purchasing power, and long-term capital growth. As Chair I facilitate meetings, maintain oversight on budget, and manage the information flow between the financial advisor, the fund managers, the directors, as well as, the administrators working for the committee. Representing IC on Non-Governmental Asset Working Group Northern Regional Manager 2015-Current In.Business - Purdy Crawford Chair in Aboriginal Business Studies (CBU) Facilitating a partnership between Yukon College and Cape Breton University to implement an indigenous youth-focused business mentorship program for the Yukon and Northwest Territories. In.Business is a national mentorship program that is now Coast-to-Coast-to-Coast, helping build and support the indigenous business leaders of tomorrow. Page 2 of 8
3 Volunteerism Board member 2016-current Yukon Energy Corporation (YEC) Established in 1987, Yukon Energy is a publicly owned electrical utility that operates as a business, at arms length from the Yukon government. YEC is the main generator and transmitter of electrical energy in Yukon and works with it s parent company Yukon Development Corporation to provide Yukoners with a sufficient supply of safe, reliable electricity and related energy services. Vice-President Yukon First Nation Chamber of Commerce (YFNCC) YFNCC s objectives are to facilitate communication between First Nation Dev. Corps and other First Nation businesses, promote collaboration and partnerships, and to seek out opportunities to help enhance the knowledge base of Yukon First Nation Businesses relating to all aspects of the Yukon economy Director Yukon seat Council for the Advancement of Native Development Officers CANDO is a national organization, focused on Aboriginal Economic Development and the empowerment of First Nation leaders and their respective communities through the facilitation of training, certification and networking opportunities. Organized and promoted the successful bid to host the 2016 AGM and annual conference in Whitehorse Yukon. Official (2012), Volunteer/Coach (2014) Arctic Winter Games (Dene Games) Ensuring the legitimacy and fair play of the traditional aboriginal sports Snow Snake, Stick Pull, Finger Pull, Hand Games, and Pole Push. These cultural events help showcase some of the North's most ancient sports by bringing together aboriginal and nonaboriginal athletes from over 9 different countries in the circumpolar north. Secretary / Treasurer Yukon Mine Training Association Serving on the Board of Directors for Yukon s most proactive and successful mine industry initiative; Connecting First Nations with opportunities in the mining industry through training and opportunity creation. Event & Promotion Coordinator PG Chamber of Commerce, and Spirit of the North Volunteering to plan and execute Gala dinners and fundraising events, allowing for networking opportunities with a wide variety professionals in northern BC. 4 Recent Projects Status: Non-Governmental Assets Oversight Committee - Teslin, YT Sources of Finance Identifying and analyzing all sources of potential revenue for TTC, TTCT, TTBT, DDC, etc. This document works to comprehensively identify, analyze and then make strategic recommendations on accessing all sources of revenue and finance available to a government, its businesses and non-profit entities. In progress Dèslin Development Corporation - Teslin, YT Land Treatment Facility - Operations and Maintenance Management Plan This document is very comprehensive and maps out the entire suite of duties and activities that encompass operating and maintaining a LTF facility. Status: Completed April 2015 Dèslin Development Corporation - Teslin, YT Land Treatment Facility - Business Plan A community facing huge contamination issues decided to create a business case to develop a land treatment facility to not only treat all locally derived contaminated soils, but for the commercial viability of continuous bioremediation of many regional sources. Status: Completed January 2015 Dèslin Development Corporation - Teslin, YT Community and Corporate Relations Status: Completed December 2014 Providing this new non-profit community development corporation a solid foundation for communication with both the community it services and the corporate entities that support the corporation. This work includes a Brand, logo, letterhead, advertisements, newsletter, annual report, BOD orientation, governance manual, policies and procedures. 5 Status: Working with many different types of businesses in many communities in the development of business plans and proposals to assist entrepreneurs in accessing funds for business start-ups and expansions. In progress. Kwanlin Dün Cultural Center - Whitehorse, YT Strategic Plan and Business Model options Strategic planning was conducted for Yukon s premier event, convention, and cultural centre. This planning was also supplemented with research into Best Practices from other cultural/convention centres and development of Business options to help diversify and develop the income streams for this centre. Status: Completed August 2014 Teslin Tlingit Heritage Center (TTHC), Whitehorse, YT Land claims display self government to self government Research and Consultation Research and development of the Inland Tlingit people of the Déslin- Kwan and their journey from their Coastal lives, and their selfdetermination in negotiation and implementation in self-government. Status: Completed June 2014 Vuntut Gwitchin Business Trust - Whitehorse, YT Teslin Tlingit Trusts and Business presentation Delivered a presentation to the VGFN Business Trustees of the Teslin Tlingit Trust model and once again to the community of Old Crow. This presentation was very well received; I was further invited to VGFN's next Annual General Assembly to deliver this presentation once again. Status: Completed June 2014 Yukon First Nation Culture and Tourism Association - Whitehorse, YT Strategic Planning and Business Planning Stakeholder Consultations Interviewed Board of Directors, current and potential membership, as well as other stakeholder groups to determine what supports and other membership benefits would create value for practitioners from the Yukon s First Nation cultural and arts sectors. Status: Completed December 2013 Kwanlin Dün Cultural Center - Whitehorse, YT Proposal, RFP, Evaluation and Contract Development Page 5 of 8
6 Five targeted proposals, with a complete compliment of RFP s, evaluation, and contracts for work. Status: Completed September 2013 Teslin Tlingit Council - Teslin, YT Language Revitalization Project - Funding Proposal Worked with this organization to help develop and submit a proposal to the Community Development Fund to offset the costs of TTC working to revitalize the Tlingit language. Status: Completed September 2013 Vimy Heritage Housing Society (VHHS) - Whitehorse, YT Vimy Heritage Housing Project - Business Plan VHHS is a society with representation from all Yukon senior-focused organizations. A business plan was required to help secure approximately $20 million in funding for the planning and development of a 75 unit supportive living facility for seniors. Status: Completed August 2013 Vuntut Gwitchin First Nation - Old Crow, YT VGFN Economic Development Analysis Working with Cottongrass Consulting and Brittany Pearson Consulting, the team researched and developed an economic analysis of the Old Crow community. This project required extensive community consultation, with over 400 citizen surveys and interviews completed. Status: Completed August 2013 Vuntut Gwitchin First Nation - Old Crow, YT Business Basics workshop A component of the previously described Economic Development analysis, was the development and delivery of a two-day workshop providing potential entrepreneurs in Old Crow the basics of running a business with a hands-on opportunity to apply what they learned. Status: Completed May 2013 Cottongrass Consulting Group - Whitehorse, YT E-Commerce project This project aimed to provide a free business advisory service to all Yukon communities, for anyone who wants to start a business or may want help bringing their business online. I helped to provide these services to the Ross River and Faro communities specifically. Status: Completed February 2013 Page 6 of 8
7 YFN Trust & Investment Symposium - Whitehorse, YT Teslin Tlingit Trusts and Business presentation This conference's steering committee requested me to develop and deliver a presentation that would help educate and showcase Teslin Tlingit Trust and Business development structures to other Yukon First Nation trustees. Status: Completed November 2012 Té Khâ Planning and Development Teslin, YT Capital Improvement Plan (CIP) Status: Completed October 2012 This 20-year plan is designed to allow Teslin Tlingit Council to financially budget for, and politically anticipate long-term fixed asset replacements. This plan is used to connect the yearly budgeting cycles with the long-term goals and needs of a community. I played a role in researching the opportunity of a pilot project in Teslin with Community Affairs to design software to help communities and First Nation s to systematically plan for fixed-asset replacements. Dakwakada Development Corporation - Whitehorse, YT Castle Rock Construction - Website Content Creation Worked with the leadership and senior management to distill a brand and value statement, as well as the "Castle Rock Story". These values helped guide the written content and video development for their new website, and was focused on the showcasing new service offering by Castle Rock Enterprises of asphalt paving. Status: Completed July 2012 Dease River Development Corporation (DRDC) Good Hope Lake, BC Investment & Expansion of Mill Proposal DRDC required a proposal presented to the Dease River First Nation to utilize some of the Forest Consultation and Revenue Sharing Agreements (FCRSA) funds to help expand and integrate its current sawmill production. Status: Completed June 2012 Teslin Tlingit Council (TTC) Teslin, YT Marketing the Tlingit; Preparing Teslin for Tourism Page 7 of 8
8 Status: Completed September 2011 Completed preliminary research and feasibility assessments of all major factors involving the prospective tourism industry in the First Nation community of Teslin, Yukon. This final report represents a balanced approach to considering tourism as a community economic development initiative, taking into account the economic implications in addition to the possible environmental and cultural effects. This report also describes the power of an integrated marketing cooperative, and outlines some possible strategies for success. Northern Savings Credit Union Prince Rupert, BC Social Media Marketing Strategy Developed a social media marketing strategy, improving the ability of the credit union to develop and sustain relationships to its widely geographically dispersed client-base.
